Officials in Beijing are carrying out tests to detect traces of coronavirus on all food and parcel delivery workers in an effort to rein in a new outbreak, state-backed media reported on Saturday.

Officials in the Chinese capital have been expanding nucleic acid testing across the city of 20 million since a cluster of infections linked to a food wholesale market erupted just over a week ago.

The outbreak, the first in Beijing in months, has now surpassed previous peak numbers in the city in early February. 
A nucleic acid test involves a swab sample taken from the back of a person's throat or respiratory tract, and the sample is then tested for the presence of the coronavirus' genome.

Testing was initially focused on residential areas near the sprawling Xinfadi market and on people who worked or shopped there.

Officials are now targeting the tens of thousands of delivery personnel who regularly traverse the city, where fleets of motorised pedicabs and scooters ridden by couriers delivering parcels and food are a common sight.

Workers at SF Express, China's second biggest courier firm, arrived in batches at testing points in Beijing on Friday evening, Beijing News reported.

Food delivery firm Meituan Dianping confirmed that all of its riders in the city would be tested and those who had carried out deliveries in high-risk areas would be temporarily taken off duty, undergo nucleic acid tests and be quarantined at home for 14 days.

Customers will be able to view details on disinfection of the delivery package and their courier's body temperature online, Meituan said on its Wechat account.

Beijing News said that all couriers in the city would be tested by next week.

Officials have highlighted the risk of contamination through packaging in Beijing, which reported 22 new cases on Friday. The capital has now recorded more than 200 locally transmitted infections since June 11.

Officials have been testing people working in catering, including restaurant staff, as well as imported food after the virus was found on chopping boards at Xinfadi used to handle salmon.

A total of 2.3 million nucleic acid tests had been carried out in Beijing as of 0600 local time on Saturday (2200 GMT on Friday), Zhang Qiang, an official from Beijing's municipal committee, said at a news conference.

Residents of 40 communities under lockdown in the capital are required to self-isolate at home to avoid possible further transmission of the virus, Zhang said.

Those that do not comply will be centrally quarantined for 14 days, after which they should take another nucleic acid test and are free to leave if the result is negative, he added.

In Dongcheng district in the eastern part of Beijing, two Reuters journalists received notice on Friday that everyone living in their communities would be tested, even though they were in low-risk areas.

Dongcheng currently has four neighbourhoods designated as medium-risk, while there are now 34 medium-risk neighbourhoods across the whole city.

Mainland China saw 27 new confirmed coronavirus cases on Friday, with four imported and the other local transmission reported in the northern Hebei province that surrounds Beijing.

There were no new deaths recorded on Friday, leaving the death toll at 4,634.

Nepal and China's ruling communist parties on Friday held a virtual meeting during which they discussed the current political situation and shared their experience on running the party and government.

However, according to local media reports, some Nepalese leaders raised questions over the timing of the meeting given the border stand-off between India and China and escalating tension between Kathmandu and New Delhi over Kalapani, Lipulekh and Limpiyadhura.

Nepal Communist Party Chairman Pushpa Kamal Dahal and Deputy Prime Minister Ishwor Pokharel were among senior leaders of the party who took part in the video conference with senior Chinese leaders.

Dahal's statement comes at a time when there is hot debate going on within the ruling NCP about whether to accept the US' economic assistance under the MCC (Millennium Challenge Corporation) which is linked to the US's Indo-Pacific Strategy.

According to a report in the Kathmandu Post, a central member of the NCP, on the condition of anonymity, said he was wondering if the timing for the meeting is right, given the border India-China military tension and souring of the relationship between Kathmandu and New Delhi over Kalapani, Lipulekh and Limpiyadhura areas.

Former foreign minister Kamal Thapa said that such a meeting was objectionable.

"Objectionable, a neo-colonial practice," Thapa, also the chairman of the Rastriya Prajatantra Party, wrote on Twitter.

"What will happen if other political parties also start receiving training and financial assistance from foreign parties whom they are comfortable with? Is it an attempt to make Nepal a playground for international forces??"

The Drug Controller General of India (DCGI) has granted permission to use the anti-viral drug favipiravir for COVID-19 patients.

However, the drugis only for&nbsp;"restricted emergency use" in&nbsp;mild to moderate cases of COVID-19, according to official sources.

The nod from DCGI came at a point when there has been a rapid increase in the number of coronavirus cases on a daily basis in the country.

