Bi-ling also confirmed that the apprehended man was previously a Chinese Navy captain.

Providing information related to similar incidents in the last one year, Kuan said there have been 18 similar cases, in areas close to the Chinese coast.

“Looking at the accumulated cases in the past, we can’t rule out that this is a test,” she said.&nbsp;

<h2>'Grey Zone' tactics&nbsp;</h2>

Taiwan Defence Minister Wellington Koo suggested that the incident could be an example of China's "grey zone" tactics.

"Grey zone" tactics against Taiwan refer to a set of strategies and actions that fall short of overt military aggression but are aimed at undermining Taiwan's sovereignty and increasing pressure on the island.

“These grey zone tactics have always existed,” Koo said while adding, “We must always maintain our vigilance and cannot rule out the possibility of taking countermeasures.”

At the Shangri-La Dialogue Summit, Admiral Samuel Paparo, head of US Indo-Pacific Command, emphasised the potential for advanced unmanned systems to play a significant role in deterring&nbsp;conflict in the Taiwan Strait.

“I want to turn the Taiwan Strait into an unmanned hellscape using a number of classified capabilities,” Paparo said.

“I can make their lives absolutely miserable for a month, which buys me the time for the rest of everything,” the admiral added.

It may be mentioned here, the plan involves launching thousands of unmanned systems, from surface vessels and submarines to aerial drones, to fight Chinese invading forces as soon as they begin to cross the Taiwan Strait.

This type of plan would need heavy investments in cheap, reliable drones, which the US has been doing with its Replicator initiative.&nbsp;

Last year, the Department of Defence officially announced the programme, outlining a long-term plan to field thousands of autonomous systems.

Back in March, Deputy Defence Secretary Kathleen Hicks said the Pentagon aims to spend US$1 billion this fiscal year on Replicator.

Previous summer, Hicks stated that Replicator aimed to neutralise China’s significant gains, which lie in its sheer size: "More ships. More missiles. More people."&nbsp;

She stated, "We’ll counter the People’s Liberation Army’s mass with our own, but ours will be more challenging to anticipate, target, and defeat."

Palau President Surangel Whipps, on Wednesday (Jun 5) confirmed that the island nation witnessed its first major cyberattack and said that their analysis suggested that China was involved.&nbsp;

Whipps said that the attack, where thousands of documents were stolen from island nation's government, took place soon after Palau signed a new 20-year economic and security deal with the United States.

“This is really the first major attack that we’ve seen on government records,” said Palau’s president during his visit to Japan. A report by the New York Times said that more than 20,000 documents were stolen from Palau’s government, back in March.&nbsp;

The archipelago made of 350 small islands in the Pacific Ocean is becoming increasingly significant for Washington as it has sought to counter Beijing’s influence in the Indo-Pacific region.&nbsp;

Earlier this year, the US reportedly finalised the long-delayed plan to give Palau hundreds of millions of dollars in aid over the next two decades.&nbsp;

The documents, stolen in March, appeared on the dark web a month later and, according to NYT, included a presentation about a US radar installation in Palau marked, “For Official Use Only.”&nbsp;

It also reportedly had crew lists of Japanese Navy ships which had visited the island nation. Some of the thousands of documents stolen also detailed the close relationship between Palau and Taiwan.&nbsp;

After the NYT report, Taiwan, on Monday (Jun 3) condemning the cyberattack said that it was ready to help Palau beef up its digital defences against “authoritarian infiltration.”

<h2>Palau’s president blames China</h2>

“China wants to weaken those relationships, show our vulnerability, and what a great way to do it by hacking our system,” said Whipps presumably referring to the island nation’s relations with Taiwan and the US.&nbsp;

According to Palau’s president, the analysis of the data showed the ransomware was likely developed in Russia. It was sent out of Malaysia and “it looks like it has ties back to China”.&nbsp;

He added, “The reason we say maybe there’s government involvement is that they weren’t interested in money. They really didn’t demand any money.”

However, the NYT reported a ransomware group known as DragonForce claimed responsibility for the cyberattacks and said it carried out the ‘hack purely for financial gain’.&nbsp;

Palau’s president also accused China of not respecting their boundaries and said this is not the first incident, referring to “research vessels conducting activities within our waters, without our permission.”

<h2>China rejects claims</h2>

In a separate interview, Palau’s president had said “It is unfortunate that China would do things like this,” and reaffirmed ties with Taiwan.&nbsp;

China has since rejected the allegations and called&nbsp;Whipps’ remarks “extremely irresponsible”.&nbsp;

“It is extremely irresponsible for Palau to jump to conclusions and make unfounded accusations and smears against China without valid evidence,” said the Chinese foreign ministry, as quoted by NYT.&nbsp;

However, on Tuesday Chinese foreign ministry spokesperson, Mao Ning, said she was not aware of the reports and that Beijing has “always opposed any form of cyberattack”.&nbsp;

Taiwanese President Lai Ching-te took to social media and said he will work hard to preserve the historical memory and reach out to everyone who cares about Chinese democracy.&nbsp;

“This reminds us that democracy and freedom do not come easily and that we must build consensus with democracy and responds to authoritarianism with freedom,” Lai wrote in a post on Facebook.&nbsp;

He added, “The memory of June 4th will not disappear in the torrent of history. We will continue to work hard to make this historical memory last forever and move everyone who cares about Chinese democracy.”

China has criticised the newly-elected Taiwanese president and called him a “separatist”. Last month, Beijing conducted military drills around Taiwan which it said was a “punishment” for Lai’s separatism.

Taiwan’s defence ministry, on Tuesday (Jun 4) said it detected 23 Chinese aircraft around the island in less than three hours, out of which 16 crossed the median line, referring to the line which separates the island and the Chinese mainland.&nbsp;

Tiananmen Square anniversary: Tight security in China and Hong Kong; Taiwan says will never forget crackdown

China on Sunday (June 2) issued a warning stating that its armed forces were ready to "forcefully" stop Taiwan's independence, further calling for greater exchanges with the United States.&nbsp;

The remarks by Chinese Defence Minister Dong Jun came after the very first substantive face-to-face talks with US&nbsp;defence chief&nbsp;in nearly 18 months at an annual security forum in Singapore.

"We have always been open to exchanges and cooperation, but this requires both sides to meet each other halfway," Dong told the Shangri-La Dialogue where he met with US Defense Secretary Lloyd Austin on Friday.&nbsp;

"We believe that we need more exchanges precisely because there are differences between our two militaries."

Dong and Austin held talks for over an hour at the luxury hotel that was hosting the forum.

Following the discussions, Austin said that telephonic conversations would resume between US and Chinese military commanders "in the coming months", while Beijing lauded the "stabilising" security relations between both countries.

This comes a week after China held military drills around self-ruled Taiwan and also warned to go into war with the island following the inauguration of President Lai Ching-te, who Beijing has described as a "dangerous separatist".

"Whoever dares to split Taiwan from China will be crushed to pieces and suffer his own destruction."&nbsp;

Dong warned of "limits" to Beijing's restraint on the South China Sea, which China almost claims entirely and where it has almost exclusively been involved in confrontations with Philippine vessels.

"China has maintained sufficient restraint in the face of rights infringements and provocation, but there are limits to this," Dong said.
