US federal law enforcement officers are swooping down on protesters in Portland, Oregon, under the Trump administration’s new executive order to protect monuments in the country.

Several videos posted online show camouflage-clad officers without clear identification badges using force and unmarked vehicles to transport arrested protesters.

A US Customs and Border Protection (CBP) spokeswoman said on Friday agents had been deployed to Portland to support a newly launched US Department of Homeland Security (DHS) unit, tasked with enforcing last month’s executive order from Republican President Donald Trump to protect federal monuments and buildings.

The agents had been trained for operations “in chaotic environments.”

In addition to Border Patrol agents, Immigration and Customs Enforcement officers are helping DHS’s Federal Protective Service, which provides security for federal buildings, ICE said.

Media reports said federal agents had arrested 13 people, but there was no immediate confirmation from the authorities.

Demonstrators protesting against racism and police brutality gathered around the federal courthouse daily in Portland since the killing of African American George Floyd during a May 25 arrest in Minneapolis, with crowds at times exceeding 10,000. Portland police used tear gas on the protesters, some of whom sprayed graffiti on buildings, until Governor Brown in early July banned its use except in the case of riots.

One video posted online shows an officer bundling a protester into a dark minivan. The CBP spokeswoman said the agency had information that person was suspected of assaults against federal agents or destruction of federal property and “a large and violent mob” moved toward the agents once they approached the suspect.

Another video shows an officer shoving away medics trying to aid someone. And still another showed a protester bleeding profusely from his head after federal troops allegedly shot him with a weapon firing non-lethal munition.

To this end, Portland Mayor Ted Wheeler said the US Marshals Service “will be conducting a full investigation” into the shooting.

A federal judge in Alaska has overturned US President Donald Trump’s attempt to open vast areas of the Arctic and Atlantic oceans to oil and gas leasing.

The decision issued late Friday by US District Court Judge Sharon Gleason leaves intact President Barack Obama’s policies putting the Arctic’s Chukchi Sea, part of the Arctic’s Beaufort Sea and a large swath of Atlantic Ocean off the US East Coast off-limits to oil leasing.

Trump's attempt to undo Obama’s protections was “unlawful” and a violation of the federal Outer Continental Shelf Lands Act, Gleason ruled. Presidents have the power under that law to withdraw areas from the national oil and gas leasing program, as Obama did, but only Congress has the power to add areas to the leasing program, she said.

The Obama-imposed leasing prohibitions “will remain in full force and effect unless and until revoked by Congress,” Gleason said in her ruling.

Trump’s move to put offshore Arctic and Atlantic areas back into play for oil development came in a 2017 executive order that was part of his “energy dominance” agenda. The order was among a series of actions that jettisoned Obama administration environmental and climate-change initiatives.

The Trump administration has proposed a vastly expanded offshore oil leasing program to start this year. The five-year Trump leasing program would offer two lease sales a year in Arctic waters and at least two lease sales a year in the Atlantic. The Trump plan also calls for several lease sales in remote marine areas off Alaska, like the southern Bering Sea, that are considered to hold negligible potential for oil.

Obama had pulled much of the Arctic off the auction block following a troubled offshore Arctic exploration program pursued by Royal Dutch Shell. Shell spent at least $7 billion trying to explore the Chukchi and part of the Beaufort. The company wrecked one of its drill ships in a grounding and managed to complete only one well to depth. It abandoned the program in 2015 and relinquished its leases.

Gleason, in a separate case, delivered another decision Friday that blocks the Trump administration’s effort to overturn an Obama-era environmental decision.

Gleason struck down a land trade intended to clear the way for a road to be built though sensitive wetlands in Alaska’s Izembek National Wildlife Refuge. The Obama administration, after a four-year environmental impact statement process, determined that the land trade and road would cause too much harm to the refuge to be justified. Trump’s then Interior Secretary Ryan Zinke broke the law when he summarily reversed the Obama policy without addressing the facts found in the previous administration’s study of the issue, Gleason ruled.

US District Court Judge William Orrick III questioned the purpose of the president&#39;s order as he heard arguments from two large California counties and the Justice Department in San Francisco federal court. Both counties have asked for a nationwide preliminary injunction to the order.

As part of a larger plan to transform how the United States deals with immigration and national security, Trump in January signed an order targeting cities and counties that limit cooperation with federal immigration authorities.

Sanctuary cities in general offer safe harbor to illegal immigrants and often do not use municipal funds or resources to advance the enforcement of federal immigration laws. Sanctuary city is not an official designation.

Santa Clara County, which includes the city of San Jose and several smaller Silicon Valley communities, sued in February, saying Trump&#39;s plan to withhold federal funds is unconstitutional. San Francisco filed a similar lawsuit.

On Friday, the counties described the order as a &quot;weapon to cancel all funding to jurisdictions,&quot; said John Keker, an attorney representing Santa Clara County. 
 
&quot;All around the country, including here, people are having to deal with this right now,&quot; the attorney said.

Santa Clara County receives roughly $1.7 billion in federal and federally dependent funds annually, about 35 per cent of its total revenues. The county argued that every day it owed millions of dollars of federal funding, and its budgetary planning process had been thrown into disarray by the order.

The Justice Department said the counties had taken an overly broad interpretation of the president&#39;s order, which would impact only Justice Department and Department of Homeland Security funds, a fraction of the grant money received by the counties.

The government also argued that there had been no enforcement action to date, and it was unclear what actions against the counties would entail.

Judge Orrick asked the government what was the purpose of an executive order, if it only impacted a small amount of county funding.

Attorneys for the government said the order had highlighted issues that the Trump Administration deeply cared about and a national policy priority.

To win a nationwide injunction, local governments must demonstrate a high level of harm, the Justice Department noted in court filings last month.
