Russian aluminium giant Rusal on Monday announced plans for its first investment in the United States since sanctions against the company were lifted.

Rusal, the world's largest aluminium maker outside of China, will hold a 40 per cent share in the project and be the exclusive supplier to the factory.&nbsp;

It will, therefore, be subject to the 10 per cent tariff on aluminium imports announced by US President Donald Trump last year.

Rusal will initially invest $200 million in the $1.7 billion projects, executives of both companies told S&amp;P Global Platts.

The company took a hit last year when Russian billionaire Deripaska was included the US Treasury's sanctions which sought to punish Putin's inner circle for Moscow's alleged interference in the politics of Western democracies.

Cold water

Before the deal was inked, Washington poured cold water on India's efforts to obtain a waiver from the US Countering America's Adversaries Through Sanctions Act (CAATSA).

Upgrades in arms systems "including the S-400 air and missile defence system" would be a particular focus for CAATSA, a US State Department spokesperson was quoted as saying by India's PTI news agency.&nbsp;

But Randall Schriver, Assistant Secretary of Defence for Indo-Pacific Security Affairs, told a hearing in March that Washington wanted to "work through" the problem, calling India "an important emerging strategic partner."

He added however that India's contract with Russia has not been completed and that the US was "very keen to see (India) make an alternative choice (to the S-400) and we are working with them to provide potential alternatives."

China

Washington is in a tricky position with India. It wants to bolster ties with the Asian giant to counter China's assertiveness, a trend which has also rattled New Delhi.

In 2017 India and China had a military standoff over a Doklam claimed by both Beijing and Bhutan, a close ally of India.

Since then China and India have sought to patch up relations, including at a meeting between Modi and President Xi Jinping at Wuhan, China in April 2018.

"Sometimes there are differences and you have a face-off," Sitharaman said. "But our attempt, particularly after the prime minister's Wuhan meet with the Chinese president, our attempt has been that these differences... cannot be allowed to become disputes."

But China has also made inroads in Sri Lanka and the Maldives -- countries that India considers to be in its sphere of influence -- through its One Belt, One Road Initiative (OBOR), also known as the Belt and Road Initiative (BRI).

India has particular concerns about a series of projects passing through Pakistan occupied Kashmir, a disputed territory which was the fuse for a new military flare-up between Pakistan and India in February.

China has also blocked efforts to put on UN sanctions blacklist the leader of a Pakistan-based militant group that claimed a suicide bombing in Kashmir's Pulwama district&nbsp;on February 14 that killed 40 Indian paramilitary troops.

The body of an Israeli soldier missing since the 1982 Lebanon War was found by the Russian and Syrian armies and returned, President Vladimir Putin said Thursday.

Sergeant First Class Zachary Baumel had been listed as missing along with two other Israeli soldiers after a deadly battle with Syrian forces in a Lebanese village.

Russia said it handed over the remains to Israeli Prime Minister Benjamin Netanyahu, who is visiting Putin five days before he is to seek a fifth term in office in a difficult election.

Baumel was buried later Thursday at a military cemetery in Jerusalem.

Netanyahu, 69, is running in the April 9 vote despite facing potential corruption charges and experts said he hoped the Moscow visit will increase his chances of success on election day.

"Our military together with Syrian partners found the place of his burial," Putin said of Baumel.

"We are very happy that he will be able to receive the right military honours in his homeland.

Netanyahu added that Baumel's father was no longer alive. "His mother is around 100-years-old. Zachary also has a sister."

Neither Russia nor Israel have given details on how or where the remains were found.

Syrian state news agency SANA said Damascus had no details on the discovery of the corpse.&nbsp;

Putin said only that Syria -- with which Israel has technically been at war -- participated in the operation.&nbsp;

The return of the remains of soldiers missing in action is a highly important issue in Israel, which has fought repeated wars with its Arab neighbours since the state of Israel was established in 1948.

