China has reportedly acted in pursuance of its national interest.

What is China’s national interest which forces it to be out of sync with international sentiment and stand by its strategic partner, Pakistan at this juncture? In fact, what is Sino-Pak joint interest in the prevention of the proscribing of a terrorist the world at large has condemned, including many Islamic countries? At earlier times the negative perception about the JeM leader was never as intense and Indian diplomacy too wasn’t energetic enough about carrying this through.

However, the prevailing international strategic environment is altering by the day and much is dependent upon the status of things in the crucial Af-Pak region. In reality, the status is utterly confused with the US threatening a full and final pullout of its 14,000 troops from Afghanistan without any clarity about which way post pull out Afghanistan will go and who will fill the strategic space being vacated.

While China is playing a limited role in this, it is clear that its national interests will be met through Pakistan emerging the nodal centre with full control over the Taliban and the future dispensation in Afghanistan. Its support to the resolution would have meant an international diplomatic defeat for Pakistan and thus a potential downscaling of its significance in the Afghanistan imbroglio.

No doubt China gives much importance to its investment in the China Pakistan Economic Corridor (CPEC) and fears that Pakistan’s diplomatic isolation will reduce the chance of the final fructification of the CPEC, especially as financial strictures against it would initiate unprecedented unpredictability. This is where China perceives that by supporting Pakistan and giving Masood Azhar another lease of life it is warding off unpredictability. Given Pakistan’s crucial geo-strategic position China possibly considers that Pakistan with Chinese support can weather the current storm. Once the US is out of the region, the options for China would become manifold.

By having expected potential Chinese support for the resolution India may actually have been linking its situation to China’s suffering from the ills of its self-created terror problem in Xinjiang. However, China’s strategic thinking is only from the head and rarely from the heart. Weakening the Imran Khan government can only be catastrophic as Pakistan has run out of options in terms of leadership. Pakistan could have helped itself considerably by banning Masood Azhar internally. That would be wishful thinking and may have led to some degree of turmoil internally within Pakistan once again leading to political instability; much against Chinese interests. Anything leading to even part failure of the CPEC could also have a severe impact on the other projects of the Belt &amp; Road Initiative.

A diplomatic victory achieved by India would militate against the strategic interests of China. It would translate into disadvantage Pakistan. Chinese interests with reference to Jammu &amp; Kashmir (J&amp;K) revolve around promoting instability there which allows the larger Sino Pak game plan of containing India. India may have imagined that with the Wuhan spirit a period of rapprochement with China was unfolding. However, the New Great Game to the west is far too crucial to China because the future of its imagined empire lies through the connectivity gained there. Giving India any leverage through the strategic downsizing of Pakistan would be to China’s disadvantage. Masood Azhar is really not the issue for China as people may imagine, it’s the far more important dynamics of the strategic space around Pakistan which concern China.

Has India overestimated the Wuhan spirit? Prime Minister Modi rightly invested much time and energy in it to stabilise the post-Doklam relationship which was threatening to go out of control. There is no doubt that the Wuhan spirit cannot receive the same positivity when a crucial part of India is under threat with the support of China. It would thus be best for India to withhold positive gestures and let the Wuhan spirit be partially mothballed for the moment. Let realistic realpolitik play its role to communicate to China that two processes, one friendly and the other decidedly unfriendly cannot go hand in hand.

China is most sensitive to India’s active role in the Quadrilateral of Nations (Quad). It’s the Wuhan spirit which was holding India back from giving it unequivocal support to the Quad.&nbsp; In real terms the proscribing of Masood Azhar, even if not achieved, would make little difference.&nbsp; The wayward ways of Pakistan’s deep state remained intact even after Hafiz Sayeed was placed under UN ban ten years ago. However, given Pakistan’s continuously enhancing strategic significance we should be prepared for more surprises such as grant of the IMF loan and greater delay in the Financial Action Task Force strictures.

All the above would lead to greater Pakistani propensity to run the risk of targeting India in J&amp;K, in particular, through proxy actors. India which will have to calibrate better its hold over J&amp;K and resolve to go beyond just the military approach, to finally engage with the people and mainstream them with rest of India.

Masood Azhar and China's 'new great game'

The United States is "focused on pressing Pakistan to take sustained, irreversible action on terrorist groups operating on its soil" and is "working with others in the international community to achieve this goal" in the wake of the Pulwama terror attack carried out by Pakistan-based Jaish-e-Mohammed, a senior US State Department official noted.

