US Secretary of State Mike Pompeo on Wednesday offered a $10 million reward aimed at preventing foreign interference in the November presidential election.

The reward implies that the members of President Donald Trump's administration are taking election meddling seriously. The State Department has been accusing Russia of waging an increasingly sophisticated disinformation campaign.

The United States "is offering a reward of up to $10 million for information leading to the identification or location of any person who, acting at the direction or under the control of a foreign government, interferes with US elections by engaging in certain criminal cyber activities," Pompeo told reporters.

US intelligence concluded that Russia interfered in the 2016 election to support Trump, especially through manipulation of social media, although it did not find that his campaign colluded with Moscow.

Trump has been outraged by the "Russia hoax" and in February removed the director of national intelligence over a briefing to lawmakers that found that Russia appeared to want Trump to win a new term on November 3.

Last month four top Democratic lawmakers with access to intelligence said they were "gravely concerned" about a new "foreign interference campaign," but their joint statement was notably not signed by members of Trump's Republican Party.

Trump at a 2018 joint press conference appeared to accept Russian President Vladimir Putin's denials of meddling. Trump's former national security advisor, John Bolton, in an explosive memoir wrote that the mogul believed that any talk of interference discredited his victory.

The State Department's Global Engagement Centre, which is in charge of studying and countering foreign propaganda, warned in a report on Wednesday that Russia has invested "massively" in disinformation efforts on the internet.

The report, which did not focus specifically on election meddling, said that Russia has relied on proxy voices to amplify messages that boost propaganda goals such as stirring up opposition to the United States.

On Twitter, material of the Strategic Culture Foundation and six similar sites was tweeted or retweeted 173,000 times from April through June, the study said.

Britain, not Russia, appeared to be the top source of Twitter activity involving the suspicious material, it said.

Russia has denied allegations of election meddling as well as charges led by Britain that Moscow is hacking coronavirus vaccine research.

Pompeo, for his part, has promoted a theory discounted by mainstream scientists that the new coronavirus came out of a Chinese laboratory.

US House Speaker Nancy Pelosi said on Wednesday that members and staff would be required to wear masks in the House of Representatives during the coronavirus pandemic.

The move came after Republican Representative Louie Gohmert, who steadfastly refused to wear a mask during the coronavirus pandemic, said on Wednesday he had tested positive for COVID-19, leading at least three of his colleagues to say they would self-quarantine.

To this end, Pelosi said on the House floor that members would be allowed to remove their masks when addressing the chamber.

"The chair expects all members and staff to adhere to this requirement as a sign of respect for the health, safety and well-being of others present in the chamber and surrounding areas," Pelosi said on the House floor.

The House sergeant at arms said in a statement later on Wednesday that "all persons entering the House Office Buildings" should be wearing a face cover, with some exceptions including when a person is "eating, drinking or legally smoking."

Pelosi warned that she had the authority to ask the House sergeant at arms to remove a member from the floor for violating decorum, and "the chair views the failure to wear a mask as a serious breach of decorum."

She said masks would be available at entry points to the House for members who forget to bring them.

US President Donald Trump on Tuesday signed a memorandum to disallow the votes of illegal migrants in the country from being counted at congressional voting districts after voting maps are redrawn this year.

This has received backlash from Democrats, who have threatened to take legal action. Democratic-led states like New York are already planning to respond legally. However, experts believe the memorandum is legally invalid, and may not even be practiced.

To benefit Republican Party?

If, somehow, this were allowed, the Republican Party would largely benefit from it. A majority of the non-white voting population would then not be allowed to vote. His voter base though, which comprises Caucasian Americans, will be able to vote nevertheless.

Many states in the US have a large immigrant population, including California and New York. If these were to be legally mandated, such states would lose seats in the US House of Representatives. California currently has 53 seats, while New York has 27.

The process of “apportionment” is set to begin in the US, which will carve out voting maps for federal congressional districts.

After Portland, Trump will send 'unknown' forces to 'liberal Democrat' cities to muzzle protests

US rapper Kanye West broke down in tears on Sunday at the chaotic launch of his unlikely campaign to oust Donald Trump as president in November elections.

Wearing a bullet-proof jacket marked "security," West gave a rambling speech in which he claimed he had wanted his wife, Kim Kardashian, to get an abortion and that renowned American abolitionist Harriet Tubman "never actually freed the slaves."

West told the event in Charleston, South Carolina, how he had wanted his wife to get an abortion when she was pregnant with North, their oldest daughter. He then revealed his father also had wanted to abort him.

"My dad wanted to abort me. My mom saved my life. There would've been no Kanye West because my dad was too busy," West said, bursting into tears.

He later shouted, "I almost killed my daughter! I almost killed my daughter!"

At another point during his speech, he said, "Harriet Tubman never actually freed the slaves, she just had the slaves go work for other white people."

