China&nbsp;warned Tuesday it would take unspecified countermeasures if the United States goes ahead with plans to deploy ground-based intermediate-range missiles in the Asia-Pacific region.

Australia on Monday ruled out the possibility of the missiles being deployed on its soil,&nbsp;saying Canberra had not even been asked to host them.

South Korea's defence ministry said it had not had any discussions with the US about the deployment of intermediate missiles.

"We have also not internally reviewed the issue and have no plan to do so," ministry spokesperson Choi Hyun-soo told reporters.

Police named the gunman as a 24-year-old white man called Connor Betts and said his sister was among those killed. She had gone with him to the scene of the shootings.

In Texas, police said the suspect surrendered on a sidewalk near the scene of the massacre. He was described in media reports as a 21-year-old white man named Patrick Crusius.

He was believed to have posted online a manifesto denouncing a "Hispanic invasion" of Texas. El Paso, on the border with Mexico, is majority Latino.

Seven of the 20 people killed in the El Paso shooting were Mexican, the country's foreign minister, Marcelo Ebrard, said Sunday.

The manifesto posted shortly before the shooting also praises the killing of 51 Muslims at two mosques in Christchurch, New Zealand in March.

Police said the suspected shooter has been charged with murder offences that can carry the death penalty, and a federal official said investigators are treating the El Paso shooting as a case of domestic terrorism.

At the Walmart in El Paso, terrified shoppers cowered in aisles or ran out of the store as gunfire echoed.

Most of the victims were inside the store but some were also in the parking lot outside, police said.

"Shooting kids and women and men, to him it mostly mattered that they were Hispanic," said Manuel Sanchez, a resident of the city.

These were the 250th and 251st mass shootings this year in the US, according to the Gun Violence Archive, an NGO that defines a mass shooting as an incident in which at least four people are wounded or killed.

Despite a string of horrific mass shootings in the US, where gun culture is deep-rooted, efforts to strengthen firearms regulations remain divisive.

The latest two shootings ended a particularly tragic week for gun violence in America: three people died in a shooting at a food festival last Sunday in California, and two more Tuesday in a shooting in a Walmart in Mississippi.

On Twitter, Trump described the El Paso attack as "an act of cowardice."

But critics said the president's habit of speaking in derogatory terms about immigrants is pushing hatred of foreigners into the political mainstream and encouraging white supremacism.

"To pretend that his administration and the hateful rhetoric it spreads doesn't play a role in the kind of violence that we saw yesterday in El Paso is ignorant at best and irresponsible at worst," said the Southern Poverty Law Center, a major civil rights group.

It cited Trump actions like calling Mexican migrants rapists and drug dealers and doing nothing when a crowd at a Trump rally chanted "send her back" about a Somali-born congresswoman.

The Republican mayor of El Paso, Dee Margo, seemed to discount any race element to the Texas shooting, telling Fox News the gunman was "deranged."

But multiple Democratic presidential hopefuls said Trump bears some of the blame for the violence.

