Morning news brief: Trump warns Putin; Russia-Ukraine war updates, and more

Britain on Friday named Jonathan Powell, who was chief of staff to former prime minister Tony Blair, as its national security adviser, a role that will involve responding to global threats and building ties with Donald Trump's new US administration.

Powell, who also served as a diplomat in Britain's Foreign Office for 10 years, played a major role in negotiating the Good Friday Agreement of 1998 which largely ended three decades of sectarian violence in Northern Ireland.

Prime Minister Keir Starmer said Powell's experience working on some of the world's most complex conflicts meant he was "uniquely qualified" to advise on dealing with security challenges and building ties with foreign governments.

Powell said he was honoured to accept the role. "National security is at the heart of this country’s response to the many challenges we face and having an integrated response will be crucial to our success," he said.

The 68-year-old currently leads Inter Mediate, a charity working on resolving international conflicts. He was recently appointed as the government's special envoy for negotiations that led to the return of the Chagos Islands, a chain of islands in the Indian Ocean, to Mauritius.

Former prime minister Rishi Sunak announced in April that Gwyn Jenkins, one of the country's top generals, would be the next national security adviser, but that decision was overturned by Starmer, who won a landslide election victory in July.

Powell will succeed Tim Barrow, who has served in the role since September 2022.

Starmer and foreign minister David Lammy — who has criticised Trump in the past — are now seeking to build ties with the U.S. president-elect's team.

There are a number of areas where the British government could clash with the incoming Trump administration, from Ukraine to China.

Britain has been one of Ukraine's staunchest allies in its conflict against Russia and Trump's victory raises questions over future U.S. support to Kyiv, while Starmer's decision to reset ties with China could be challenged by Trump, who pressured Britain to take a much tougher approach in his first term.

UK appoints 'uniquely qualified' Jonathan Powell as national security adviser

Six years ago, David Lammy called Donald Trump a “woman-hating, neo-Nazi-sympathising sociopath”. On Wednesday, David Lammy, now UK foreign secretary, offered Trump “congratulations” and said the British government “look forward to working with you”.

The UK government announced sanctions on Thursday against three private mercenary groups operating in Africa with links to the Kremlin, including Wagner group successor Africa Corps.

"These sanctions will bear down on Russian malign activity in Libya, Mali, and CAR (Central African Republic), exposing and combatting Russia's illicit activity in Africa," a government statement said, announcing its latest package of measures against Russia.

The UK government said the measures were the first direct sanctions against Africa Corps by a G7 country.

Moscow was a key player in Africa during Soviet times and has been boosting its influence on the continent again in recent years.

The British sanctions come before Russia holds a large gathering of African foreign ministers in Sochi, southern Russia, this weekend.

As well as Africa Corps, the private military group Espanola and the Bears Brigade organisation are also being sanctioned.

London accused the three groups of "widespread human rights abuses" across the African continent, adding that they had "threatened peace and security in Libya, Mali and the Central African Republic".

Punitive measures

British Foreign Secretary David Lammy said the sanctions would continue the UK's "pushback on the Kremlin's corrosive foreign policy, undermining Russia's attempts to foster instability across Africa and disrupting the supply of vital equipment for Putin's war machine" in Ukraine.

The punitive measures are part of the UK's biggest package of sanctions against Russia since May 2023.

Others targeted include suppliers of machine tools, components for drones, ball bearings and other goods that support Russia's military.

Also being sanctioned is GRU Russian intelligence agency agent Denis Sergeev.

London believes Sergeev was involved in a chemical weapon attack on the UK city of Salisbury in 2018 against former Russian spy Sergei Skripal and his daughter Yulia.

Both survived but a local woman who came into contact with the weapons-grade nerve agent Novichok died.

UK counter-terrorism chiefs in 2021 said there was enough evidence to charge Sergeev with conspiracy to murder, attempted murder, causing grievous bodily harm, and possession and use of a chemical weapon.

