Senior national security officials from the United States and Taiwan have held their first meeting in four decades this month, with the aim of deepening cooperation, the government in Taipei has said.

Taiwan and US officials hold rare meeting amid China tension

Taiwan displayed how its fighter jets can land, refuel and rearm on the island's highways Tuesday as part of its largest annual exercise simulating defence against a Chinese invasion.&nbsp;

The self-ruled island has long lived under the threat of invasion by Beijing which views Taiwan as part of its territory and has vowed to take it back by force if necessary.

Chinese military and diplomatic pressure have been significantly ramped up since the 2016 election of<a href="https://www.wionews.com/world/china-has-stepped-up-efforts-to-infiltrate-taiwan-president-217441"> President Tsai Ing-wen</a>, whose government refuses to acknowledge that the self-ruled island is part of "one China".

This week Taiwan's 23 million inhabitants have witnessed stark reminders of the military threats they face.

On Monday the streets were briefly deserted as authorities carried out an annual missile drill across the island's north, with text messages sent to every mobile phone and air raid sirens wailing.&nbsp;

The following day 1,600 soldiers were mobilised in central Taiwan as aircraft practised landing on a closed highway for the annual "Han Kuang" (Han Glory) war games.

Three jet fighters, as well as an early warning aircraft, also practised refuelling and loading missiles and other ammunition before taking off again.&nbsp;

Taiwan would be massively outgunned in terms of troop numbers and firepower in any war with China but it has developed sophisticated asymmetric tactics to hold out for as long as possible and make an invasion of the island hugely costly for Beijing.

"There are only a few military air bases which would become the prime targets in the event of an attack. The highway drill is necessary as highway strips would be our priority choice if the runways are damaged during a war," air force Colonel Shu Kuo-mao told reporters.

Inspecting the drill on Tuesday, president Tsai referred to the marked uptick in Chinese naval and airforce patrols in recent months which have rattled nerves.&nbsp;

"They have caused a certain degree of threat to regional peace and stability. We should maintain high vigilance," she said.

The manoeuvres in Taiwan come after the US, Japan, South Korea and Australia kicked off operation "Pacific Vanguard" near Guam, bringing together more than 3,000 sailors from the four countries last week.

Beijing has also been angered by warming relations between Taipei and Washington since Tsai came to power.

On Monday, Beijing reacted frostily to photos showing a rare meeting between uniformed Taiwanese officers and their US counterparts earlier this month.&nbsp;

Last week, China lodged a protest with Washington after two US warships sailed through the Taiwan Strait.

News brief: Big stories of the day

Taiwan's first official same-sex weddings kicked off Friday in a landmark moment for LGBT rights in Asia as gay couples took the historic step of registering as married, the culmination of a three-decade fight for equality.

Shane Lin and Marc Yuan, a couple who fell in love at college, were the first to arrive at a government office in downtown Taipei.

Dressed in matching suits, they embraced and kissed in front of a huge media scrum before signing their marriage certificates.

They were followed by playwright LiYing Chien and her girlfriend, a cartoonist who goes by the pen name Cynical Chick.

Taiwan made history last week when it became the first place in Asia to legalise gay marriage, sparking jubilation among huge crowds of gay rights supporters on the streets of Taipei.

But the issue has also caused deep divisions on an island that remains staunchly conservative, especially outside of the cities and among older generations.

Some 300 same-sex couples are expected to register on Friday, according to local authorities, around 150 in the capital Taipei which boasts a thriving and vocal gay community.

The city hall will co-host an outdoor wedding party near the famous Taipei 101 skyscraper, with local and foreign dignitaries expected to attend.

'Nervous'

Among those planning to tie the knot on Friday was social worker Huang Mei-yu, marrying her partner You Ya-ting.

"I am feeling nervous even though we already had a ceremony in 2012," she told AFP, referring to a religious blessing conducted by a progressive Buddhist master.&nbsp;

"But I am also very happy as it's faster than I had expected. I had thought I would have to wait 10 more years," she added.

Legal recognition of their love, Huang said, was a crucial step and might help others accept the relationship.

"Now that same-sex marriage is legally recognised, I think my parents might finally feel that it's real and stop trying to talk me into getting married (to a man)," she said.

For veteran gay rights activist Chi Chia-Wei, Friday's weddings are the culmination of a three-decade-long fight trying to persuade successive governments to change the law.

It was Chi who eventually petitioned Taiwan's Constitutional Court leading to a 2017 judgement that denying same-sex couples the right to marry was unconstitutional.

Facing an imminent court deadline, parliament finally passed a bill last Friday allowing same-sex couples to form "exclusive permanent unions" and another clause that would let them apply for a "marriage registration" with government agencies.

"I feel very happy that same-sex couples can finally register and be listed as each other's spouse. I am honoured to witness Friday's marriage registrations," he told AFP.

Conservative pushback

In the last decade, Taiwan has placed itself at the vanguard of gay rights in Asia but the issue has polarised society.

Conservative and religious groups mobilised after the court ruling and comfortably won a series of referendums last November in which voters comprehensively rejected defining marriage as anything other than a union between a man and a woman.

Conservative lawmakers put forward rival bills that offered something closer to limited same-sex unions but those measures failed as parliament comfortably passed the gay marriage law.&nbsp;

However, the new law still has restrictions not faced by heterosexual couples.&nbsp;

Same-sex couples can currently only adopt their partners' biological children and can only wed foreigners from countries where gay marriage is also recognised.

Gay rights groups say they are willing to accept partial equality for now in the hopes of winning later legal battles over issues such as adoption, surrogacy and marrying foreigners.&nbsp;

Opponents have vowed to punish President Tsai Ing-wen and the lawmakers who supported the gay marriage law at January's elections when Taiwanese will elect both a new president and a new parliament. &nbsp;

Pacific Island countries that have diplomatic ties with Taiwan should maintain them in the face of "heavy-handed" attempts by China to reduce Taiwan`s overseas contacts, a top US&nbsp;official said on Friday.

US Acting Assistant Secretary for Southeast Asia W. Patrick Murphy also said the United States was keen to help Pacific countries protect their sovereignty, in a region where the United States and is allies are competing for influence with China.

"Our encouragement on countries that have relations with Taiwan is to maintain the status quo," Murphy told reporters in Canberra, on a three-day visit to Australia.

China claims self-ruled and democratic Taiwan as sacred Chinese territory and merely a province with no right to state-to-state ties.&nbsp;

Taiwan is one of a growing number of flashpoints in the US-China relationship, which include a trade war, US sanctions and China`s increasingly muscular military posture in the South China Sea.

"China is changing (the) status quo, and the Pacific is a good example where China is attempting to reduce Taiwan’s diplomatic relations in the region," Murphy said.&nbsp; "And that`s kind of heavy-handed."&nbsp;

"Countries should be able to make their own independent choices of their partners in diplomatic relations, and do so on the basis of domestic ingredients, not foreign influence."

China has offered to help developing countries including in the Pacific, and many see Chinese lending as the best bet to develop their economies. But critics say Chinese loans can lead countries into a "debt trap".