The request is the most serious overt ramp-up of investigations into Trump since Democrats took control of the House of Representatives in early January, and seeks to uncover whether Trump or his administration participated in the obstruction of justice or public corruption -- potentially impeachable offences.&nbsp;

"This is a critical time for our nation, and we have a responsibility to investigate these matters and hold hearings for the public to have all the facts," Nadler said in a statement.

"Over the last several years, President Trump has evaded accountability for his near-daily attacks on our basic legal, ethical, and constitutional rules and norms," he added.

"Investigating these threats to the rule of law is an obligation of Congress."

'Political hoax'?

Trump himself swatted away the probe as a "political hoax," but said he would cooperate.

He later hardened his reaction, tweeting that any effort by the Democrats to probe new avenues of possible wrongdoing "will never work."

White House spokeswoman Sarah Sanders lambasted the probe as "disgraceful and abusive."

"Chairman Nadler and his fellow Democrats have embarked on this fishing expedition because they are terrified that their two-year false narrative of 'Russia collusion' is crumbling," she added.

"Their intimidation and abuse of American citisens are shameful. Democrats are harassing the president to distract from their radical agenda of making America a socialist country, killing babies after they're born, and pushing a 'green new deal' that would destroy jobs and bankrupt America."

The unusually strong statement further claimed that "the Democrats are not after the truth, they are after the president."

Conspicuously absent from the list of Nadler's targets -- who have two weeks to respond -- is the president's eldest daughter Ivanka Trump, a senior White House advisor married to Kushner.

The chairmen of three other House panels also joined the fray, demanding the White House produce details of communications between Trump and Russian leader Vladimir Putin, after reports that such information was destroyed or hidden in the aftermath of their 2017 Helsinki summit.

The US intelligence community has concluded that Russia meddled in the 2016 presidential election and that Putin ordered the influence campaign as a way to help elect Trump. The US president has repeatedly cast doubt on the findings.

Nadler's broad investigation focuses on Trump's business dealings and obstruction of justice allegations, along with possible Russian collusion.

It also will address accusations of campaign finance law violations and potential violations of the US Constitution's ban on foreign emoluments.

Trump's former personal lawyer Michael Cohen, in explosive congressional testimony last week, implicated the president in illegal activities, including a scheme shortly before the 2016 election to pay hush money to two women who say they had affairs with Trump.

One of the women reportedly received the payoffs through American Media Inc, a company run by longtime Trump ally David Pecker.

Nadler demanded information from both Pecker and AMI about their involvement.

Letters to other key players include requests for information on the June 2016 meeting in Trump Tower attended by Kushner, Trump Jr, now-jailed former campaign manager Paul Manafort and a Russian lawyer reportedly close to the Kremlin, and documents surrounding the termination of FBI director James Comey.

The expansive new probe could pave the way toward possible impeachment proceedings against Trump.

But Democratic congressional leaders, including Nadler and House Speaker Nancy Pelosi, have been reticent about pushing for the president's impeachment.&nbsp;

Moscow and Washington have accused one another of breaching the Intermediate-Range Nuclear Forces agreement concluded between the US and the former Soviet Union in 1987.

US President Donald Trump said in February that Washington would start a process to withdraw from the deal within six months.

Putin responded soon after that Russia was planning to suspend its involvement.

He said Russia would seek to develop medium-range missiles in response to what he said were similar projects in the US, raising the spectre of a new arms race.&nbsp;

In his state of the nation address last month, Putin threatened to deploy new missiles against Western capitals.

"Five jihadists were also killed," Rami Abdel Rahman, the director of the Britain-based monitoring group, said.

Ansar al-Tawhid has ties to the larger Hurras al-Deen group, which is also active in the area. Both are considered semi-officials franchises of Al-Qaeda in Syria.

The area of Idlib and small parts of the adjacent provinces of Hama and Aleppo are mostly controlled by the rival Hayat Tahrir al-Sham organisation. HTS is led by fighters who formerly belonged to Al-Qaeda's ex-affiliate in Syria.

Sunday's deadly attack was carried out against regime positions in the village of Masasna, in the north of Hama province, the Observatory said.