The statement also comes following<a href="https://www.wionews.com/south-asia/willing-to-hold-more-talks-with-india-on-blacklisting-masood-azhar-china-203655"> China blocking a proposal </a>- for the fourth time - in the UN Security Council to list JeM chief Masood Azhar under the UN sanctions committee.

"The events of the past few weeks have underscored that the US-India relationship is a global and long-term partnership, that we will stand by each other in times of crisis, and that we are working diligently to expand our habits of cooperation...We stood publicly and resolutely with India in its response to the attack, as you saw in our statements while joining the international community in encouraging both sides to avoid military escalation, de-escalate tensions, and communicate directly," the official said.

"Now we are focused on pressing Pakistan to take sustained, irreversible action on terrorist groups operating on its soil, and we are working with others in the international community to achieve this goal," the official added.

Talking about Foreign Secretary Vijay Gokhale's recent visit to Washington, the official outlined that the visit "demonstrated the transformation of our strategic relationship".

"My overarching conclusion from the visit is that US-India strategic interests are broadly aligned, structural, and deep; that our relationship will continue to thrive; and that commitment to this relationship transcends party lines both here and in New Delhi. We see eye to eye on Indo-Pacific issues, the pressing need to confront terrorism, and the critical importance of the growing US-India defence relationship," the official mentioned.

The official stated the outcomes from Gokhale`s meeting with US Secretary of State Michael Pompeo. "The Foreign Secretary’s visit started with a meeting with Secretary Pompeo, who emphasised that the United States stands with India in the fight against terrorism and that we are committed to assisting India in bringing those responsible for the reprehensible Pulwama attack to justice. The two also discussed expanding our defence and economic partnership, our complementary visions for the Indo-Pacific, and our appreciation for India’s contributions in Afghanistan, as well as continued support for the mission of Special Representative Khalilzad," the senior official said.

"We then held the Foreign Office Consultations, led by Under Secretary for Political Affairs David Hale on our side, reinvigorating an important mechanism in which the United States and India get together to compare notes on global issues and talk about our cooperation throughout the world. This year’s consultations included discussion of developments in the DPRK (North Korea), Iran, and Venezuela. It was clear in these conversations that we have many joint goals and priorities," the official stated.

"Foreign Secretary Gokhale also co-chaired the Strategic Security Dialogue with Under Secretary for Arms Control and International Security Andrea Thompson; and members of his delegation held the India-US Space Dialogue with Assistant Secretary for Arms Control, Verification, and Compliance Yleem Poblete.

And despite intensive engagement with the Government of India for nearly a year, India did not assure the United States that it would provide equitable and reasonable access to its market, which led to its termination from the Generalized System of Preferences program."

"While we were pleased that growing US exports to India, largely crude oil and LNG, led to a 7.1 per cent reduction in our bilateral goods trade deficit last year, many structural challenges in our trade relationship have yet to be resolved. Trade has frankly been an area of frustration in the relationship, but the door is open if India is prepared to bring a serious proposal to the table," they stated.

US stands shoulder-to-shoulder with India in the fight against terrorism: American NSA John Bolton

Afghanistan's National Security Adviser Hamdullah Mohib has slammed Pakistan for providing support to terror and for not abiding by its United Nations Security Council commitments by allowing free rein to terrorists on its territory.

Speaking at the Asia Society in New York, Mohib said, "Until we see willingness to take action we are not going to buy any more words from Pakistan on what they are and willing to say. They are always very nice. They speak about brotherhood, historical linkages, then all we see is terrorist coming our way and no brotherhood"

He said that the Afghanistan Pakistan Action Plan for Peace and Solidarity (APAPPS) which was agreed by the governments of the two countries for peace has not been implemented by the current administration in Islamabad. The plan in Pakistan was agreed under the leadership of former Prime Minister Shahid Khaqan Abbasi.

Mohib who was earlier Afghan envoy to Washington said, "There hasn't been action from Pakistan and there hasn't been any interest from Pakistan to implement. There is no cooperation with Afghanistan in any aspect."

He also highlighted how Pakistan blocked landlocked Afghanistan's trade routes due to which Kabul diversified its routes --in the north via Uzbekistan and Turkmenistan and via Chabahar in Iran connecting to India.

