Addressing the event on Monday, Union Minister for New and Renewable Energy RK Singh said, "India is already ahead of what we pledged in our Nationally Determined Contributions (NDCs). Already 39 per cent of our installed capacity is from non-fossil based sources. By 2022 we will reach our target of 40 per cent."

"We are launching the Green Corridor Phase 2 and we are generally expanding transmission to put in place systems for renewable power evacuation from sites where irradiation is high, or wind speed is high," he said further.

Italian Prime Minister Mario Draghi will host a special summit of the Group of 20 major economies on Tuesday to discuss Afghanistan, as worries grow about a looming humanitarian disaster following the Taliban's return to power.

Since the Taliban took over Afghanistan on August 15, the country - already struggling with drought and severe poverty after decades of war - has seen its economy all but collapse, raising the spectre of an exodus of refugees.

The video conference, which is due to start at 1 pm (1100 GMT), will focus on aid needs, concerns over security and ways of guaranteeing safe passage abroad for thousands of Western-allied Afghans still in the country.

"Providing humanitarian support is urgent for the most vulnerable groups, especially women and children, with winter arriving," said an official with knowledge of the G20 agenda.

The UN Secretary General Antonio Guterres is due to join the summit, underlining the central role given to the United Nations in tackling the crisis - in part because many countries don't want to establish direct relations with the Taliban.

Italy, which holds the rotating presidency of the G20, has worked hard to set up the meeting in the face of highly divergent views within the disparate group on how to deal with Afghanistan after the chaotic US withdrawal from Kabul.

"The main problem is that Western countries want to put their finger on the way the Taliban run the country, how they treat women for example, while China and Russia on the other hand have a non-interference foreign policy," said a diplomatic source close to the matter.

China has publicly demanded that economic sanctions on Afghanistan be lifted and that billions of dollars in Afghan international assets be unfrozen and handed back to Kabul. It was not clear if this would even be discussed on Tuesday.

While US President Joe Biden, Indian Prime Minister Narendra Modi and Europe's G20 leaders were expected to take part in the meeting, Chinese media reported that President Xi Jinping would not participate. It was also not clear if Russian President Vladimir Putin would dial in.

Afghanistan's neighbours Pakistan and Iran have not been invited to the virtual call, but Qatar, which has played a key role as an interlocutor between the Taliban and the West, will join the discussions, a diplomatic source said.

The virtual summit comes just days after senior US and Taliban officials met in Qatar for their first face-to-face meeting since the hardline group retook power.

Tuesday's meeting comes less than three weeks before the formal G20 leaders summit in Rome on Oct 30-31, which is due to focus on climate change, the global economic recovery, tackling malnutrition and the COVID-19 pandemic.

For some decades, China has been intimidating different nations and even its own countrymen in one or the other way.

Be it sea or land, the increasingly aggressive China has been flexing its muscles everywhere. The incursions through land, water or air by the country seems to have become common now. It is one of the big contributors in the disturbance of peace.

Around 17 countries have one or the other territorial disputes with the Asian giant. These include Taiwan, the Philippines, Indonesia, Vietnam, Japan, India, South Korea, North Korea, Singapore, Brunei, Nepal, Bhutan, Laos, Mongolia and Myanmar.

Filled with oppression, can China ever learn to live in peace?

In March, when Miami Mayor Francis Suarez revealed that the city would bring on Art Acevedo, Houston's police chief, to head its Police Department, Suarez told the local newspaper that the hire was “like getting the Tom Brady or the Michael Jordan of police chiefs.”

His star pick lasted barely six months.

On Monday, Miami officials said they had decided to suspend Acevedo with the intent to terminate him, showing the chief the door after a contentious tenure in which he clashed with powerful elected commissioners who laid out their grievances against him in a series of City Hall meetings that frequently devolved into spectacle.

“The relationship between the chief and the organization has become untenable and needed to be resolved promptly,” Art Noriega, the city manager, said in a statement. “Relationships between employers and employees come down to fit and leadership style and unfortunately, Chief Acevedo is not the right fit for this organization.”

Acevedo made a series of decisions and comments that enraged commissioners, including dismissing or demoting several of the department’s top officers, investigating a City Hall sergeant-at-arms and posing for a selfie at a pro-Cuban democracy protest with a prominent member of the Proud Boys, whom the chief said he did not know.

The chief also said the Police Department was being run by a “Cuban mafia” — as a joke, he said — and later compared the reaction of commissioners to his actions to “the repressive regime and police state” of Communist Cuba. A majority of commissioners are Cuban American, as is Acevedo, although he grew up in California, not in the Cuban exile stronghold of South Florida.

Noriega had initially required Acevedo to submit an improvement plan of sorts, which the chief did. But at least one city commissioner declared that step insufficient. It had been clear for weeks that Acevedo had never won over commissioners, who had been taken aback by his surprise hiring. Noriega did not strongly defend Acevedo before the commission at its meetings. Suarez did not show up at all.

Acevedo has not spoken publicly as his tenure unraveled over the past weeks, despite his outspoken nature. (His national profile came in part from his frequent Twitter posts.) He thanked the department in a letter Monday evening.

“It has been a privilege serving with you and fighting for you,” he wrote, according to a copy of the letter posted online by WPLG, the local ABC News station.

