After the failed uprising, denounced by Maduro as a "coup-style skirmish," some 25 soldiers took refuge at embassies, along with top opposition figure Leopoldo Lopez, freed from house arrest by Guaido supporters.

Venezuela Crisis: US President Donald Trump offers prayers to Venezuelans

Venezuelan President Nicolas Maduro on Thursday called on the armed forces to oppose "any coup plotter" after a military uprising in support of opposition leader Juan Guaido fizzled out, and subsequent street clashes left four protesters dead.

On Tuesday, Guaido -- who has been recognised by more than 50 countries as the crisis-wracked country's interim president -- urged the armed forces to rise up against the embattled leader.

A small group heeded the call, but the movement failed to ignite -- the military leadership ratified their support for the government, and Maduro is standing his ground despite international pressure.

"Yes, we are in combat -- keep morale high in this fight to disarm any traitor, any coup plotter," Maduro said Thursday at a televised event with the military high command, at which he was surrounded by soldiers.

"No one can be afraid -- it is the hour to defend our right to peace," he said at a ceremony attended by 4,500 military personnel, according to the government.

Defense Minister General Vladimir Padrino said, "We've come to ratify our loyalty ... to the supreme commander of the armed forces, who is our only president, President Nicolas Maduro."

The failed uprising sparked two days of protests against the government in which four people were killed, including two teenagers who died of their injuries on Thursday.

Meanwhile, Venezuela's supreme court ordered the re-arrest of influential opposition figure Leopoldo Lopez -- who made a dramatic appearance alongside Guaido on Tuesday after he was freed from house arrest. Lopez has since taken refuge at the Spanish embassy.

The 48-year-old Lopez was a prominent opposition leader in 2014 when he was imprisoned after calling for protests against Maduro. He was transferred to house arrest in 2017.

In Washington, US President Donald Trump offered prayers at a White House service for "the people of Venezuela in their righteous struggle for freedom."

"The brutal repression of the Venezuelan people must end, and it must end soon," he warned.

Four dead

Opposition lawmakers and family members announced Thursday that two teenage protesters had succumbed to injuries sustained in the anti-government protests.

Yoifre Hernandez, 14, was hit by gunfire during Wednesday's clashes in Caracas, while 16-year-old Yosner Graterol suffered a gunshot wound during unrest in the northern town of La Victoria on Tuesday, lawmakers and relatives said.

Jurubith Rausseo, 27, died Wednesday after being shot in the head, the non-governmental Venezuelan Observatory of Social Conflict said on Twitter. Another person was killed in the northern state of Aragua on Tuesday.

Human rights organizations and health services reported that dozens of people were hurt on both Tuesday and Wednesday.

The government said more than 150 people were arrested on Tuesday.

So far, 25 rebel soldiers have sought asylum at the Brazilian embassy.

Speaking from the Spanish ambassador's residence, Lopez said the small rebellion on Tuesday would eventually lead to the end of Maduro's "dictatorship."

"It's a crack that will become a bigger crack ... that will end up breaking the dam," said Lopez.

Madrid said it would not hand over Lopez to Venezuelan authorities, nor would it ask him to leave.

US-Russia meeting

Tensions in Venezuela have soared since Guaido, who heads the national legislature, invoked the constitution to declare himself acting president on January 23, claiming Maduro's re-election last year was illegitimate.

The country has suffered five years of recession marked by shortages of basic necessities as well as failing public services, including water, electricity and transport.

On both Tuesday and Wednesday, security forces fired tear gas and rubber bullets at stone-throwing protesters.

UN Secretary-General Antonio Guterres warned Venezuela's authorities not to use deadly force against demonstrators, while the US and Russia accused each other of making the crisis worse, evoking their Cold War-era confrontations.

US Secretary of State Mike Pompeo and Russian Foreign Minister Sergei Lavrov are to discuss Venezuela when they meet in Finland next week, a US official said.

"We're going to remain in the streets until we achieve freedom for the Venezuelan people," Guaido told his supporters in Caracas on Wednesday. Pro-Maduro groups also marched through the capital on May Day.