Murphy said the United States was very keen to help countries "protect their sovereignty and their independence, to have viable alternatives and options to meet their development needs, their infrastructure needs, and their nation-building needs".

Taiwan has formal ties with just 17 countries, almost all small, less developed nations in Central America and the Pacific, like Belize and Nauru.&nbsp;

Five countries have switched over to China since Taiwan President Tsai Ing-wen took office in 2016. Others such as the Solomon Islands, where two-thirds of exports go to China, are weighing the merits of diplomatic relations with Taiwan.&nbsp;

Although Pacific Island states offer little economically to either China and Taiwan, their support is valued in global forums such as the United Nations and as China seeks to isolate Taiwan.

"Taiwan is a core issue for China, and it will not be backing down on that. The comments do little to provide a way forward for the US-China relationship to be repaired," said James Laurenceson, director of&nbsp;Australia-China Relations Institute at the University of Technology, Sydney.

This year,<a href="https://www.wionews.com/world/get-ready-for-difficult-times-chinas-xi-warns-during-trade-war-220625"> President Xi Jinping</a> renewed China`s longstanding threat to use force if necessary to bring Taiwan under its control.

Dozens of same-sex couples in Taiwan are rushing to the household registration office on the first day that a landmark decision to legalise same-sex marriage has taken effect. The office for registering the unions was packed on Friday as couples seized the earliest opportunity to tie the knot.

Taiwan allows gay couples to register marriages

Taiwan became the <a href="https://www.wionews.com/world/taiwan-parliament-to-vote-on-asias-first-gay-marriage-bill-219288">first place in Asia to legalise same-sex marriage</a> on Friday, as thousands of demonstrators outside parliament cheered and waved rainbow flags, despite deep divisions over marriage equality.

Lawmakers from the majority Democratic Progressive Party (DPP) backed the bill, which passed 66 to 27, though the measure could complicate President Tsai Ing-wen's bid to win a second term in presidential elections next year.

Despite heavy rain, some demonstrators outside parliament in Taipei, the capital, embraced tearfully while others hailed the vote with chants of "Asia's first," and "Way to go, Taiwan!"

The bill, which offers same-sex couples similar legal protections for marriage as heterosexuals, will take effect after Tsai signs it into law.

"Today, we have a chance to make history and show the world that progressive values can take root in an East Asian society," Tsai wrote on Twitter before the vote.

"Today, we can show the world that #LoveWins," added Tsai, who campaigned on a promise of marriage equality in the 2016 presidential election.

It was not immediately clear, however, if same-sex couples are entitled to key rights, such as adoption and cross-national marriage, with parliament continuing to discuss the measure on Friday.

The vote followed a years-long tussle over marriage equality that culminated in a 2017 declaration by the democratic island's constitutional court giving same-sex couples the right to marry, and setting a deadline of May 24 for legislation.

Taipei's colourful gay pride parade, one of Asia's largest, puts on display every year the vibrancy of the island's lesbian, gay, bisexual and transgender (LGBT) community.

Challenge for Tsai

However, Friday's measure could prove a challenge to Tsai's bid for a second term in a January presidential election, after a poll defeat last year for her DPP was blamed partly on criticism of her reform agenda, including marriage equality.

Late last year, Taiwan voters opposed same-sex marriage in a series of referendums, defining marriage as being between a man and a woman, while seeking a special law for such unions.

"How can we ignore the result of the referendums, which demonstrated the will of the people?" John Wu, a legislator from the opposition Kuomintang party, asked parliament before Friday's vote.

"Can we find an appropriate compromise solution? We need more dialogue in society."

Conservative groups that oppose same-sex marriage said the legislation disrespected the people's will.

"The will of some seven million people in the referendum has been trampled," one group, the Coalition for the Happiness of Our Next Generation said in a statement. "The massive public will strike back in 2020."

Australia passed laws allowing same-sex marriage in 2017, but such unions are not recognised by Hong Kong and neighbouring China, which regards Taiwan as a wayward province to be brought back into the fold by force if necessary.

Terry Gou, chairman of Apple supplier Foxconn, said on Wednesday he will contest Taiwan's 2020 presidential election, shaking up the political landscape at a time of heightened tension between the self-ruled island and Beijing.

Gou, Taiwan's richest person with a net worth of $7.6 billion according to Forbes, said he would join the already competitive race, and take part in the opposition, China-friendly Kuomintang (KMT) primaries.

His decision capped a flurry of news this week that began when Gou said on Monday he planned to step down from the world's largest contract manufacturer to pave the way for younger talent to move up the company's ranks.

He later announced he was considering a presidential bid and hinted he was close to a decision, and then told more than 100 people packed into a temple he would follow the instruction of a sea goddess who had told him to run for president.

The sea goddess Mazu is a popular deity in Taiwan and is believed to hold sway over one's safety and fortune.

"Peace, stability, economy, future, are my core values," Gou said later at the KMT's headquarters in Taipei.

He urged the party to rediscover its spirit, the honour of its members and the lost support of the youth, and to establish a fair and transparent system for the primary race.

The KMT's primary was already highly competitive, with contenders including a former KMT chairman, Eric Chu, and a former head of the island's parliament, Wang Jin-pyng.

The KMT has not agreed how the race should be run or how candidates will be decided.

Gou's bid, which requires KMT approval, comes at a delicate time for cross-strait relations and delivers a blow to the ruling pro-independence Democratic Progressive Party, which is struggling in opinion polls.

China-Taiwan relations have deteriorated since the island's president, Tsai Ing-wen, of the independence-leaning DPP, swept to power in 2016.

China suspects Tsai is pushing for the island's formal independence. That is a red line for China, which has never renounced the use of force to bring Taiwan under its control.

Tsai says she wants to maintain the status quo with China but will defend Taiwan's security and democracy.

'VERY PRO-CHINA'

A senior adviser to Tsai said Gou's bid could create problems, given his extensive business ties with China.

"This is problematic to Taiwan's national security," the adviser, Yao Chia-wen, said.

"He's very pro-China and he represents the class of the wealthy people. Will that gain support from Taiwanese?" Yao said, adding he believed Gou would face a tough battle in the KMT primary.

Tension between Taipei and Beijing escalated again on Monday, as Chinese bombers and warships conducted drills around the island, prompting Taiwan to scramble jets and ships to monitor the Chinese forces.

A senior US official denounced Beijing's military manoeuvres as "coercion" and a threat to stability in the region.

Gou has questioned Taiwan's ties with the United States and said this week the island should stop buying US weapons. He said peace was the best the defence.

William Stanton, professor at National Taiwan University and former head of the de facto US embassy in Taipei, said he would have concerns if Gou were to become president.

"I’d be concerned about how he would behave. He did not have a positive attitude towards the US," Stanton said.

The KMT, which once ruled China before fleeing to Taiwan at the end of a civil war with the Communists in 1949, said in February it could sign a peace treaty with Beijing if it won the presidential election.