South Korean defence minister Jeong Kyeong-doo told parliament that the joint exercise began Monday, adding that Seoul was "clearly maintaining its readiness posture against any military action by North Korea". Details about the training have not been disclosed, but a ministry official in Seoul said this year's exercise will include verifying South Korea's abilities to take operational control in wartime. Under the US-South Korea security treaty, an American general will take command of their combined forces in the event of armed conflict, but Seoul has long sought to reverse the position. Analysts say the military activities by both sides could delay talks on the North's weapons programmes - which have seen it subjected to multiple sets of UN Security Council sanctions - until later this year. After the Singapore summit, Trump made a shock announcement halting joint drills, adopting Pyongyang's description of them as "provocative" at an extraordinary, freewheeling press conference. War games known as Ulchi Freedom Guardian (UFG) and scheduled for August last year were subsequently suspended. And the allies' biggest annual drills, Foal Eagle and Key Resolve, which took place every spring and involved tens of thousands of troops, were replaced with a shorter "Dong Maeng" or "Alliance" exercise in March. Changing stance The August drills were scaled down earlier this year, Yonhap news agency reported, and have not been named, with an official from Seoul's Joint Chiefs of Staff (JCS) telling AFP that they "cannot comment any further" on their designation. South Korean media have dubbed the command post exercise "19-2 Dong Maeng", indicating the second Dong Maeng exercise of 2019. Pyongyang warned last week that further nuclear talks could be derailed if Seoul and Washington push ahead with the manoeuvres. And on Friday, North Korea carried out its third weapons test in the space of eight days, firing what it called a new "large calibre multiple launch guided rocket system". Seoul's presidential office said it was highly likely to be "a new type of short-range ballistic missile". Ahn Chan-il, a North Korean defector and researcher in Seoul, told AFP: "Drills might not have taken place today if there had been some concrete progress with the nuclear negotiations between Pyongyang and Washington, considering UFG was suspended last year." Foreign Minister Mohammad Javad Zarif also confirmed he turned down an offer to meet President Donald Trump last month despite the threat of US sanctions against him. "Today the United States in alone in the world and cannot create a coalition. Countries that are its friends are too ashamed of being in a coalition with them," Zarif told a news conference in Tehran. "They brought this situation upon themselves, with lawbreaking, by creating tensions and crises." Tehran and Washington have been locked in a battle of nerves since May 2018 when Trump withdrew the United States from a landmark 2015 deal placing limits on Iran's nuclear programme and began reimposing sanctions. Tensions have soared since the Trump administration began stepping up a US campaign of "maximum pressure" against Iran, with drones downed and tankers mysteriously attacked in Gulf waters. At the height of the crisis, Trump called off airstrikes against Iran at the last minute in June after the Islamic republic's forces shot down a US drone. Iran said on Sunday its forces seized a "foreign" tanker carrying smuggled fuel in what would be the third such seizure in less than a month in Gulf waters - a conduit for much of the world's crude oil. On July 18, the Guards said they had detained the Panama-flagged MT Riah for alleged fuel smuggling. A day later, they announced they had impounded the British-flagged Stena Impero in the Strait of Hormuz for breaking "international maritime rules". In response to such incidents, the United States has been seeking to form a coalition whose mission - dubbed Operation Sentinel - it says is to guarantee freedom of navigation in the Gulf. However, it has been struggling to build such a coalition, with European countries reticent and believed to be concerned about being dragged into a possible conflict. The designation of Zarif under the same sanctions already applied to supreme leader Ayatollah Ali Khamenei is the latest in a series of US moves against Iran. Zarif dismissed as disingenuous US "claims" that it wants to engage in dialogue with Iran. "They were the ones who left the table, sanctioned the foreign minister of Iran, sanctioned the highest authority of the Islamic republic. Who do they want to negotiate with?" he said. "The US only wants to impose its will on the Islamic republic. "They should not expect us to negotiate as long as they engage in economic terrorism." But Zarif did not rule out talks in the future. "In my view negotiations and diplomacy will never end. Negotiation has always been and will always be on my agenda. Even in times of war negotiations will exist." Zarif said he did not believe Trump would go to war with Iran unless hawks around him like his national security adviser John Bolton and Israeli Prime Minister Benjamin Netanyahu had their way. "I believe Mr Trump does not seek war. But Mr Bolton and Netanyahu have always sought war," he said. "They're willing to fight their wars till the last American soldier."

Americans own nearly half of the world’s guns, with approximately 120 firearms for every 100 US residents.

Gun control policies may someday restrict new gun sales. But what impact can they have when Americans already own millions of guns?

Some have pointed to gun buybacks as a potential solution to this problem.

I have spent years studying American attitudes toward guns and gun policies, including smart guns and open carry. I know that gun owners feel strongly about their identities as gun owners, making it difficult to create a strategy for taking guns off the streets.

US Gun Stock

The sheer number of guns is part of the challenge. The United States has the largest civilian-owned stock of guns in the world. At the end of 2017, the Small Arms Survey reported that there were an estimated 393 million firearms in the United States – and that’s not even counting guns owned by the police and military. That represents 45.8 per cent of the world’s civilian-owned guns.

Yemen has the second-highest rate of gun ownership per person in the world, with just 52.8 firearms per 100 residents.

More than 40 per cent of US adults live in a household with at least one gun. About half of all civilian-owned guns in the US are owned by just 3 per cent of US adults. These gun owners have an average of 17 guns each. Most other gun owners average about three guns at home.