Padrino has described Guaido's moves as "child's play."

US Secretary of State Mike Pompeo and Russian Foreign Minister Sergei Lavrov traded accusations in a phone call Wednesday that the other power was destabilising Venezuela after an aborted military uprising.

With the United States pushing to topple President Nicolas Maduro, Pompeo charged that Russia and Cuba were instrumental in keeping the leftist firebrand in power.

Pompeo "stressed that the intervention by Russia and Cuba is destabilizing for Venezuela and for the US-Russia bilateral relationship," State Department spokeswoman Morgan Ortagus said.

Pompeo "urged Russia to cease support for Nicolas Maduro and join other nations, including the overwhelming majority of countries in the Western Hemisphere, who seek a better future for the Venezuelan people," she said in a statement.

But Lavrov denounced Washington's "destructive influence" in its support for opposition leader Juan Guaido, who on Tuesday claimed the backing of members of the armed forces in a short-lived attempt to wrest control from Maduro.

"Washington's interference in Venezuelan affairs is a flagrant violation of international law," the Russian foreign ministry quoted Lavrov as saying in the call.

Lavrov took aim at President Donald Trump's assertions, made again Wednesday by Pompeo, that the United States is prepared to use force if necessary.

"The pursuit of these aggressive steps is fraught with consequences," Lavrov said, adding that "only the Venezuelan people have the right to decide their destiny."

He added that Russia had "committed fewer self-inflicted wounds than the US and seems more skilful in advancing its own interests."

Clashes break out at Venezuela May Day protest

Secretary of State Mike Pompeo claimed Tuesday that embattled Venezuelan leader Nicolas Maduro was preparing to leave the country for Cuba, but was talked out of it by Russia.

Venezuela crisis: Mike Pompeo urges Russia to stop supporting Maduro

A woman was shot dead and more than two dozen people were injured during May Day clashes between opposition supporters and Venezuela's armed forces in Caracas on Wednesday, with opposition leader Juan Guaido attempting to rally demonstrators against President Nicolas Maduro.

Jurubith Rausseo, 27, died at a clinic after being hit by a "bullet in the head during (a) demonstration," the non-governmental Venezuelan Observatory of Social Conflict said on Twitter.

It condemned her "murder," after health services earlier reported at least 27 people injured in Wednesday's clashes, including one person with a gunshot wound.

Tensions in Venezuela have soared since Guaido, who heads the National Assembly legislature, invoked the constitution to declare himself acting president on January 23, claiming Maduro's re-election last year was illegitimate.

National Guard troops fired tear gas at stone-throwing protesters attempting to block a highway close to the airbase in eastern Caracas where Guaido had tried on Tuesday to spark a military uprising.

A second day of confrontations between opposition supporters and Maduro's security services came as the United States said it was prepared to take military action, if necessary, to stem the crisis in the South American nation.

At least one journalist was injured when National Guard soldiers fired rubber bullets at a group of reporters covering the clashes.

Miguel Ramirez, 17, told AFP at one medical center that he had been shot in the foot while protesting on the highway near the La Carlota air base.
"I didn't manage to run and hide," he said.

Guaido rallied his supporters in Caracas in the Labor Day demonstrations, urging them to stay in the streets.

His appeal came despite the apparent failure the day before of a revolt by some soldiers and members of the Bolivarian National Guard who joined his side.

In Tuesday's clashes, one person was killed and dozens injured, according to human rights monitors. More than 150 people were arrested, the government and human rights organizations said.

UN Secretary General Antonio Guterres warned Venezuela's authorities not to use deadly force against demonstrators, while the US and Russia accused each other of making the crisis worse, evoking Cold War confrontations of the past.

In a phone call with Russian Foreign Minister Sergei Lavrov, US Secretary of State Mike Pompeo accused Moscow of "destabilizing" Venezuela.

Lavrov, in turn, charged that US interference was "destructive" and "in flagrant violation of international law." "There is nothing for workers to celebrate," Guaido told supporters in the oil-rich country suffering from hyperinflation and food and medicine shortages that have driven millions to flee.