Zhang Baohui, a regional security analyst at Hong Kong's Lingnan University, said Gou's run could mark the start of the most unusual election in Taiwan history.

"This is something entirely fresh for Taiwan politics - here is a candidate who sees everything through the pragmatic angle of a businessman rather than raw politics or ideology," Zhang said.

"He has no baggage and that will be a fascinating scenario."

Gou's news comes as Tsai is grappling with a series of unpopular domestic reform initiatives, from a pension scheme to labour law, which have come under intense voter scrutiny.

The KMT said this week Gou had been a party member for more than 50 years and had given it an interest-free loan of T$45 million ($1.5 million) in 2016 under the name of his mother, which had signalled his loyalty to the party.

Foxconn said on Tuesday Gou would remain chairman, though he planned to withdraw from daily operations.

It was not immediately clear when he planned to pull back or if his presidential bid would require him to step down from Foxconn. There were no regulations related to a company executive running for the presidency, the island's stock exchange said.

Foxconn's shares closed up 2.1 percent at T$91.80 ahead of Gou's formal declaration, the highest in six months. His Hong Kong-listed FIH Mobile closed up 28 percent, tracking the strength in parent Foxconn.

Foxconn's Gou throws hat in ring for Taiwan presidency, with blessing of sea goddess

Taipei hit out at China on Sunday for what it said was a "<a href="https://www.wionews.com/opinions/chinas-taiwan-conundrum-new-year-old-challenges-189496">reckless and provocative</a>" incursion by two fighter jets across a largely respected line dividing the two sides in the Taiwan Strait.

The Defence Ministry said <a href="https://www.wionews.com/photos/in-pics-taiwan-china-relations-since-1949-188037">Taiwan</a> scrambled its own aircraft on Sunday morning and broadcast warnings after two J-11 fighter jets crossed over the "median line" within the waters that separate the island from the mainland.

"At 11 am, March 31, 2 PLAAF J-11 jets violated the long-held tacit agreement by crossing the median line of the Taiwan Strait," the Ministry of Foreign Affairs said on Twitter.

"It was an intentional, reckless and provocative action. We've informed regional partners and condemn China for such behavior," the ministry added.

China has ramped up the number of fighter and warship crossings near Taiwan or through the straits in recent years, rattling nerves on the island at a time when relations are at a low point.

But it is highly unusual for them to cross the so-called median line, a widely agreed upon boundary that passes through the middle of the straits.

Taiwanese media said the last time Chinese jets had crossed the line was in 2011.&nbsp;

That incident was portrayed by both sides as an inadvertent mistake by two jets responding to a nearby US spy plane.

But on Sunday Taipei described the latest incursion as a deliberate act.&nbsp;

Presidential Office spokesman Alex Huang called the flights "provocative and damaging the cross-straits status quo".

The flights come a week after the US sailed a destroyer and a coastguard ship through the Taiwan Strait, angering Beijing.

Although the straits are an international waterway China often hits out when US or other western navy ships pass through them.

Beijing sees Taiwan as part of its territory awaiting unification, even though the two sides have been ruled separately since the end of a civil war in 1949.

Washington diplomatically recognises China over Taiwan but remains the island's chief military ally and arms supplier.

Earlier this month Taiwan said it had made a formal request to the US for new fighter jets.

Since 2002, the US has repeatedly denied such requests, fearing a possible backlash from Beijing.

But in that time China has massively increased spending on its armed forces, including highly advanced fifth-generation jet fighters.

That has left Taiwan with an ageing airforce that analysts say is outgunned and in desperate need of an upgrade.

Taiwan blasts China for 'reckless' fighter jet incursion

Taiwan has made a formal request to the United States for new fighter jets to defend itself against increasing Chinese threats, Deputy Defence Minister Shen Yi-ming told reporters Thursday.

"We made the request to purchase (fighter jets) because China has been increasing its military strength and we are starting to have an imbalance of power in our air defence capabilities," Shen added.

The request, if granted, could ramp up tensions between China and the United States.&nbsp;

Taiwan asks US for new fighter jets to defend against China

Taiwan President Tsai Ing-wen took a dig at China's lack of freedom in a message to mark Tuesday's start of the Lunar New Year, saying she hoped ethnic Chinese all over the world could experience the "blessing" of democracy.

President Xi Jinping has stepped up pressure on the democratic island since Tsai, from the pro-independence Democratic Progressive Party, became president in 2016.

He kicked off 2019 with a speech warning that China reserves the right to use force to bring Taiwan under its control, though it will strive for peaceful "reunification".

Taiwan is able to maintain cultural traditions and is committed to upholding the values of freedom and democracy, Tsai said in the message, posted late on Sunday on her official social media accounts.

"Those in places lacking democracy may not understand this commitment. We hope that ethnic Chinese all over the world can experience this blessing," she added, without directly mentioning China.

"So I want to make three new year's wishes for our ethnic Chinese friends both at home and abroad. I hope that you may all enjoy democracy, freedom and continued prosperity."

There was no immediate reaction from Beijing. Xi's new year's speech, also on Sunday, did not mention Taiwan, apart from new year wishes to people on the island.

Taiwan is gearing up for presidential elections early next year. Tsai's party suffered stinging losses to the China-friendly Kuomintang in mayoral and local elections in November.

Tsai has repeatedly called on China to respect Taiwan's democracy and to embrace democratic reforms itself.

Taiwan has shown no interest in being ruled by autocratic China, where Xi has overseen a sweeping crackdown on dissent since assuming office six years ago and the ruling Communist Party has tightened controls on all facets of society.

'Hope ethnic Chinese could experience blessing of democracy,' Taiwan takes dig at China in new year message

Taiwanese forces concluded two days of <a href="http://www.wionews.com/opinions/chinas-taiwan-conundrum-new-year-old-challenges-189496">drills simulating enemy invasion</a> and the safeguarding of the weapon systems, amid tensions with China.

The exercises came after a message from <a href="http://www.wionews.com/world/us-eyes-taiwan-risk-as-chinas-military-capabilities-grow-190644">Chinese President Xi Jinping to "Taiwanese compatriots"</a> in which he signalled a strong will to speed up "re-unification" with Taiwan and failed to rule out the use of force to achieve this goal.

Taipei said the drills were aimed at enhancing combat readiness ahead of the Lunar New Year and hoped to put the Taiwanese public at ease before the long holiday starting on Lunar New Year eve on February 4th.

"We are practicing wherever there could be war. We let our troops practice in different weather conditions and practice real-life situations over and over again in different places of warfare," the ministry of defence spokesman said, adding,"In this process, there was no brief or preparation, that is to say, by using this real-life approach, all troops can understand their roles and missions during war and steadily improve their abilities."

Taiwan's air force, infantry and and navy took part during the drill, fending off a make-believe attack by hostile forces. Helicopters, tanks and rocket launchers could be seen firing off rounds of live ammunition, while Mirage fighter jets had their engines tested and were taken for a spin by pilots. Taiwan relies on its fleet of fighter jets to respond to increasing manoeuvres by Chinese air force around the island.

