France has decided to freeze the assets of Masood Azhar, chief of the terror group Jaish-e-Mohammed which claimed the responsibility for the Pulwama terror attack that killed more than 40 CRPF personnel on February 14.

A joint release by French Foreign Ministry, Economy Ministry and the Interior Ministry said, "France has decided to sanction Masood Azhar at the national level by freezing his assets in application of the Monetary and Financial Code. A joint decree of the Ministries of the Interior, and Economy and Finance was published today in the Official Gazette."

France also said that it will ask the European Union to include Azhar in the list of people involved in terror attacks.

The release said, "We will raise this issue with our European partners with a view to including Masood Azhar on the European Union list of persons, groups and entities involved in terrorist acts, based on this decree."

France also said that it has "always been and always will be by India’s side" in the fight against terrorism.

The development comes even as China on March 13 blocked the listing of Masood Azhar as an international terrorist under the United Nations Security Council's 1267 committee. This is the fourth time China has blocked the listing of Azhar under the UN terror list.

France has come as one of the major supports of India and backed New Delhi's counter-terror operations against JeM camps in Pakistan saying, it "recognises India’s legitimacy to ensure its security against cross-border terrorism" and asked, "Pakistan to put an end to the operations of terrorist groups established on its territory."

Security forces have gone very forcefully after the Jaish-e-Mohammad (JeM) terrorist outfit in the wake of February 14 Pulwama attack and have succeeded in eliminating its leadership in Kashmir, a top Army officer said on Monday (March 11).

General Officer Commanding (GoC) of the Srinagar-based Chinar Corps, Lt General KJS Dhillon, told a press conference that the security forces have killed 18 militants, including JeM's second-in-command, over 21 days.

"We have gone very forcefully after the JeM, and we have reasonably succeeded in our aim of eliminating them at the earliest so that they are not able to carry out a Pulwama-like attack," he said.

Of the 18 militants killed, 14 belonged to JeM including its "six main commanders", the Lt. General flanked by IGP Kashmir S P Pani and IG Central Reserve Police Force(CRPF) Zulfiqar Hassan, said.

"We have also eliminated JeM's second-in-command Mudasir Khan, the main conspirator in the attack on a CRPF convoy on February 14. He was active for more than a year," he said.

He added that of the militants killed, eight were from Pakistan and 10 were locals, including two each of Lashkar-e-Toiba and Hizbul Mujahideen.

"Our emphasis after the February 14 attack has been on the elimination of the JeM leadership and we have been very successful in doing that in about three weeks since the attack The leadership of the JeM has been hit very badly," he said.

However, the Army officer said, it does not mean the forces have stopped "looking at the LeT or Hizb. They are very much on our radar".

Dhillon said operations against foreign militants and the JeM leadership will continue "till we eliminate all of them". Asked if there were more suicide bombers active in the valley, Dhillon said: "We are aware and keeping a track of all such modus operandi. We are prepared for it and are taking corrective measures."

Referring to the encounter in Pinglish area of Tral, the IG CRPF said it was "doubly" significant for the paramilitary force as Mudasir was involved in the 2017 Lethpora camp attack as well.

"It was a clean operation, but our job is not done yet. Very important players in the dramatis personae still remain - the people who motivated and radicalised Mudasir, those who gave him explosives and other means to carry out these attacks. We are working in close coordination with the NIA," he said.

IGP Kashmir said Mudasir lured youths into militancy.
"Initial inputs about Mudasir started surfacing a year ago and subsequently, he joined JeM. The operations over the last fortnight have caused a lot of damage to the outfit," he said.

Pani said the militant recruitment in the last three months has also come down significantly. Also, participation in the funeral processions of militants has reduced.

"Of course, there are miscreants who try to do these things, but police are keeping a watch," Pani said.

Asked if Mudasir made the IED used in the Pulwama attack, Lt General Dhillon said as the main conspirator, he helped and coordinated the attack, "but it is a matter of investigation whether he himself made the IED".

About ceasefire violations along the LoC, the army officer said Pakistan has been targeting civilians as it cannot hit the military. "Ceasefire violations have been going on in the Uri sector.

However, no such incident has taken place in the recent past in other areas of the valley. Kamalkote in Uri has come under tremendous fire from the Pakistani side. Five civilians were injured yesterday.