West's speech, clips of which went viral on social media, provoked confusion, anger and concern for the musician's mental health.

The event was for registered guests only, and all attendees were required to sign a COVID-19 liability release form as well as wear masks and practice social distancing, US media reported.

Less than four months ahead of November's election, West, 43, raised eyebrows on July 4 when he announced on Twitter he would challenge Trump.

He has offered virtually no details about his campaign, but the hip-hop star -- who famously wore a "Make America Great Again" cap to a 2018 Oval Office meeting with Trump -- said he no longer supports the president.

Reports began circulating in US media last week that West had dropped out of the race.

He missed the deadline in several states to be listed on the presidential ballot, but he is listed on the ballot in Oklahoma.

Whenever questions arose around Donald Trump’s physical and mental prowess, the US president kept reiterating how he had passed all the “tests” before assuming leadership of one of the world’s most influential countries

Repeatedly, he has insisted to have “aced” a cognitive test. However, the test he keeps alluding to - The Montreal Cognitive Assessment (MoCA) is designed to not be challenging. It is mostly used to diagnose minor dysfunctions.

So how challenging could it be? Turns out, not much!

Just yesterday, on July 19, Trump again bragged about passing the test on Fox News. He said the last five questions “get very hard”. However precursory exam instructions in the MoCA claim that it is “designed as a rapid screening instrument for mild cognitive dysfunction”.

When Mashable traced the measuring indices of the test, it ascertained that this test is designed not to measure one’s intellect or wit, in fact it is simply a signifier of whether one has or is developing any cognitive impairment which could become a cause of concern later on in life.

"Very hard"? Barely

Coming to Trump’s claims about the last five questions being hard, this is what the section titled “orientation” demands.

In fact, it is far from “very hard”, asking people to fill in the day of the week, or today’s date. Additionally, it involves questions about time and space along the lines of “What city are we in?”. It relies on the specifics. For instance, one would be expected to name the city and the country. When talking about the date, the examiner would expect the date, month, year. Each correct answer in this section fetches one point.

To what end did Trump find answering where he was “very hard”, we’ll never know.

Another section toward the end is titled “abstraction”. It is based on categorising and placing objects in the same pool of similarly occurring characteristics.

For instance, one may be asked the similarity between an orange and a pear, which is that they’re both fruits.

Trump indeed did “ace” this test, as he should have. However, if he found the last five questions “very hard”, it is perhaps the first for any US president.

There's a lot to criticise him for but a recent press conference by him will get you thinking that he may also not be the monster the American media has made him out to be and that he may just be a victim of the general unwillingness on either side to acknowledge anything of worth on the opposite side.

Trump doesn't want to hear what his critics say and his critics demonise him for everything he says or does. Trump is not getting many chances to publicly ramble during the pandemic. He has had to cut down on election rallies. So he turned a press conference at Rose Garden into a rally venue.

The US president spoke for a total of 63 minutes. The briefing started with the announcement of an executive order to hold China accountable for its actions in Hong Kong.

"Hong Kong will now be treated as the same as China," said Trump. It may just be Trump's biggest message of intent to Beijing.

According to the White House, the new law will give the Trump administration new and powerful tools to hold responsible the individuals and entities involved in extinguishing Hong Kong's freedom.

Also, the executive order will revoke special treatment for all Hong Kong passport holders. This announcement was just the beginning as Donald Trump came prepared to settle all doubts about his alleged softness towards Beijing.

However, the remarks that followed make us loose hope as within a few minutes Trump turned the press conference into a campaign speech. He began attacking Joe Biden. The jibes ranged from Biden opposing Trump's travel ban on Chinese nationals to Biden never speaking anything bad about China and to how Biden's entire career had been a gift to the Chinese Communist Party.

It was a very well crafted speech to gain political points but it became slightly tough to follow Trump's stream of consciousness.

The US president wandered from one thought to another. Also, he mentioned Biden's name more than 20 times in the press conference. Trump took jabs at Biden's mental capacity and implied that Biden had grown senile.

Trump probably forgot that he was addressing the press conference as the president of the United States and not as somebody looking to secure another term at the White House. It was an event meant to announce new actions against China but Trump turned it into a never-ending monologue of political attacks.

Trump's niece Mary L Trump has the answers and its called, "Too much and never enough: How my family created the world's most dangerous man." The book questions Trump's mental health.

It asserts that pathologies stemming from his childhood are playing out now on a global stage. The book was released on the same day as the press conference which was the most rambling press conference witnessed under Trump's presidency.

However, the question being asked is Donald Trump as bad as he seems?

Well, if one does not take into account his regressive views, his questionable morality, his ridiculous tweets, his half-baked decisions, his poor pandemic response, his unwillingness to listen to others and his lack of interest in foreign relations and his silence when his allies need him, if one does not consider all these things then Donald Trump is not that bad after all.