"We are actively continuing the plan of having a self-sufficient national defence including developing domestic aircraft and submarines," the defence ministry spokesman informed.&nbsp;

Washington has no formal ties with Taiwan but is bound by law to help it defend itself and is the island’s main source of arms. The Pentagon says Washington has sold Taiwan more than $15 billion in weaponry since 2010.

Watch: Amid tensions with China, Taiwan conducts live fire drills simulating 'enemy invasion'

The United States is closely watching Chinese intentions toward Taiwan, concerned that Beijing's growing military prowess may increase the risk it could one day consider bringing the self-ruled island under its control by force, a US official said on Tuesday.

The senior US defence intelligence official, who spoke to reporters on condition of anonymity, did not predict that China's military, known as the People's Liberation Army (PLA), would take such a step but said such a possibility was the top worry as <a href="https://www.google.com/url?q=http://www.wionews.com/world/china-already-leads-the-world-in-some-military-technology-pentagon-report-190597&amp;sa=U&amp;ved=0ahUKEwitkoHo0vHfAhUW3Y8KHdmXDXgQFggFMAA&amp;client=internal-uds-cse&amp;cx=006054055338965708568:09spwrlibei&amp;usg=AOvVaw2plz0va-glQArWFANWel6q">China </a>expands and modernizes its military capabilities.

"The biggest concern is that ... they are getting to a point where the PLA leadership may actually tell Xi Jinping that they are confident in their capabilities," the official said, referring to China's president.

Pressed on whether the official was referring to Chinese confidence in its capabilities to be able to successfully win a battle with Taiwan, the official said, "Well, specifically that would be the most concerning to me."

Taiwan is only one of a growing number of flashpoints in the <a href="https://www.google.com/url?q=http://www.wionews.com/business-economy/world-economy-to-slow-this-year-due-to-us-china-trade-conflict-world-bank-189112&amp;sa=U&amp;ved=0ahUKEwih_paA0_HfAhVJXSsKHbDCDWAQFggFMAA&amp;client=internal-uds-cse&amp;cx=006054055338965708568:09spwrlibei&amp;usg=AOvVaw0Gtz0a361tP0-nlu0XAStT">US-China relationship</a>, including a trade war between the countries, US sanctions on the Chinese military, and China's increasingly muscular military posture in the South China Sea.

However, in meetings with Pentagon leaders, PLA officials have long described Taiwan as China's most sensitive issue.

China has repeatedly sent military aircraft and ships to circle the island on drills in the past few years and worked to isolate the island internationally, whittling down its few remaining diplomatic allies.

It has also strongly objected to US warship passages through the Taiwan Strait this year and issued a terse warning about Taiwan after talks in Beijing on Tuesday with the US Navy`s top officer, Admiral John Richardson.

WHATEVER IT TAKES

In the talks, Chinese General Li Zuocheng, chief of China’s Central Military Commission Joint Staff Department, stressed that Taiwan was "China's internal affairs" and that Beijing would allow "no external interference."

"If someone tries to split Taiwan from China, the Chinese military will do whatever it takes to safeguard national reunification, national sovereignty, and territorial integrity," according to an English-language statement by China's defence ministry on the talks.

Washington has no formal ties with Taiwan but is bound by law to help it defend itself and is the island’s main source of arms. The Pentagon says Washington has sold Taiwan more than $15 billion in weaponry since 2010.

Xi has stepped up pressure on the democratic island since Tsai Ing-wen from the pro-independence Democratic Progressive Party became president in 2016.

On January 2, Xi said in a speech that China reserved the right to use force to bring Taiwan under its control but would strive to achieve peaceful "reunification."

Still, the US defence intelligence official cautioned against over-reacting, noting Xi could believe he has plenty of time to achieve reunification with Taiwan.

The official also cautioned that China`s military still faced gaps in its capabilities.

"They could order them to go today, but I don't think they're particularly confident in that capability," the official said.&nbsp;

Also on Tuesday, the Defense Intelligence Agency released a report describing Taiwan as the "primary driver" for China's military modernization, which it said had made major advances in recent years.

US defence officials have become particularly alarmed about China's advances in super-fast "hypersonic" technology, which could allow it to field missiles that are far harder to detect.&nbsp;

"The result ... is a PLA on the verge of fielding some of the most modern weapon systems in the world. In some areas, it already leads the world," the report said.

"The biggest concern is that ... they are getting to a point where the PLA leadership may actually tell Xi Jinping that they are confident in their capabilities," the official said, referring to China's president. Pressed on whether the official was referring to Chinese confidence in its capabilities to be able to successfully win a battle with Taiwan, the official said, "Well, specifically that would be the most concerning to me." Taiwan is only one of a growing number of flashpoints in the US-China relationship, including a trade war between the countries, US sanctions on the Chinese military, and China's increasingly muscular military posture in the South China Sea. WHATEVER IT TAKES In the talks, Chinese General Li Zuocheng, chief of China’s Central Military Commission Joint Staff Department, stressed that Taiwan was "China's internal affairs" and that Beijing would allow "no external interference." "If someone tries to split Taiwan from China, the Chinese military will do whatever it takes to safeguard national reunification, national sovereignty, and territorial integrity," according to an English-language statement by China's defence ministry on the talks. On January 2, Xi said in a speech that China reserved the right to use force to bring Taiwan under its control but would strive to achieve peaceful "reunification." Still, the US defence intelligence official cautioned against over-reacting, noting Xi could believe he has plenty of time to achieve reunification with Taiwan. The official also cautioned that China`s military still faced gaps in its capabilities. "They could order them to go today, but I don't think they're particularly confident in that capability," the official said. Also on Tuesday, the Defense Intelligence Agency released a report describing Taiwan as the "primary driver" for China's military modernization, which it said had made major advances in recent years. US defence officials have become particularly alarmed about China's advances in super-fast "hypersonic" technology, which could allow it to field missiles that are far harder to detect. "The result ... is a PLA on the verge of fielding some of the most modern weapon systems in the world. In some areas, it already leads the world," the report said.

The year 2018 marked a shift in China debate from “Cooperation to Competition” in the media and academia around the world. It all began in March, 2018 when National People’s Congress of the Chinese Communist Party (CCP) extended Xi Jinping’s presidential term indefinitely.&nbsp;

Xi’s signature project Belt and Road initiative (BRI), a Chinese grand strategy to reclaim centre stage in world affairs through economic trade and infrastructure investments, has faced criticism because of its 'debt-trap diplomacy'.

In last five years,&nbsp;China has built seaports which can be used for both civilian and military usage, hence, it is going to increase Chinese strategic influence on many critical choke points and sea lanes of communications along the shipping routes of the world.&nbsp;

According to the Lowy Institute’s Asian Power Index 2018, China is evaluated as an Asian superpower, enjoying the superpower status with the US in Asia. On the account of these major backdrops, Trump administration started a tariff war for middle income trapped Chinese economy, where GDP to debt ratio is now believed to be more than 300 per cent, a dangerous sign indeed.&nbsp;

This tariff war has started to look uglier in the light of geo-technological competition between the US and China as one can see in the case of Chinese telecom giants Huawei and ZTE. Over the years, the Chinese 'one-party system' maintained their political legitimacy based on the Han-nationalism and export-driven economic development. It is interesting to watch how CCP will use Han-nationalism especially when tariff war has started to bite the future prospects of economic growth in general.