"Pakistan has not been able to hit the army (targets), so it is hitting civilians. But, the Indian Army has given a befitting reply and we have hit their military targets," he said.

The Lt. General said there are intelligence reports that militants were waiting in the launch pads across the LoC to infiltrate "whenever they get a chance". He, however, said, "we are alert to it".

18 terrorists killed in 21 days, succeeded in eliminating JeM leadership: Lt Gen Dhillon

Iran has asked Pakistan to rein in terror groups on its territory and said a number of terror attacks in the country have been traced to across the border in Pakistan.

Speaking to Pakistani Prime Minister Imran Khan on phone, Iran's president Dr Hassan Rouhani said,“We are witnessing many terrorist attacks by terrorists who are unfortunately located on the Pakistani soil, and in dealing with these terrorists, whose existence are not in favour of us, you and the region, we are fully ready to cooperate with the Pakistani army and government".

The Iranian president said, “We are awaiting your strong action against these terrorists”.

The development comes 3 weeks after a terror attack killed 27 Islamic Revolutionary Guards Corps (IRGC) for which Pakistan based Jaish ul-Adl terrorist group claimed responsibility. The attack took place on 13th February in Iran's Sistan and Baluchestan Province, just one day before the Pulwama attack in India. Iran named a Pakistani suicide bomber behind the attack, the worst on Iranian soil in many years.

The Iranian leader warned, “The continuation of these terrorists’ activities from the Pakistani soil can undermine the relations between the two countries,”.

According to Iranian readout, Prime Minister Imran Khan assured that his government will not allow terrorist to use his country's soil against neighbours especially Iran and "will do their best to eliminate the terrorists."

He said, “It is to the interest of Pakistan not to let terrorist groups use our soil, and the Pakistani army is ready to deal with terrorists more strongly with the intelligence provided by Iran"

It is interesting to know while Iran government readout of Rouhani-Imran talks on focused on terror, the Pakistani read out of the same conversation had little mention of terror and while no mention of how strongly Iran took up the issue of terror.

The Pakistani read out said PM Imran Khan expressed "heartfelt condolences" on the terror attack in Iran with both leaders calling for a "need for closer cooperation among the two intelligence agencies in combatting terrorism."

Pakistan has been facing pressure from its neighbours--Iran, Afghanistan and India-- to act on the issue of terror. A number of terror attacks in all 3 countries have been traced to terror groups based in Pakistan for which the country is now facing global isolation.

While Paris based anti-terror financing group Financial Action Task Force has asked Islamabad to stop support to the terror groups, several countries from the US to the UK To France have asked Pakistan to dismantle the terror infrastructure.

BJP President's Big claim; Around 250 terrorists killed in Airstrike

BJP President Amit Shah on Sunday said over 250 terrorists were killed in the airstrike carried out by the Indian Air Force (IAF) on the "13th day of dastardly Pulwama Terror attack."

Addressing the ‘Lakshya JITO’ program here, Shah spoke about the two major terror strikes of the last five years and outlined the central government's response against them.

"In 5 years two major incidents happened...In URI and Pulwana.....after Uri attack our army entered Pakistan and did a surgical strike and took revenge of our soldiers' death."

"After Pulwama attack, everyone thought surgical strike can't be done this time..now what will happen?... At that time Prime Minister Narendra Modi led central government did an airstrike on the 13th day and killed more than 250 terrorists without any harm on our side," Shah said.

On February 28, West Bengal Chief Minister Mamata Banerjee had asked the government to spell out "details" of the exact place where the air raid was carried out and the casualties inflicted, stating that international media claimed that there was no damage in the strike.

In the wee hours of February 26, the anti-terror operations carried out by the IAF targeted camps of dreaded terror outfit—Jaish-e-Mohammad—in Balakot in Pakistan’s Khyber Pakhtunkhwa.

A day later, on February 27, India foiled an attempt by Pakistan Air Force to carry out strikes in Jammu and Kashmir by shooting down an F-16 fighter jet.

New Delhi asks Pakistan to create conducive environment for talks by shunning support to terror

Two terrorists were killed during an overnight encounter at Babagund village in north Kashmir’s Kupwara district on Friday.

Security forces had laid a cordon around the village after receiving inputs about the presence of terrorists in the area. After searches, forces were able to track the terrorists in hiding.