The UK has been one of Ukraine's biggest backers in its war against Russia's full-scale invasion of its neighbour, committing to delivering £3.0 billion ($3.9 billion) of military aid every year for as long as needed.

"Putin is nearly 1,000 days into a war he thought would only take a few. He will fail and I will continue to bear down on the Kremlin and support the Ukrainian people in their fight for freedom," Lammy said.

Other sanctions packages last month took aim at Russia's "shadow fleet" of tankers, used to sidestep a Western embargo on oil exports after its invasion of Ukraine.

In October, Britain also sanctioned the chemical and biological arm of Russia's armed forces and its commander, Igor Kirillov, over the alleged use of chemical weapons in Ukraine.

Russia was hit with a first wave of sanctions following its annexation of Crimea from Ukraine in 2014. The West tightened the screws after Moscow launched a full-fledged invasion of its neighbour in February 2022.

But Russia's economy has withstood the shock, growing 5.4 per cent in the first quarter of this year as its trade relations with Asia and the Middle East soared.

Trump's win: NATO braces for shifts towards European security, US-Ukraine policy: 'It is going to be rough' On Tuesday (Nov 5), Donald Trump pulled off what was largely seen as an impossible win—a convicted felon will be the 47th President of the United States. Even as America comes to terms with the reality of his return to the White House, the world's largest peacetime military alliance, NATO, is also grappling with it, fearing the impact on European security and ongoing support for Ukraine. Britain's new finance minister Rachel Reeves announced the biggest tax increases in three decades in her first budget, as she accused the Conservatives of leaving public services broken when they lost July's election after 14 years in power.

Reeves said she would raise taxes by 40 billion pounds a year - much of it falling on businesses - to cover a 22 billion-pound shortfall inherited by her Labour Party, the lack of compensation payments, including for victims of an infected blood scandal, and under-funding of public services.

"Any Chancellor standing here today would face this reality," Reeves said in her budget speech.

"And any responsible Chancellor would take action. That is why today, I am restoring stability to our public finances and rebuilding our public service."

Reeves has said she will not let public debt balloon, mindful of how former Conservative Prime Minister Liz Truss sent the bond market into a tailspin two years ago with unfunded tax cut plans.

Initial reaction to Reeves speech suggested investors were taking her plans well, with government bond prices rising further as she addressed parliament.

According to the Institute for Fiscal Studies think-tank, tax hikes of 40 billion pounds would be equivalent to 1.25 per cent of economic output, surpassed in recent history only in 1993 by a budget plan under the Conservatives which raised taxes to shore up the public finances after a recession and currency crisis.

Reeves said she would raise the rate of social security contributions paid by employers by 1.2 percentage points to 15 per cent from April next year, and lower a threshold at which firms start to pay it - moves which would raise an extra 25 billion pounds a year in five years' time.

Company bosses have warned that higher taxes on them, combined with planned new protections for workers and an increased minimum wage, could undermine Labour's promises to turn Britain into the fastest-growing Group of Seven economy.

UK finance minister lifts taxes by $51.8bn in first Labour budget

The teenage suspect in the July knife attack in the UK at a Taylor Swift-themed event was charged with producing a deadly poison and "terrorism" offences on Tuesday (Oct 29).

The attack occurred in July 2024 killed three young girls and sparked anti-immigration riots in the country.

The charges against 18-year-old Axel Rudakubana came after police launched a search of his house and found an al Qaeda training manual with the title "Military Studies in the Jihad Against the Tyrants: The Al-Qaeda Training Manual".

"Searches of Axel Rudakubana's home address resulted in an unknown substance being found. Testing confirmed the substance as ricin. We have worked extensively with partners to establish that there was a low to very low risk to the public. And I want to make that reassurance clear today. I can also tell you that there was no ricin present at Hart St," The Merseyside Police Chief Serena Kennedy said.