"We're going to remain in the streets until we achieve freedom for the Venezuelan people.

"The regime will try to increase the repression. It will try to persecute me, to stage a coup d'etat," said Guaido, recognized by more than 50 countries as the country's interim president.

He said staggered industrial action would begin on Thursday, leading to a general strike.

Before thousands of his own supporters in front of Miraflores palace on May Day, Maduro declared he will have "no hesitation" to lock up those responsible for this "criminal coup d'etat," threats recalling those he made the previous day.

In his Wednesday address, Maduro alleged that the "so-called coup d'etat" had been organized "from the White House" by US National Security Advisor John Bolton.

Hours after the revolt by military members appeared to have fizzled out, Pompeo told CNN he believed Maduro was ready to flee to ally Cuba before he was dissuaded by Russia -- a claim Maduro later refuted as "a joke." A senior Brazilian official said at least 25 Venezuelan troops had sought asylum at its Caracas embassy.

Venezuela's security forces number around 365,000 including military and police, as well as 1.6 million civilian reservists.

Pompeo said on Wednesday that Washington wants a peaceful transfer of power but warned that US President Donald Trump is prepared to take military action if necessary.

"The president has been crystal clear and incredibly consistent. Military action is possible. If that's what's required, that's what the United States will do," Pompeo told Fox Business Network.

Venezuela has suffered five years of recession marked by shortages of basic necessities as well as failing public services, including water, electricity and transport.

"We're living through hell," a resident of western Caracas, Evelinda Villalobos, 58, told AFP.

"I believe the people in the streets will be the straw that breaks the camel's back." Another demonstrator, Patricia Requena, 40, said that "yesterday we saw soldiers recognizing our interim president. We have to stay in the streets." She vowed: "I'll keep demonstrating as long as God allows me to." Venezuelan opposition leader Juan Guaido appeared alongside armed, uniformed men on Tuesday in his strongest call yet to the military to abandon President Nicolas Maduro, a day before planned mass protests aimed at toppling the socialist leader.

In the more than three months since Guaido invoked the constitution to assume an interim presidency, citing fraudulent elections, Maduro has so far kept a grip on the levers of power including the military and security forces.

Guaido says Maduro must step aside for a transitional government to organise new elections.

Maduro has resisted calls for an early vote or that he leave power early before his six-year second term ends in 2025.

Below are some of the factors that could decide who prevails:

THE MILITARY

Venezuela has a long history of military rebellions and coups, notably the 1958 overthrow of dictator Marcos Perez Jimenez, and the failed attempt by Maduro's predecessor, Hugo Chavez, to take office by force in a 1992 army coup.

After being elected to office, Chavez himself survived a putsch a decade later.

Now Guaido is seeking a widespread army uprising against Maduro, who has overseen a 50 per cent collapse in the economy and shortages of food and medicine that have led more than 3 million Venezuelans to leave the country since he took office in 2013.

Although the young opposition leader was accompanied at a rally in Caracas on Tuesday by several dozen armed troops, it did not immediately apparent that he had won much support from the country's 200,000-strong armed forces, and 25 of the soldiers with him later sought refuge in the Brazilian embassy.

Since declaring himself interim president in January, Guaido has repeatedly made overtures to the military, offering amnesty from prosecutions if they join him, with only marginal success.

Several hundred soldiers have defected and left the country for Brazil or Colombia in recent weeks but not in numbers high enough to threaten Maduro's grip.

One risk is that a military split leads to prolonged violence among different armed factions.

NEGOTIATED TRANSITION

Maduro's offer of negotiations with Guaido, moderated by the Vatican, Mexico or Uruguay, has been rejected by the opposition, which says previous rounds of talks allowed the government to stall for time without making any real concessions.

While some 50 nations, including the United States, have declared support for Guaido, Maduro still has powerful backers, notably Russia and China.

Others allies include Cuba, Iran and Turkey.

US national security advisor John Bolton has called on Russia to drop its support for Maduro, which includes military advisers.

While some believe Moscow could negotiate an exit and safe passage out of Venezuela for the president, there are few signs Putin is willing to give up on the government that gives him most geopolitical clout in the Americas.