Lauding India Afghanistan air corridor launched in 2017, the NSA said, "it has opened opportunities for Afghanistan not only to increase our trade but &nbsp;also to give us more options to import"

On Monday the corridor was expanded to Herat.

Days after visiting Islamabad, Saudi State Minister for Foreign Affairs Adel al-Jubeir on Monday held extensive talks with External Affairs Minister Sushma Swaraj here with a focus on deepening cooperation to combat terrorism.

It is learnt that the recent Indo-Pak tensions triggered by Pulwama attack and India's subsequent air strike on a terrorist training camp in Pakistan also came up during the meeting.

During his four-and-a-half-hour visit, Jubeir also called on Prime Minister Narendra Modi and discussed bilateral issues, officials said.

This is the first time Modi attended the event of any of the five Central Armed Police Forces (CAPF) since he took charge in 2014. Raised in 1969, the Central Industrial Security Force has about 1.56 lakh personnel in its ranks at present.?

The PM said that following dastardly acts of terrorist violence, his government has taken some strong decisions, in an apparent reference to the IAF strike on terror camps after the Pulwama attack.?

"Someone, sometime, has to take a big decision (against such terror acts)... It is my privilege that with the support of the crores of people of this country, we took some strong decisions," Modi said with the top security officers in attendance.?

He said the government has adopted "a new policy" to act against terrorism and that it was its responsibility to live up to the expectations of the families of the personnel killed in the line of duty.?&nbsp;&nbsp; &nbsp; 
"Our government is purchasing all modern gadgets required by our security forces to tackle such challenges," Modi said, mentioning the creation of a new facility in UP's Amethi to manufacture modern guns.?

The PM lauded the valour and dedication of CISF men and women who protect "vital assets" of the country in the face of a "hostile neighbour which does not have the capacity to fight a war."?

"Various conspiracies hatched within the country are getting encouragement from across the border and ghastly picture of terror comes to light, in different forms," Modi said, keeping his apparent reference on Pakistan.&nbsp;

Modi also hit out at the abuse of "VIP culture", saying it was wrong on part of such people to throw their weight around, get angry and humiliate security personnel, a major brunt of which is faced by the CISF.&nbsp;

"I'd say the biggest problem while carrying out your duty is people like me, VIPs.. The VIP culture at times is the biggest threat to security," he said.

"When you frisk, some people get annoyed and even say 'I will see you' and you have to tell them that it is your duty which has to be done," the PM added.

Therefore, he continued, "I would dare tell such people to be disciplined and cooperate with the security personnel in carrying out their task."?

The CISF gets a number of complaints from legislators and others categories of VIPs alleging high-handedness by their staff at various airports.?

"I am myself, Modi said, "very disciplined and I would urge the CISF to train and inform citizens about their security systems so that the appreciate the hard work put in the job by the people in uniform.

"Position does not come in the way of disciple for me. And it is the duty of every citizen to be disciplined. If citizens don't maintain discipline, your task gets complicated," he said.&nbsp;

He asked the people to consider security frisking a process to ensure their wellbeing and a method of 'aarti utaarna' (a respectful way to welcome people) by security personnel.?

"We should feel proud that the security personnel are doing it (frisking) like aarti," he said.&nbsp;

The PM said it was his "emotional feeling" that security personnel donning the 'khaki' have not got the recognition and respect they deserve.

The national police memorial and the war memorial had to wait to come up since independence, he said, adding "probably my turn was being awaited" for the last 70 years to unveil these important places.

The PM asked the CISF to create a to "monitor and study in realtime global trends and techniques of terrorism" so that a better preparedness is ensured against. He also directed the force to install 'digital museums' or electronic walls at airports so that people get to know about CISF's history, role and its expectations from the citizens.? Congratulating the CISF, the PM said it's very difficult to protect any institution where there is a daily footfall of 30 lakh (Delhi Metro) or where eight lakh people commute every day (airports).

The CISF is mandated to provide security to major infrastructure installations -- nuclear installations, airports, seaports, power plants, government buildings, Delhi Metro Rail Corporation -- of the country.

"You are not only standing at the gate, you are contributing to the country's growth," Modi told the CISF personnel.

Modi also said among the 35,000 policemen who sacrificed their lives serving the nation since independence, 4,000 are from paramilitary forces.

On February 14, a convoy carrying CRPF men was attacked by a JeM terrorist in the Pulwama, killing 40 jawans. Following the attack, India destroyed JeM terrorists camp in air strike inside Pakistan.

