Indian PM Narendra Modi to address high-level meet on health

Pakistan Prime Minister <a href="https://www.wionews.com/south-asia/pakistan-prime-minister-imran-khan-arrives-in-us-ahead-of-74th-session-of-unga-251133">Imran Khan</a> on Sunday (local time) met United States' special envoy for Afghan peace talks Zalmay Khalilzad.

Khan is in New York to take part in the 74th UN General Assembly session.

Dawn quoted Pakistani Foreign Minister Shah Mehmood Qureshi as saying that Khalilzad "shared with the premier how far his negotiations with the Taliban had gone, the nature of the talks and what expectations he holds in the future".

In a statement here, the Pakistan Embassy said Khan and Khalilzad discussed Afghanistan and Pakistan-US joint efforts for peace in Afghanistan.

The Prime Minister "appreciated Khalilzad's efforts for promoting a peaceful, political settlement in Afghanistan" read the statement.

"He (Imran Khan) recalled that Pakistan had always held that there was no military solution to the Afghan conflict. Pakistan would, therefore, continue to support all initiatives towards achieving sustainable peace in Afghanistan and hoped for an early resumption of the peace process," it further read.

Pakistan has been long accused of harbouring terrorist groups which wreak havoc in Afghanistan and seek to undermine the democratic process in the country.

However, the Pakistan Embassy said that Khan condemned the recent surge of violence in <a href="https://www.wionews.com/south-asia/afghanistan-slams-pakistan-over-imran-khans-remarks-summons-pak-diplomat-recalls-its-envoy-205858">Afghanistan</a>.

The meeting comes weeks after US President Donald Trump called off negotiations with the Taliban and cancelled a 'secret meeting' with the group's representatives at Camp David in the wake of Kabul terror attack. The calling off of negotiations was seen as a blow to Pakistan.

On September 15, Trump said it was not a "good idea" for Taliban to launch a deadly blast in Kabul, which has claimed 12 lives including an American soldier, and stated that the militant group is aware that they have committed a "big mistake".

The US has been negotiating with the Taliban in the last few months at Doha despite the group's reluctance to hold direct talks with the Afghan government, which it views as a US puppet.

Iran's President Hassan Rouhani said on Sunday that the presence of <a href="https://www.wionews.com/world/iran-issues-battlefield-warning-as-us-deploys-troops-251022">foreign forces creates "insecurity" in the Gulf</a>, after the US ordered the deployment of more troops to the region.

"Foreign forces can cause problems and insecurity for our people and for our region," Rouhani said in a televised speech at an annual military parade, adding that Iran would present to the UN a regional cooperation plan for peace.

Tensions escalated between arch-foes Iran and the United States after the devastating September 14 <a href="https://www.wionews.com/world/iran-denies-successful-cyber-attacks-on-oil-sector-251063">attacks on Saudi oil installations</a> that Washington and Riyadh have blamed on Tehran.

Following the attacks, the United States announced on Friday that it was sending reinforcements to Saudi Arabia at "the kingdom's request".

In his speech on Sunday, Rouhani called on the foreign powers in the Gulf region to "stay away".

"If they're sincere, then they should not make our region the site of an arms race," he said.

"Your presence has always brought pain and misery for the region. The farther you keep yourselves from our region and our nations, the more security there will be for our region."

Rouhani said Iran would present a plan for peace to the United Nations in the coming days.

"In this sensitive and important historical moment, we announce to our neighbours, that we extend the hand of friendship and brotherhood to them," he said.

The United States and Honduras are discussing how to increase temporary legal employment opportunities for Hondurans in the United States, as the governments work to hammer out details of an immigration agreement.

In a joint statement issued Saturday, the governments said they would have another round of meetings next week "to ensure that our enhanced cooperation conforms to each nations’ legal requirements while also advancing our mutual objectives."

This week in Tegucigalpa, officials also discussed how to "enhance collaboration in the areas of law enforcement and information-sharing, bolster regional border security, and strengthen migration protections."

Acting US Homeland Security Secretary Kevin McAleenan has waged a campaign in recent months to seal immigration deals with the Northern Triangle countries of Central America - Guatemala, Honduras and El Salvador - from where many immigrants arriving at the US southern border set out.

Guatemala has signed a so-called "safe third country" deal with the United States that requires asylum seekers who travel through Guatemala on the way to the US-Mexico border to ask for refuge in Guatemala first, instead of in the United States.

The Guatemalan Congress, however, has not ratified the deal.

McAleenan announced a deal with El Salvador on Friday to strengthen the Central American country’s capacity to receive asylum seekers, though he did not detail what the pact would entail.

Honduran President Juan Orlando Hernandez said this week "we have to construct an agreement across the region, conversing with Mexico, Guatemala, and the United States."

The joint statement said the meetings "demonstrate the commitment of both governments to work together as trusted allies to address shared regional challenges. They recognize Honduras’ progress in the areas of security and migration."

From diaspora event, meet with Trump to UNGA address: PM Modi's jam-packed US schedule

North Korea's chief negotiator in talks with the United States welcomed Donald Trump's suggestion of trying a "new method" in negotiations, and hailed the exit of his hawkish national security advisor.

The US President had fired John Bolton last week, revealing deep divisions between the two on major foreign policy issues including nuclear talks with Pyongyang.

Trump on Thursday said he would consider trying a "new method" in talks with Pyongyang, which have been deadlocked since the collapse of his second summit with Kim Jong Un collapsed in February.

Kim Myong Gil, Pyongyang's top delegate for working-level negotiations with Washington, said the comment underscored a "political perception and disposition peculiar to President Trump", calling it a "wise political decision" in a statement carried by the official Korean Central News Agency.

"At the moment I am not quite sure what he implied in his suggestion of 'new method'," he added.

"It seems he wanted to imply that a step-by-step solution starting with the things feasible first while building trust in each other would be the best option."

Trump had criticised Bolton's suggestion of the "Libyan model" for North Korea, a reference to a denuclearisation deal with the African nation's former dictator Moamer Kadhafi -- who was killed after being deposed in 2011.