Last week, Xi’s speech on the occasion of 70th anniversary of&nbsp;the founding of the People's Republic of China (PRC), stirred a fresh round of debate and discussion regarding the future of “one country and two systems” of Taiwan under 1992 consensus. Indeed, Taiwan has always been China’s Achilles Hills. &nbsp;

During her 2019 new year speech, Taiwanese President Tsai Ing-wen, leader of Democratic Progressive Party (DPP), warned city and county officials to take caution in talks with Chinese authority, after pro-China opposition Kuomintang (KMP) won a local election in November, 2018.&nbsp;

Thanks to the democratic dividend in Taiwan, both popular Taiwanese political leaders, Tsai Ing-wen (DPP) and Ma Ying-jeou (KMT) rejected Chinese President Xi’s proposal of “one country and two systems” under 1992 consensus.&nbsp;

Even former Taiwanese President Ma Ying-jeou disputed the Chinese interpretation of 1992 consensus. Both major political parties, DPP and KMT are willing to enter into discussion with Xi administration, but without any Chinese precondition. In order to have a comprehensive understanding of the political situation, however, one must need to understand the legal nature of Taiwan’s constitutional order too. Any proposed amendment towards the Independence of Taiwan will require constitutional amendments.

It is a daunting task, therefore, to take the opposition parties on board with the ruling parties, which requires the approval of three-quarters of the members of the Legislative Yuan and endorsement of over half of eligible voters of Taiwan. These political scenarios pose some serious questions, which need to be analysed in the near future: Prior to the 20th party congress of CCP, can Xi administration be able to “reunify” Taiwan forcefully? Why there is a clash of interpretations on “1992 consensus” between China and Taiwan? How fundamentally “1992 Consensus” is different from “One China policy”? What are those historical trajectories, which led to creating complicated political scenarios in Taiwan? How crucial will be the role of local Taiwanese people in deciding the future of Taiwan? Based on the analysis of the above mentioned geopolitical and geo-economic realities in the Indo-pacific region, one cannot ignore the crucial role of the superpowers in deciding the political future of Taiwan. &nbsp;

No doubt, the US has far superior military might than the Chinese military. The US Navy is equivalent to the next thirteen Navies put together, while the US defence budget is equal to the next seven largest national defence budgets in the world. On January 1, 2019, Trump administration signed Asia Reassurance Initiative Act (ARIA), signalling the US Congress alignment for reinvigorating the US alliance and cultivating emerging regional partnerships for the Indo-Pacific region. Earlier in March, 2018, Trump administration passed the Taiwan Travel Act (TTA) for high-level diplomatic exchanges between the US and Taiwan. Though the US supports 'One China policy', the catch here is the very definition of the term “One China” for both countries. Later in June, 2018, the US established a de facto embassy along with 400 staffs in Taipei. The US has already normalised the arms sales to Taiwan.&nbsp;

The US Navy has run freedom of navigation three times in the international water of Taiwan Strait. By all account, Sino-US bilateral relation certainly cannot be described as one of the best phases. &nbsp;

In conclusion, the need of the hour is the use&nbsp;of political wisdom by all three parties involved in the Taiwan crisis namely China, Taiwan and the US. One must need to avoid any sort of armed conflict to resolve this crisis. It is only through dialogue, discussion and proper consultation by keeping consideration of local people’s opinion in Taiwan, peace and stability in the Indo-Pacific region can be restored. &nbsp;

China’s Taiwan conundrum: New year, old challenges

Taiwan on Friday appointed the former chairman of its ruling pro-independence party as premier, after the<a href="http://www.wionews.com/world/taiwan-premier-cabinet-to-quit-after-local-election-defeat-189441"> incumbent resigned </a>along with the entire cabinet, in response to local election defeats.

November's election losses presented a major challenge to President Tsai Ing-wen, who faced mounting criticism at home over her reform agenda while facing renewed threats from China, which considers the self-ruled island its own.

Tsai appointed Su Tseng-chang, a two-term former chairman of her Democratic Progressive Party (DPP), saying Taiwan faced challenges amid rising Chinese threats and trade tension between key backer the United States and China.

"Taiwan's democracy and development must face certain challenges," Tsai said, adding that China was looking to force its "one country, two systems" structure on the island.

Su vowed to lead the administration amid the challenges and learn from earlier mistakes.

"The situation is difficult and the task is tough," he said.

Su's appointment followed the widely expected resignation of William Lai, the second premier to quit since Tsai took office in 2016, in line with a practice of leaders quitting when their party loses a major election.

"I must resign to take responsibility for the election defeat," Lai told a cabinet meeting earlier on Friday.

Taiwan's premier forms the cabinet and runs the government on a day-to-day basis. New ministerial appointments are expected soon.

Just a year ahead of the next presidential election, analysts say Tsai and the new premier must shore up public support for the government's policy on China ties and further boost the island's export-reliant economy in a challenging year amid the<a href="http://www.wionews.com/world/explaining-the-us-china-trade-war-which-grabbed-spotlight-in-2018-185043"> China-US trade war</a>.

Su was appointed premier in 2006 by former president Chen Shui-bian, who infuriated Beijing and strained Taiwan's relationship with the United States during his tenure from 2000 to 2008.

Su, nicknamed "light bulb" by his supporters for his bald head, has led Taiwan's most populous New Taipei City for years. He was defeated by a candidate from the China-friendly opposition Kuomintang in November.

Tsai has said her administration would reflect on the election defeats but would stand firm to defend Taiwan's democracy in the face of renewed Chinese threats.

Chinese President Xi Jinping, who has stepped up pressure on Taiwan since Tsai became president, threatened this month to use force to bring the island under Beijing's rule and urged "reunification".

"The new premier not only has to focus on domestic matters but must also pay much more attention to cross-Strait and national security issues," Yao Chia-wen, a senior adviser to the president, told Reuters.

He said the new premier must deal with issues such as the prevention of swine fever from China and possible election interference.

Some from within the embattled leader's party have urged Tsai not to seek re-election. She has not explicitly said whether she would run for president in 2020 but has warned against Chinese efforts to interfere with elections.

Taiwan appoints new premier after resignations over poll defeats

Taiwan independence would lead to "disaster", Chinese President Xi Jinping said on Wednesday, pledging efforts for peaceful "reunification" with the self-ruled island but warning China would not renounce the use of force.

Speaking at Beijing's Great Hall of the People on the 40th anniversary of a key Taiwan policy statement, Xi said reunification must come under a one-China principle that accepts Taiwan as part of China, anathema to supporters of Taiwan independence.

All people in Taiwan must "clearly recognise that Taiwan independence would only bring profound disaster to Taiwan", Xi said.