When they attacked CRPF and killed 40 people, the response was given. IAF not attacked military in Pakistan, didn`t harm a single citizen and precisely hit the target,"&nbsp;said Naidu.

The Vice President also hit out at the opposition parties for questioning the outcome of air strike and said "Now the discussion is going about casualties. It is for them to count the numbers. Yesterday, Home Minister suggested that if anyone has doubts, they can visit Pakistan and inquire Pakistan government. We don`t want war, but can`t be a silent spectator to nonsense going on for a war."

New Delhi asks Pakistan to create conducive environment for talks by shunning support to terror

The pre-dawn air strike on the Jaish-e-Mohammed’s largest terrorist camp in Balakot, 80 km deep into Pakistani territory in Khyber Pakhtunkhwa, Prime Minister Imran Khan’s backyard, has transformed the 71-year-old paradigm around India’s strategy on combating Pakistan-sponsored terrorism.&nbsp;

Crossing the Line of Control (LoC) had been studiously avoided in previous conflicts with Pakistan. Even in the 1999 Kargil war, Indian air strikes had been conducted from India’s side of the LoC. Tuesday morning’s air strikes will have two broad consequences: military and electoral. &nbsp;

Though Foreign Secretary Vijay Gokhale has termed the strikes “non-military and pre-emptive”, they were non-military only in the sense that they did not target Pakistan’s military installations. However, since terror groups like the JeM, LeT and Hizbul Mujahideen are arms of the Pakistani military, the reported killing of hundreds of Jaish terrorists will send the strongest message the Pakistani army has received in decades.&nbsp;

The cost of terrorism has just gone up manifold. No longer can the Pakistani army’s sponsored, funded and armed terror groups attack Indian targets at will without paying a heavy price. The precise damage done to terror camps in Pakistan will soon emerge with greater clarity. But there is no doubt that the days of Pakistan-based terror groups enjoying relative immunity from strong Indian retaliation are over.&nbsp;

The second consequence is obviously electoral. With less than six weeks to go before the first phase of the 2019 Lok Sabha election, the conclusion is inescapable: this alters the chemistry and mathematics of the election. Much now depends on how Pakistan reacts to the successful Indian strikes. If it downplays their impact, it can avoid escalation of the conflict. India has been quick to brief the envoys of all major powers about the pre-emptive nature of the strikes against a legitimate new terror threat from the Jaish. Pakistan says it will approach the United Nations. That move will go nowhere since four permanent members of the UNSC — the United States, Britain, France and Russia — have firmly backed India.&nbsp;

In the coming days, as attention shifts to electoral campaigning, opposition criticism of the government’s action, currently muted, will emerge. Unity over tackling Pakistan-sponsored terrorism has always been tenuous. It is unlikely to hold for long now.&nbsp;

Opposition parties feign support but within days visceral politicking begins.&nbsp;

The air strikes come at an unexpected time for the opposition. Congress President Rahul Gandhi had acquired a spring in his step. The introduction of Priyanka Gandhi-Vadra into formal politics had created euphoria among Congress workers, especially in Uttar Pradesh. The Pulwama strike took place four hours before Priyanka was scheduled to address a press conference. Wisely, she cancelled it, speaking for just two minutes to condemn the attack, details of which were just filtering in.&nbsp;

The Congress party leadership now fears that Tuesday’s air strikes have fundamentally altered the arithmetic of the 2019 Lok Sabha election in favour of the BJP. The fear is two-fold. Second, with less than 45 days to go before the first phase of a multi-phase Lok Sabha poll begins (in 2014, the first of seven phases was held on April 7), the impact of the air strikes on public sentiment will last well into the elections.&nbsp;

There was always an inevitability of the Modi government taking strong military action against terror assets inside Pakistani territory. The United States has unrivalled access to global intelligence inputs. When asked about India’s likely response to the Pulwama terror attack last Friday, President Donald Trump told reporters enigmatically that India was “looking at something very strong”.&nbsp;

Prime Minister Narendra Modi meanwhile said little specifically except underlining that it was time for action and the time for talks was over. He added that he had given the armed forces a free hand to act. It is now known that the go-ahead for action against the JeM terror camp was given by the Prime Minister just days after the Pulwama terror attack on the CRPF convoy.&nbsp;

In an interview to a newspaper eight days before the Pulwama terror attack, Rahul had displayed his new combative role with gusto: “Mr Modi’s credibility is gone. Do me a favour, when you go out of here, when you stop at a red light, look at someone who is not really rich, and say ‘chowkidar’, and see if he answers ‘chor hai.’ When I am riding around Delhi, I hear them saying, ‘chowkidar chor hai.”&nbsp;

That is an epithet unlikely to resonate well in public discourse today.