Pyongyang had bristled at that comment, which Trump said had "set us very back very badly".

Kim Myong Gil described Bolton as "a nasty trouble-maker who used to face everything out of his anachronistic way of thinking".

North Korea and the United States agreed to restart working-level dialogue during an impromptu meeting between Trump and Kim Jong Un at the Demilitarized Zone dividing the two Koreas in June, and Pyongyang has offered to hold those talks in late September, a move the US has described as "encouraging".

There has been no announcement yet on the venue and precise schedule for the talks.

The United States announced Friday that it was sending military reinforcements to the Gulf region following <a href="https://www.wionews.com/world/mike-pompeo-says-abundantly-clear-iran-was-behind-saudi-oil-attacks-250674">attacks on Saudi oil facilities</a> that it attributes to Iran, just hours after President Donald Trump ordered new sanctions on Tehran.

Trump said the sanctions were the toughest-ever against another country but indicated he did not plan a military strike, calling restraint a sign of strength.

The Treasury Department renewed action against Iran's central bank after US officials said Tehran carried out weekend attacks on rival Saudi Arabia's oil infrastructure, which triggered a spike in global crude prices.

Those attacks, combined with an Iranian attack on an American spy drone in June, represented a "dramatic escalation of Iranian aggression," Secretary of Defence Mark Esper said.

The Pentagon chief announced that the United States would send <a href="https://www.wionews.com/world/attacks-on-oil-facilities-unquestionably-sponsored-by-iran-saudi-arabia-250580">military reinforcements to the Gulf region</a> at the request of Saudi Arabia and the United Arab Emirates.

"In response to the kingdom's request, the president has approved the deployment of US forces, which will be defensive in nature, and primarily focused on air and missile defence," Esper said.&nbsp;

However, Joint Chiefs of Staff Joe Dunford categorized the deployment as "moderate," with the number of troops not expected to reach the thousands.

Earlier in the day Trump attacked both critics who thought the mogul-turned-president would trigger war and hawks seeking a military response.

"The easiest thing I could do (is) knock out 15 different major things in Iran," Trump said.

"But I think the strong-person approach and the thing that does show strength would be showing a little bit of restraint," he said.

Extensive damage

Saudi Arabia on Friday revealed extensive damage from the strikes on state giant Aramco's facilities in Khurais and the world's largest oil processing facility at Abqaiq.

The attacks, which knocked out half of Saudi Arabia's oil production, have been claimed by Yemen's Iran-backed Huthi rebels, but Washington has pointed its finger at Tehran, condemning the strikes as an "act of war."

Abqaiq was struck 18 times while nearby Khurais was hit four times in a raid that triggered multiple explosions and towering flames that took hours to extinguish, Aramco officials said.

Aramco flew dozens of international journalists to the two sites to show it was speeding up repairs, giving rare access to the nerve centre of the world's largest oil producer as it seeks to shore up investor confidence ahead of a planned initial public offering (IPO).&nbsp;

Meanwhile, Yemen's Huthi rebels, who have repeatedly targeted key Saudi infrastructure in recent months in cross-border attacks, unexpectedly announced late Friday that they planned to halt all strikes on the country.

The move, they said, was part of a peace initiative to end their country's devastating conflict which has killed tens of thousands of people -- most of them civilians -- and driven millions more to the brink of famine.

Iran denies US and Saudi accusations that it arms the Huthis.

New ground for sanctions

The United States already maintains sweeping sanctions on Iran including on its central bank, with anyone who deals with it subject to prosecution, due to Tehran's alleged nuclear program.

But the new sanctions Friday were imposed for the additional reason of "terrorism," Treasury said, adding that Iran's central bank had provided "billions of dollars" to two groups blacklisted by the United States.

"Treasury's action targets a crucial funding mechanism that the Iranian regime uses to support its terrorist network, including the Qods Force, Hezbollah and other militants that spread terror and destabilize the region," US Treasury Secretary Steven Mnuchin.

US sending more troops to Gulf, Trump announces Iran sanctions

The United States and India are racing to negotiate a limited trade deal that US&nbsp;President Donald Trump and <a href="https://www.wionews.com/india-news/from-howdy-modi-diaspora-event-meet-with-trump-multilateral-engagements-to-unga-address-pm-modis-jam-packed-us-schedule-251007">Prime Minister Narendra Modi</a> can sign at the United Nations General Assembly in New York at the end of September, people familiar with the talks said.

A deal between the world's most populous democracies would be a welcome victory for Trump, whose administration has made little headway negotiating an end to its prolonged trade war with China. Trump is also expected to sign a deal with Japanese Prime Minister Shinzo Abe next week that lowers Japanese farm tariffs.

The deal under discussion with India would lower some tariffs on US&nbsp;produce and restore preferential treatment for some Indian exports to the United States, the sources said.

Trump and <a href="https://www.wionews.com/india-news/excitement-builds-up-as-indian-diaspora-gears-up-for-electrifying-howdy-modi-event-251008">Modi</a> will meet this Sunday in Houston at an Indian-American rally dubbed "<a href="https://www.wionews.com/india-news/will-present-india-as-global-leader-says-pm-modi-ahead-of-us-visit-250880">Howdy Modi</a>!" in a 50,000-seat stadium -- a sign of their warming relations, which are contributing to expectations for a "mini-deal."

"There's a push to get something done with India, with an eye for UNGA," said a Washington-based source familiar with the discussions.

Trump has demanded better terms of trade from most of the top commercial partners of the United States and blames previous deals for the loss of millions of US&nbsp;manufacturing jobs.

US-India trade relations have been fraught. Trump has repeatedly complained about India's high tariff rates, including a 50 per cent tariff on Harley-Davidson motorcycles.

The United States has also taken issue with India's new investment rules on e-commerce that limit how companies like Amazon.com Inc and Walmart-backed Flipkart can do business in a rapidly growing online market set to touch $200 billion by 2027.