"We are willing to create broad space for peaceful reunification, but will leave no room for any form of separatist activities," he said.

"We make no promise to renounce the use of force and reserve the option of taking all necessary means," he said, adding that the issue is China's internal affair and that it would permit "no external interference".

Chinese Nationalist forces fled to Taiwan in December of 1949 after losing a civil war to the Communists.

While today the two sides have close business, cultural and personal links, proudly democratic Taiwan has shown no interest in being ruled by autocratic Beijing.

China's Xi says Taiwan independence would be disaster, calls for peaceful 'reunification'

After President Xi declared that China's <a href="http://www.wionews.com/world/chinas-xi-says-taiwan-independence-would-be-disaster-calls-for-peaceful-reunification-187828">reunification with Taiwan was "inevitable"</a>, President Tsai Ing-Wen said Taiwan "will never accept "one country, two systems".

During his address, President Xi had said that <a href="http://www.wionews.com/world/we-urge-us-to-respect-one-china-principle-and-avoid-damaging-peace-in-taiwan-straits-china-180222">"China must and will be united" adding</a> that it was "an inevitable requirement for the great rejuvenation of the Chinese people in the new era."

Xi further said that&nbsp;"one country, two systems" approach that would "safeguard the interests and well-being of Taiwanese compatriots".

However, Taiwan President Tsai who was elected two years ago refused to agree with the Chinese president. Tsai said that it would never accept the "92 Consensus" explaining that "92 Consensus"&nbsp; "as defined by Beijing authorities really means "One China"&nbsp;and 'one country, two systems'."&nbsp;

"Today's speech by China's leader has confirmed our doubts. The majority of the Taiwanese public also resolutely oppose 'one country, two systems'. This is the 'Taiwan consensus'," the Taiwan president declared.

Meanwhile, China took a jibe at the US over President Trump's recent signing into law of the Aria Act which sought increased US engagement in the Indo-Pacific and support&nbsp;for US allies namely Taiwan which included arms trade.

The act envisages a $1.5 billion fund to provide economic and security support to US allies in the region. The reaffirmed that cross-Strait disputes must reach a "peaceful resolution acceptable to both sides of the Taiwan Strait."&nbsp;

China said the bill breaches the "one China" principle and the China-US three joint communiqués.

"It rudely interferes with China's internal affairs. China expresses strong dissatisfaction and strong opposition to the US's stubborn signing of this bill. We have already made stern representations to the US over this," China's foreign ministry spokesman Lu Kang said.

In the past year, China has repeatedly called the US to respect the "One China" policy even as the Trump administration has openly carried out naval exercise along the Taiwan Straits.

"We advise the US to pay attention to President Xi Jinping's speech this morning regarding the Taiwan issue, in which President Xi stressed that the Taiwan issue is China's internal affairs, and that it concerns China's core interest and Chinese people's national feeling," the foreign ministry said, adding,"brooks no foreign interference."&nbsp;

The ministry further pointed out that it hoped the US would deal with "Taiwan issue with caution so as to avoid harming the general picture of China-US relations and peace and stability in the Taiwan Strait."

Resolutely oppose 'one country, two systems': Taiwan President Tsai on Xi's China 'reunification' plan

A search was underway for 152 Vietnamese who arrived in Taiwan on tourist visas, authorities said Wednesday, as local media reported they may have come to the island to work illegally.

The tourists have issued visas under an initiative launched three years ago to attract more visitors to Taiwan from the south and southeast Asia.

A total of 153 Vietnamese nationals arrived in southern Kaohsiung city over the weekend -- and only one has been tracked down, according to Taiwan's National Immigration Agency.

"The agency has set up a task force and worked with the police to investigate the tourists who are unaccounted for and the group behind them," it said in a statement, without elaborating.

Local media speculated that the Vietnamese may have come to Taiwan to work illegally.

They face deportation and a three- to five-year ban from the island, the immigration agency said.

About 150 tourists had previously gone missing under the programme, according to the Tourism Bureau, though it is not clear how many of them were found.

Meanwhile, Vietnam's Ministry of Foreign Affairs told AFP it had asked Taiwanese authorities for clarification on the case and sought coordination so bilateral tourism and exchange programmes would not be affected.

The visas of the missing Vietnamese have been revoked and Taiwan's representative office in Vietnam has suspended issuing tourist visas to another 182 Vietnamese whose applications were approved by the Tourism Bureau, Taiwan's foreign ministry said.

The tourism programme is part of Taiwan's "southbound policy", which targets 16 south and southeast Asian countries, as well as Australia and New Zealand, in a bid to boost tourism as arrivals from mainland China decline.

The number of tourists from the mainland has slid dramatically as relations with China deteriorate, with speculation authorities are turning off the taps to pressure the government of the Beijing-sceptic President Tsai Ing-wen, who came to office in 2016.

Taiwan searches for 152 missing Vietnamese tourists

China today expressed <a href="http://www.wionews.com/world/watch-china-conducts-limited-live-fire-drills-in-taiwan-straits-131380">concern over US Naval ships</a> passing through Taiwan Straits.

"China has closely watched and has fully grasped the whole route of the United States warships sailing through the Taiwan Strait. China has already expressed our concerns to the United States," a foreign ministry spokesman said.

China had earlier expressed its dissatisfaction over US plans to sell a batch of military parts to the Taiwanese government. The United States sent two Naval ships through the Taiwan Strait on Wednesday riling the Communist state.

The Taiwan issue is related to China's sovereignty and territorial integrity. It is the most important and sensitive issue in China-US relations," the spokesman added.

The US plans to sell F-16 fighter and the C-130 cargo plane including US ship standard spare parts for several aircrafts, a move which was frowned upon by China recently. China had accused US of violating "international laws and norms governing foreign relations".

China considers Taiwan as one of its provinces and has been at loggerheads with the Taiwan government since the 1940s. The US and Taiwan have been close allies since the 1970S with Washington being a major arms supplier to the island nation.

"We urge the United States to respect the one-China principle and the provisions of the three joint communiqués, cautiously and appropriately handle the Taiwan issue, avoid damaging the peace and stability of the Taiwan Straits and China-US relations," the spokesman added.

Taiwan has also been engaged in a bitter conflict with China over the South China Sea along with other nations insisting on "freedom of navigation", a move which was backed by US vice-president Mike Pence earlier.

Pence had said there was no place for "empire and aggression" in the Indo-Pacific region, referring to China's tiff with nations in the Pacific who have opposed China's South China Sea strategy.

The US has often called for a stop to the "militarization" of the South China Sea. The confrontation and conflict approach has marred US-China relations in recent months in the middle of an uncomfortable trade war.

We urge US to respect one-China principle and avoid damaging peace in Taiwan Straits: China

After more than three decades together, Wang Tien-ming and Ho Hsiang finally decided to tie the knot when Taiwan's top court ruled last year that same-sex marriage must be legalised.&nbsp;

But those wedding plans are on hold after conservative groups won a referendum battle over equal marriage which couples fear could water down their newly won rights.&nbsp;

The original landmark court decision in May 2017 made Taiwan the first place in Asia to legalise same-sex marriage -– it ruled the change must be implemented within two years and sparked a wave of optimism in the LGBT community.