Acevedo had accused several city commissioners of improperly meddling in personnel decisions, and he did not back away from that position in his memo.

“I promise to continue to fight the good fight to rid MPD of the political interference from City Hall that unfortunately continues to negatively impact this organization,” he wrote.

A Taiwan official has asked Australia to support its bid to join the CPTPP pan-Pacific trade pact, which China opposes, saying Taiwan can boost high technology trade flows and demand for Australian minerals.

Support for Taiwan's bid would also "send a strong message" to Australian businesses impacted by China's recent boycotts of Australian products, the Taipei Economic and Cultural Office representative, Elliott Charng, told a parliament committee in Canberra on Tuesday.

"Economic sanctions imposed on Australia by China reinforce the argument of engaging with Taiwan more closely and more deeply," he told the committee. Each member of the 11-nation CPTPP, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, has to approve new members and the committee will recommend Australia's response.

The regional trade group, formed in 2018, currently includes Canada, Australia, Brunei, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore and Vietnam. It has received applications from Britain, China and Taiwan to join.

The bids by China and Taiwan in the past month have sparked tension, with Beijing opposing Taiwan's application, and Taiwan accusing Beijing of bullying.

China is Australia's largest trading partner, with exports reaching a record A$19.4 billion in the month of July on the back of iron ore demand. However diplomatic relations have soured in recent years.

Australia was Taiwan's third-largest source of agricultural goods, worth US$607 million last year, and the CPTPP would provide structure to do business and enhance cybersecurity cooperation, said Charng, who is Taiwan's de facto ambassador in Australia.

"The opposition from China is not unexpected. China will use every way to avoid Taiwan participating in any international organisations," he said.

China said on Monday it had lodged stern representations with Australia over "inappropriate" comments by former Australian Prime Minister Tony Abbott who last week visited Taiwan, which is claimed by China, in a personal capacity, and met Taiwanese President Tsai Ing-wen.

Abbott told reporters there on Friday Taiwan met the criteria for joining the CPTPP, however "fear of upsetting China" could cause some members to object to Taiwan's application, and urged countries to move beyond "rhetorical support" for Taiwan and provide practical support.

China has also lobbied the Australian parliament committee to help it join the CPTPP, describing the strength of Chinese trade with Australia and avoiding mention of billions of dollars in punitive sanctions imposed by Beijing.

Taiwan asks Australia to support regional trade bid

Indian hospitality startup Zostel has asked the market regulator to reject an application from SoftBank Group-backed rival Oyo Hotels and Rooms to go public due to a legal tussle between the firms over a deal that fell apart six years ago.

Zostel said Oyo's capital structure was not final and that its draft prospectus filed with the Securities and Exchange Board of India (SEBI) was "replete with material omissions," showed a copy of a letter Zostel sent to SEBI, seen by Reuters.

Oyo said Zostel's intervention represented "unnecessary and repetitive efforts to create a wrong perception".

"This shows a pattern of Zostel trying to distract Oyo from pursuing its business goals," it said in a statement to Reuters.

Oyo filed papers in late September for an initial public offering (IPO) that will consist of a fresh issue of shares of up to 70 billion rupees ($927.30 million) and an offer for sale of existing shares of as much as 14.30 billion rupees.

It is seeking a valuation of $10 billion to $12 billion, a source told Reuters this month.

Oyo and Zostel have been in a legal battle over a 2015 deal for Oyo to buy some of Zostel's businesses and Zostel to get a 7 per cent stake in Oyo. Though the deal fell through, Zostel has said it is still entitled to the stake, whereas Oyo has said otherwise, arguing they had not reached a definitive agreement.

Zostel has asked a Delhi court to stop Oyo from changing its shareholder structure, including through an IPO, according to a petition previously seen by Reuters.

In its letter to SEBI dated October 11, Zostel said SEBI's regulations prohibit Oyo from making any public offer of its shares since it had not issued the stake to Zostel's shareholders.

Separately, Oyo has challenged an order from a Supreme Court-appointed arbitrator who ruled that the terms of the 2015 deal were binding and that Oyo breached its obligations by failing to execute a definitive agreement.

An Oyo counsel told Reuters late on Monday there was nothing in the order that prevented Oyo from going ahead with its IPO.

Zostel and SEBI did not respond to requests for comment outside regular business hours.

One person died and 17 others were injured on Sunday as riot police clashed with protesters in the Chilean capital during a rally by the indigenous Mapuche community.

About a thousand activists -- many wearing ponchos and traditional headbands, and playing ceremonial drums -- marched near Plaza Italia in the center of Santiago, demanding autonomy for the Mapuche.

When police moved in to disperse the protest with water cannon and tear gas, protesters responded with sticks and stones in a confrontation that lasted about 40 minutes, according to an AFP photographer at the scene.

"A hooded group constantly attacked the police with fireworks", said Enrique Monras Alvarez, chief of the police of the metropolitan area.

"One of (the fireworks) hit one of the protesters, who was with the police."

Police bodycam footage showed Denisse Cortes, a lawyer with the Ombudsman's Office, had walked over to speak to the officers when the missile struck.

The 43-year-old was rushed to hospital, where she was operated on.

"Unfortunately, the patient died during the intervention in the afternoon," said a hospital statement.

The Prosecutor's Office had opened an investigation into "this disproportionate violence," said Rodrigo Delgado, minister of the interior.