"We’ve been talking to the Americans, we have engaged them for many months now," Foreign Minister Subrahmanyam Jaishankar said at a news conference this week. "My expectation is that some of the sharper edges, they would be addressed in some forms in the not too distant future."

A US&nbsp;trade representative spokesman did not respond to a request for comment on the US-India talks.

Modi, like Trump, has used tariffs to try to boost investment in manufacturing, a key part of his "Make-In-India" campaign to attract foreign cash and create factory jobs for millions of youth entering the workforce.

Apple Inc supplier Foxconn recently expanded production of iPhones in India to avoid a 20% import tariff and diversify its supply chain from China.

Bilateral US&nbsp;trade with India, at $142 billion last year, is just a fraction of the $737 billion in US-China trade.

Tariffs&nbsp;

The United States in June ended duty-free access for about $5.7 billion worth of Indian exports under its Generalized System of Preferences (GSP) program, including chemicals, plastics, leather and rubber goods, and auto parts. India was the largest beneficiary of the GSP, which was designed to help developing countries that dates from the 1970s. India responded with higher retaliatory tariffs on 28 US&nbsp;products, including almonds, apples and walnuts.

India is the largest buyer of US&nbsp;almonds, paying $543 million for more than half of US&nbsp;almond exports in 2018, according to the US&nbsp;Department of Agriculture. It is the second-largest buyer of US&nbsp;apples.

Pork, dairy, nuts&nbsp;

The talks are focused on US&nbsp;demands that India reduce agricultural tariffs, including those for almonds, pork, dairy products, cherries, apples and other commodities, people familiar with the talks in both Washington and New Delhi said.

India is likely to allow some US&nbsp;dairy imports, the official said. Another Indian official said the United States was pushing India to remove high pricing barriers on imported US&nbsp;medical devices including cardiac stents.

In return, India wants the GSP restored for a few more years, as Modi struggles to boost exports dampened by sluggish global demand made worse by the US-China trade war. New Delhi also wants market access for some of its farm products such as grapes to export to the United States.

The United States is also seeking lower tariffs on high-end electronics products, one of the Indian officials said.

Both sides are discussing revising India's domestic content rules on ethanol to allow more imports of the US&nbsp;fuel additive, two US&nbsp;sources familiar with the discussions said.

A narrow deal would be a positive first step and leave thorny issues aside such as the new e-commerce rules, said Roger Murry, deputy director of the Alliance for Fair Trade with India, a group of US&nbsp;trade associations.

"We're hopeful that the Houston events can be bolstered by some real progress on the trade front that shows the US&nbsp;and India can negotiate some reasonable solutions," Murry said.

The United States and India are racing to negotiate a limited trade deal that US President Donald Trump and Prime Minister Narendra Modi can sign at the United Nations General Assembly in New York at the end of September, people familiar with the talks said. The deal under discussion with India would lower some tariffs on US produce and restore preferential treatment for some Indian exports to the United States, the sources said. Trump and Modi will meet this Sunday in Houston at an Indian-American rally dubbed "Howdy Modi!" in a 50,000-seat stadium -- a sign of their warming relations, which are contributing to expectations for a "mini-deal." "There's a push to get something done with India, with an eye for UNGA," said a Washington-based source familiar with the discussions. Trump has demanded better terms of trade from most of the top commercial partners of the United States and blames previous deals for the loss of millions of US manufacturing jobs. After 'Howdy Modi,' Trump and PM Modi could sign trade deal

I have just got my VIP pass for the ‘Howdy Modi’ summit on Sunday, September 22. By the time this column appears, I should be heading for Houston, Texas. The venue is the massive NRG stadium, which can accommodate 50,000 people. But there aren’t any seats available. The free event is already a sell-out, with over 50,000 registered attendees. To say the least, the occasion is likely to be momentous and memorable, especially with United States President Donald Trump confirming his participation.

As it happened, I was in Houston just last week, as a speaker at the JLF Houston literature festival. The Indian Ambassador to the US, Harsh Vardhan Shringla, who inaugurated it, was gracious enough publicly to acknowledge that we were in college together. Indian Consul General in Houston, Dr Anupam Ray, played a crucial role not only in getting the JLF to Houston, but proposing Modi’s visit to the energy capital of North America. By Friday, September 13, rumours were rife that US President Donald Trump would also show up at the summit, sharing the dais with Modi. After a couple of days’ suspense, an official communique from the White House confirmed the news. The atmosphere at the Indian Consulate was electric, with scores of top foreign service diplomats, led by S. Jaishankar, our external affairs minister, expected in Houston. In addition, Indian American community leaders, the real organisers and hosts, were working day and night to manage the mega logistics. Tying up loose ends and coordinating the efforts from India was BJP’s foreign affairs and overseas outreach head, Vijay Chauthaiwale.

Just think: when was the last time that a serving US president was a guest in his own country at a function honouring a foreign head of state? Never. At least not in my living memory. But this time it is happening, almost as if to confirm ‘Modi hai to mumkin hain.’ Modi makes it possible, to put it ‘modistly.’ The ‘Howdy Modi’ event on September 22 is already a triumph of diplomacy, foreign policy, publicity, and organisational ability. There are billboards all over with huge blow-ups of the Indian Prime Minister looking down benignly upon curious Texans. With a median income of $100,000, Indians Americans are a wealthy and influential minority in this country. They have, however, traditionally voted and supported the Democratic party. President Donald Trump, by attending the meeting with Modi, will want to change that. Why would he miss the chance to address a rally of this size, with a rich, niche clientele, handed to him on a platter?

PM Modi and Trump met less than a month back, on August 26 at the tony French seaside, Biarritz, on the sidelines of the G7 summit. There was much hand, if not back, slapping, widely televised and lapped up by audiences across the world. What is more, Modi got Trump to backtrack on Kashmir, where the latter had gratuitously offered to mediate, if not intervene. Pakistan PM Imran Khan’s move to blackmail world leaders into focussing on Kashmir by threatening nuclear war backfired miserably. The Ministry of External Affairs Minister Jaishankar, had its counter-strategy in place, as was evident at the United Nations Human Rights Commission on September 9 and 10.