Early on Friday, firing in the area stopped and bodies of two terrorists were recovered from the spot.

The European Union has asked Pakistan to take "clear and sustained" actions targeting not only all UN-listed transnational terrorist groups but also individuals claiming responsibility for attacks in the wake of the Pulwama terror strike.

The statement came amid heightened tension between the two nuclear-armed arch-rivals after the February 14 suicide attack by Pakistan-based Jaish-e-Mohammed that killed over 40 CRPF soldiers in Jammu and Kashmir's Pulwama district.

Federica Mogherini, High Representative of the EU for Foreign Affairs and Security Policy and Vice President of the EU Commission, urged Pakistan and India to urgently "de-escalate" the tension which has built up after the attack.

She spoke to foreign minister Shah Mahmood Qureshi on Sunday and discussed the current situation, a delegation of the European Union (EU) said in a statement here.

The EU is also in contact with India, it said.

Mogherini also highlighted the need to "continue addressing terrorism including clear and sustained actions targeting not only all United Nations-listed transnational terrorist groups but also individuals claiming responsibility for such attacks" the statement said.

She said the EU's policy has always been to promote a dialogue between Pakistan and India to sort out differences.

After the attack, which was claimed by the UN-proscribed JeM, India launched a major diplomatic offensive against Islamabad after the attack and highlighted Pakistan's role in using terrorism as an instrument of state policy.

India asked Pakistan to take immediate and verifiable action against terrorists and terror groups operating from territories under its control.

New Delhi also announced the withdrawal of the Most Favoured Nation status for Pakistan and hiked the customs duty by 200 per cent on goods originating from Pakistan.

Three Jaish-e-Mohammed terrorists, including 'Kamran', who was suspected to be linked to the February 14 terror attack on CRPF convoy, were killed in a fierce 16-hour encounter, in which an Army major and four security forces personnel lost their lives in south Kashmir on Monday.

The bloody gun battle left a civilian dead in the crossfire, besides injuries to Deputy Inspector General of Police (South Kashmir) Amit Kumar, a Brigadier, a Lt Colonel, a Major and four other ranks of the Army unit which carried the operation in the Pinglan area of Pulwama district, 12 km from Thursday's audacious attack on CRPF personnel which left 40 jawans dead.

Jammu and Kashmir Police were on the lookout for Kamran, the so-called divisional commander of Jaish-e-Mohammed for Pulwama, Tral and Awantipora areas of South Kashmir after a suicide bomber belonging to the terror group drove his explosives-laden vehicle and detonated himself near a CRPF bus last week.

The Pinglan encounter claimed the lives four Army personnel, a policeman, three Jaish-e-Mohammed terrorists and a civilian, the officials said.

Two of the slain terrorists were identified as Kamran, a Pakistani national, and Hilal Ahmad, a local recruited by the terror group, they said, adding the identity of the third is being ascertained.

Giving details, the officials said that an input was received from the police about the presence of the Jaish terrorists in the area.

Immediately, a cordon-and-search operation was initiated and a house-to-house search was being conducted in the area.

As the process was going on, terrorists fired at the army party that resulted in the death of the major and other personnel in the early hours of Monday. Thereafter, forces concentrated on the house from where the firing was coming and killed two of them — Kamran and Hilal.

As the mopping up exercise was continuing, the third militant started firing, resulting in injuries to other personnel, they said.

The third militant, who is yet to be identified, continued to move from house to house and carried out surprise attacks that resulted in injuries to the DIG and Brigade Commander as well as another Major.

The Jaish has claimed responsibility for the February 14 terror attack that targeted a convoy of 78 vehicles on its way from Jammu to Srinagar. About 2,500 CRPF personnel were on their way to the valley, many returning to work after leave.

The Army paid tributes to the fallen soldiers at a solemn ceremony at Badami Bagh Cantonment, headquarters of the 15 Corps here.

Corps Commander Lt Gen K J S Dhillon led other ranks in paying homage to the four soldiers including Major Dhondial, who laid down their lives in the operation, a defence spokesperson said.

Representatives from other security agencies also joined in paying their last respects to the soldiers.

A senior Border Security Officer (BSF) officer Monday said adequate measures are being taken to thwart a new strategy which was adopted by terrorists in the last week's Pulwama bus bombing in which 40 jawans of CRPF were killed.