The US Secretary of State Mike Pompeo told CNN on Tuesday that Maduro was prepared to leave Venezuela on Tuesday morning but reversed his plan after Russia said he should stay.

Bolton said on Tuesday the opposition had won commitments from leading members of Maduro's administration that the president had to go, but there was no public sign of high-level splits within the government that could lead to a transition.

US-BACKED MILITARY OPS

Erik Prince - the founder of the private security firm Blackwater and a supporter of US President Donald Trump - has been pushing a plan to deploy a private army to help topple Maduro, sources told Reuters.

Prince's pitch will only add to speculation that the United States, while unlikely to invade Venezuela to bring down Maduro, might resort to irregular military action, such as the kind of intelligence service-backed covert operations used by Washington a number of times in 20th-century Latin America.

A person familiar with the Trump administration's thinking said the White House would not support such a plan.

Although some former Venezuelan security officials opposed to Maduro are now based in Colombia and have claimed involvement in a drone attack on the president last year, there is little evidence that such operations are being prepared at the moment.

Will opposition leader Guaido topple Venezuela's President Maduro?

By Natalia Garcia Bonet

It appeared to be a confrontation between humanitarianism and military force. In February, the Venezuelan government placed troops along the country’s border with Colombia to block the entry of humanitarian aid coming from the US and supported by the opposition leader, Juan Guaido.

The blockade was widely covered by the news and sparked controversy when the trucks carrying the supplies were accidentally burned during the clashes between the military and those trying to clear their passage.

Similar scenes were repeated on Venezuela’s border with Brazil – albeit with even more tragic consequences. There, the military convoy sent to guard the border was stopped by the local indigenous police in the Pemon community of Kumarakapay – in the Gran Sabana national park, an area considered official indigenous territory. The military opened fire, resulting in at least two casualties. Zoraida Rodriguez – an indigenous woman – was killed in her own home.

The unrest at the border between Venezuela and Brazil, however, received much less media attention than the troubles at the Colombian border – partly because events didn’t fit the western media’s dominant narratives about Venezuela.

These mainly focus on the country’s failing economy, and the threat of a potential US military intervention, based on America’s historic record of involvement in other Latin American nations. In the West, the story is often portrayed as a dispute between the troubled Venezuelan government and US imperialism, assuming the Venezuelan nation is internally homogenous. But this ignores the contentious relationship that many Venezuelans, indigenous people included, have historically had with the government.

A matter of sovereignty

The confrontations between Pemon indigenous people and the military along the Brazilian border, then, should also be understood as an issue of sovereignty over indigenous territories. Indeed, they also stand in sharp contrast to the Venezuelan government’s own rhetoric, which positions the state as a champion of the indigenous cause.

National sovereignty has been a recurrent theme of Venezuela’s Bolivarian Revolution, which was proclaimed by former president Hugo Chavez. This movement espouses socialist policies and a resistance to foreign, particularly US, interference. But the history of indigenous resistance to colonial invasion has also been used by both Chavez and his successor, Nicolas Maduro (who took power in 2013), to symbolise this defiance of foreign intervention.

In 1998, Hugo Chavez gained power with the highest electoral margin in 40 years. His victory was partly because he included marginal populations, such as indigenous people, in his Bolivarian nation-building project.

In fact, many indigenous peoples in Venezuela initially saw their incorporation into the Venezuelan nation as part of the Bolivarian Revolution. The 1999 constitution, for example, was the first to provide a host of rights for indigenous groups, including “native rights over the land”.

In the 20 years that have elapsed since then, however, many of the state’s promises regarding indigenous people and their territories remain largely unfulfilled and disaffection among them is growing.

Digging in

Historically, state expansion into indigenous territories in the south of the country has been linked to natural resources, particularly gold and bauxite, which are abundant in the area. Since colonial times, policing and regional control have been used by the state to exert its monopoly over mining resources.

This hasn’t changed much under the Bolivarian governments since 1998. In 2016, for example, the government launched a large-scale and widespread mining project to combat the economic crisis. This project has resulted in the increased militarisation of mining areas in the north of Bolivar and Amazonas states, near indigenous territories.