This approval has been granted based on the evaluation of data and in consultation with the Subject Expert Committee, as part of the accelerated approval process, considering the emergency situation and unmet medical need of the COVID-19 outbreak. It is for restricted emergency use in India.

The doctors and hospitals have been told to check that all patients have a signed consent form before the tablets are used for treatment.

This emergency use authorisation has been given on several conditions. The company has to take written consent from each patient. Also, in the first 1,000 patients, the pharma company has to do active post-market surveillance to evaluate the efficacy and safety of the drug being administered."

"The patient will receive a dose of 3,600 mg on the first day as a loading dose. After this, the patient would receive 1,800 mg for some days which will depend upon his/her viral load," he said.

"The drug cannot be given to patients with severe liver and renal diseases including pregnant and lactating mother," added the official.

Now that permission has been granted and the company has to get the license to manufacture from the Central Drugs Standard Control Organisation (CDSCO) under the Drug and Cosmetic Act and Rules.&nbsp;

Russia has invited Defence Minister Rajnath Singh to attend a grand military parade in Moscow on June 24 marking the 75th anniversary of the Soviet victory in the second World War, diplomatic sources said.

A political activist from Gilgit Baltistan has condemned Chinese aggression in Ladakh saying Beijing is feeling threatened by India's infrastructure projects in the Union Territory.

Senge H Sering, the director of Institute of Gilgit Baltistan Studies told ANI, "India is improving its infrastructure and making its access to Karakoram Pass much easier. That means India will be able to access G219 (China National Highway 219) from Galwan Valley, because it is very close to the watershed of the Galwan River. Then you will be able to cut Tibet from Xinjiang, in case India tries to move forward towards East and North. And you will also be able to cut the Eastern route, the second route of CPEC (China Pakistan Economic Corridor)."

Senge was reacting to a violent face-off between Indian and Chinese troops near the Galwan Valley area in which 20 Indian soldiers were killed on June 15. "The G219 also feeds into the feeder roads and makes China's control over Shaksgam, Agel, Raskam and Shimshal much stronger and superior. So, India makes China's presence in Xinjiang and Tibet very weak by extending its own infrastructure to Karakoram Pass," he added.

"China doesn't want it to happen. So, China is trying to intimidate India and asking to not to move forward and construct infrastructure in Eastern part of Ladakh," said Senge, who is well aware about the geography and strategic importance of the region.

China's economy has been in shambles ever since COVID-19 broke out in its Wuhan city late last year. Experts believe that President Xi Jinping's handling of the pandemic has exposed serious structural cracks in the facade of the Chinese Communist Party (CCP).

"So, China is attacking India and Taiwan or enabling Nepal to claim India's land as a distracting tactic and allowing people to galvanise to be more nationalistic and this way they want to prolong their own control over their country but, the fact remains that Tibetans and Uyghurs, they don't want China to control their land any more", said Senge H Sering.

The COVID-19 pandemic originated from China before it swept across the world, affecting millions and stalling economies the world over. There is a growing chorus against China for its poor handling of the crisis and hiding facts about the highly cntagious disease and thus misleading the world.

"China is feeling threatened, it's vulnerable in a way that its economy is not improving the way it used to be a few years back. COVID-19 has restricted the country in a very bad way and at the same time the dissent in the western autonomous region is threatening China's control," Senge said.

Senge said, "On top of that when India improves its infrastructure it becomes even more threatening for China. So, if you have all aspects together, you will realise that China will try to do its utmost. It will use all options there to not enable India to build infrastructure but the fact remains that China is an occupier in Aksai Chin, in Gilgit Baltistan and now it's trying to intrude into Ladakh."

He laid stress on the fact that by abiding all international rules and regulations China must withdraw from Aksai Chin and other occupied areas.

"These are Indian territories. The people in Xinjiang, especially the Uyghur, recognize that these are India's lands and people in Tibet - the Tibetan government-in-exile, recognize that these are India's lands. There is no dispute with the people of Xinjiang and people of Tibet as far as Aksai Chin, Shaksgam and other parts of Ladakh are concerned. So, the International community should stand with India and make China withdraw from these places", said Senge by adding that India must immediately build a protective wall in front of DS-DBO (Darbuk-Shyok-DBO) Road since China is trying to damage it by flooding the Galwan River.
