The new map of India with the Union Territories of Jammu and Kashmir and Ladakh has come into effect as the two Union Territories formally came into existence on October 31.

The Jammu and Kashmir administration on Tuesday accorded sanction to the constitution of a committee to deal with the financial matters related to the proposed Union Territories of Jammu and Kashmir and Ladakh.

According to the order, the committee shall be headed by Financial Commissioner, Finance Department.

The members of the Committee are Principal Secretary, Home Department, Commissioner Secretary, Power Development Department, Secretary, General Administration Department and Secretary, Department of Law, Justice and Parliamentary Affairs.

The order said that terms of reference of the committee shall be to realisation and distribution of funds and other related issues concerning the proposed Union Territory of Jammu and Kashmir and Union Territory of Ladakh under both Revenue and Capex components.

The administration also accorded sanction to the constitution of a committee to deal with the staff related issues in both the proposed Union Territories.

According to the order, the committee shall be headed by Principal Secretary, Home Department.

The members of the Committee are Commissioner Secretary, Ladakh Affairs Department, Secretary, General Administration Department, Secretary, Culture Department, Secretary, Department of Law, Justice and Parliamentary Affairs, and Representative of the Finance Department.

The order said that terms of reference of the committee shall be to suggest measures to be taken for providing staff to the proposed Union Territory of Ladakh and any other issue(s) related to the staff of proposed Union Territory of Jammu and Kashmir.

Meanwhile, the Jammu and Kashmir administration also accorded sanction for the constitution of a committee for devising modalities for functioning of proposed Union Territory of Jammu and Kashmir.

According to the order, the committee will be chaired by Advisor to Governor K K Sharma and its members will be Financial Commissioner, Finance Department, Financial Commissioner, Health and Medical Education Department, Financial Commissioner with Governor, Principal Secretary, Home Department, Principal Secretary, Planning, Development and Monitoring Department, Commissioner/Secretary, Public Works (R&amp;B) Department, Commissioner/Secretary, Ladakh Affairs Department, Secretary, General Administration Department, Secretary, Higher Education Department, Secretary Revenue Department and Secretary, Department of Law, Justice and Parliamentary Affairs.

Home minister Amit Shah today announced in India's upper house of Parliament the Rajya Sabha that <a href="https://www.wionews.com/india-news/jammu-and-kashmir-now-a-union-territory-ladakh-to-be-administered-from-delhi-as-ut-240769">Article 370 which gave special status</a> of Jammu and Kashmir would be scrapped.

The BJP-led government moved a resolution to scrap<a href="https://www.wionews.com/india-news/article-370-revoked-from-jammu-and-kashmir-all-you-need-to-know-240772"> Article 370 of the Constitution</a> and convert the state into a &nbsp;Union Territory with a legislature. It included the Ladakh region which was to be taken out of the state and made into a Union Territory without a legislature.

Moving the resolution, Amit Shah Shah said, "There should not be a delay of even a second to removing Article 370 from the Constitution."

The resolution said the President, on the recommendation of the Parliament, is pleased to declare that, as from August 5, 2019, all clauses of the said article 370 shall cease to be operative except clause (1).

"Further, keeping in view the prevailing internal security situation, fuelled by cross border terrorism in the existing State of Jammu and Kashmir, a separate Union Territory for Jammu and Kashmir is being created. Even as the Congress resisted the resolution, it was supported by the AIADMK and BSP. Former finance minister Arun Jaitley hailed the BJP government's decision asserting that a "historical wrong was undone".

"The decision of the government will help the people of J&amp;K the most," he added. Former foreign minister Sushma Swaraj called it a "bold and historic decision".

The notification also made clear that all the provisions of the Constitution as amended from time to time, shall apply in relation to the state of Jammu and Kashmir and the exceptions and modifications subject to which they shall so apply.&nbsp;

The state of Jammu and Kashmir will now be bifircated, according to the resolution.

It also added a clause (4) to Article 367 which said,"(4) For the purposes of this Constitution as it applies in relation to the State of Jammu and Kashmir -(a) references to this Constitution or to the provisions thereof shall be construed as references to the Constitution or the provisions thereof as applied in relation to the said State;(b) references to the person for the time being recognized by the President on the recommendation of the Legislative Assembly of the State as the Sadar-i-Riyasat of Jammu and Kashmir, acting on the advice of the Council of Ministers of the State for the time being in office, shall be construed as references to the Governor of Jammu and Kashmir; (c) references to the Government of the said State shall be construed as including references to the Governor of Jammu and Kashmir acting on the advice of his Council of Ministers; and (d) in proviso to clause (3) of Article 370 of this Constitution, the expression "Constituent Assembly of the State referred to in clause (2)" shall read "Legislative Assembly of the State"."

Amit Shah also moved a bill providing 10 per cent quota for economically weaker sections in Jammu and Kashmir.

Raising concerns over incidents of assault and harassment against residents of Jammu and Kashmir, especially students, the Ministry of Home Affairs (MHA) has directed state governments and Union Territories to ensure safety and security of these individuals in the wake of the Pulwama terror attack.

In a letter written to Chief Secretaries of all states and Union Territories by MHA’s Department of Jammu and Kashmir Affairs, Director Beena Yadav said, “The Government is concerned at the reports of incidents of assaults and harassment against residents of Jammu and Kashmir, especially students in some parts of the country, in the aftermath of the Pulwama terror attack of February&nbsp;14, 2019. In this regard, an Advisory dated February, 16 was issued to all State Governments and Union Territory Administration to take necessary steps to ensure safety and security of the persons belonging to Jammu and Kashmir.”

The government order also cited a <a href="http://www.wionews.com/india-news/supreme-court-directs-chief-secretaries-dgps-of-11-states-to-take-action-against-assault-on-kashmiris-post-pulwama-198894">Supreme Court directive</a> issued on Friday in this regard and said that the state and UT administration and the nodal officers appointed by them must take all necessary steps to prevent any act of assault, threat, intimidation and social boycott against Kashmiris as well as minorities in accordance with the apex court’s order.

The MHA has also asked the states and UTs to give wide publicity to the names of nodal officers appointed in the states.

Nodal officers were appointed by various states to look into the issue following an advisory by the Centre.

The Supreme Court had directed the chief secretaries and the directors general of police of all state and Union territories to take strong and necessary measures to prevent attacks on Kashmiris and other minorities in the aftermath of the Pulwama terror attack.

The bench had also directed the MHA to give wide publicity to the appointment of nodal officers so that people could immediately approach them in case Kashmiris or other minorities face threat or discrimination in any part of the country.

As many as 40 CRPF personnel lost their lives in the dastardly attack carried out by Pakistan-based terror outfit Jaish-e-Mohammed (JeM) in Pulwama on February 14.

In the aftermath of the attack, reports suggested that a number of Kashmiris, especially students, were threatened in various parts of the country.

The increase in minimum pay and allowances of Lieutenant Governors (LGs) of Union Territories will be implemented from the period starting from January 1, 2016.

Officers' current salary&nbsp;will be upped to Rs 2,25,000 plus dearness allowance from Rs 80,000 per month plus dearness allowance. Sumptuary allowance at Rs 4,000 per month and local allowances will remain the same.&nbsp;

The government also revised the minimum pay of officers holding the office of Secretary to the Government of India from Rs 80,000 to Rs 2,25,000 per month.

The minimum salary and allowances of the LGs were last increased in the year 2006 to Rs 80,000 per month from Rs 26,000 per month.