"It was one of the highest casualty figures among regime ranks since the Putin-Erdogan deal," Abdel Rahman said.

He was referring to an agreement reached in the Russian resort of Sochi between Russian President Vladimir Putin and his Turkish counterpart Recep Tayyip Erdogan.

Under the September 17 deal, Turkey was supposed to exert its influence over anti-regime groups in the Idlib region to get them to pull back their fighters and heavy weapons from a demilitarised zone.

Al-Qaeda-linked Syria group kills 21 regime forces: Monitor

The United States and Russia clashed Friday over how to assist ailing Venezuela, with Moscow pledging new relief channelled through President Nicolas Maduro and Washington slapping sanctions over the blocking of US aid it tried to force through the border.

A day after Russia and China vetoed a US and European resolution at the UN Security Council that called for unimpeded aid deliveries, Washington said it was targeting six Venezuelan military officers for stopping last weekend's US-led convoy.

Four people were killed in the melee as Maduro's forces prevented the 178 metric tonnes of rice, beans and other food from crossing, with the leftist strongman seeing the aid as a pretext for a US-led invasion.

"We are sanctioning members of Maduro's security forces in response to the reprehensible violence, tragic deaths and unconscionable torching of food and medicine destined for sick and starving Venezuelans," Treasury Secretary Steven Mnuchin said in a statement.

The six include Major General Richard Jesus Lopez Vargas, the commander of the Venezuelan National Guard. The sanctions freeze any assets in the United States and penalize US financial dealings with the officials.

The United States also revoked the visas of 49 Venezuelan officials and their family members, the State Department said.

Venezuelan opposition leader Juan Guaido, whom Washington has recognized as interim president, had hoped to triumph in bringing in the stockpiles of food, which the United States coordinated with Colombia and Brazil.

Guaido has said 300,000 people could die without an influx of aid into Venezuela. The United Nations says 2.7 million Venezuelans have fled since 2015 as the socialist economy crumbles, with basic supplies out of reach to the masses.

"For people what's important is what has actually been done and how it improves their lives and their families' lives. We need to change the situation for the better now."

But for now, Putin said Russia was well able to afford to spend heavily on lifting people's quality of life. The Kurdish-led fighters were on Thursday battling to expel IS jihadists from the small town of Baghouz in eastern Syria, the last bastion of their "caliphate" that once controlled large parts of the country.

He later warned Slovaks about the "need to guard against China's economic and other efforts to create dependence and manipulate your political system."

Pompeo is seeking to highlight the US role in the fall of communism three decades ago at a time when Putin finds a widening audience in the former Eastern bloc.

The first US secretary of state to visit Slovakia in 14 years, Pompeo told President Andrej Kiska: "It's been too long since America has been deeply engaged here."

He met with five former political prisoners at a memorial to the so-called Gate of Freedom on the border with Austria, where 400 people were killed from 1945 to 1989 as they tried to break through the Iron Curtain to the West.

A senior US official travelling with Pompeo said the Trump administration was pursuing a strategy similar to that in Asia, where for years the United States has been seeking to curb China's power.

"It emphasises in vulnerable regions where our rivals, the Chinese and the Russians, are gaining ground that we want to increase our diplomatic, military and cultural engagement," the official told reporters.

He said Washington was also looking across Central Europe to boost an independent media, amid concerns about an erosion of press freedom.

In Hungary, the most pro-Russia member of the European Union, Pompeo raised concerns to Prime Minister Viktor Orban's government both over ties with Moscow and Budapest's contract with Chinese telecom giant Huawei to develop the country's fifth-generation mobile network.

Hungarian Foreign Minister Peter Szijjarto welcomed Pompeo's calls for closer ties and promised more defence cooperation but also brushed off the criticism on relations with Russia and China.

Western concerns on Hungary's ties with Moscow amounted to "enormous hypocrisy," he said, adding that Western Europe was doing energy deals with Russia.

Pompeo heads later Tuesday to Poland, where he is co-hosting a conference on the Middle East that will promote Trump's hard line on Iran and strong support for Israel.