Reducing Numbers

Gun buyback programs are designed to reduce the number of firearms by purchasing guns from private owners, and typically destroying them.

Gun buyback programs are not new.

Following a mass shooting in 1996, Australia banned automatic and semi-automatic rifles and shotguns and instituted a national gun buyback program.

In a year, Australia purchased about 650,000 firearms from private residents, estimated to represent about 20 per cent of the country’s privately owned guns. Research evaluating the effects of the buyback found a 42 per cent decrease in homicide rates and a 57 per cent decrease in suicide rates in the seven years after the legislation passed. But some researchers are still uncertain whether this decrease was due to the buyback, or whether it was simply part of an existing downward trend.

US&nbsp;cities have experimented with buybacks on a much smaller scale, even though the Pew Research Center reports that more than 70 per cent of gun owners say they could never imagine themselves not owning some sort of firearm.

One of the earliest examples occurred in Baltimore, Maryland. In 1974, Baltimore police paid residents US$50 per firearm, collecting roughly 13,500 over a two-month period. Rather than reduce crime, homicides and assaults spiked during the buyback. It is unclear why, but two months is a short time period for a clear pattern to emerge and crime rates in cities across the country were increasing through much of the 1970s.

Baltimore is not unique. A 2008 review of the existing research by Matthew Makarios and Travis Pratt in the journal Crime &amp; Delinquency found that gun buyback programs have generally been ineffective in reducing crime in the US Challenges include the types of guns purchased, the involvement of law enforcement, and the costs involved.

Types of Guns Purchased

Gun buyback programs often place no restrictions on the types of guns that can be purchased. Civilians frequently bring in old firearms, guns in disrepair, rifles, or shotguns. Sacramento, California, implemented a gun buyback program in 1993. Nearly a quarter of all guns submitted were not in working order.

The Boston Police Department also attempted a gun buyback program in 1993 without a restriction for weapon type. Only about half of the submitted firearms were handguns. That’s significant because we know from existing crime data that although some mass shooters use more powerful weapons, handguns are the type of firearm most often used in violent crime and in youth violence. If the goal is to reduce crime, getting shotguns or broken firearms off the street will likely have little effect.

Guns obtained through a 1994 to 1996 buyback in Milwaukee also differed from those typically used in suicide and homicide.

The Boston Police Department tried again in 2006. Learning from their past mistakes, the police offered a $200 gift card for each handgun – but no cash or gift card for rifles or shotguns. At the conclusion of the program, the Boston Police Department reported that more than 85% of submitted firearms were handguns, closely matching the types of guns used in crime.

The number of shootings decreased by 14 per cent&nbsp;in Boston in the year after the buyback and continued to decrease through 2010.

Other jurisdictions followed Boston’s example. In 2015, 13 police departments in Massachusetts instituted a buyback program with higher amounts paid for types of firearms more frequently used in crime. As a result, they were able to collect more handguns. But three out of five people who sold their guns said they still had one or more guns at home.

Cost and Profit 
 
Experience shows that some people will attempt to profit from gun buybacks by submitting inexpensive or broken firearms worth less than the cash incentive offered through the buyback.

In Baltimore, one buyback participant claimed she was going to use the buyback money to purchase a larger weapon.

In Oregon, private citizens waited outside the gun buyback locations to purchase firearms and ammunition from owners before they could go inside to submit them to law enforcement.

Gun buybacks are financed by taxpayer dollars and are generally paid for by local agencies rather than through state or federal funding. A local jurisdiction’s budget will limit the amount of firearms it can purchase and destroy, reducing the likelihood that a gun buyback will have an observable impact on local crime rates.

Law Enforcement Involvement 
 
Typically, gun buyback programs are run by law enforcement. Understandably, criminal offenders may be hesitant to come to the local police station or interact with law enforcement – even if they are promised exemption from prosecution for weapon possession.

Boston attempted to address this concern in 2006 by designating sites like churches as drop-off locations. Other jurisdictions have held gun buybacks run by nonprofit groups, but law enforcement officials are frequently on-hand as security, or to help take the guns to be destroyed after the buyback.