With less than six weeks to go before the first phase of the 2019 Lok Sabha election, the conclusion is inescapable: this alters the chemistry and mathematics of the election. Much now depends on how Pakistan reacts to the successful Indian strikes. If it downplays their impact, it can avoid escalation of the conflict. India has been quick to brief the envoys of all major powers about the pre-emptive nature of the strikes against a legitimate new terror threat from the Jaish. Violence to overawe a civilian population to attain political goals is terrorism. This type of violence is also a tool for dismembering a nation. The concern today is how, we as Indians, deter this terror and safeguard national integrity?&nbsp;

In Tamil Nadu, I was in charge in the Chandrashekar government [1990-91] and the process began by dismissing the Karunanidhi government. Tamils fully cooperated and we were able to decimate the LTTE without any civilian death. In the ensuing Assembly elections, the DMK won only two seats in the 224-seat House. &nbsp;&nbsp;

The dismemberment of Kashmir and the religious cleansing of Hindus from the state are the goals of J&amp;K Islamic terrorism.

In a cassette distributed in a mosque in Srinagar on June 8, 2007, Al Qaeda [now morphed into ISIS] confirmed that for Islam, India as presently constituted, is the target for terrorist acts and religious cleansing. The forced exodus of five lakh Hindu Kashmiris, principally the Pandit community, was beginning of religious cleansing in the Kashmir Valley.&nbsp;

In J&amp;K, terrorism today is a premeditated, politically motivated and Jehadi Islamic religion-inspired violence perpetrated against the non-combatant target population, primarily those of Hindu faith, by clandestine agents to secure compliance by intimidation, to overawe the Hindu civilian population. &nbsp;

Terrorism in the state,&nbsp;thus, is a strategy of violence to generate fear and disruption, with the ultimate aim to secure the balkanisation of the Indian nation, the rubbishing of its ancient Hindu civilisation, secured through capitulation of law-abiding civilian citizens.&nbsp;

J&amp;K is thus today a terrorist-challenged state, which has profound national security implications.&nbsp;

Combating such terrorism has, however, become extremely complicated and multi-dimensional. Hence, we need to understand it’s nature and scope clearly before an effective strategy to deter terrorism can be formulated. There has been a paradigm change in terrorism’s character since 1968, caused by three specific innovations of the 20th century.&nbsp;

First, the invention of television with instant satellite relay, which has suddenly given small unknown groups the possibility of worldwide publicity. &nbsp;

Internet has raised that publicity potential manifold. The fact that most terrorist incidents take place in democratic states, may in part, be due to its availability.&nbsp;

Under an authoritarian regime like China, terrorists can be cut off from their media audience in the target country, thereby reducing to a minimum all the expected impact of their actions.

With freely available media, small groups of terrorists can attain heavy leverage against powerful opponents by getting wide publicity on small political events. The impact is mostly psychological and meant for media coverage. But it has the desired effect of promoting fear, shock and awe in the civilian population.

Hence, democratic India now need&nbsp;to formulate their counter-terrorist strategy keeping this in view, by imposing reasonable restrictions permitted in the Constitution on democratic freedom without destroying the basic structure of democratic practice itself.

Second is the incredible sophistication of hand-held weapons, especially it’s miniaturisation and proliferation that have enabled a small number of criminally-minded persons to do great harm.&nbsp;

Third, easy communication through internet and cell/satellite phones-enabled networking between various disparate terrorist groups. The ISI of Pakistan is engaged in assisting this enterprise to unravel India, and push it toward balkanisation. Hence, a terror cartel and networking has emerged in India.&nbsp;

A counter-terror strategy for India thus requires a paradigm shift from the traditional law &amp; order approach of providing more personnel and sophisticated weapons.&nbsp;

What then are the elements of this counter-terror strategy? &nbsp;In my view, there are three steps for an effective strategy to eliminate terror in J&amp;K.

