Morning news brief: 'Rise of COVID-19 cases among unvaccinated concerning' and more

Two-thirds of people in Japan do not believe the country can host a safe and secure Olympics amid the coronavirus pandemic, according to a survey published by the Asahi newspaper just four days before the opening ceremony in Tokyo.

In the poll, 68% of respondents expressed doubt about the ability of Olympic organisers to control coronavirus infections, with 55% saying they were opposed to the Games going ahead.

Three-quarters of the 1,444 people in the telephone survey said they agreed with a decision to ban spectators from events.

As COVID-19 infections rise in Tokyo, forcing the government into a fourth state of emergency, public concern has grown about hosting an event that is bringing tens of thousands of overseas athletes, officials and journalists into Japan's capital.

Games officials on Sunday reported the first COVID-19 case among competitors in the athletes' village in Tokyo, bringing the total number of cases connected to the Olympics to at least 10.

International Olympic Committee President Thomas Bach has said he hopes the Japanese public will warm to the Games once competition begins and as Japanese athletes begin winning medals.

Tokyo 2020: Two-thirds of Japanese doubt pandemic Olympics can be safe, says poll

London clubbers on Monday flocked to one of the first rule-free live music events since the pandemic began last year, dancing through the night and rejoicing in human interaction as England lifted most COVID-19 restrictions at midnight.

Britain, which has one of the world's highest death tolls from COVID-19, is facing a new wave of cases, but Prime Minister Boris Johnson is lifting most restrictions in England in what some have dubbed "Freedom Day".

Epidemiologists are generally skeptical that lifting restrictions is the right thing to do, but many young British people have had enough of more than 1 1/2 years of lockdowns, say they and crave a party.

"I have not been allowed to dance for like what seems like forever," said Georgia Pike, 31, at the Oval Space in Hackney, east London. "I want to dance, I want to hear live music, I want the vibe of being at a gig, of being around other people."

Beside the zest for fun, though, there was also clear concern about a wave of new cases - more than 50,000 per day across the United Kingdom.

"I am so excited - but its mixed with the sense of impending doom," said Gary Cartmill, 26.

After rushing to vaccinate its population faster than almost all other European countries, Johnson`s government is betting that England can reopen as fully vaccinated people are less likely to get seriously ill with COVID-19.

Promoters of the event, Rob Broadbent and Max Wheeler-Bowden put up a video of themselves getting a COVID-19 test and urged those told to isolate to do so.

They said they reduced the number of bands and the number of venues and lost money on the event because fewer people than expected attended.

British society appears split on the restrictions: some want tough rules to continue as they fear the virus will keep killing people, but others have chafed at the most onerous restrictions in peacetime history.

Business owners, including nightclubs, travel companies and the hospitality industry, have been desperate to reopen the economy while many students, young people and parents have quietly disregarded many of the most onerous rules.

Artists say the lockdown has been tough.

James Cox, the 32-year-old lead singer of Crows, a post-punk band playing at The Oval Space, said the last time he had performed live was on Halloween 2020.

'I want to dance': London clubbers cheer end of COVID-19 restrictions

Japanese Prime Minister Yoshihide Suga and South Korean President Moon Jae-in will hold their first in-person summit on Friday, coinciding with the start of the Tokyo Olympics, Japan's Yomiuri newspaper reported on Monday.

The report of Moon's visit comes amid a political uproar in Seoul triggered by comments by a Japanese diplomat on Moon that created new tension in already fraught diplomatic relations between the two countries.

Moon's office said on Monday the visit was still uncertain.

The leaders are likely to discuss issues that have strained relations over generations, including compensation for people forced to work in Japanese firms and military brothels during Japan's 1910-1945 colonial rule, the Yomiuri report said.

Japan is also planning to replace a senior Seoul-based diplomat after his widely reported comment last week likening Moon's dealings with Japan to "masturbation", the Yomiuri said.

On Monday, the South Korean presidential Blue House said in a statement that the two countries were in discussions but that there has been no decision on a trip by Moon.

"It is still uncertain whether a visit to Japan and a meeting will take place as there has been no satisfactory action taken by the Japanese side over the last-minute obstacle to a (summit) meeting," it said.