In the early 2000s, during the early years of Chavez’s revolution, the authorities’ presence in indigenous territories, such as the area of Gran Sabana – where Zoraida Rodriguez was killed during the recent unrest – was cast in a more “benevolent” light. The state still enforced its control through a heavy police presence, but a number of special programmes (misiones) were also set up by the government, which benefited many local people through goods and other forms of aid. The programmes were made possible thanks to high international oil prices, and reached remote areas of the territory which had been overlooked by previous governments.

Since the beginning of the economic crisis in 2015, however, state aid has reduced, and now reaches indigenous territories only intermittently, or not at all. The military presence, on the other hand, has increased. The result of this is a breakdown of the relationship between the Venezuelan state and indigenous people, and a return to the longstanding struggle over territory and mining resources.

The February confrontations between the military and indigenous people over the entry of US aid are symptomatic of this increasingly contentious relationship. These tensions have been exacerbated by the internal contradictions of the Bolivarian Revolution, which seemingly acknowledges indigenous people’s autonomy and rights over their lands, while simultaneously exercising control over the territory they occupy in the name of national sovereignty. And with the economy in freefall, things may only get worse.

(This article was originally published on The Conversation. Tens of thousands of migrants have fled the political and economic upheaval in Venezuela through Pacaraima, the only road crossing to Brazil, creating tension at the border. About 3.7 million people have left Venezuela in recent years, mostly via its western neighbour Colombia, according to the World Bank.

US Secretary of State Mike Pompeo on Friday defended sanctions on Venezuela and said the United States would not "quit the fight" in the socialist-run Latin American nation which is spiralling into deepening the economic and political crisis.

Pompeo is on a three-day trip to Chile, Paraguay and Peru, a clutch of fast-growing countries in a region where Washington's concerns are focused on China's growing presence as well as the Venezuelan crisis.

Washington is pressuring President Nicolas Maduro to step down and urging more countries to join the coalition supporting opposition leader Juan Guaido.

South America has seen a political shift in recent years towards the right, and most nations have backed Guaido.

Asked about China in Santiago, Pompeo warned about "predatory" lending practices and "malign or nefarious" actions, mirroring criticism previous US officials have made about China during Latin America trips.

China, whose booming economy over the past two decades has driven up demand for raw materials, is already the top trade partner for nations from tiny Uruguay to Brazil, Latin America's largest economy and the world's top soybean exporter. The pivot by Latin American countries towards China for financing has alarmed Washington.

Pompeo will travel later on Friday to Paraguay, the first visit by a U.S. secretary of state to the country since 1965, a gesture experts say underscores U.S. commitment to the region. On Sunday he is set to visit Cucuta, a Colombian border city receiving significant numbers of Venezuelan migrants fleeing hunger and violence in their homeland.

Venezuelan opposition leader Juan Guaido on Saturday launched what he promises will be a "definitive" escalation of pressure to force the country's embattled leftist leader from office.

Addressing a giant anti-government rally in Caracas, Guaido -- whose claim to be interim president is supported by around 50 nations -- kicked off what he called "Operation Liberty," his plan to oust President Nicolas Maduro.

"Everyone to the streets, let's start the final phase of the end of the usurpation!" he told supporters, speaking from the back of a pickup truck.

He called for a huge nationwide turnout on Wednesday and urged his followers to redouble their efforts to maintain pressure in the streets.

"The greatest escalation of pressure we have seen in our history" has begun, Guaido said.

The call comes amid massive blackouts and the collapse of water supplies affecting the nation, further exacerbated a growing political crisis.

The United States meanwhile has stiffened its economic sanctions against Maduro, and one top US official warned Venezuela's military that it must protect the rights of peaceful protesters.

At the rally, Guaido also warned Cuba's President Miguel Diaz-Canel that the supply of subsidised Venezuelan oil to the Caribbean communist island nation was over.