BSF Additional Director General (ADG) A K Sharma also said security forces would give a befitting reply to the anti-national forces.

"The government and security forces are doing their job in the wake of the recent incident (Pulwama terror attack)," ADG Sharma told reporters when asked about the Pulwama terror attack.

ADG Sharma was the chief guest at the closing ceremony of the BSF's 49th Inter-Frontier Platoon Weapons Shooting Competition in the city.

A total of 40 Central Reserve Police Force (CRPF) personnel were killed and five injured in one of the deadliest terror attacks in Jammu and Kashmir on February 14 in Pulwama district.

"Whenever any incident occurs in the country because of anti-national forces present in India or from outside, then the government and security forces are always ready to give a befitting reply. This time also an appropriate reply will be given," the ADG said.

When asked about a Jaish-e-Mohammed (JeM) suicide bomber ramming an SUV carrying over 100 kgs of explosives into the bus of the CRPF jawans in Pulwama, Sharma said a new method was used in that incident. "To deal with it, adequate measures are being taken with new thinking so that such an incident doesn't occur again," he added.

Meanwhile, teams from BSF's 11 frontiers took part in the competition in which Rajasthan Frontier emerged as the overall champion.

For the first time in the history of BSF, women personnel also took part.

Sharma said the role of women in BSF is growing.

"BSF's women personnel are discharging their duties efficiently. They have been trained to use modern weapons effectively against country's enemies on frontiers," Sharma added.

The first explosion went off inside the cathedral on Jolo island, in Sulu province, and was followed by a second blast outside, which was detonated as security forces raced to the scene, officials said.

"The enemies of the state have boldly challenged the capability of the government to secure the safety of the citizenry in that region," said Salvador Panelo, spokesman of Philippine President Rodrigo Duterte.

"The armed forces of the Philippines will rise to the challenge and crush these godless criminals."

Islamic State claimed responsibility for the attack via the militant group's Amaq news agency, describing it as twin suicide bombings that it said killed 120 people.

Police are investigating but suspect it was the work of Abu Sayyaf, a domestic militant group that has pledged allegiance to Islamic State and is notorious for its bombings and brutality.

"They want to show force and sow chaos," national police chief Oscar Albayalde told DZMM radio, suggesting Abu Sayyaf was the prime suspect.

Civilians bore the brunt of the attack, which also killed five soldiers. Police lowered the death toll from 27 to 20, after discovering duplications in initial records.

Jolo is a stronghold of the group, which runs a lucrative piracy and kidnapping operation that successive governments have failed to break up. The group, which operates in the waters and islands of western Mindanao, has beheaded numerous foreign captives when ransom demands were not met.

Images of the inside of the Jolo church showed several rows of wooden pews destroyed, with debris strewn across a blackened floor.

Speaking in Panama, Pope Francis condemned what he called a "terrorist attack" and during a prayer for the dead and wounded said: "May the Lord, Prince of peace, convert the hearts of the violent ones."

'DASTARDLY ACT'

The attack followed Friday's announcement that the region, a mainly Muslim part of the predominantly Catholic Philippines, had ratified the creation of an autonomous area called Bangsamoro, with 85 per cent of voters behind it.

Although Sulu was among only a few areas that rejected autonomy, it will still be part of the new entity when it is fully formed in 2022.

Defence Secretary Delfin Lorenzana called the attack a "dastardly act" and urged the local population to cooperate and "deny terrorism any victory".

National Security Adviser, Hermogenes Esperon, called those responsible "mass murderers" and "extremist criminals".

"We will not allow them to spoil the preference of the people for peace," he added.

The referendum came amid concerns about the presence of extremists in the Philippines and the possibility that foreign radicals will join those of Indonesia and Malaysia in gravitating to Mindanao to capitalize on porous borders, jungles and mountains, and an abundance of arms.

The Philippine military in mid-2017 encountered its biggest and longest battle since World War Two when an alliance of extremists loyal to Islamic State, among them foreigners and children, overran Marawi City and tried to establish a caliphate.

Isnilon Hapilon, an Abu Sayyaf faction leader anointed as Islamic State's Southeast Asian "emir" and wanted by the United States, was killed during that battle.