What, then, can we expect out of the Modi-Trump pageant at Houston? Some hugs and hand-shakes without a doubt. Also a couple of major, even dramatic, announcements. But just the visual impact of the leaders of the world’s two greatest democracies tag teaming up in front of a gigantic audience is sure to send a powerful message across the globe. It will also underscore India’s arrival on the world stage as well as the power of the Indian diaspora in the US.

Trade wars and tariff disputes between India and the US are likely to be overshadowed if not forgotten. Sticky issues such as immigration, green cards, and H1B visa may be eased up a bit. India’s support, even sending peace-keeping troops to Afghanistan, cannot be ruled out in return for US backing us on Kashmir. Whatever actually transpires, what the “sharper edges” in Indo-US relations, as Jaishankar called them, are likely to be softened somewhat. Indeed, optics aside, the prospects of a strategic and economic alliance between the US and India seem bright.

As to PM Modi, he is on a roll in the US, a country which once denied him a visa. After the summit, he is to address the United Nations General Assembly on September 27. He last spoke here after his 2014 victory. Modi will also receive an award for this Swachh Bharat campaign from the Bill &amp; Melinda Gates Foundation.&nbsp;

On Tuesday, the focus will be on the 150th birth anniversary of Mahatma Gandhi with the launch of Gandhi solar park in United Nations headquarters premises. Gandhi solar park has 193 panels representing the UN member nations and has been built with Indian government's grant of one million dollars. Solar panels gifted from India will be installed on the roof of the UN headquarters. The panels are powered up to reach max 50 KW of generation power. With an output of 86244 Kwh, it equals to 61 metric tons of CO2 or 30,242 kilograms of coal burned carbon sequestered from 1,008 tree seedlings grown over 10 years. A UN postage stamp will also be released and Gandhi peace garden will be inaugurated at the New York State University.

PM Modi will address the United Nations General Assembly (UNGA) on September 27 anytime after 8 pm India time.

Foreign secretary Vijay Gokhale said, "This is PM's first visit to the United States after the re-election of the government and the prime minister is going to UNGA with solid achievements in previous five years in sustainable development goals. Our intention is to showcase the progress made on climate change, universal health coverage, sanitation et cetera and convey expectation from other countries and understand their aspirations".

'Will present India as global leader,' says PM Modi ahead of US visit

US&nbsp;President Donald Trump said his administration was "<a href="https://www.wionews.com/world/beijing-washington-hold-deeply-integrated-mutually-beneficial-ties-china-250854">making a lot of progress" with China</a> on Friday, as deputy-level trade talks continued for a second day and Washington lifted tariffs on over 400 Chinese products.

Trump, speaking to reporters at a White House meeting with Australian Prime Minister Scott Morrison, said the United States was taking in billions of dollars from tariffs imposed on Chinese products, adding that the total would soon reach $100 billion.

"I will say this: we're making a lot of <a href="https://www.wionews.com/world/trade-talks-seen-as-unlikely-to-mend-us-china-divide-250119">progress with China</a>," Trump said.

The United States Trade Representative's office issued three Federal Register notices exempting a wide range of products from tariffs in response to requests from US&nbsp;companies, which argued that the levies would cause economic hardship.

The 437 exempted products range from printed circuit boards for computer graphics processors to dog collars, laminated wood flooring and miniature Christmas lights.

Chinese and US&nbsp;negotiators are holding two days of talks that were expected to focus heavily on agriculture, and lay the groundwork for high-level talks in early October that would determine whether the two countries are working toward a solution or headed for new and higher tariffs on each other's goods.

A delegation of about 30 Chinese officials, led by Vice Finance Minister Liao Min, met counterparts at the US&nbsp;Trade Representative's (USTR) office near the White House. Deputy USTR Jeffrey Gerrish led the US&nbsp;delegation.

The United States is asking that China substantially increase purchases of American soybeans and other farm commodities, a person with knowledge of the planned discussions told Reuters.

Chinese delegates will visit American farm regions with US&nbsp;officials next week, in a gesture of goodwill.

However, the Trump administration and China's Communist Party remain far apart on issues that are the basis of their trade dispute, including the US&nbsp;declaring some Chinese state companies national security risks, and Beijing's refusal to revamp its economic model by eliminating subsidies for state companies.

Trade experts, executives and government officials in both countries say that even if the September and October talks produce an interim deal, the <a href="https://www.wionews.com/world/china-signals-veto-in-the-standoff-with-us-over-afghan-un-mission-diplomats-250192">US-China trade war</a> has hardened into a political and ideological battle that runs far deeper than tariffs and could take years to resolve.

Observers in Beijing said the new tariff exemptions were a welcome sign, but the trade talks remain on a delicate footing.

The exemptions are "seen as a goodwill signal by China," Hu Xijin, editor of the influential state-run tabloid Global Times, said Friday on Twitter. "Interaction of goodwill between China and the US&nbsp;is still fragile."

US lifts tariffs on 400 Chinese products, Trump cites trade progress

Finance Minister Nirmala Sitharaman is likely to unveil measures to boost economic growth, which slipped to a six-year low of 5% in the April-June quarter, two government sources said on Thursday.

The measures include a review of import tariffs on certain items ahead of Prime Minister Narendra Modi's visit to the United States, the sources said.

"We are waiting for the approval from the prime minister's office, and the measures could be announced on Friday," one of the government sources told Reuters.

The sources declined to be named as they were not authorized to speak to the media.

Any relaxation of tariffs on US&nbsp;imports would be seen as a step in easing a trade row between the two countries that has accelerated in Modi's second term.

The trade row has prompted both countries to raise tariffs and created unease over the depth of their security alliance.

The federal government is also urging the Goods and Services Tax (GST) council to cut tax rates on items including auto sector products and tourism, said one of the sources, who attended a meeting of state and federal officials in Panaji on Thursday to discuss the impact of the economic slowdown and implications of possible tax cuts.

Some states oppose tax cuts as they fear it would impact their revenue collections, and may not boost sales, he said.

