Trump plans to repeal the Inflation Reduction Act which provides $500 billion in investment for the infrastructure necessary for the transition to a green economy if re-elected.

When questioned about persuading an incoming President Trump to uphold emission reduction pledges, Babayev said "I think it is [a] very critical time for the world. We hope that all countries will fulfill their obligations and intentions to provide [for that] 1.5 [Celsius, 2.7 degrees Fahrenheit] limit. That's why I think, and I hope, that all the countries will demonstrate their readiness and—by action—their activities to provide this target."

Critics may dispute Azerbaijan's status as a major fossil fuel producer hosting a climate meeting. However, Babayev highlighted the country's commitment to switching to renewables. Despite depending primarily on oil and gas exports, Azerbaijan aims to get 30% of its energy from renewables by 2027.

"For Azerbaijan, it is [a] very good opportunity to demonstrate to the world how the oil and gas country in the past can turn to the green growth direction. One of the aspects of our program [is] to invite oil and gas producing countries to see how we will use all the chances to reduce the emission, to find the investment potential for the green growth," he added.&nbsp;

Babayev has more modest expectations for the results of COP29 than COP's previous chapters. Instead of going after historic agreements, he wants countries to honor their previous commitments, such as those made in the Paris Agreement.&nbsp;

Bloomberg analysed Trump's financial documents and other filings between the period of May 2016 and January 2021, which revealed Trump's wealth before and after he became the US president.

The report has estimated a decline of 26 per cent in the value of Trump's main commercial property holdings.

The decline in the value of Trump's golf courses has come as a surprise as the love for the game has seen an increase during the pandemic as a socially distanced outdoor sport.

Adding to the declining value, the Professional Golfers' Association (PGA) of America also ended its agreement to host the 2022 championship tournament in Trump's gold course after the Capitol riots, which tarnished Trump's image.

In addition to this, Trump also owns a fleet of planes that are decades old and have seen a decline in value over the years, as per the financial disclosures seen by Bloomberg.

“I already feel that he is the worst,” said Ted Widmer, professor of history at the City University of New York, noting that as bad as Buchanan was — and he was very bad indeed — he was “not as aggressively bad as Trump.”

“Andrew Johnson and Nixon would be the two others in the worst category, and I think Trump has them beat pretty handily, too,” he added. “He has invented a whole new category, a subbasement that no one knew existed.”

Presidential ranking may be a water cooler exercise for historians, but it is also an official institutional pursuit. The Siena College Research Institute regularly compiles ranked lists of all the American presidents, based on the composite views of scholars. So does C-SPAN.

Various polls periodically ask regular citizens to weigh in. And on Twitter last week, Chris Hayes of MSNBC took the presidential-ranking parlor game to his followers, asking them to list the “five worst presidents of all time.” (He put Trump as the second worst, just after Johnson.)

Trump was a highly divisive president, of course, and one of the confounding things about him was how two people could look at his behavior and make completely different assessments.

But not so much anymore.

“I would say that before the election it depended on one’s political outlook,” with conservatives applauding his tax cuts, deregulation policies and judicial appointments, said William Cooper Jr., professor emeritus of history at Louisiana State University. “But from the election forward, I don’t see how anyone could feel that Trump’s behavior was anything but reprehensible or that he hasn’t completely destroyed any legacy he would have left.”

He cited Trump’s refusal to concede the election; his promotion of baseless conspiracy theories attacking voting integrity; his intemperate, self-promoting behavior during the Georgia Senate runoffs, which helped ensure victory for the two Democratic candidates; and his encouragement of the crowd that rioted at the Capitol on Jan. 6.

Even conservatives from Atlanta, where Cooper lives, have had it with Trump, he said. “He has tarred and feathered himself, and I think it will blemish him for a long, long, long time.”

Douglas Brinkley, professor of history at Rice University and a member of the advisory panel for C-SPAN’s Presidential Historians Survey, said that Trump “was a bad president in just about every regard.”

“I find him to be the worst president in U.S. history, personally,” Brinkley said, “even worse than William Henry Harrison, who was president for only one month. You don’t want to be ranked below him.”

Brinkley brought up Richard Nixon, the only president to resign in disgrace.

“At least when Nixon left, he put the country ahead of himself at the last minute,” Brinkley said. “Now he looks like a statesman compared to Trump.”