The Philippines vowed to destroy those behind twin bombings that killed 20 people during a Sunday church service in the country's restive south, six days after a referendum on autonomy for the mainly Muslim region returned an overwhelming "yes" vote.

Militancy has "survived and morphed" inside Pakistan because of local facilitation and recruitment networks, a leading newspaper commented on Tuesday, days after a prominent think-tank said the usual "cat-and-mouse game" continued between state authorities and banned outfits in the country in 2018.

There were a total of 262 terrorist attacks in Pakistan last year, including 19 suicide and gun-and-suicide coordinated attacks, killing 595 people, besides injuring 1,030 others, according to Pak Institute for Peace Studies (PIPS).

Though terror attacks posted a 29 per cent decrease from the previous year, the Islamabad-based think-tank said the restive Khyber Pakhtunkhwa province, faced the highest number of terrorist attacks compared to all other regions of Pakistan.

A total of 125 reported attacks from the province claimed 196 lives and inflicted injuries on another 376 people.

The recently-released report noted that in 2018, "the usual cat-and-mouse game continued between state authorities and banned outfits."

"One set of administrative measure aimed at banning them was followed by another of unbanning them: Several banned leaders who were barred from travelling out of district, under the fourth schedule category, not only organised street protests but forced the government to remove their names. "Others even tried to contest elections; when stopped, they changed the organisation's names," the report said, referring to the 2008 Mumbai terror attack mastermind Hafiz Saeed's Jammat-ud-Dawah (JuD), which launched a political front Milli Muslim League (MML) to contest the July 25 general elections in Pakistan.

The MML contested the elections on the platform of Allaha-u-Akbar Tehreek (AAT), a "dormant" political entity, as the JuD's political outfit, the MML, is yet to be registered as a political party.

"Apparently, Pakistan is struggling to convince the world by projecting its anti-militant actions and ensuing sacrifices," the report said.

The problem is compounded with the absence of any coherent policy of reintegrating and mainstreaming certain groups. As a result, attempts at mainstreaming them are seen as deliberate attempts to excluding those already mainstreamed, it said.

Meanwhile, the Dawn newspaper, in an editorial on Tuesday, following the PIPS report, noted that militancy has "survived and morphed inside Pakistan because of local facilitation and recruitment networks."

"On those issues, the Pakistani state has not said much publicly. While counterterrorism operations certainly appear to be continuing, the more wide-ranging National Action Plan is still seemingly of secondary interest to the civil and military leaderships," the editorial said.

The US, India and Afghanistan have repeatedly asked Pakistan to rein-in the terror groups that have been operating from safe havens within the country.

The editorial noted that the gains in the long fight against militancy have been significant and ought to prove durable. Yet, an analysis of terrorism data suggests that the threat of militancy and terrorism is far from over, and, indeed, may be morphing into a new and possibly more prolonged phase of violence.

"Unhappily, the public discourse on terrorism in Pakistan is superficial and polarising," it commented.

The country must never be allowed to return to its darkest years at the turn of the decade. Too much was lost and too many citizens suffered in part because of policy mistakes and miscalculations, the editorial said.

The evolving threat of militancy and terrorism in Pakistan and the region must be carefully analysed, and a response methodically crafted.

"If institutions work together in a true spirit of cooperation, further successes are surely well within reach," the editorial noted.

'Terror groups thrive in Pakistan due to local facilitation and recruitment networks'

India has said that Pakistan-based terror groups are training in a bid to infiltrate by sea or waterways. In a written reply to the Parliament, Minister of State in Home Ministry, Hansraj Ahir said, "available inputs indicate that Pakistan-based terror groups continue to train their cadres for underwater strike capabilities in a bid to infiltrate India by sea/waterways."

According to the minister, Pakistan-based terror organizations have exhorted cadres for "samundari jihad" against India, though the minister said there is no specific input about any terror group planning a 26/11-type attack in the port, cargo and oil tankers in the high seas.

The development comes a day after Prime Minister Narendra Modi, in his first interview of 2019, said New Delhi is open to dialogue with Islamabad but "amid the noise of bombs and guns, the dialogue cannot be heard. Cross-border terrorism must end."

India, last year, marked the 10th anniversary of the deadly 26/11 Mumbai terror attacks. New Delhi had then called on the "Government of Pakistan to give up double standards and to expeditiously bring the perpetrators of the horrific attack to justice.