Finance ministry officials have warned that the economic slowdown has led to lower tax collections, and they may have to utilize an extra dividend of nearly 580 billion rupees&nbsp;this year from the central bank to fund budgeted spending.

"We were planning to spend RBI money (the extra dividend) for new investments. It does not seem possible now," said one of the sources.

The government would have to resort to spending cuts in the January-March quarter because of a fall in tax collections and stiff fiscal deficit target for this year, the sources said.

As the government seeks to keep liquidity flowing, Sitharaman urged banks on Thursday to increase lending to small businesses and retail borrowers to spur spending ahead of the final quarter festive season.

Finance Minister Nirmala Sitharaman likely to unveil measures to boost economic growth: Sources

The number of birds in the United States and Canada has fallen by an astonishing 29 per cent, or almost three billion, since 1970, scientists reported Thursday, saying their findings signalled a widespread ecological crisis.

Grassland birds are the most affected, because of the disappearance of meadows and prairies and the extension of farmland, as well as the growing use of pesticides that kill insects that affects the entire food chain.

But forest birds and species that occur in a wider variety of habitats -- known as habitat generalists -- are also part of the downward trend.

"We see the same thing happening the world over, the intensification of agriculture and land-use changes are placing pressure on these bird populations," Ken Rosenberg, an ornithologist at Cornell University and principal co-author of the paper in Science told AFP.

"Now, we see fields of corn and other crops right up to the horizon, everything is sanitized and mechanized, there's no room left for birds, fauna and nature."

More than 90 per cent of the losses are from 12 species including sparrows, warblers, blackbirds, and finches.

The figures mirror declines observed elsewhere, notably France, where the National Observatory of Biodiversity estimates a 30 per cent decline in grasslands birds between 1989 and 2017.

The US study combined two data sources.

The first was annual surveys carried out each spring, during the breeding season, conducted by thousands of volunteers, according to an identical methodology, since 1970.

The volunteers stopped every half-mile along a 40 kilometres journey through the countryside, counting all the birds they saw in three minutes. Researchers then compiled and analyzed the results.

The second source came from observations from 143 radar stations which can detect the flocks of birds during migrations that took place at night.&nbsp;

More than half of the North American bird species are migratory, flying either to the southern US or to Central and South America,

The radar information was less precise but also showed a decline of 13.6 per cent between 2007 and 2017, with a margin of error of nine points.

Ducks and geese are the big exception: after a period of decline, their numbers have grown since 1970.&nbsp;

That is thanks to increased awareness among hunters who have supported protection measures, Rosenberg said.

Ornithologists also mention other factors, such as cats left outside, and even birds dying after smashing into the windows of houses.&nbsp;

The number killed in this way is far from insignificant: researchers in 2014 estimated it at between 365 million and a billion per year.

North America lost nearly 3 billion birds over 50 years: Study

<a href="https://www.wionews.com/world/china-signals-veto-in-the-standoff-with-us-over-afghan-un-mission-diplomats-250192">China and the United States</a> have formed highly complementary, deeply integrated and mutually beneficial relations, as reflected by the statistics in a report recently released by the US-China Business Council (USCBC), Chinese Ministry of Foreign Affairs Spokesman Geng Shuang said on Friday.

Speaking at a press conference in Beijing, Geng said that China hopes the US&nbsp;could give ear to more rational voices in the country.

"We have noticed the report issued by the US-China Business Council. The views in the report are representative to some extent, and show that in the past period of time, US&nbsp;commercial and industrial fields and regional districts have been worried about the escalation of the <a href="https://www.wionews.com/world/trade-talks-seen-as-unlikely-to-mend-us-china-divide-250119">China-US&nbsp;trade frictions</a>, and expecting the two sides to solve the trade frictions properly through negotiations," Geng said.

Geng said the report indicated that concerning the goods trade, 265 US&nbsp;electoral districts saw a decline in the export volume to China in 2018, 157 of which saw a double-digit drop. The central and western US&nbsp;and the plain area, where soybeans and other agricultural products were exported, have been most severely affected; as to the service trade, the export volume to China declined in 100 electoral districts in 2017, while in 2016, the volume in 380 electoral districts showed a double-digit or even faster growth.

Geng said that against the backdrop of the China-US&nbsp;trade dispute, the US&nbsp;exports to China in 2018 increased by only 0.75 percent, while in the meantime, the growth rates were respectively 15.3 percent, 14.3 percent and 11.7 percent from South Korea, Japan and European Union.

"The statistics quoted in the report once again prove that the US&nbsp;and China have formed highly complementary, deeply integrated and mutually beneficial relations. The escalating trade dispute is accelerating the market shares loss by the US&nbsp; It damages the interests of the US&nbsp;commercial and industrial fields at first and ultimately damages the interests of the ordinary Americans. In general, trade dispute damages both the US&nbsp;itself and others, and the loss outweighs the gains. We hope the US&nbsp;can give ear to domestic rational voices and work together with China to reach a mutually beneficial and win-win deal through negotiations based on mutual respect, equality and mutual benefits, which not only agrees with the interests of the two countries and their peoples, but is also a common expectation of the international community," Geng said.

The USCBC recently issued the report to analyze the changes of the US&nbsp;voting districts’ goods and service exports to China in the past 10 years, and concluded that China remains a major destination for the US&nbsp;manufacturing and service industries, but the escalating US-China tensions and the uncertainty of the trade dispute would have a negative impact on the US&nbsp;enterprises to expand their markets in China.

Beijing, Washington hold deeply integrated, mutually beneficial ties: China

Gulalai Ismail's campaigns to empower Pakistani girls have won her international awards and recognition as one of her country's foremost activists.

But when she spoke out against sexual violence and disappearances allegedly carried out by the army in northwestern Pakistan, her fortunes quickly changed.

The 32-year-old said she feared for her life. After four months on the run, she succeeded in eluding a vast hunt and has turned up in the United States, where she is seeking asylum.

Ismail said she never sought to become an overseas dissident but sees a closing of the political space in Pakistan, where the army has remained the dominant power-broker for most of the country's history.