These are all hot takes, of course — the sound of Frank Sinatra’s “My Way,” the song playing Wednesday as Trump flew out of Washington, has barely faded from our ears — and it is too soon to know how history will judge him. But things do not augur well, said Don Levy, director of Siena’s research institute.

In the most recent Siena survey, a year into the Trump administration, Trump was rated 42nd out of 44 presidents, less terrible than only Buchanan and Johnson. In almost every category — integrity, intelligence and relationship with Congress, for instance — he was rated at or nearly rock bottom. (The exceptions: He was 25th in “willing to take risks” and 10th in “luck.”)

“Speaking in terms of this survey, it would be surprising if Trump was meaningfully rehabilitated,” Levy said. “If the opening paragraph of any discussion starts about being impeached twice, and the second sentence is about the coronavirus, and the third is about partisanship, that’s going to be very hard to overcome.”

Sean Wilentz, a professor of American history at Princeton University, said that Trump was the worst president in history, hands down.

“He’s in a whole other category in terms of the damage he’s done to the Republic,” said Wilentz, citing the radicalization of the Republican Party, the inept response to the pandemic and what he called “the brazen, almost psychedelic mendacity of the man.”

Presidential historian Doris Kearns Goodwin, whose most recent book, “Leadership: In Turbulent Times,” looks at how four presidents confronted tough moments in history, said that it normally takes a generation to evaluate a leader. But to the extent that a president’s legacy is determined by his ability to rise to a crisis, Trump will be remembered for his failures: how poorly he handled COVID-19 and how disgracefully he behaved after the election.

“History will look with grave disfavor on President Trump for the crisis he created,” she said.

For his part, Rauchway said he believed that Trump would “crash the bottom five” on the presidential rankings but that the bottom spot itself was uncertain. “I think he has some stiff competition” in Johnson, whom Rauchway personally regards as the worst president of all.

“If I had to predict where historiography would go, I think people would have to recognize that Trumpism — nativism and white supremacy — has deep roots in American history,” Rauchway said. “But Trump himself put it to new and malignant purpose.”

Robert Strauss, a journalist and the author of “Worst. President. Ever.,” a popular history of Buchanan, seemed reluctant to allow the subject of his book to relinquish his title.

“I can go through a litany of things that Buchanan did,” he said. “In the time period between Lincoln’s election and the inauguration” — that is, during the lame-duck period of Buchanan’s presidency — “he let seven states secede and said, ‘I can’t do anything about it.’ He also influenced the Dred Scott decision, the worst decision in Supreme Court history.”

Of course, “the difference was that Buchanan was a nice guy,” Strauss said. “He was the greatest party-giver of the 19th century. He was kind to his nieces and nephews. What he was, was not a very good president.”

As they considered Trump’s record in comparison to that of other presidents, some historians said that he could have done things to salvage his reputation.

“If he had presided over a competent response to COVID, he would have won reelection easily,” Widmer of the City University of New York said. “And if he had responded with grace to his loss, a lot of people would have given him some grudging respect.”

And yes, he added, Trump was worse than Buchanan.

“Trump is a worse failure because he really wanted to be reelected, and he was rejected,” Widmer said. “Buchanan colossally failed, but at least he had the dignity not to run again.”

The sources confirmed a New York Times report that the list of pardons and commutations is expected to include former New York Assembly speaker Sheldon Silver, 76, who was convicted of corruption charges in 2015. 
 
Trump`s list is not expected to include Giuliani, the Trump private lawyer who has been a vocal proponent of the president`s claims of voter fraud in the Nov. 3 presidential election won by Democrat Joe Biden. 
 
The sources also said not expected to get a pardon is Steve Bannon, who helped Trump win election in 2016 and was a senior White House adviser. Bannon, 66, has pleaded not guilty to charges that he defrauded donors to "We Build the Wall," an online fundraising campaign that raised $25 million.

Those who knowingly transfer 15 materials which the State Department says are used in connection with Iran’s nuclear, military or ballistic missile programs, including certain types of aluminum and steel, would be subject to sanctions, he said.

During his four years in office, Trump has tried to force Tehran back into talks over its nuclear and ballistic missile programs and its activities in the Middle East. Saying the agreement did not go far enough, Trump in 2018 quit an Iran nuclear deal, which Tehran struck with world powers in 2015 to rein in its nuclear program in return for sanctions relief.

Democratic President-elect Joe Biden, who will succeed Trump on Wednesday, has said he will return to the 2015 nuclear pact if Iran resumes strict compliance with it.

