It says that all Americans must be protected from unsafe or ineffective systems, discrimination by algorithms, and abusive data collection.

This comes as incidents of algorithms not prioritizing the needs of black patients and those of facial recognition displaying an unfair bias towards darker skin tones came to light.

"These technologies are causing real harms in the lives of Americans, harms that run counter to our core democratic values, including the fundamental right to privacy, freedom from discrimination and our basic dignity," said one senior administrator while talking to Reuters.

As per the proposed bill, people are entitled to notice and explanation concerning the AI programs they might encounter.&nbsp;

It also asks companies and other stakeholders including government agencies using AI to conduct significant testing and oversight, and publicise results for stakeholders to understand what a "reasonable starting point is" for taking action on issues, said&nbsp;senior administration officials.

While the proposal is non-binding, the US Chamber of Commerce has warned that if these proposals were to become rules they could hurt businesses.

In a statement, the Chamber's Vice President Jordan Crenshaw said, "There are some recommendations in the AI Blueprint that, if enacted into rules by policymakers, could handcuff America’s ability to compete on the global stage."&nbsp;

Biden administration proposes an Artificial Intelligence Bill of Rights

The US Chamber of Commerce&nbsp;has asked Beijing to step up its purchases of US goods and services&nbsp;as agreed under a Phase 1 trade deal, despite delays caused by the coronavirus.

The Chamber also&nbsp;emphasised the importance of&nbsp;functional US-China ties amid the pandemic, and the ongoing verbal spat between the two countries.

Talking about the hiccups caused due to the pandemic, the Chamber stressed that the there is still hope, and has urged the two countries to&nbsp;initiate regular talks on implementation of purchases, intellectual property reforms and other issues covered by the trade deal.

“Implementation is critical. COVID-19 has unquestionably slowed progress for both governments, and it will be critical for the pace of implementation of purchases to accelerate markedly," it said in a statement after a virtual meeting of top US and Chinese business leaders.

The meeting was a regular first annual meeting out of the two that is&nbsp;convened each year by the Chamber and the China Center for International Economic Exchanges, a Beijing-based think tank. The meeting&nbsp;focused on the Phase 1 trade deal that took effect in February, and supply chain challenges.

The recent spat between the two countries has raised an alarm for existing trade deal, under which&nbsp;China agreed to buy $200 billion more in U.S. goods and services over two years.

The US business community wants to see a trade deal between the United States and China so as to end the trade dispute, said Myron Brilliant, executive vice president and head of the international affairs for the US Chamber of Commerce.

Brilliant said this on Wednesday during an interview on the sidelines of the <a href="https://www.wionews.com/world/us-wants-to-make-meaningful-progress-in-china-trade-talks-249287">US-China</a> CEO's Dialogue running from Tuesday to Wednesday in Beijing.

"The two business communities understand there are no winners when you have a trade war, there are only losers.

China will lose, the United States will lose, and the global economy will lose. So we want to encourage our governments to work closely. I'm hopeful that the two countries and the two leaders understand what's at stake, and now it's a question about getting it done. There has to be a sense of urgency," Brilliant said.

"What we need is for truth, a trade truth between the two sides, calmer waters with the long-term goal of having a high standard comprehensive trade agreement. And we need to see compromise, and we need to see the negotiations on the basis of mutual respect on both sides," he said.

The US-China CEO's Dialogue, which was organized by the China Center for International Economic Exchanges and the US Chamber of Commerce, brought 20 business leaders from both countries together to share their views on the on-going trade dispute between the world's two largest economies.
