Russian President Vladimir Putin has declared a martial law in four annexed Ukrainian regions. But what does it mean for the war? Is Putin planning something big? Know here.

Putin declares martial law in annexed regions. What does it mean for the war?

The Ukrainian version of the popular singing competition "The Voice," which is presently recording its 12th season in the country's war-torn interior, will require more than a Russian invasion to be stopped.

According to a Ukrainian delegation at the Mipcom TV convention in Cannes, light entertainment is essential during a war.

"Content is our weapon," Polina Tolmacheva, marketing director for the FILM.UA media group, told AFP.

However, replacing the sector's historically dominant cooperation with Russia is also a problem for its "young and energetic" TV business.

After hostilities started in 2014, Ukraine already reduced the proportion of Russian content; now there is a complete prohibition.

"Russian content is now unthinkable in Ukraine and we are not going to cry about it," said Tolmacheva. "We want to tell our own stories, with our values, like freedom."

After being put on hold during the invasion in February, TV productions in Kyiv and the country's west restarted two months later.

However, it won't be possible to equal its output from 2021, when 116 series were created and TV ad income hit $400 million.

Today, advertising revenue has decreased, government funding have been diverted to the military, and many professionals have departed and face the possibility of never coming back.

To attract foreign investment, a new campaign called "Ukrainian Content, Global Cooperation" has been launched.

And no matter how awful things are for TV in Ukraine, the small-screen market in Russia is in bad shape.

Weeks after annexing the Ukrainian territories of Donetsk, Luhansk, Kherson and Zaporizhzhia through a series of referendums, Russian President Vladimir Putin on Wednesday announced he was imposing martial law in the regions. Putin made the announcement in a televised correspondence to his Security Council whilst directing the government to simultaneously set up a special coordinating council chaired by Prime Minister Mikhail Mishustin. Read more: Russia-Ukraine war LIVE updates | Putin declares martial law in Ukraine regions annexed by Russia The council is expected to strengthen Russia's war effort in Ukraine which has faced several setbacks at the hands of Ukraine in recent months. According to Putin, the order by him will increase the stability of the economy and the industry which will eventually contribute to the 'special military operation' ordered by him in Ukraine. "We are working on solving very complex, large-scale tasks to ensure a reliable future for Russia, the future of our people," he said. The move of imposing martial law comes a day after Russian spokesman Dmitry Peskov said all four annexed regions are under the protection of its nuclear arsenal. "All these territories are inalienable parts of the Russian Federation and they are all protected. Their security is provided for at the same level as [it is for] the rest of Russia's territory," Kremlin spokesman Dmitry Peskov told the reporters. Read more: Annexed Ukrainian regions under nuclear protection as rest of Russia, says Kremlin As reported by WION, Russia annexed the four regions earlier this month after conducting referendums. In his post-annexation speech, Putin told the West that the annexation was irreversible and called on Ukraine's army to give up and negotiate a surrender. "We call on the Kyiv regime to immediately stop fighting and stop all hostilities... and return to the negotiating table," the Russian leader said. (With inputs from agencies) WATCH WION LIVE HERE:

A special envoy of the United Nations has accused Russia of using rape and sexual assault as part of their “military strategy” in the ongoing Ukraine invasion.

Speaking to AFP, UN Special Representative on Sexual Violence in Conflict, Pramila Patten, backed her claims by citing a UN report released in late September.

The report released by a panel of UN experts recently verified “more than a hundred cases” of rape or sexual assault incidents in Ukraine since February—when Russia launched its invasion.

Patten claimed that the number of victims is likely to be higher than official figures saying that sexual crimes are often “under-reported”.

“When you hear women testify about Russian soldiers equipped with Viagra, it’s clearly a military strategy,” Pramila Patten, UN Special Representative on Sexual Violence in Conflict, said in an interview with AFP on Thursday.

She said that the report "confirmed crimes against humanity committed by the Russian forces, and according to the gathered testimonies, the age of the victims of sexual violence ranges from four to 82-year-old."