Where would we be now if we had a truly politically incorrect president? Donald Trump is supposed to be politically incorrect, but, for the most part, he isn’t. He’s mainly just a jerk.

Jerkishness is often mistaken for political incorrectness, in the way that blind luck is easily mistaken for great skill. They’re fundamentally different. Political incorrectness is an expression of intellectual independence. Jerkishness is a personality defect. The former requires a sense of inner rectitude. The latter reveals an absence of inner boundaries.

Politically incorrect people are prepared to deviate from their own party, ideology or personal interest for the sake of a moral principle. Jerks are always in it for themselves alone.

Andrei Sakharov and Liu Xiaobo were politically incorrect: honest men in dishonest systems. Trump is a dishonest man in a country with an increasingly tenuous grip on the concept of honesty itself.

With this in mind, let’s imagine an alternative history for a (politically incorrect) Trump presidency.

January 2017: Shortly after his inauguration as president, Trump fulfills a campaign promise by releasing his full tax returns. In a statement, the president says he’s releasing them for two reasons.

“First of all, if our dishonest media ever gets a hold of them, and they will, they’ll lie about what’s in them! And second, they show just what’s wrong with our tax code. As a real estate developer, I make no apologies for taking advantage of every loophole. As president, I will close these crazy holes for the sake of the American people. #IAloneCanFixIt. #MAGA.”

February 2017: Infuriating movement conservatives, Trump resubmits 64-year-old Merrick Garland’s nomination to the Supreme Court, saying he wants to uphold the principle — denied to his predecessor — that a president has the right to nominate a candidate to fill a vacant judgeship at any point in his administration.

But he does so as part of a deal in which one of the court’s older conservative justices steps down from the bench in favor of Neil Gorsuch, 49. The subsequent retirement of Anthony Kennedy and the death of Ruth Bader Ginsburg mean the court regains its conservative majority, with three younger justices, by the end of Trump’s first term.

October 2017: Following the massacre of some 60 people (and the injury of more than 800) by a lone gunman in Las Vegas, Trump delivers a prime-time address on the subject of gun control. “The right to bear arms cannot become a license for American carnage,” he says, borrowing a line from his inaugural address. “We’re either going to get serious about regulating the ability of just about anyone to get access to high-powered, rapid-firing weapons, or we’re going to start requiring every gun owner to spend every other Sunday doing drills in their local ‘well-regulated militia’ — just like it says in the Constitution.”

May 2018: In the face of a migration crisis on the U.S.-Mexico border, Trump proposes a grand-immigration bargain with congressional Democrats: full funding for a border wall, in exchange for a path to citizenship for Dreamers. Later, he expands the proposal to a $2 trillion infrastructure bill with “Buy American” provisions, in exchange for expedited environmental reviews for federal projects and a repeal of the Jim Crow-era Davis-Bacon Act, which has long inflated the labor costs of public works.

June 2018: Invoking Gerald Ford’s congressional testimony regarding his presidential pardon of Richard Nixon, Trump agrees to sit before the House Intelligence Committee on the subject of his campaign’s links to Russia. He expresses regret for hiring Paul Manafort as campaign chairman and for his praise for WikiLeaks, which he concedes interfered in the 2016 election. But he challenges the factual basis of the Steele dossier and the legal basis for the FBI’s investigation of his campaign.

July 2019: In a telephone call with Ukraine’s president, Volodymyr Zelenskiy, Trump makes no mention of the Biden family.

February 2020: Warning Americans that the novel coronavirus risks becoming the greatest global health emergency of the century, Trump tells Americans that we can beat this, and keep the economy strong, by adopting common-sense social-distancing measures: avoiding crowded public transportation, sports arenas, concerts and bars. Going further than even his own health experts recommended, he talks up his well-known germophobia and insists that everyone in the White House wear a face mask. But he also warns state governors that attempts to lock down entire communities in an effort to contain the spread is a futile cure that will impose ruinous economic costs.

June 2020: After the killing of George Floyd, Trump convenes a conference of law enforcement officials and others to develop a set of national police standards. He asks Rep. Valerie Demings, D-Fla., to lead the conference.

For many conservatives (including me), some of these proposals would have been hard to accept. Liberals would have their own objections to some of this ideological jiujitsu. Then again, what an interesting and fruitful administration it might have been. America still awaits a politically incorrect president — while it waits out the jerk.