"I never wanted to leave Pakistan," she told AFP in an interview in Washington. "I believe that I can better work towards democracy and civil supremacy and peace in Pakistan."

But she concluded she would be more effective abroad, saying: "If I had ended up in prison and tortured for many years, my voice would have been silenced."

Ismail, who speaks with poise and passion though she remains afraid, believed she posed a special threat as a vocal woman.

"When a man stands up, he is mostly against the state oppression," she said. "But when a woman stands up, she is fighting oppression on many levels -- fighting cultural norms, fighting the patriarchy and the state oppression."

Taking up an unpopular cause

Ismail was still a teenager when she co-founded Aware Girls in 2002, which promotes gender equality in the deeply conservative northwestern district of Khyber Pakhtunkhwa.

In 2017, she won the prestigious Anna Politkovskaya Award for human rights advocacy. The year before, she was honoured for conflict prevention by France's Chirac Foundation and has been welcomed by former first lady Michelle Obama.

But she came under greater scrutiny last year when she started speaking in support of the Pashtun Protection Movement, which defends the rights of the Pashtun tribal population in the northwest.

Quoting witnesses, Ismail said the army crackdown on Pashtun militants near the border with Afghanistan had led to frequent disappearances as well as sexual assaults.

Most women stay silent due to stigma, she said, but when a boy came forward about how security forces were barging into their home and harassing his mother, she went to investigate.

"Dozens of women had come to tell us that the incident of sexual harassment was not unique. It is systematic. It had been happening for years."

Eluding intense search

Ismail was detained briefly in 2018 but her fears mounted in February when she was taken into custody for two days after attempting to hold a news conference.

She said that she was held in a cold, dirty room with a urine-soaked sheet on the ground. She said she was denied food and water, with other female inmates warned against talking to the "high-profile terrorist."

In May, police filed a complaint against Ismail under an anti-terrorism law after she spoke out about the rape and murder of a 10-year-old girl.&nbsp;

Ismail declined to discuss how she escaped Pakistan, saying she did not want to put others at risk.

Authorities widely circulated her name to seek her arrest, with airport authorities told not to let her leave.

"There were videos created online by military trolls which were clearly saying that the moment I'm in custody they will teach me a lesson. I spoke about the issue of rape -- now they will 'teach me' what rape is," she said.

She said security forces roughed up both her driver and a friend who she said was handcuffed, beaten and administered electric shocks for 14 hours in a bid to extract information on her whereabouts.

Ismail is living for now with her sister in New York. She said her initial fears of being sent back to Pakistan, a historic ally of the United States, were eased after she held meetings in Washington at the State Department and with staff of lawmakers including Chuck Schumer, who represents New York and is the top Democrat in the Senate.

"I was told that there was no chance that the US will ever take such action as extraditing me or handing me over because they know that it is a case of political revenge," she said.

But she remains worried for her parents in Pakistan. She said that they have become socially isolated, with security forces interrogating anyone who does so much as text them.

"I wanted to speak freely and that's why I'm here," she said.

"I believe that I can better work towards democracy and civil supremacy and peace in Pakistan." But she concluded she would be more effective abroad, saying: "If I had ended up in prison and tortured for many years, my voice would have been silenced." Ismail, who speaks with poise and passion though she remains afraid, believed she posed a special threat as a vocal woman. "When a man stands up, he is mostly against the state oppression," she said. "But when a woman stands up, she is fighting oppression on many levels -- fighting cultural norms, fighting the patriarchy and the state oppression." Taking up an unpopular cause Ismail was still a teenager when she co-founded Aware Girls in 2002, which promotes gender equality in the deeply conservative northwestern district of Khyber Pakhtunkhwa. It had been happening for years." Eluding intense search Ismail was detained briefly in 2018 but her fears mounted in February when she was taken into custody for two days after attempting to hold a news conference. She said that she was held in a cold, dirty room with a urine-soaked sheet on the ground. She said she was denied food and water, with other female inmates warned against talking to the "high-profile terrorist." In May, police filed a complaint against Ismail under an anti-terrorism law after she spoke out about the rape and murder of a 10-year-old girl. Even as Pakistan has denied an overflight to Prime Minister Narendra Modi's flight, India has said it, "hopes (Pakistan) will realise the folly of its actions".

Calling Islamabad's action as "unfortunate", foreign secretary Vijay Gokhale in response to a question said, "as far as going to an international organisation is concerned, it will take look at that. So far there is no intention to do so. If they are in violation of the regulation of civil aviation organisation, that is a possibility we can certainly consider".

The rejection can be considered as a violation of ICAO or International Civil Aviation Organization charter. Under the charter, unless its war, denying the use of airspace by singling out cannot be done by any country.

New Delhi can take Pakistan to ICAO where the country can be slapped with a heavy fine.

This is the second time in a month that Pakistan has denied an overflight to an Indian VVIP. Earlier this month, Islamabad denied permission to President Ram Nath Kovind's plane during his Europe visit.

On Wednesday, strongly reacting to Islamabad's decision, Ministry of External Affairs spokesperson Raveesh Kumar said, "Pakistan should reflect upon its decision to deviate from well established international practice, as well as reconsider its old habit of misrepresenting the reasons for taking unilateral action."

PM Modi will be in the United States from September 21 to 27 for big-ticket events like the diaspora event in Houston and the address to United Nations General Assembly.

India meets the criteria for trade concessions that the United States eliminated in June, India's Foreign Secretary Vijay Gokhale said on Thursday.

The United States removed India from the Generalized System of Preferences (GSP) programme that allowed duty-free entry for up to $5.6 billion worth of its annual exports to the United States, citing lack of reciprocal market access.

Washington should take a call on reinstating trade concessions under the GSP, Gokhale told a news conference.

Prime Minister Narendra Modi is scheduled to meet US&nbsp;President Donald Trump later this month in the United States.

Prime Minister Narendra Modi will meet executives from energy majors BP PLC and Exxon Mobil Corp in the United States next week to discuss investment opportunities, the foreign ministry said on Thursday.

