<p>The Islamic State group's Afghan branch has been "defeated" in one of the key eastern provinces where it first sought to establish a stronghold, a top Afghan security official said Sunday.</p>

<p>The claim comes after the jihadists first burst into Afghanistan's conflict in 2015, when they overran large parts of Nangarhar and Kunar provinces, near the Pakistan border.</p>

<p>In the years since, they have claimed responsibility for a string of horrific bombings across Afghanistan, including at a wedding hall in Kabul, and have been continually attacked by US, Afghan and even Taliban forces.</p>

<p>IS "were defeated in Nangarhar, their centres were destroyed", acting interior minister Massoud Andarabi told reporters in Jalalabad, the Nangarhar provincial capital, amid ongoing operations against the jihadists.&nbsp;</p>

<p>"We will soon destroy their last centres. With the people's help, we will completely eliminate them. Some of their smaller groups are surrendering, other small groups will be eliminated in other provinces."</p>

<p>He went on to say that IS were being "completely defeated" in Afghanistan.</p>

<p>US Forces-Afghanistan, which closely monitors the IS footprint in Afghanistan, declined to comment, referring a query back to the Interior Ministry.</p>

<p>Attaullah Khogyani, the spokesman for Nangarhar's governor, said 32 IS fighters surrendered to government forces on Saturday.&nbsp;</p>

<p>"They are coming in big numbers," he told AFP.&nbsp;</p>

<p>IS have suffered a string of major defeats in recent months, including the collapse of their self-proclaimed "caliphate" in Syria and the death of the group's leader Abu Bakr al-Baghdadi, who was killed in a US raid in Syria last month.&nbsp;</p>

<p>Connections between Baghdadi and the IS affiliate in Afghanistan, better known as IS in the Khorasan, or IS-K, have always been murky.&nbsp;</p>

<p>But Khogyani said Baghdadi's death had disrupted IS-K's command and control structure.</p>

<p>"It has affected the fighters on the ground here, they are either surrendering to the government or going back to their ordinary lives," he said.</p>

<p>German Foreign Minister Heiko Maas on Sunday warned against undermining the transatlantic NATO security alliance, in Berlin's strongest response to date to French President Emmanuel Macron's critical remarks about the organisation.</p>

<p>Macron told The Economist this week that NATO was experiencing "brain death", citing a lack of coordination and US&nbsp;unpredictability under President Donald Trump. He also expressed doubt about the U.S.-led alliance's security maxim that an attack on one ally would be treated as an attack on all.</p>

<p>"It would be a mistake if we undermined NATO. Without the United States, neither Germany nor Europe will be able to effectively protect themselves," Maas wrote in a column published online by Der Spiegel magazine.</p>

<p>Maas supported Macron's call to strengthen Europe's defence capabilities. "That's why together with France, we are working hard to build a Europe that works much closer together in security policy," Maas wrote.</p>

<p>But he warned against playing the EU and NATO off against each other. "Yes, we want a strong and sovereign Europe, but we need it as part of a strong NATO and not as its replacement," Maas said.</p>

<p>Maas called for the creation of a European Security Council in which Britain should also be a member, regardless of London's planned but delayed exit from the European Union.</p>

<p>Maas said he was working closely on this idea together with his French counterpart Jean-Yves Le Drian, adding that Germany is aiming to present a framework for such a European Security Council during its EU presidency in the second half of 2020.</p>

<p>France has traditionally had an ambivalent role in NATO, taking no part in its strategic military planning from 1966 to 2009 despite being a founding member. Still Macron's comments,&nbsp;a month before NATO's December&nbsp;4 summit in London - were unexpected.</p>

<p>Pakistan will allow ailing former prime minister Nawaz Sharif to travel abroad for urgent medical treatment, the country's foreign minister said Sunday.</p>

<p>Sharif, Pakistan's longest-serving premier, was ousted from his third term in office in 2017 and later jailed on corruption charges.</p>

<p>His health deteriorated while in prison and he suffered a minor heart attack last month, his party said, while his doctor claimed on Twitter that the ex-leader was "fighting for his life".</p>

<p>Sharif was bailed for health reasons and remains at a hospital in the eastern city of Lahore, but a travel ban prevented him from leaving the country.</p>

<p>Foreign minister Shah Mehmood Qureshi said Sunday that "legal obstacles" to Sharif's departure were being removed as doctors had said that medical treatment abroad was needed to save his life.</p>

<p>"The government has given importance to the doctors' opinion," Qureshi told reporters in the central city of Multan, days after Sharif's relatives petitioned Pakistan's interior ministry for the travel ban to be lifted.</p>

<p>"We pray to God for his recovery, so that he returns with good health and take part in politics," he added.</p>

<p>A source in Sharif's Pakistan Muslim League-Nawaz (PML-N) party said the former leader would now likely fly to London in the coming days.</p>
