At least 544 civilians have been killed and over 2,000 people injured since a Russian-led assault on the last rebel bastion in <a href="https://www.wionews.com/world/regime-bombings-kill-14-civilians-in-northwest-syria-war-monitor-233513">northwestern Syria</a> began two months ago, rights groups and rescuers said on Saturday.

Russian jets joined the Syrian army on April 26 in the biggest offensive against parts of rebel-held Idlib province and adjoining northern Hama provinces in the biggest escalation in the war between Syrian President Bashar al Assad and his enemies since last summer.

The Syrian Network for Human Rights, (SNHR), which monitors casualties and briefs various UN agencies, said the 544 civilians killed in the hundreds of attacks carried out by Russian jets and the Syrian army include 130 children. Another 2,117 people have been injured.

"The Russian military and its Syrian ally are deliberately targeting civilians with a record number of medical facilities bombed," Fadel Abdul Ghany, chairman of SNHR, told Reuters.

Residents and rescuers say the two-month-old campaign has left dozens of villages and towns in ruins. According to the United Nations, at least 300,000 people have been forced to leave their homes for the safety of areas closer to the border with Turkey.

"Whole villages and towns have been emptied," said Idlib-based Civil Defence spokesman Ahmad al Sheikho, saying it was the most destructive campaign against Idlib province since it completely fell to the opposition in the middle of 2015.

On Friday, 15 people, including children, were killed in the village of Mhambil in western Idlib province after Syrian army helicopters dropped barrel bombs on a civilian quarter, the civil defence group and witnesses said.

The heads of 11 major global humanitarian organizations warned at the end of last month that Idlib stood at the brink of disaster, with 3 million civilian lives at risk, including 1 million children.

"Too many have died already” and “even wars have laws” they declared, in the face of multiple attacks by government forces and their allies on hospitals, schools and markets," the UN-endorsed statement said.

Last Thursday an aerial strike on Kafr Nabl hospital made it the 30th facility to be bombed durng the campaign, leaving hundreds of thousands with no medical access, according to aid groups.

"To have these medical facilities bombed and put out of service in less than two months is no accident. Let's call this by what it is, a war crime," Dr. Khaula Sawah, vice president of the US-based Union of Medical Care and Relief Organisations, which provides aid in the northwest, said in a statement.

In our view the stopping of this ship was maritime robbery and we want this tanker to be freed.”

The government of Gibraltar said on Friday that they had received permission from their supreme court to hold the tanker for fourteen days.

A woman was also killed early Saturday in regime rocket fire on the outskirts of the town of Khan Sheikhun in the south of the province, the Britain-based war monitor said.

Idlib, a region of some three million people, many of whom fled former rebel-held areas retaken by the government, is the last major bastion of opposition to the Russia-backed Damascus government after eight years of civil war.

The region on Turkey's doorstep is administered by Syria's former Al-Qaeda affiliate Hayat Tahrir al-Sham, but other jihadist and rebel groups are also present.

Idlib is supposed to be protected from a major regime assault by a September deal between Moscow and Ankara, but Damascus and its Russian ally have ramped up their deadly bombardment of the region since late April.

More than 520 civilians have been killed since then, according to the Observatory.

The United Nations says 25 health facilities in the region have been hit, the latest including the second attack in two months on an underground hospital in the town of Kafranbel on Thursday.

"The attacks happened despite the fact that the coordinates of this hospital had previously been shared with the parties to the conflict in a deliberate, carefully planned effort to prevent any attacks on it," a UN official said on Friday.

"I am horrified by the ongoing attacks on civilian areas and civilian infrastructure as the conflict in northwest Syria continues," said Mark Cutts, UN deputy regional humanitarian coordinator for the Syrian crisis.

Shipping data reviewed by Reuters suggests it had been loaded with Iranian oil off the coast of Iran, although its documents say the oil is from neighbouring Iraq.

The Gibraltar authorities who seized it did so under the authority of European sanctions against Syria that have been in place for years, with no reference to the source of the oil.