Venezuela has been sending cheap oil to Cuba in exchange for labour from Cuban doctors and teachers, but Guaido said the oil was actually financing a Cuban intelligence group known as G2 that was cracking down on Maduro opponents in the Venezuelan military.

"The exploitation of Venezuelan oil is over, so Mr Diaz-Canel... Venezuelan oil will not be used to submit and investigate our military officials" through the G2, he told the crowd.

Pro-Guaido protests drew thousands in rallies across the country on Saturday.

A pro-Maduro counter-demonstration in Caracas with supporters dressed in red drew a large crowd that gathered at the Miraflores presidential palace.

"Together, permanently mobilized, let's keep defending national peace and independence; no more interference!" Maduro tweeted.

Speaking to the pro-government Constitutional Assembly, Maduro's top lieutenant Diosdado Cabello slammed the US point man on Venezuela, Elliott Abrams, as an "assassin."

"It is Abrams who should be in prison, condemned in the United States for genocide in Central America," said Cabello, referring to the US official's controversial role in the Central American conflicts of the 1980s.

Washington meanwhile kept up the international pressure on Maduro to step down.

Vice President Mike Pence on Friday announced fresh sanctions against 34 vessels belonging to Venezuela's state oil company and two companies that ship crude to Cuba.

"This is only a first step," US national security advisor John Bolton tweeted on Saturday in reference to the sanctions.

He cautioned the Venezuelan defence minister in a separate tweet of the official's "constitutional responsibility to protect innocent civilians who are peacefully demonstrating," adding: "Do not let the Cubans or the 'colectivos' inflict violence against Venezuelan patriots."

Venezuelans hit street as opposition leader Guaido declares 'definitive' escalation

The number of children who are affected by the Venezuelan crisis and who will need humanitarian aid this year is expected to more than double to reach 1.1 million, up from nearly 500,000, the UN children's agency said Thursday.

The figure includes children uprooted from Venezuela, those who have returned and others in host and transit communities across Latin America and the Caribbean, said a UNICEF statement.

The latest estimate highlighted expectations among aid agencies that the political crisis in Venezuela will worsen in the coming months, exacerbating the dire humanitarian situation of children and families.

UNICEF called on governments in the region to uphold the rights of children and ensure they have access to essential services.

An internal UN report seen by AFP last week said seven million people -- about 24 per cent of Venezuela's population -- are in need of humanitarian aid, lacking access to food and medical care.

1.1 million children affected by Venezuela crisis: UNICEF

By David Smilde

Even in a country where the crisis has become the norm, the past month has been eventful for Venezuela.

On April 3 Juan Guaidó, the Venezuelan National Assembly president who is leading an effort to remove President Nicolás Maduro from office, was stripped of his parliamentary immunity. The arrest seems increasingly likely. Guaidó’s chief-of-staff was jailed on March 22, on charges of organising a “terrorist cell.”

Two days later, two Russian military planes carrying 35 tons of unspecified equipment and 100 soldiers landed at the international airport in Caracas.

Meanwhile, three blackouts leftover 90 per cent of the country in the dark. Since water pumps need electricity to run, neighbourhoods and families were forced to organise water rationing systems or fetch water from polluted rivers and streams.

Maduro blames the blackouts on “sabotage” by Guaidó and the United States. The opposition blames government corruption and neglect of Venezuela’s energy grid.

Thousands of Venezuelans protesting the power outages on March 30 were met with violent repression. Counter-protestors came out to support the Maduro government.

These extraordinary events may give the appearance that armed conflict is on the horizon. But having researched Venezuela for over 25 years, I believe a prolonged deadlock – and deeper human suffering – is the more likely result.

International conflict

Each side in Venezuela’s political struggle has powerful international backers.

Guaidó has been coordinating with the Trump administration since before assuming the interim presidency, and Trump has made regime change in Venezuela a foreign policy priority. Over 50 countries now recognise Guaidó as Venezuela’s legitimate president.

Maduro’s government retains important support from Cuba, Turkey and China – though China, which has loaned Venezuela some $60 billion over the last 12 years, has diminished its public backing of Maduro.