First, all remaining traces of so-called “disputed status” of Jammu and Kashmir must be erased. For that, India must write to the United Nations withdrawing the illegal application filed by then Prime Minister Nehru.&nbsp;

It is illegal because it violated the 1935 British Indian Constitution on the Instrument of Accession Clause, which the J&amp;K Maharaja had signed merging the state into India. &nbsp;Also Nehru never took Cabinet approval for the application. Hence, it is illegal and not binding on successive Indian governments since the Cabinet had not cleared it.

Second, Article 370 of the Constitution labelled as “temporary” by the Constituent Assembly, should be deleted as per procedure laid out in the Constitution itself, which is that a notification prepared by the Cabinet for its abolition is issued by the President of India. With that, Article 35 A will also fade away.&nbsp;

Third, 10 lakh former servicemen should be liberally provided with funds and weapons and requested to go to the Valley and settle down there with their families. After five years, they can return and the houses they acquire can be occupied by the expelled Hindu Kashmiris.&nbsp;

Fourth, liberally help the Kashmiri Muslim youth with clean credentials, and even surrendered extremists, to get education and jobs anywhere in India.&nbsp;

I know many who are today more patriotic and able than the average citizen.

Finally, for five years, impose AFSPA all over the state, introduce POTA and have no election for the first two years. The success of these proposals will be obtained only in the next two years. Pakistan, which is ripe for dismemberment, needs to be broken into four — Baluchistan, Pakhtoonistan, Sindh, and residual West Punjab.&nbsp;

For this, India has to obtain the tacit support of China and US by their non-interference. For doubting Thomases remember, China did not interfere in 1965, 1971 and 1999 Indo-Pak wars.

The two countries have close cooperation on a range of security issues, particularly on maritime security, law enforcement, anti-money laundering, drug trafficking, human trafficking, illegal migration and other transnational organised crimes. To further enhance our bilateral cooperation in the counter-terrorism efforts, the two countries could initiate comprehensive security dialogue mechanism at the level of the National Security Advisors who will interact at regular intervals, the prime minister suggested.

“We also share the vision of peace and security in the Indian Ocean region,” Modi said on the need to ensure safety and security of sea-lanes of communications, safety and freedom of navigation in the shipping lanes and trade routes. Commenting on the Indo-Saudi strategic ties, the prime minister said, “We attach high priority to our friendly relations with the Kingdom of Saudi Arabia.” He said the traditionally close ties are anchored in the shared interests based on centuries-old economic and socio-cultural ties and vibrant people-to-people contacts.

“Our leadership has been working closely with the Saudi leadership towards further deepening our multifaceted ties for the common benefit of our two countries. The political commitment at the leadership level has been reflected by the fact that India has been identified as one of the eight strategic partners by Saudi Arabia,” he said.

Modi noted that the two countries were also progressing towards establishing the India–Saudi Arabia ‘Strategic Partnership Council’ which focuses on consolidating bilateral cooperation in specific areas under the Kingdom’s newly constituted Saudi Centre for International Strategic Partnership (SCISP). “India and Saudi Arabia ties will be a factor for stability, peace and security in our region and the world,” the prime minister said. Highlighting the areas of cooperation Modi said energy security remains a key pillar of strategic partnership. Through the established bilateral mechanism, India and Saudi Arabia have been holding energy consultations for past few years to explore the joint investment opportunities and cooperation between the two countries and also to encourage the Saudi private sector companies to invest in oil and gas sectors in India.

“We welcome the Saudi Aramco’s committed 50 per cent partnership in the USD 44 billion Ratnagiri Refinery project as an enhancing factor to our strategic partnership. We also welcome the interest of the Saudi Basic Industries Corp to invest in India,” he said. “During my visit to Riyadh in 2016, the two countries concluded the Framework Cooperation Agreement between Saudi Arabian General Investment Authority (SAGIA) and Invest India. We welcome greater investment of Saudi Arabia in our infrastructure and other areas including NIIF (National Investment and Infrastructure Fund, India’s first sovereign wealth fund),” Modi said.

The Taliban said the Moscow meeting — their most significant with Afghan politicians in recent memory — would discuss the withdrawal of foreign troops, peace terms and its vision for governance.

India and five Central Asian countries along with Afghanistan on Sunday condemned terrorism in all its forms and manifestations and agreed to cooperate in countering the menace which poses a threat to people across the world.