But the likelihood that the cargo was Iranian draws a link between this incident and a new US effort to halt all global sales of Iranian crude, in what Tehran has described as an illegal "economic war" against it.

European countries have tried to stay neutral in that confrontation, which saw the United States call off air strikes against Iran just minutes before impact last month, and Tehran amasses stocks of enriched uranium banned under a nuclear deal.

In a statement, the Gibraltar government said it had reasonable grounds to believe that the Grace 1 was carrying its shipment of crude oil to the Banyas refinery in Syria.

"That refinery is the property of an entity that is subject to European Union sanctions against Syria," Gibraltar Chief Minister Fabian Picardo said. "With my consent, our port and law enforcement agencies sought the assistance of the Royal Marines in carrying out this operation."

"So, public, so aggressive"

The incident appears to be the first in which European authorities have seized a tanker for allegedly violating Syria sanctions, which have been in place since 2011.

"This is the first time that the EU has done something so public and so aggressive. I imagine it was also coordinated in some manner with the US given that NATO member forces have been involved," said Matthew Oresman, a partner with law firm Pillsbury Winthrop Shaw Pittman who advises firms on sanctions.

"This is likely to have been meant as a signal to Syria and Iran - as well as the US - that Europe takes sanctions enforcement seriously and that the EU can also respond to Iranian brinkmanship related to ongoing nuclear negotiations."

Iran has long been supplying its allies in Syria with oil despite such sanctions. What is new now is the US. sanctions on Iran itself. They were imposed last year when President Donald Trump pulled out of an agreement that guaranteed Tehran access to world trade in return for curbs on its nuclear programme.

Those sanctions have been tightened sharply since May, effectively forcing Iran off of mainstream crude markets, making it desperate for alternative ways to sell oil and more reliant on its own tanker fleet to store supplies it cannot sell.

The US-Iranian confrontation has escalated in recent weeks, taking on a military dimension after Washington accused Tehran of attacking tankers in the Gulf and Iran shot down a US drone. Trump ordered air strikes but called them off at the last minute, later saying too many people would have died.

European countries opposed Trump's decision to exit the nuclear deal last year, and they have promised to help Iran find alternative ways to export. But they have so far failed to ease the impact of US sanctions, with all major companies halting plans to invest.

Iran has said it wants to keep the nuclear deal alive but cannot do so indefinitely unless it receives some of the promised economic benefits. In the past week, it announced that it had accumulated more low-enriched uranium than allowed under the deal, and it says it will refine uranium to greater purity than the deal allows from July 7.

By restricting Iran's ability to move oil around the globe, the US sanctions have choked off Tehran's Syrian allies.

Government-controlled areas of Syria suffered acute fuel shortages earlier this year resulting from what Assad described as an economic siege. In May, Syria received its first foreign oil supplies for six months with the arrival of two shipments including one from Iran, a source familiar with the shipment said at the time.

Earlier this year, Reuters revealed that the Grace 1 supertanker was one of four tankers involved in shipping Iranian fuel oil to Singapore and China, in violation of US sanctions.

Ship mapping information from data firm Definitive shows that in the latest case, the Grace 1 sailed a long route to the mouth of the Mediterranean around the southern tip of Africa instead of via Egypt's Suez Canal.

The 300,000-tonne, Panamanian-flagged tanker is managed by Singapore-based IShips Management Pte Ltd. It was documented as loading fuel oil in the Iraqi port of Basra in December, though Basra did not list it as being in port and its tracking system was switched off. The tanker then reappeared on tracking maps near Iran's port of Bandar Assalyeh, fully loaded.

A maritime intelligence source said the ship may have made the long journey around Africa to avoid having to transit the Suez canal, where such a large super-tanker would have had to unload its oil and refill after passing through, potentially exposing its cargo to seizure by Egyptian authorities.

"We welcome this firm action to enforce EU sanctions against the Syrian regime and commend those Gibraltarian authorities involved in successfully carrying out this morning's operation," a spokesman for British Prime Minister Theresa May said.