Alabama Republicans nominated political neophyte Tommy Tuberville, the choice of President Donald Trump, to run for the Senate in November as voters in three states picked candidates Tuesday in races that will help decide control of the chamber.

Maine Democrats nominated Sara Gideon, the speaker of the state's House of Representatives, to face off against moderate Republican Senator Susan Collins, one of the Senate's most at-risk Republicans.

But there was a close, ongoing battle in Texas between Air Force veteran MJ Hegar and Black state senator Royce West over the Democratic nomination to go up against Republican Senator John Cornyn in November.

In Alabama, Tuberville, 65, a former football coach, beat Jeff Sessions, a former U.S. attorney general who was fired by the president. Tuberville had 62.1 percent to Session's 37.9 percent, with 73 percent of precincts reporting, the New York Times said. He will take on Democrat Doug Jones in November.

Sessions had hoped to return to the Senate, where he had been a member for 20 years before joining the Trump administration. But Sessions told reporters he would support Tuberville in November.

While Republican stronghold Alabama went for Trump's choice of candidate, Trump's public approval across the country has dropped as the coronavirus pandemic surged through the United States, killing more than 130,000 people and throwing tens of millions out of work.

That is weighing on his fellow Republicans, dimming the re-election hopes of senators in Colorado, North Carolina and Arizona and leaving even senior Republicans in conservative stakes like Mitch McConnell's Kentucky having to work harder than expected to defend their seats.

Republicans currently control the Senate, 53-47. Democrats would need to pick up four seats in the 100-member chamber for a majority if Trump is re-elected, or three if presumptive Democratic nominee Joe Biden wins the White House, giving the party a tie-breaking Senate vote.

Although the primary elections in all three states had been postponed from earlier this year because of the coronavirus, they were held Tuesday even as the number of new cases continued to surge in southern and western states. Trump pick gets nod in Alabama as three US states select Senate candidates

United States President Donald Trump on July 14 claimed that “more white people” die while interacting with police officers than black people. This comes in the aftermath of the large-scale global protests against institutional racism and police brutality.

After George Floyd was knelt on and killed by an Officer Chauvin in Minneapolis, the US has roared “Black Lives Matter” across all cities, even amid rising cases of COVID-19.

"So are white people", statistics don't agree

While sitting down for an interview with CBS, Trump was asked why people of colour have a higher rate of dying at the hands of police officers. He responded with “so are white people”. He then repeated himself, and said again “so are white people. What a terrible question to ask. So are white people. More white people, by the way. More white people”.

Statistics don’t support the US president. Black people are more likely to be killed in police custody across the US. Based on “Fatal Encounters” - an independent organisation that looks into killings across the US, two researchers Gabriel Schwartz and Jaquelyn Jahn from Harvard University carved out a comparison in data falling in the bracket of 2013-2017. They found that racial inequalities persist in many parts of the country. In south-western US states, black people were killed almost thrice as much as white people. In Chicago, the rate was much higher, with black people six times more likely to be killed by police.

Another 2019 study found that young black men are at the highest risk of being killed by the police in the US.

The Washington Post did a similar follow up which found that even though white people are as killed as much as black Americans, the latter are shot more than the former. The found that even though the black population makes up 13 per cent of the US, they are twice as likely to be killed by the police.

Trump supports police

In the midst of the growing calls for defunding the police and setting up a social watch programme across the country, people have responded to Floyd’s murder quite intensely.

Trump, while referring to the US police forces said that they “do an incredible job in this country”.

"You can have a rogue, terrible cop, on occasion like you do in any industry, any business, in any profession," the president added.

Many others also feel that Trump is still yet to formally acknowledge police brutality against African Americans in the country.

Building a wall on the US-Mexican border was one of Trump's core campaign promises. The US leader has repeatedly said the wall helps to curb illegal immigration, human and drug trafficking. The president earlier promised that Mexico would fund the project, which did not happen.

“I will build a great wall,” Donald Trump had said in announcing when he was running for president in June 2015. “I will build a great, great wall on our southern border, and I will make Mexico pay for that wall. Mark my words.”

His opponents in the Democratic Party, in turn, call the project "racist" and seek to block its funding, accusing the president of manufacturing a fake migration crisis.

Joe Biden unveiled a $700 billion plan Thursday to create jobs and invest in new technologies in an aggressive challenge to President Donald Trump on economic policy, as the warring sides clashed in key election battleground Pennsylvania.

The Democratic challenger presented his sweeping "Build Back Better" proposal, a contrast to Trump's "America first" agenda, during a speech at a metalworks plant in a swing state critical to either candidate's victory in November.