“There are many cases of sexual violence against children who are raped, tortured and sequestered,” Patten said.

“I have not stopped since February to emphasize the importance of having credible investigations into these cases of violence,” she added.

Her claims lend credence to the repeated assertions made by the Ukrainian politicians who spoke of numerous cases of sexual violence since Putin declared war.

In June, Ukraine’s deputy minister of internal affairs Kateryna Pavlichenko alleged that police received around 50 complaints of sexual crimes committed by Russian soldiers.

Ukrainian officials are also probing rape allegations in the Kharkiv region after Ukrainian forces recently recaptured territory there.

Russia giving soldiers Viagra to rape Ukrainians, UN envoy says: Report

Marina Ovsyannikova, a former Russian state TV journalist who protested against President Vladimir Putin’s Ukraine invasion during a live broadcast, has fled the country, her lawyers reportedly said.

The 44-year-old Ukrainian-born woman came under heavy scrutiny by Russian officials after she decried the conflict by flashing a poster that read “no war” during the live broadcast of Channel One in March.

Subsequently, she was fined 30,000 roubles (£460) for violating the protest laws and was sacked.

"Ovsyannikova and her daughter left Russia a few hours after departing from the address where she was under house arrest. They are in Europe now," Ovsyannikova's lawyer Dmitry Zakhvatov told AFP.

"They are fine. They are waiting until they can talk about it publicly, but for now, it is not safe," he added.

Since August, she was under house arrest after she again protested against the war in Ukraine in mid-July near Kremlin. She was the lone participant and had carried a poster that read "Putin is a murderer. His soldiers are fascists".

After that, she was detained and was charged with a potential 10 years in prison for distributing information about the Russian armed forces deemed false by the government.

According to reports, Putin had added the journalist on a wanted list after she evaded house arrest with her daughter.

Ovsyannikova later clarified on social media saying that she was innocent and hence decided not to comply with the order.

“I consider myself completely innocent, and since our state refuses to comply with its own laws, I refuse to comply with the measure of restraint imposed on me as of 30 September 2022 and release myself from it,” she said on her social media channels on October 5.

The potential of a nuclear 'Armageddon' is at its greatest point in 60 years, United States President Joe Biden has warned as the Ukraine war drags on. A scenario in which nuclear weapons resulted in global annihilation is known as a nuclear 'Armageddon', also known as a 'nuclear holocaust.'

Nuclear weapons are considered weapons of mass destruction because they have the potential to produce significant radioactive effects. Only twice in history have nuclear weapons been used in actual combat, and both times were in 1945 when the US dropped atomic bombs on Hiroshima and Nagasaki to finish the Second World War.

As Russia asserted it would employ "all means" at its disposal to defend its borders, Biden claimed that Russian President Vladimir Putin was "not joking." A "precedent" was set by the US utilising nuclear weapons during World War Two, according to Putin.

Analysts, however, contend that rather than indicating a desire to deploy nuclear weapons, Putin's remarks should most likely be taken as a warning to other nations not to intensify their participation in Ukraine.

How many nuclear weapons does Russia possess?

The number of nuclear warheads in Russia is 5,977, according to the Federation of American Scientists, albeit this number includes roughly 1,500 that are decommissioned and scheduled for decommissioning. All nuclear weapon numbers are estimations.

The majority of the 4,500 or so surviving nuclear weapons—ballistic missiles or rockets with long-range targeting capabilities—are regarded as strategic nuclear weapons. These are the weapons that nuclear war is typically linked to.

The remaining nuclear weapons are smaller and less lethal and are intended for close-range combat on land or at sea. But this does not imply that Russia is prepared with thousands of long-range nuclear weapons.

Global comparison

Nine nations possess nuclear weapons: China, France, India, Israel (though not publicly acknowledged), North Korea, Pakistan, Russia, the US, and the UK.

According to experts, 1,500 Russian warheads are currently "deployed," that is, located at missile launchers. The Treaty on the Non-Proliferation of Nuclear Weapons (NPT) has 191 signatories, including China, France, Russia, the US, and the UK.