Pakistan's Prime Minister Imran Khan hasn't shown interest in resolving the matter, however, in an interview to Washington Post Khan noted, “We also want something done about the bombers of Mumbai. I have asked our government to find out the status of the case. Resolving that case is in our interest because it was an act of terrorism.".

India, on its part, is not taking any chances. A large-scale, pan-India, coastal defence exercise 'Sea Vigil' is being scheduled during the Indian Navy's biennial theatre-level operational readiness exercise TROPEX-19 this month.

A coastal security ring, all along the Indian coast, is provided by the Marine Police, the Indian Coast Guard and the Indian Navy. The government is implementing the Coastal Security Scheme in phases since 2005 to augment the capacity and infrastructure of police forces of coastal states and Union Territories.

The National Committee on Strengthening Maritime and Coastal Security (NCSMCS) monitors the progress with respect to coastal security initiatives and ensures deciding on measures to plug the gaps in case any shortfall is encountered.

Six terrorists killed in encounter in South Kashmir's Tral: IGP Swayam Prakash Pani

Afghan forces, backed by US advisers and air power, are targeting Taliban field commanders seen as a major obstacle to possible peace talks, as they step up military pressure on the insurgents, security officials said.

Abdul Manan, the shadow Taliban governor of the strategic province of Helmand and the insurgents' top military commander in the south, was killed in a joint operation by US and Afghan special forces on December 2.

Two days later, the Taliban shadow governor of Ghor province in central Afghanistan was killed while on a visit to Helmand and on Saturday, the shadow governor of Paktika, on the border with Pakistan, was killed in a raid by Afghan special forces.

"The war-hardened Taliban field commanders are the biggest obstacle to peace efforts because they believe they are winning militarily," said a senior government official, who spoke on condition of anonymity because he is not authorised to talk to the media.

"The plan was designed to eliminate them and pave the way for future talks," he said.

Najib Danish, interior ministry spokesman, said government forces would use all means to remove hurdles blocking peace and stability.

Senior commanders have been targeted regularly in the past but the current campaign is part of a strategy to apply heavier battlefield pressure on the Taliban even while diplomatic efforts to start peace talks intensify ahead of presidential elections next year.

The Taliban, whose fighters briefly overran the central city of Ghazni in August, have steadily increased territorial gains since NATO forces ended combat missions in 2014, leaving the government in control of no more than two thirds of the country.

But as moves towards a possible start to talks with the Taliban have stepped up following US President Donald Trump's appointment of former ambassador Zalmay Khalilzad as special peace envoy, fighting has intensified.

'PRECISELY TARGET'

Air and ground operations have surged in recent weeks as General Scott Miller, who took command of US forces in Afghanistan in September, has pressed government forces to go on the attack to strengthen their hand in any talks.

"We've realigned support and precision lethal assets to precisely target the Taliban more often and more effectively to set conditions for the negotiated settlement," said Colonel David Butler, spokesman for US Forces Afghanistan.

"We don't consider the death of these leaders decisive, unfortunately many more will die until the Taliban decide to stop fighting. The only lasting solution will be a political settlement," he said.

As air strikes have increased, so has the risk of civilian casualties but Afghan security officials say, despite that danger, the local commanders remain high priority targets.

The decision to target regional Taliban commanders reflects a belief that many of them oppose a peaceful settlement that would threaten lucrative tax collection operations and revenues from sources like illegal mining and narcotics.

The officials say that ever since the death of former Taliban leader Mullah Akhtar Mansour in a US drone strike in 2016, field commanders have kept increasing control over finances raised in their areas.

Mansour, who ran the movement's finances for Taliban founder Mullah Mohammad Omar, kept a firm grip on revenues, ensuring that commanders passed revenues up the line for later distribution.

Under his successor, Mullah Haibatullah Akhundzada, that system changed, with field commanders given more independence and control over revenues, meaning many have an interest in seeing conflict and lawlessness go on.

"Local commanders were told to earn and fund their own fighting in areas under their command. That helped them get very rich and they by no means wanted any peace," a second security official said.

'PRECISELY TARGET' Air and ground operations have surged in recent weeks as General Scott Miller, who took command of US forces in Afghanistan in September, has pressed government forces to go on the attack to strengthen their hand in any talks.