But almost 18 months have already passed as the government drags its feet in the face of conservative opposition.&nbsp;

A referendum on whether marriage should only be recognised as between a man and a woman in Taiwan's Civil Code won <a href="http://www.wionews.com/world/anti-gay-marriage-groups-win-taiwan-referendum-battle-179211">more than seven million votes Saturday</a>, as did another calling for same-sex unions to be regulated under a separate law.&nbsp;

Gay rights activists had proposed that the Civil Code should give same-sex couples equal marriage rights, but only garnered three million votes.&nbsp;
Ho said that after the original court ruling he believed he and Wang would be granted rights given to heterosexual married partners, including recognition as next of kin.

This made the couple think they could at last buy a house together, Wang told AFP, assured that if one of them died the other would inherit.&nbsp;

Wang, 57, is also the main carer for Ho, 75, who suffers from Parkinson's disease. He describes their relationship as "love at first sight".

"I want to get married because I want to say to the world: 'I don't want to be deprived of what is my basic right'," Wang said.

'Second class citizens'&nbsp;

Although the government has made clear the referendum results would not impact the court's original decision to legalise gay marriage, which should automatically be implemented next May, pro-gay marriage campaigners worry that their newly won rights will be weakened.&nbsp;

The court did not specify how it wanted gay marriage to be brought in, leaving room for conservative groups to call for separate regulations.&nbsp;

As Saturday's conservative referendums passed the threshold of 25 per cent of eligible voters, the government must by law take steps to reflect the result.
Ho said he would not accept anything less than the amendment of the existing marriage law as laid out in the Civil Code to put gay couples on an equal footing with heterosexual couples.&nbsp;

"Having a special marriage law (for gay couples) means we are like second class citizens," he told AFP, adding that having a two-tier system would dent Taiwan's reputation as a trailblazer for equal marriage rights on the international stage.

"The Taiwanese value equality and freedom. If the gay community is been treated like second class citizens, where's the equality? This is our soft power," he said.&nbsp;

Taiwan's government has not yet responded to the referendum result and what impact it will have.&nbsp;

Kuo Huai-wen and her partner of 13 years had also been hoping to marry on the first day that the court's decision was implemented -- a day that is yet to come.&nbsp;

Kuo, 40, said she was "saddened and disappointed" over the referendum result, but still felt encouraged that three million people had backed the pro-gay marriage vote.&nbsp;

Kuo is pregnant with the couple's second child and said they would be forced to accept a union under a separate law for the sake of their children, even though they do not agree with it and want equal marriage rights.

"We have to be practical as we have kids and we can't afford to have all or nothing," said Kuo.

"We will register even if it's under a separate law, not because we are satisfied with that but because we need immediate protections."

Taiwan's same-sex couples put future on hold after vote defeat

Taiwan began voting on Saturday in local elections, a key test of support for the island's pro-independence ruling party ahead of presidential polls in just over a year, and will also hold a referendum on same-sex marriage.

The results will be closely watched in China, which claims self-ruled and proudly democratic Taiwan as its own and which has ramped up pressure on President Tsai Ing-wen and her administration since taking office in 2016.

In the run-up to the election, Tsai and her government have repeatedly said China is attempting to sway election results with its "political bullying" and "fake news", accusations Beijing denies.

"This is a fight for democracy," Tsai said at a rally in northeastern Taiwan on Friday.

"Our vote is a demonstration to the world that false information and external forces will not defeat Taiwan's democracy and the dignity of the Taiwanese."

More than 11,000 seats are up for grabs in municipalities, counties, townships and villages, with the southern city of Kaohsiung a key battleground for the ruling Democratic Progressive Party (DPP), which has held the city for two decades.

Candidates have fanned out across the island to press the flesh and canvass votes, and have held noisy, colourful rallies that have become the hallmarks of Taiwan's vibrant democracy, in marked contrast to China where the Communist Party tolerates no dissent to its rule.

Tensions across the Taiwan Strait have heightened with China conducting military drills around the island and snatching away Taiwan's dwindling number of diplomatic allies.

Tsai's domestic reform initiatives, from the island's pension scheme to labour law, have also come under intense voter scrutiny recently.

Confidence in the government has waned in recent months after reform moves upset both the opposition and some supporters, who said Tsai had backed away from promises to reduce the deficit and cut pollution.

Underscoring Tsai's challenge will be a series of public votes on Saturday on whether to make same-sex marriage legal, an issue which has deeply divided Taiwan.

Tsai has made little progress despite campaigning on a promise of marriage equality in the run-up to elections in 2016.

In Asia's first such ruling, Taiwan's constitutional court declared in May last year that same-sex couples had the right to legally marry, and set a two-year deadline for legalisation.

Voters will also be asked whether the island should join the 2020 Tokyo Olympics as Taiwan, rather than "Chinese Taipei" – the name agreed under a compromise signed in 1981.

A vote to compete under a Taiwan banner would further rile Beijing, which has never renounced the use of force to ensure eventual unification.

The conservative group also beat gay rights activists on competing for referendums about whether LGBT issues should be compulsory on the school curriculum.

"Everyone used every single 'yes' vote to tell the authorities what are the mainstream public opinions," the coalition said.&nbsp;

Jennifer Lu, a spokeswoman for Marriage Equality Coalition Taiwan, said they were saddened by what she described as the "absurd referendums" and blamed government "incompetence" for allowing the anti-gay marriage votes to go ahead.&nbsp;

The Chinese-speaking world`s version of the Oscars, the Golden Horse Awards, has created a sharp political divide between film stars and directors as the annual event becomes a lightning rod for questions about Taiwanese independence.

At Saturday`s ceremony, held in Taipei, documentary filmmaker Fu Yue called for Taiwan to be recognised as "an independent entity", sparking off a live sparring match between mainland and Taiwanese stars at the glitzy show.

Mainland actor Tu Men, while presenting an award, referred to Taiwan as "China Taiwan", while the chair of the awards committee, Oscar award-winning director Ang Lee, told reporters after the show that everyone was allowed to say what they wanted to say on stage.

However, he added: "We hope that art can be art, and that no political issues will interfere with it because art is very pure."

Taiwan is self-governed and has a democratically elected leadership, but China claims the island as a breakaway province and has not ruled out the use of force to ensure unification. The question of Taiwanese independence is one of Beijing`s most sensitive political concerns.

Tensions between China and Taiwan have grown since pro-independence President Tsai Ing-wen took power in 2016. Taiwan is now preparing for local elections on Saturday, seen as a bellwether for the ruling party`s performance in the 2020 presidential race.

Tsai herself weighed into the debate on Sunday saying that Taiwan had never accepted being called "China Taiwan".&nbsp;

"We can`t accept this term. Taiwan is simply Taiwan," she said on Facebook, adding she was "proud" of the awards ceremony which "highlighted that Taiwan was different from China, that being in our freedom and diversity".