Russia has become Maduro’s most important ally. The Russian military equipment and personnel sent in March will likely help maintain and operate Venezuela’s sophisticated Russian-made S-300 air defence system, which protects the capital and key military bases from air attack.

The missile defence system may have been damaged in recent power outages or left understaffed by desertions from Venezuela’s military.

In a March 29 press statement, White House national security adviser John Bolton called Russia’s military assistance to Venezuela a “direct threat to international peace and security in the region” that will “perpetuate the economic crisis that has destroyed Venezuela’s economy.”

Russian officials retorted that the deployment is part of a prior bilateral arms trade agreement with Venezuela.

“The United States is present in many parts of the world and no one is telling it where it should or shouldn’t be,” said Russian President Vladimir Putin’s spokesman Dmitry Peskov at a March 28 Kremlin press conference.

Regime change stalled

Venezuela’s opposition coalition and its allies in the US appear to have thought that global rejection of Maduro’s re-election and Guaidó’s assuming the interim presidency – coupled with threats of a US military invasion and sanctions on Venezuelan oil – would lead Venezuela’s armed forces to turn against Maduro.

That would then usher in a democratic transition.

Recent events have shown that this strategy was simplistic.

More than 500 Venezuelan soldiers have defected to Colombia and Brazil. But most have stayed loyal, as have the generals who hold high positions in Maduro’s government. And Maduro has shown himself quite adept at using dispersed violence to discourage dissent.

Despite President Donald Trump’s repeated mentions of a “military option” for dealing with Venezuela, it’s become clear in recent weeks that the US has no actual plans for military action. Indeed, it does not have significant military assets in position near Venezuela.

Venezuela’s armed forces are the fifth most powerful in Latin America, according to Global Fire Power, which ranks military strength. It has around 200,000 troops, a volunteer militia, plus paramilitary forces and a fleet of Russian Sukhoi fighter jets.

The presence of Russian troops in Venezuela further complicates any plans for US intervention. Russia is a nuclear power, so incurring Russian casualties is probably too big of a risk for the US to take.

Adam Isacson, a defence expert at the Washington Office on Latin America, a human rights organization, suggests that removing Maduro by force would not only kill thousands of people on the ground, it would likely require tens of thousands of US troops to occupy Venezuela for years in order to stabilize it.

Outside of South Florida, where some 200,000 Venezuelan exiles are clamouring for Maduro’s ouster, few Americans would have an appetite for such a prolonged operation.

US economic sanctions – which are now targeting Venezuelan oil – appear to be hurting the Venezuelan people more than Maduro’s government.

That will only make a democratic transition more elusive. Depriving the Venezuelan government of cash and credit will impede it from fixing the electrical grid by preventing the purchase of new equipment. And without electricity and water, Venezuelans, who in their vast majority oppose Maduro, will be concentrating on survival rather than protest.

Working for peace

An international effort led by the European Union, Uruguay, Ecuador and Costa Rica is seeking to negotiate new elections. Calling itself the International Contact Group, this coalition has sent technical teams to Caracas twice to meet with the Maduro government and the opposition.

The International Contact Group has not actually found much interest on either side.

The opposition and its allies in the Trump administration still believe that their strategy of political pressure and economic punishment will lead to the government’s collapse. Maduro, it appears, thinks he can hunker down and wait out the storm.

There is one glimmer of hope.

After years of political wrangling over humanitarian aid, on March 29 the International Committee of the Red Cross announced that it had brokered agreements with both the Maduro government and the opposition. They will allow the Red Cross to distribute food and medicine to Venezuelans, who have suffered severe shortages of both since 2015.

The United Nations estimates that 94 per cent of Venezuela’s population now lives in poverty, and a quarter of its people urgently need humanitarian assistance.

The Red Cross deal shows what can be achieved with “satellite diplomacy” – that is, negotiations that engage with rival factions independently rather than requiring them to meet face to face.

This is significant. It is the first time that this diplomatic technique has succeeded in Venezuela’s conflict.

In the best-case scenario, the humanitarian aid agreement will stick. And it could serve as a model for how international actors can facilitate a democratic transition in Venezuela.