The energy hungry nation, which has been increasing imports of crude from the United States, is looking at raising oil imports from Russia, amid uncertainty over supplies after an attack on Saudi Arabian facilities last weekend.

Modi will also attend a separate investment event with executives from JPMorgan Chase &amp; Co, Lockheed Martin, Mastercard Inc and Walmart Inc, Foreign Secretary Vijay Gokhale said.

<a href="https://www.wionews.com/south-asia/taliban-open-to-new-talks-with-united-states-after-bloody-attacks-250356">Afghanistan's Taliban</a> insurgent group on Wednesday warned teachers, students and other education workers to avoid the upcoming presidential vote or risk dying in attacks on election centres.

"Do not allow election organisers to turn your schools and institutions into electoral centres, and teachers and students should not work as electoral staff," said the Taliban statement.

"We do not want to cause the loss of lives and financial losses for civilians, teachers and students," it said.

In 10 days, Afghanistan will hold its fourth presidential election since United States-led forces toppled the hardline Islamist Taliban from power in 2001. The insurgents have sworn to violently disrupt the vote, which comes in the aftermath of collapsed peace talks between the militants and the United States.

Schools and universities make up between seven and eight out of every ten polling centres across the country, and though no students, teachers or education officials are being hired as election workers, they can volunteer, said Abdul Aziz Ibrahimi, a spokesman for Afghanistan's election commission.

"We are committed to holding elections on the announced date, and such threats from the Taliban cannot prevent us from holding them," the spokesman said.

The Ministry of Education was not immediately available for comment, but the United Nations and international donors have asked it to help with elections because of its relatively developed infrastructure.

On Tuesday, Taliban attackers killed nearly 50 people in separate suicide bombings, one targeting an election rally for incumbent President Ashraf Ghani, who is seeking a second five-year term.

Security across the country has been tight in the run-up to the vote, after threats by the Taliban to attack meetings and polling stations. The group has vowed to intensify clashes with Afghan and foreign forces to dissuade people from voting in the upcoming elections.

Last week, peace talks between the United States and the Taliban collapsed. The two sides had been seeking to reach an accord on the withdrawal of thousands of American troops from Afghanistan in exchange for security guarantees from the insurgents.

The negotiations, which did not include the Afghan government, were intended as a prelude to wider peace negotiations to end more than more 40 years of war in Afghanistan.

Oil prices were little changed on Wednesday, steadying after Saudi Arabia said it will restore by the end of the month production lost in weekend attacks on its facilities.

Prices plummeted 6 per cent on Tuesday after Saudi Arabia's energy minister said the country had managed to restore oil supplies to customers to where they stood before the <a href="https://www.wionews.com/world/saudi-aramco-pursues-ipo-planning-despite-attack-damage-doubts-250228">attacks</a> on its facilities that shut 5 per cent of global oil output by drawing from its huge inventories.

But tension in the region remained elevated after the United States said it believed the attacks on the world's top oil exporter originated in southwestern Iran. Iran has denied involvement in the strikes.

Brent crude oil futures were flat at $64.55 a barrel by 0732 GMT. US West Texas Intermediate (WTI) crude futures were down 15 cents, or 0.1 per cent, to $59.19 a barrel, after sinking 5.7 per cent on Tuesday.

"Considering limited spare (production) capacity outside Saudi Arabia and risks of renewed attacks on Saudi energy infrastructure, a risk premium is likely to stay on oil prices in the foreseeable future," UBS analysts said in a note.

Energy Minister Prince Abdulaziz bin Salman said on Tuesday that average oil production in September and October would be 9.89 million barrels per day and that the world's top oil exporter would ensure full oil supply commitments to its customers this month.

<a href="https://www.wionews.com/world/saudi-aramco-trading-arm-wants-refined-products-after-attacks-sources-250148">Saudi Aramco</a> has informed some Asian refiners that it will supply full allocated volumes of crude oil in October, albeit with some changes.

Relations between the United States and Iran have deteriorated since US President Donald Trump pulled out of the Iran nuclear accord last year and reimposed sanctions on its oil exports.

Tehran on Tuesday ruled out talks with Trump.

"The oil market is facing challenging times. Recent attacks on oil facilities in Saudi Arabia have painfully demonstrated the risks to oil supply, which is why short-term price spikes are possible at any time," Commerzbank analyst Carsten Fritsch said.

Still, fundamental supply and demand balances in the oil market are deteriorating, Fritsch added, forecasting Brent oil prices of $60 a barrel next year.

"Demand growth is weakening, oil supply outside OPEC is rising significantly and OPEC+'s production discipline has recently faded," he said.

The Organization of the Petroleum Exporting Countries and a number of other producing nations including Russia agreed last year to cut output by 1.2 million bpd to reduce global stocks and prop up prices.

US crude inventories rose by 592,000 barrels in the week ended Sept. 13 to 422.5 million, data from industry group the American Petroleum Institute showed on Tuesday. Analysts had expected a decrease of 2.5 million barrels.

Official US government data will be released later on Wednesday.

US&nbsp;Secretary of State Mike Pompeo on Saturday accused Iran of leading <a href="https://www.wionews.com/world/drones-hit-saudi-aramco-plants-disrupting-oil-flow-249716">attacks on Saudi oil plants</a> that have cut the kingdom's output roughly in half, as he ruled out Yemeni involvement and denounced Tehran for engaging in false diplomacy.

Yemen's Iran-aligned Houthi group claimed credit for the attacks on two plants at the heart of <a href="https://www.wionews.com/world/us-is-ready-to-help-protect-saudi-security-trump-tells-saudi-leader-249721">Saudi Arabia's oil industry</a>, including the world's biggest petroleum processing facility.

Pompeo, however, said on Twitter that there was no evidence the attacks came from Yemen.

"Tehran is behind nearly 100 <a href="https://www.wionews.com/videos/drone-attack-at-saudi-arabias-oil-refinery-massive-fire-broke-out-249565">attacks on Saudi Arabia</a> while Rouhani and Zarif pretend to engage in diplomacy," Pompeo said, referring to Iran's President Hassan Rouhani and Foreign Minister Mohammed Javad Zarif.