"This sends a clear message that the violation of the sanctions is unacceptable."

Relations between Ankara and Washington have been strained over several issues, including Turkey's purchase of a Russian missile defence system and US support for a Kurdish militia in Syria.

Erdogan is due to meet Trump this week on the sidelines of the G20 summit in Osaka, Japan.&nbsp;

A Turkish-American former NASA scientist, Serkan Golge, detained in Turkey for nearly three years on similar terrorism charges, was released in May.&nbsp;

The 33-year-old could not find help for her toothache even after she fled Islamic State rule and took refuge in northwest Syria. But a dentist in a mobile clinic has now arrived at the Rayyan camp where she lives with her husband and four children in a tent among the trees.&nbsp;

"We kept getting uprooted, so we were cut off from doctors," said Abdelaziz, whose family was smuggled out of Raqqa city some three years ago.

They wound up in Syria`s northwest corner, the country`s last major rebel stronghold. The camps are overflowing, the doctors are too few, and many hospitals have collapsed under government bombing.&nbsp;

In border camps, Syrians rely on doctors in trucks and tents

US forces are preparing to evacuate hundreds of staff working for Lockheed Martin Corp and Sallyport Global from an Iraqi military base where they work as contractors, three Iraqi military sources said on Friday.

Nearly 400 contractors from the two firms are getting ready to leave Balad military base, which hosts US forces some 80 km (50 miles) north of Baghdad, over "potential security threats", they said, without saying what those threats might be.

The US military denied any planned evacuation from the sprawling Balad base, which last week was hit by three mortar shells. No one has claimed responsibility for the attack.

"There are no plans at this time to evacuate any personnel from Balad ... should there be increased threats to our people, the US Air Force will put measures in place to provide the protections required," Air Force Colonel Kevin Walker said in a statement.

A spokeswoman for Lockheed in the Middle East said, "We are not evacuating Lockheed Martin employees right now from Balad Air Base." She did not say whether any other evacuation was being prepared.

A military official with knowledge of the base`s daily operations said earlier that the US military had informed Iraqi officials they would begin evacuating about half of the 800 employees who work for both companies at Balad.

The official said the evacuation would take about 10 days.

Two other military sources said the evacuation would take place in two stages and would be carried out by military aircraft.

"Americans informed us that they will only keep limited, necessary staff who work closely on the maintenance of Iraqi F-16 war planes." Lockheed Martin began delivering the first F-16s to Iraq in 2014.

The sources said the evacuation could start at any moment.

Regional crisis

Two other Iraqi bases hosting US forces have been hit by rockets in the past week in unclaimed attacks. On Wednesday, a rocket attack hit near a site used by US energy company Exxon Mobil near the southern city of Basra.

Mustafa Mousab Alowemer, 21, who arrived in the country as a refugee from Syria in August 2016, intended to target a church in the North Side neighbourhood of Pittsburgh, assistant attorney general John Demers and Pittsburgh federal prosecutor Scott Brady said in a statement.

 
"Court documents show Mustafa Alowemer planned to attack a church in the name of ISIS, which could have killed or injured many people," Michael McGarrity, of the FBI's counter-terrorism division, said in the statement.

"The FBI takes threats to churches and other religious institutions extremely seriously and will use all our resources to stop potential terrorist attacks against them," he said.

The suspect allegedly passed on documents about the construction and the use of explosives to a man he believed to be an IS group sympathizer, though he turned out to be an FBI employee.

In addition to contacting the man through social media and stating his support for the IS group, Alowemer had met with him four times since April, according to the statement.

He is alleged to have handwritten a 10-point plan about how he personally intended to bring explosives in a backpack and marked the church's access areas on maps.

Alowemer planned to meet with the agent he thought was his co-conspirator Wednesday for the last time before the would-be attack in July, the Department of Justice statement said.

He was charged with one count of attempting to provide material support to a foreign terrorist organization and two counts of distributing information relating to an explosive or weapon of mass destruction.
