The RESTRICT Act is the brain-child of a Democrat and a Republican. Senators Mark Warner, a Democrat, and John Thune, a Republican, have proposed the Act. The ban now has 22 Senate co-sponsors. If enacted, it will give the US Commerce Department the authority to impose limits, and if needed, completely ban TikTok and other technologies that could in its opinion pose&nbsp;a security issue.&nbsp;Reuters reported that the new rule would be applicable to technologies from China, Russia, North Korea, Iran, Venezuela and Cuba.

He said that under the company’s US$1.5 billion Project Texas plan, the handling of US data will be stored into a separate division of the company, co-controlled with Austin-based company, Oracle.

&nbsp;“American data is stored on American soil by an American company, overseen by American personnel,” he said.

“So the risk would be similar to any government going to an American company, asking for data,” he added.

TikTok and data collection

The congressmen also question about TikTok’s data collection practices.

Chew responded by emphasising that the data TikTok collects is the data “that’s frequently collected by many other companies in our industry.”

“We are committed to be very transparent with our users about what we collect,” Chew said. “I don’t believe what we collect is more than most players in the industry.”

He was then asked if the app collects data on health and GPS. He told the committee that it doesn’t.

Shou Zi Chew, the CEO of TikTok, is currently in the spotlight amid growing scepticism of the Chinese app around the world. The app is&nbsp;running the risk of being banned across the United States.

In an interview from the firm's WeWork headquarters in Washington, he stated that he does not see Thursday's meeting as a last-ditch attempt to save TikTok's US operations, but rather as an opportunity to explain what the company is attempting to do and to gather feedback from Congress members, as reported by the Wall Street Journal.&nbsp;

"I look at it as an opportunity to do that, not a do-or-die" moment, he said.

TikTok has said that in order to make the app more secure, it has spent more than $1.5 billion on rigorous data security efforts under the name "Project Texas". The company is also trying to convince lawmakers and the Biden administration to support the plan.

In 2020, the Committee on Foreign Investment in the United States (CFIUS) unanimously recommended that ByteDance divest TikTok. ByteDance sought a deal with Walmart and Oracle to shift TikTok's US assets into a new entity but failed to reach a deal.&nbsp;

The video app has been in talks with CFIUS for more than two years, trying to reach an agreement on protecting data.

A special-purpose subsidiary, TikTok US Data Security (USDS), was formed which currently has nearly 1,500 full-time employees. It has entered a contract with Oracle to store TikTok’s US user data.

Chew said when the process is complete, "all protected US data will be under the protection of US law and under the control of the U.S.-led security team. Under this structure, there is no way for the Chinese government to access it or compel access to it."

Others urged ByteDance to learn from US&nbsp;giant Google, which opted to pull its search engine out of the Chinese market in 2010 after China asked it to censor its search results, rather than selling off its Chinese operations.

Zhang&nbsp;said some people had misunderstood the US&nbsp;situation. He said Washington's goal was not to force a sale of TikTok's US&nbsp;operations through the Committee of Foreign Investment in the US&nbsp;(CFIUS) but to ban the app, and there was a legal process ByteDance had no choice but to follow.

Zhang&nbsp;told staff on Monday in another internal letter that the company had started talks with a tech company so it could continue to offer the TikTok app in the United States.

US&nbsp;President Donald Trump initially dismissed the idea of selling TikTok's US&nbsp;operations to Microsoft but changed his mind following pressure from some advisers and many in the Republican party, because banning TikTok could alienate many young voters.

Zhang&nbsp;also told employees that over the last two years, anti-Chinese sentiment had risen in many countries and the company must brace for more difficulties in the current atmosphere.

A powerful inter-agency body in the US, had opened a national security investigation into TikTok back in 2019.&nbsp;This committee looks into the national security implications of foreign investment deals in the US.

The probe was over an acquisition of an American social media app musical-ly which Bytedance had acquired three years ago.

Musical - ly was later merged with TikTok. But, Bytedance didn’t clear the deal with the committee. And, it believes that bytedance must now disinvest the entire american operations.

Trump has set the deadline for&nbsp;Bytedance's departure, that is,&nbsp;September 15 otherwise, TikTok will be banned in America.

After India banned Tiktok, the company is on the verge of getting banned in&nbsp;Australia and Japan.

Hundreds of anonymous users joined in under a post about Zhang’s letter, cursing him as a traitor of China, an American apologist and a coward, among many other labels.

Netizens are angry with the impending sale of TikTok and&nbsp;are cursing him. Armies of angry people began bombarding Zhang on Weibo. Reportedly, their accounts was suspended.