South Korean broadcaster JTBC reported on Friday that a senior diplomat at Japan's embassy in Seoul had said Moon was "masturbating" when describing the South Korean leader's efforts to improve ties with Tokyo.

South Korea’s vice foreign minister, Choi Jong-kun, summoned Japan's Ambassador Koichi Aiboshi on Saturday to protest.

"He also demanded the Japanese government to promptly take tangible and due steps to prevent a recurrence of such situation," the foreign ministry said in a statement.

A Japanese foreign ministry spokesman said no one could immediately comment on the reports.

Suga this month called relations between Japan and South Korea "very difficult", adding that it was up to Seoul to provide a response to the problems. South Korea's presidential Blue House has said a visit by Moon may be possible if he could meet Suga and if progress on some agreements could be expected.

Japan's Suga, S Korea's Moon to hold first summit meeting on Friday: Report

British Prime Minister Boris Johnson and finance minister Rishi Sunak will both self-isolate in line with national guidance, abandoning heavily criticised plans to take part in a pilot scheme that would have allowed them to continue working.

The U-turn comes a day after health minister Sajid Javid said he had tested positive for COVID-19 and at a time when the government's coronavirus response is under intense scrutiny.

Almost all remaining restrictions in England will be lifted on Monday despite a surge in infections as ministers put their faith in the advanced vaccine programme.

Cases are rising by more than 50,000 a day and hundreds of thousands of Britons are being asked to self isolate for 10 days, causing havoc for employers and parents, prompting train cancellations and forcing some businesses to close their doors.

The government announced at 0700 GMT that Johnson and Sunak had been exposed to a person with COVID-19 and would take part in a trial scheme that allowed them to keep working instead of self-isolating.

But less than three hours later that decision had been reversed after a flurry of criticism from voters, political opponents and business owners.

"We did look briefly at the idea of us taking part in the pilot scheme... but I think it's far more important that everybody sticks to the same rules," Johnson said in a video message from his country residence, where he will isolate until July 26.

The Telegraph reported late on Sunday that ministers were urging Johnson to ditch the requirement for fully-vaccinated people to self-isolate entirely.

Opposition politicians had said it was hypocritical for Johnson and Sunak to have tried to exempt themselves from some of the rules.

"Boris Johnson and Rishi Sunak have been busted yet again for thinking the rules that we are all following don’t apply to them," said Labour Party leader Keir Starmer.

Sunak also acknowledged the backlash over their initial decision.

"I recognise that even the sense that the rules aren’t the same for everyone is wrong," he said on Twitter.

The government's handling of the pandemic has been dogged with episodes that have damaged public trust - most recently when then-health minister Matt Hancock was pictured kissing an adviser, in breach of social distancing regulations. He later resigned.

Housing minister Robert Jenrick confirmed that the government would go ahead with its "freedom day" plan on Monday, removing the requirement to wear face masks, lifting limits on social gatherings and allowing high-risk businesses to reopen.

Johnson used his video message to plead with the public to take a cautious approach to the change of rules.

"Please, please, please, be cautious," he said.

"Go forward tomorrow into the next step with all the right prudence and respect for other people, for the risks that the disease continues to present and, above all, please, please, please when you`re asked to get that second jab ... please come forward and do it."

Ministers argue that the vaccination programme, under which 87.8% of the adult population has had one vaccine dose and 67.8% have been double vaccinated, has largely broken the link between cases and mortality.

"The last time we had cases at the level we do today, the number of people dying from the virus was 30 times the number it is today," Jenrick told the BBC.

UK PM Johnson reverses plan to skip quarantine after COVID-19 exposure

Australian Prime Minister Scott Morrison's approval ratings fell to the lowest level in more than a year, according to a poll published on Monday, as a sluggish COVID-19 vaccine rollout dented voters' confidence in his conservative government.

A Newspoll conducted for The Australian newspaper showed Morrison's public support dropped two points to 51% over the last three weeks, the lowest level since he faced criticism early last year over his response to devastating bushfires.

Morrison has come under increasing pressure as a slow national vaccine rollout leaves Australia exposed to a deadly new wave of the coronavirus pandemic. Sydney and Melbourne, the country's biggest two cities, are in lockdown in a bid to stem a fast-moving outbreak of the Delta variant.