As per the agreement, they are required to decrease their arsenal of nuclear warheads and, in theory, are devoted to completely eliminating them.

Additionally, it has decreased the number of warheads kept in those nations since the 1970s and 1980s.

India, Israel, and Pakistan did not sign the NPT, and North Korea withdrew in 2003. Despite having nuclear warheads, Israel is the only one of the nine nations to have never openly admitted having a nuclear programme. There is no proof that Ukraine has tried to acquire nuclear weapons, despite President Putin's alleged threats.

What happens if Putin actually uses nuclear weapons?

According to Dr Manisha Chaurasiya, Assistant Professor, Department of Political Science, Lady Shri Ram College for Women, Delhi University, even in the worst case scenario, wherein Russia actually uses nuclear weapons (which is highly unlikely), it would face not just international condemnation and sanctions, but something much greater than that.

“This would lead to a 'legitimate' response from the international community which would be not anything less than military action. That would be the last thing that Putin would want and Moscow has well in advance warned Western Europe and the United States to not intervene in the Ukraine war,” she adds.

“Putin’s threats to use nuclear weapons seem to be empty unless Ukraine attacks Russian city centres or the 'counter value' targets through conventional weapons and thus forces Moscow to actually consider the nuclear weapon use, which again is highly unlikely."

Is Putin in a position to use nukes?

To answer that, Dr Chaurasiya says that Putin is not in a position to use nuclear weapons. “Not because someone is literally stopping him from pressing ‘the button’ but because we know that he is clever enough to not commit a politico-strategic suicide,” she adds.

“Given his experience as a political leader, he is well aware that the ‘use’ of a nuclear weapon would mean surrendering a crucial bargaining chip. Not the actual use but the threat to use nuclear weapons is what has made the nuke game work all through the Cold War. It is a tool of deterrence and a game of strategic brinkmanship. Nuclear weapon use does not benefit Russia in the given scenario in Ukraine.

"Ukraine is a neighbour and the present conflict is primarily about sovereignty over the territory, the disputed provinces of Donetsk and Luhansk. The impact of the use of this technology of weapons would certainly fall on Russia as well as the very territories that Russia is aiming to fetch. Thus, it defeats any strategic gain,” continues Dr Chaurasiya.

Even the tiniest weapon has the potential to result in significant casualties and long-term effects.

In Hiroshima, Japan, during World War Two, a bomb with a 15-kiloton yield may have killed up to 146,000 people. And modern nuclear warheads have a maximum destructive power of 1,000 kilotons.

The potential of a nuclear 'Armageddon' is at its greatest point in 60 years, United States President Joe Biden has warned as the Ukraine war drags on. A scenario in which nuclear weapons resulted in global annihilation is known as a nuclear 'Armageddon', also known as a 'nuclear holocaust.

The potential of a nuclear 'Armageddon' is at its greatest point in 60 years, United States President Joe Biden has warned as the Ukraine war drags on. A scenario in which nuclear weapons resulted in global annihilation is known as a nuclear 'Armageddon', also known as a 'nuclear holocaust.' Nuclear weapons are considered weapons of mass destruction because they have the potential to produce significant radioactive effects. Global comparison Nine nations possess nuclear weapons: China, France, India, Israel (though not publicly acknowledged), North Korea, Pakistan, Russia, the US, and the UK. × × × Additionally, it has decreased the number of warheads kept in those nations since the 1970s and 1980s. The Indian Embassy in Ukraine has issued a warning to Indian citizens on their movement within Ukraine. Several explosions have recently been reported in Kyiv's city centre, the first attack on the Ukrainian capital since late June. Two days after an attack on a crucial bridge link to Crimea, which Russian President Vladimir Putin blamed on Ukraine's secret services, explosions were reported in the far western Ukrainian cities of Odesa, Dnipro, and Lviv.

The Embassy asked Indians to stay in touch with the authorities regarding their status of presence in Ukraine in its advisory, which was issued with the recent bombing incidents in mind.