So far, gun buybacks in the United States have been a community-based, grassroots endeavor with limited impact. Their feasibility on a state or nationwide scale is unclear.

Cost alone may be a prohibiting factor. Assuming a $50 per firearm incentive, reducing the US gun stock by 1 per cent&nbsp;would cost $196.5 million. Inevitably, only some of the guns purchased would have been used in future crimes.&nbsp;

One of the earliest examples occurred in Baltimore, Maryland. In 1974, Baltimore police paid residents US$50 per firearm, collecting roughly 13,500 over a two-month period. Rather than reduce crime, homicides and assaults spiked during the buyback. It is unclear why, but two months is a short time period for a clear pattern to emerge and crime rates in cities across the country were increasing through much of the 1970s. Baltimore is not unique. A 2008 review of the existing research by Matthew Makarios and Travis Pratt in the journal Crime & Delinquency found that gun buyback programs have generally been ineffective in reducing crime in the US Challenges include the types of guns purchased, the involvement of law enforcement, and the costs involved. Types of Guns Purchased Gun buyback programs often place no restrictions on the types of guns that can be purchased. Civilians frequently bring in old firearms, guns in disrepair, rifles, or shotguns. Sacramento, California, implemented a gun buyback program in 1993. Nearly a quarter of all guns submitted were not in working order. The Boston Police Department also attempted a gun buyback program in 1993 without a restriction for weapon type. Only about half of the submitted firearms were handguns. That’s significant because we know from existing crime data that although some mass shooters use more powerful weapons, handguns are the type of firearm most often used in violent crime and in youth violence. If the goal is to reduce crime, getting shotguns or broken firearms off the street will likely have little effect. Guns obtained through a 1994 to 1996 buyback in Milwaukee also differed from those typically used in suicide and homicide. The Boston Police Department tried again in 2006. Learning from their past mistakes, the police offered a $200 gift card for each handgun – but no cash or gift card for rifles or shotguns. At the conclusion of the program, the Boston Police Department reported that more than 85% of submitted firearms were handguns, closely matching the types of guns used in crime. The number of shootings decreased by 14 per cent in Boston in the year after the buyback and continued to decrease through 2010. Other jurisdictions followed Boston’s example. In 2015, 13 police departments in Massachusetts instituted a buyback program with higher amounts paid for types of firearms more frequently used in crime. As a result, they were able to collect more handguns. But three out of five people who sold their guns said they still had one or more guns at home. Cost and Profit Experience shows that some people will attempt to profit from gun buybacks by submitting inexpensive or broken firearms worth less than the cash incentive offered through the buyback. In Baltimore, one buyback participant claimed she was going to use the buyback money to purchase a larger weapon. In Oregon, private citizens waited outside the gun buyback locations to purchase firearms and ammunition from owners before they could go inside to submit them to law enforcement. Gun buybacks are financed by taxpayer dollars and are generally paid for by local agencies rather than through state or federal funding. A local jurisdiction’s budget will limit the amount of firearms it can purchase and destroy, reducing the likelihood that a gun buyback will have an observable impact on local crime rates. Law Enforcement Involvement Typically, gun buyback programs are run by law enforcement. Understandably, criminal offenders may be hesitant to come to the local police station or interact with law enforcement – even if they are promised exemption from prosecution for weapon possession. Boston attempted to address this concern in 2006 by designating sites like churches as drop-off locations. Other jurisdictions have held gun buybacks run by nonprofit groups, but law enforcement officials are frequently on-hand as security, or to help take the guns to be destroyed after the buyback. So far, gun buybacks in the United States have been a community-based, grassroots endeavor with limited impact. Their feasibility on a state or nationwide scale is unclear. Cost alone may be a prohibiting factor. Assuming a $50 per firearm incentive, reducing the US gun stock by 1 per cent would cost $196.5 million. Inevitably, only some of the guns purchased would have been used in future crimes. A coalition led by Washington ousted the Taliban in late 2001 accusing it of harbouring Al-Qaeda jihadists who claimed the September 11 attacks against the US that killed almost 3,000 people.

But despite a rapid conclusion to the conventional phase of the war, the Taliban have proved formidable insurgents, bogging down US troops for years.

Washington is hoping to strike a peace deal with the Taliban by September 1 -- ahead of Afghan polls due the same month, and US presidential elections due in 2020.