"Amid all the calls for de-escalation, Iran has now launched an unprecedented attack on the world's energy supply," he added. The State Department declined to provide any evidence to bolster Pompeo's claim.

"We call on all nations to publicly and unequivocally condemn Iran’s attacks," Pompeo said, warning that the Trump administration would work with its allies to make sure Iran was "held accountable for its aggression."

The tweets signaled a more hawkish stance in Washington towards Tehran, following signs of a possible thaw in relations between the two nations after months of escalation.

Last year, US&nbsp;President Donald Trump withdrew the United States from a 2015 pact that aimed to keep a lid on Tehran's nuclear ambitions and he has imposed a series of sanctions that have crippled Iran's economy.

But in recent weeks, Trump has said he would be open to meeting with Rouhani, perhaps on the sidelines of the United National General Assembly in New York later this month. Pompeo has said such talks could take place without any preconditions.

Rouhani, for his part, has said that Tehran, which denies seeking nuclear weapons, would not talk to the United States until Washington lifts the sanctions.

Republican Senator Lindsay Graham, a close Trump ally and a member of the Senate Foreign Relations Committee, said Saturday's attacks showed Iran was not interested in peace and was instead pursuing nuclear weapons and regional dominance.

"It is now time for the US&nbsp;to put on the table an attack on Iranian oil refineries if they continue their provocations or increase nuclear enrichment," Graham said on Twitter.

Others cast doubt on Pompeo's allegations.

"This is such irresponsible simplification and it's how we get into dumb wars," Democratic Senator and committee member Chris Murphy tweeted. "Iran is backing the Houthis and has been a bad actor, but it's just not as simple as Houthis=Iran."

Washington's allies overseas will want to see solid evidence of Iran's involvement, said Suzanne Maloney, a Middle East expert at the Brookings Institution think tank in Washington.

"It's credible that the Iranians had something to do with this," said Maloney. "We'll have to wait and see how they'll (the administration) marshal the evidence."

Saturday's attacks follow earlier cross-border attacks on Saudi oil installations and on oil tankers in Gulf waters.

Saudi Arabia, which leads a Sunni Muslim coalition that intervened in Yemen in 2015 against the Houthis, has blamed regional rival Shi'ite Iran for previous attacks. Tehran has denied the allegations. Riyadh also accuses Iran of arming the Houthis, a charge denied both by the group and Tehran.

The White House said the United States was committed to keeping oil markets well-supplied in the wake of the attack and the US&nbsp;Energy Department said the administration could release oil from strategic reserves if necessary.

The attacks on the two facilities cut Saudi Arabia's crude oil supply by around 5.7 million barrels per day or about 50 per cent of its output.

The White House said the United States was committed to keeping oil markets well-supplied in the wake of the attack and the US Energy Department said the administration could release oil from strategic reserves if necessary. The attacks on the two facilities cut Saudi Arabia's crude oil supply by around 5.7 million barrels per day or about 50 per cent of its output.

Turkey's Foreign Minister Mevlut Cavusoglu said on Tuesday that Washington is stalling in its agreement to create a "safe zone" in northeast Syria, and repeated that Ankara was ready to act on its own if necessary to push back Kurdish fighters.

The NATO allies have agreed to establish what Ankara calls a safe zone along Turkey's southern border and clear the region of Syrian Kurdish YPG fighters. On Sunday, Turkish and US&nbsp;troops carried out their first joint military land patrol there.

Turkey, which labels the YPG a terrorist organization, wants the operations to expand rapidly as far as 20 miles (32 km) from its border to create a zone controlled by Turkish troops.

Cavusoglu said Turkey wanted to work with the United States but was growing impatient. "Yes, there are some joint patrols but other than that, the steps that have been taken or the steps that are said to be taken are cosmetic steps," he told reporters.

"We are seeing that the United States is entering a stalling process...and that it is trying get Turkey accustomed to this stalling process," he said in Ankara, adding Washington's approach has so far served the YPG more than Turkey.

The YPG has been a main US&nbsp;ally in the fight against Islamic State in Syria. US&nbsp;support for the fighters has infuriated Turkey and strained ties with Washington.

His comments came after President Tayyip Erdogan said at the weekend that Turkey rejected Washington's protection of the YPG and added that the NATO allies faced differences "at every step" in the safe zone talks.

Erdogan also said Turkey would act alone if the safe zone was not established by the end of September, a warning Cavusoglu repeated on Tuesday, 20 days before month's end.

New migrant wave

In northwestern Syria's Idlib, where Turkey has troops and where Ankara in 2017 agreed with Moscow and Tehran to reduce fighting, months of renewed conflict intensified in recent weeks and raised prospects of another wave of refugees to Turkey.

Erdogan has said Turkey aims to send 1 million of the 3.6 million Syrian refugees it hosts to the planned safe zone in northern Syria, and warned that Ankara would "open the gates" to Europe unless it received international support.

Speaking at a lunch with US&nbsp;Secretary of Commerce Wilbur Ross on Tuesday, Erdogan said it was not possible for Turkey to handle a new wave of migrants from Syria.

"Our expectation from the United States is to stand with us in our fight against terror and our efforts to establish safe zones where the refugees can return to," Erdogan said, adding Ankara "greatly valued" its cooperation with Washington in Syria.

"Sending 50,000 trucks of equipment and ammunition to the terrorists so far has really bothered us. Against who are these (weapons) used? Against Turkey. It is not possible for us to accept this as a strategic partner," he said.

Turkey and the United States have been at loggerheads over a host of issues in recent months, including Ankara's purchase of Russian defence systems would could spark US&nbsp;sanctions.

Turkey has so far relied heavily on Erdogan's personal ties with US&nbsp;President Donald Trump to resolve issues. Erdogan and Trump are due to meet on the sidelines of the United Nations General Assembly later this month to discuss developments in Syria, trade and other bilateral issues.