Morrison's Liberal-National Party coalition government also slumped to its lowest electoral position this term, the Newspoll showed, trailing the opposition Labor Party 47-53 on a two-party preferred basis.

If the poll result was replicated at an election, the conservative government would suffer "a significant defeat" against centre-left Labor, The Australian reported.

After a 2019 general election gave the coalition a wafer-thin majority, Morrison's popularity initially surged during the COVID-19 crisis as measures including closing the international border, social distancing and speedy contact tracing kept Australia's overall exposure relatively low. The country has recorded just over 31,900 cases and 914 deaths.

But delays with the vaccine rollout - just 13% of the country's adult population of around 20 million are fully vaccinated - have frustrated voters.

Morrison`s handling of the pandemic fell nine points in the past three weeks to 52%, according to the Newspoll, far below the 85% rating at the previous peak of the pandemic in April last year. Confidence in the vaccine rollout slumped to 40%.

Morrison has suggested changing medical advice for the country's mainstay AstraZeneca's vaccine and supply constraints for Pfizer's vaccine have been to blame.

The Newspoll was based on surveys of just over 1,500 voters in metropolitan and regional areas from Wednesday to Saturday.

According to a NASA study, there may be a surge in high-tide floods in the mid-2030s. It has looked to warn coastal communities in the world. This seems to be triggered by the moon’s wobble.

The study says the increase in the flooding will start after a lunar cycle will amplify rising sea levels caused by the climate crisis. The study has been led by the members of the NASA Sea Level Change Science Team from the University of Hawaii.

As the long-term geological processes are leading to rise in far northern coastlines’ land areas, these will get at least another decade's respite before flooding begins.

Published in the journal ‘Nature Climate Change’, the study is the first to take into account all known oceanic and astronomical causes for floods, NASA said in a news release.

In 2019, the National Oceanic and Atmospheric Administration reported over 600 high-tide floods. As per this study, these floods will sometimes occur in clusters lasting for over a month or longer in the 2030s. It would depend on the positions of the Moon, Earth and Sun. Some cities may witness floods every day.

Martine Moise, the widow of Haiti's assassinated president Jovenel Moise, returned to the Caribbean nation on Saturday for his funeral after she was treated in a Miami hospital for injuries sustained during the July 7 attack at their private residence.

Jovenel Moise was shot dead when assassins armed with assault rifles stormed his home in the hills above Port-au-Prince, tipping the country into uncertainty and sparking a frenzied investigation to identify the authors of the plan.

The Prime Minister's office tweeted a video of Martine Moise arriving back at the Haitian capital's Toussaint Louverture international airport on Saturday, wearing all black clothing, donning a bullet proof vest and with her right arm in a sling. She was greeted by Interim Prime Minister Claude Joseph.

"The Prime Minister, Dr Claude Joseph, welcomes the First Lady, Martine Moise, who arrives in Haiti for the funeral of her husband," the Prime Minister's office said.

Martine Moise had tweeted earlier this week while in Miami that she was still coming to terms with the killing of her husband and had thanked a "team of guardian angels who helped me through this terrible time."

Earlier on Saturday, the important Core Group of international ambassadors and representatives had urged "the formation of a consensual and inclusive government".

"To this end, we strongly encourage the designated Prime Minister Ariel Henry to continue the mission entrusted to him to form such a government," the group said. Henry, who Moise designated Prime Minister shortly before being killed, has not been sworn into his position and the country is being led by Joseph.

The Core Group is made up of ambassadors from Germany, Brazil, Canada, Spain, the United States, France, the European Union and special representatives from the United Nations and the Organization of American States.

"As Haiti faces serious dangers, the members of the group express the wish that all political, economic and civil society actors in the country fully support the authorities in their efforts to restore security throughout the country," it said.

The group also called for the organization of "free, fair, transparent and credible legislative and presidential elections as quickly as possible".

Senior opposition Senator Patrice Dumont, one of only 10 sitting lawmakers in the normally 30-seat Senate said on Thursday that fair elections cannot be held for at least a year due to the influence of violent gangs and a compromised electoral council.

On Friday a Colombian police chief said the assassination may have ordered by a former Haitian justice ministry official, citing a preliminary investigation that has implicated Haitian-Americans and former Colombian soldiers.