"Taiwan is a democratic and open society," she said. "No one here will be silenced or disappeared because they have different views. We have no sensitive words that will be censored online."

Social media users also left close to 20,000 comments on Fu`s Facebook account after the show, with some criticising her support for Taiwan independence while others praised it. Some said she should not have politicised the ceremony.&nbsp;

In a separate statement on Monday, Taiwan`s ruling Democratic Progressive Party said the criticism of Fu was an attempt at "election interference from outside forces".

The Golden Horse Awards was one of the most discussed topics on China`s Twitter-like Weibo platform on Sunday, with a number of mainland stars also posting supportive posts about China`s claims over Taiwan.

China on Wednesday urged the United States to stop official contacts or military ties with Taiwan and abide by the one-China principle so as not to harm the China-US relations.

Chinese Ministry of Foreign Affairs spokesman Lu Kang made the statement at a press briefing in Beijing in response to a meeting between US and Taiwan military officers.

"China resolutely opposes the United States' engagement in any form of official contacts or military ties with Taiwan. This stance has been consistent and clear," said Lu.

Lu said China urges the US to honestly abide by the one-China principle and the provisions in the three joint communiques between China and the US, and stop any official contacts or military ties with Taiwan and arms sales to Taiwan.

"We hope the US could cautiously handle the issues related to Taiwan so as not to affect the China-US&nbsp;relations and the peace and stability across the Taiwan Straits," said Lu.

Watch: China urges US to stop military contact with Taiwan

aiwan Air Force Staff Sergeant Jiang Pin-shiuan's pitch to freshmen at Taipei's Tamkang University seemed compelling: join the island's armed forces and get a state-sponsored degree, 110 days of leave each year and annual savings of T$312,500 ($10,200).

But many listening students showed little interest, arguing national service was a "waste of time" and prospects of the self-ruled island standing up economically or militarily to an increasingly aggressive China were slim.

"China could simply crush Taiwan with its economic power. There's no need for a war, which wastes money," said 18-year-old Chen Fang-yi, an engineering major. "I do not have much confidence and expectation for the national army."

From lectures in universities and high schools across the island, life-size dancing dolls to a flash mob performance by a special forces unit, Taiwan's military is working hard to recruit soldiers as it moves to a fully volunteer force after decades of conscription.

Taiwan vowed in 2011 to phase out conscription to cut costs and boost the professionalism of its forces as it tries to better deter the Chinese threat through enhanced cyber warfare capabilities and other high-tech weapons.

The island's defence ministry said it will be able to reach a target of enlisting 81 percent of the estimated 188,000 volunteer troops needed to defend against any attack by Beijing by year-end. It hopes to raise that to 90 percent by 2020.&nbsp; &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

Beijing sees self-ruled Taiwan as a wayward province and has never renounced the use of force to bring it to heel.

But military experts and government auditors say recruitment is proving challenging and the growth in voluntary recruitment isn't fast enough to catch up with a worsening military imbalance across the strait.

China, whose official defence budget grew to roughly 15 times that of Taiwan's last year, has alarmed Taipei by flying bombers around the island and luring away members of its dwindling band of diplomatic allies.

In a report from December, three government auditors warned the growth of voluntary recruits had been slow, raising concerns about Taiwan's combat power.

"The government needs to think whether it's necessary to bring conscription back if they think national security matters," said Lin Yu-fang, a convener for the Taipei-based National Policy Foundation and former head of Taiwan's congressional defence and foreign committee.

"We will pay a heavy price for the move...We won't be able to find enough soldiers."

The island's defence ministry told Reuters it will continue to raise the quantity and quality of its armed forces and has made all necessary plans for possible military actions from China. It also urged the public to give "support and encouragement" to the transition.

DODGING TRAINING

Convincing more young people to join the armed forces is made more difficult by Taiwan's past as a military dictatorship. The death of a young conscript in 2013 after being punished for misconduct, which triggered large protests, also dealt a blow to the army.

The service is so unpopular that more than 1,000 reservists were charged in the last three years for dodging mandatory retraining.

"It raises a very difficult question about national morale. If there ever is a conflict, what are people going to do?" said William Stanton, professor at National Taiwan University and former head of the de facto U.S. embassy in Taipei.&nbsp;

Taiwan last year spent nearly 47 percent of its defence budget of T$319.3 billion on manpower-related costs. Military experts said that squeezed the budget for weapon acquisitions.&nbsp;&nbsp;

The island's goal to move to an all volunteer force by 2019 will be "costlier than anticipated", diverting funds from defence acquisition and readiness, the U.S. Defense Department said in a report to Congress in May.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

Taiwan has shortened its mandatory service to a four-month training, from three years, a move analysts said was made to placate young voters who prioritise personal liberty over civil obligations.

But for some, even the reduced training is seen as an exercise in futility.

"We won't win a war with China anyway," said 20-year-old graduate Hsu Kai-wen, a reluctant conscript who was recently assigned a four-month service in the navy after drawing lots. "Why do I need to waste my time in the army?"

aiwan Air Force Staff Sergeant Jiang Pin-shiuan's pitch to freshmen at Taipei's Tamkang University seemed compelling: join the island's armed forces and get a state-sponsored degree, 110 days of leave each year and annual savings of T$312,500 ($10,200). "I do not have much confidence and expectation for the national army." From lectures in universities and high schools across the island, life-size dancing dolls to a flash mob performance by a special forces unit, Taiwan's military is working hard to recruit soldiers as it moves to a fully volunteer force after decades of conscription. Taiwan vowed in 2011 to phase out conscription to cut costs and boost the professionalism of its forces as it tries to better deter the Chinese threat through enhanced cyber warfare capabilities and other high-tech weapons. The island's defence ministry said it will be able to reach a target of enlisting 81 percent of the estimated 188,000 volunteer troops needed to defend against any attack by Beijing by year-end. It hopes to raise that to 90 percent by 2020. "We will pay a heavy price for the move...We won't be able to find enough soldiers." The island's defence ministry told Reuters it will continue to raise the quantity and quality of its armed forces and has made all necessary plans for possible military actions from China. It also urged the public to give "support and encouragement" to the transition. DODGING TRAINING Convincing more young people to join the armed forces is made more difficult by Taiwan's past as a military dictatorship. The death of a young conscript in 2013 after being punished for misconduct, which triggered large protests, also dealt a blow to the army. The service is so unpopular that more than 1,000 reservists were charged in the last three years for dodging mandatory retraining. "It raises a very difficult question about national morale. If there ever is a conflict, what are people going to do?" said William Stanton, professor at National Taiwan University and former head of the de facto U.S. embassy in Taipei. Taiwan last year spent nearly 47 percent of its defence budget of T$319.3 billion on manpower-related costs. Military experts said that squeezed the budget for weapon acquisitions. The island's goal to move to an all volunteer force by 2019 will be "costlier than anticipated", diverting funds from defence acquisition and readiness, the U.S. Defense Department said in a report to Congress in May.