Vice President Mike Pence was simultaneously barnstorming Pennsylvania, defending his boss's handling of the coronavirus pandemic and assuring voters that Trump was best qualified to revive the sputtering economy.

Biden's manufacturing and innovation plan aims to bring back positions lost during the coronavirus pandemic, and create more than five million new jobs by investing in domestic production and research and shrinking foreign supply chains.

The multi-pronged approach also tightens "Buy America" guidelines, promotes new tax rules including hiking the corporate tax rate to 28 percent from 21 percent, and expands union access to empower American workers.

Also read | Joe Biden says he will revoke H-1B visa suspension, if elected US president

"That's what my plan is, to build back better," Biden told ironworkers after touring their 101-year-old factory near Scranton, the blue-collar city where the former vice president grew up.

The goal, he said, is "to sharpen America's competitive edge" in new industries like battery technology, artificial intelligence, biotechnologies and clean energy. "That's the future."

Biden said he rejects the "defeatist view" that automation and globalization will sap well-paid US jobs.

"American manufacturing was the functioning arsenal of democracy in World War II, and has to be part of the engine of new prosperity in America now," he said.

Biden's plan to protect American workers underscores a recognition that, despite Trump's poor job approval numbers, voters still see him as stronger than Biden on handling the economy.

But Biden drew a sharp contrast with his billionaire rival, highlighting his working-class upbringing and even making a side-trip to his old Scranton neighbourhood.

Trump won in 2016 largely on the promise of bringing back lost manufacturing jobs.

Biden accused him of turning his back on the working class.

"Trump has simply given up," Biden said, adding that American families are "paying the price for this administration's incompetence."

While the president repeatedly invokes American business as a leading force in economic revival, Biden's plan relies on the federal government to "bolster American industrial and technological strength."

It proposes a $400 billion investment in domestic product procurement, and $300 billion for research and development as well as breakthrough technologies including reusable energy and electric vehicles.

"This will be a mobilisation of R&D and procurement investment in ways not seen since the Great Depression and World War II," Biden said.

ADMINISTRATION INCOMPETENCE

Pence's arrival in state signaled the White House's all-out fight for Pennsylvania, which flipped to Trump in 2016 but now leans towards Biden.

"I know, not far from here Joe Biden is at another company, talking about his plans for the economy going forward. And I think the choice has never been clearer for the American people," Pence told a roundtable in the town of Malvern.

Later in Philadelphia at a Fraternal Order of Police rally, he attacked "radical" leftists for "trying to smear police officers."

The remark reflected the intense debates over racial injustice and policing that have marked coast-to-coast protests following the police killing of African-American man George Floyd.

Trump's team also accused Biden of aligning with his progressive former campaign rival Bernie Sanders to unveil joint policy proposals Wednesday, including ambitious climate change mandates, that would plunge the country "into economic catastrophe."

Biden, meanwhile, savaged Trump for being woefully unprepared to respond to the coronavirus pandemic, which has killed more than 133,000 Americans, and ignoring the plight of working-class families.

"He's exactly the wrong person to lead in this moment," Biden said.

Biden holds a sizeable 8.8 percent lead over Trump nationally, according to a RealClearPolitics poll aggregate.

The Democrat also leads in swing states that Trump won in 2016, including Florida, North Carolina, Pennsylvania and Wisconsin.

The goal, he said, is "to sharpen America's competitive edge" in new industries like battery technology, artificial intelligence, biotechnologies and clean energy. "That's the future." Biden said he rejects the "defeatist view" that automation and globalization will sap well-paid US jobs. "Trump has simply given up," Biden said, adding that American families are "paying the price for this administration's incompetence." While the president repeatedly invokes American business as a leading force in economic revival, Biden's plan relies on the federal government to "bolster American industrial and technological strength." It proposes a $400 billion investment in domestic product procurement, and $300 billion for research and development as well as breakthrough technologies including reusable energy and electric vehicles. ADMINISTRATION INCOMPETENCE Pence's arrival in state signaled the White House's all-out fight for Pennsylvania, which flipped to Trump in 2016 but now leans towards Biden. "I know, not far from here Joe Biden is at another company, talking about his plans for the economy going forward. And I think the choice has never been clearer for the American people," Pence told a roundtable in the town of Malvern. Later in Philadelphia at a Fraternal Order of Police rally, he attacked "radical" leftists for "trying to smear police officers." The remark reflected the intense debates over racial injustice and policing that have marked coast-to-coast protests following the police killing of African-American man George Floyd. Trump's team also accused Biden of aligning with his progressive former campaign rival Bernie Sanders to unveil joint policy proposals Wednesday, including ambitious climate change mandates, that would plunge the country "into economic catastrophe." Biden, meanwhile, savaged Trump for being woefully unprepared to respond to the coronavirus pandemic, which has killed more than 133,000 Americans, and ignoring the plight of working-class families.