The Washington Post reported Thursday that an initial deal to end the war would see the US force in Afghanistan reduced to as low as 8,000 from the current level of around 14,000.

If American politicians were to attack the manufacturer, they would be shooting themselves in the foot, Merluzeau said, because "there are many jobs involved, a very, very numerous supply chain and it cannot be replaced with Facebook or Google that don't produce anything tangible."&nbsp;

Founded 103 years ago, Boeing employs more than 150,000 people around the world, the vast majority in the United States.&nbsp;

In addition to direct jobs, its subcontractors -- like General Electric (GE), United Technologies and Spirit Aerosystems -- are large US industrial employers.&nbsp;

The location of Boeing plants resembles a political campaign map, with facilities in Republican strongholds like Alabama, South Carolina and Texas, and Democratic areas like California and Washington, as well as states that helped Trump win the election: Pennsylvania and Arizona.&nbsp;

And Muilenburg has shown political savvy in his picks for the company's board of directors, naming Nikki Haley, former governor of South Carolina and Trump's former ambassador to the United Nations, and Caroline Kennedy, an ally of former President Barack Obama and daughter of former president John F. Kennedy.&nbsp;

Boeing is a dominant player not just in civilian aircraft but in the defence and space industries and is a major supplier to the Pentagon.

The company produced the famous B-17 and B-29 bombers of World War II and the B-52 used the Vietnam War.

"China announces that it has invested in a project in Pakistan worth, let's say US $1 billion. That US $1 billion, however, is required to mostly be spent on Chinese equipment, and labor, a significant portion of which is to be imported from China as well, with very little by way of supplies coming from the local economy," Tirmizi said.

That said amount, therefore, never hits Pakistan's economy as an investment, and goes from the Chinese government or state-owned company to a state-owned company within China to pay for equipment.&nbsp;

Even Chinese labor gets its salaries deposited into bank accounts within China.

"The money, in other words, stays completely within China and so never shows up as foreign investment into Pakistan", said Tirmizi.

The analyst believes that the majority of people in Pakistan are willing to join hands with Washington rather having faith in Beijing.

"If ever there was thought within Pakistan`s leadership political, military, and business that Beijing could replace Washington as the foreign capital with the most influence in Islamabad, that idea is now firmly dead. We just have not gotten around to telling China yet," Tirmizi added.

"Over the past few weeks, Profit has spoken to several sources in both Pakistan's business elite circles as well as people who are familiar with the thought process of the military leadership and the picture emerging is not a favorable one of the relationship with China: the more Pakistanis learn about the true costs of the China Pakistan Economic Corridor (CPEC), the less inclined they are to want to participate any further than we already have," the article read.

The analyst also believes that there is a growing imbalance in trade between Pakistan and China.

"Pakistan's imports from China have dramatically increased since 2013 when CPEC was first announced. Prior to 2013, Pakistan`s imports from China had been rising because of the 2007 China Pakistan Free Trade Agreement but had stabilized to around $6.6 billion a year. After 2013, the rise has been very steep," the article added.

Since 2013, China's net investment into Pakistan has been US $2.5 billion, which is much higher than the US $813 million China invested in Pakistan in the 10 years prior to 2013, but still a relatively small sum compared to the wild projections and promises that the Pakistani press and government wanted to believe when it was first announced.

While Pakistan's civilian and military leadership is prone to making bad decisions, they are not completely stupid.&nbsp;

They can see these numbers, and they are privy to far more details than have been told to the public about the specific terms of the agreements with China for CPEC projects.

&nbsp;And it is becoming increasingly clear that they are becoming deeply uncomfortable with the direction this has taken Pakistan.

"Neither the civilian politicians nor the military leadership wants to accept the blame for what is clearly a massive blunder on the part of the government of Pakistan in negotiating the CPEC contracts. If any lawyers reviewed them, it is unclear if they understood them, or if their views were taken into consideration at all by the decision makers", said the analyst.&nbsp;

"The deed is done now, however, and Pakistan cannot easily extricate itself from these arrangements. But, sources familiar with the military leadership's thinking tell Profit, the leadership in the military has decided to start following the first rule of being in a hole: stop digging" he added.