This was part of a joint statement issued at the end of the first ever meeting of the India-Central Asia Dialogue which also saw the participation of Afghanistan at the ministerial level in Samarkand.

External Affairs Minister Sushma Swaraj along with the foreign ministers of Afghanistan, Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan took part in the meeting.

"All sides condemned terrorism in all its forms and manifestations and agreed to cooperate in countering terrorism which posed a threat to the people and economies of the world," the statement said.

It referred to the ancient civilisational, cultural, trade, and people-to-people links between India and Central Asia and expressed commitment to dynamic and fruitful friendly relations and mutually beneficial cooperation between India and the Central Asian countries at bilateral and multilateral formats.

"The countries reaffirmed their willingness for cooperation, mutual support, joint solution on relevant issues in order to ensure security, stability and sustainable development," the statement said.

The ministers welcomed the participation of Afghanistan in the India-Central Asia Dialogue as an important land link in the regional cooperation, the transit of goods and energy and expressed support and commitment of Central Asian countries and India to peace, security and stability of Afghanistan.

They also called for an inclusive Afghan-led and Afghan-owned peace process and reconciliation, and assistance in the economic reconstruction of Afghanistan through the implementation of joint infrastructure, transit and transport, energy projects including regional cooperation and investment projects, the statement said.

The ministers noted the importance of sustainable economic growth in Afghanistan by attracting Afghan women to participate in the public life of the country and welcomed the successful holding of forums and conferences on this issue in the countries of Central Asia.&nbsp;

They also noted the results of the seventh Regional Economic Cooperation Conference on Afghanistan (RECCA VII), held in Ashgabat in November 2017 and expressed willingness to cooperate in preparation for the RECCA VIII meet in Tashkent in the second half of 2019.

India, Afghanistan, Central Asian nations agree to cooperate in countering terror

At least 595 people, including <a href="http://www.wionews.com/india-news/indian-government-says-pak-based-terror-groups-continue-to-train-cadres-to-infiltrate-by-sea-187875">Pakistani security officials</a>, have been killed and 1,030 others injured in 262 terror attacks in the country during 2018, according to a report.

<a href="http://13.232.42.114/south-asia/surgical-strike-figment-of-indian-imagination-pakistan-188101">Most of the attacks were targeted</a> at security and law enforcement agencies. Among these attacks, the most menacing were carried out on political leaders and workers.

The deadliest attacks took place in the run-up to the July 25 general elections, the Pak Institute for Peace Studies' (PIPS), an Islamabad-based think tank, said in its annual Pakistan Security Report 2018.

In July, a suicide bomber killed 128 people at an election rally in southwestern Pakistan in the second election-related attack. The bombing was the most deadly attack in Pakistan in over three years.

It stated that there was a "29 per cent decline in terrorist attacks and 27 per cent in consequent fatalities in 2018, compared to previous year".

The PIPS said that about 38 per cent of the total 595 people killed in acts of terrorism in Pakistan in 2018 was the result of five lethal attacks claimed by ISIS in Balochistan and Khyber-Pakhtunkhwa.

"Balochistan was the only region where terrorism-related killings surged, by over 23 per cent, when compared to 2017; most of these fatalities resulted from attacks by religiously-inspired militant groups," according to the report.

Around 171 attacks in entire Pakistan were perpetrated by the Tehreek-e-Taliban Pakistan (TTP) and its splinter groups Jamaatul Ahrar, Hizbul Ahrar and others, which killed 449 people.

Nationalist insurgent groups, mostly in Balochistan and a few in Sindh, carried out 80 attacks, martyring 96 people.

"As many as 11 terrorist attacks were sectarian-related, killing 50 people and injuring 45 others," it said.

More than half of these attacks, around 136, hit security and law enforcement agencies.

The security forces killed a total of 120 militants in 2018 as compared to 524 in 2017.

It noted that 24 attacks were against political leaders and workers, in which 218 people were killed martyred and 394 injured.

A total of 131 cross-border attacks from Pakistan's borders with Afghanistan, India, and Iran, claiming 111 lives and injuring 290 others.

Balochistan remained the centre of attention with 354 people martyred in attacks while 59 per cent of the total toll in Pakistan took place in the province.

The PIPS report called for comprehensive policy and action to completely end violence from the country.

It said that questions were raised on the status of those banned individuals who signed Paigham-e-Pakistan - a violence-opposing decree but continued to hold protests and even paralysing cities.&nbsp;
