Emmer was the party’s third candidate in the last few weeks after the previous two candidates failed to garner enough support in the Congress. He abandoned his bid&nbsp;after it reportedly became clear that he would not get 217 votes on the House floor to become the next speaker.&nbsp;

<h2>Why did he quit?</h2>

A report by the Associated Press citing Republican sources familiar with the situation said that the House GOP whip, Emmer reversed course after former US President Donald Trump objected to his nomination and hardliners in the House denied the party leader the votes he would need for the gavel.

The House majority Whip had narrowly won an internal Republican ballot to replace ousted speaker Kevin McCarthy. According to US media reports, only 117 of Emmer’s colleagues voted for him in the final round of voting.&nbsp;

McCarthy’s historic ouster and with Emmer recently abandoning his bid to run for speaker, the House has once again been plunged into chaos, not to mention the GOP infighting that has paralysed Congress for over three weeks now.&nbsp;

“The dysfunction in the Republican Party right now seems to be saying we want to lose,” Kentucky Republican Andy Barr told CNN. He added, “That is crazy to me. We were elected as a majority to govern, and we are not doing that right now.”&nbsp;

Emmer, who is said to be a more moderate Republican representative, was also among those who voted to certify Democratic President Joe Biden’s 2020 election victory over Trump&nbsp;following the January 6 attack on the US Capitol by Trump supporters.

<h2>What have the Democrats said?</h2>

“Extreme MAGA Republicans have broken the Congress,” said top House Democrat Hakeem Jeffries, on social media referring to the former president’s “Make America Great Again” slogan. “The American people are paying the price. We must pursue a bipartisan path forward and reopen the House.”&nbsp;

Republicans hold a narrow 221-212 majority in the House which means that a candidate can afford to lose just four votes if Democrats remain united in opposition, which they have been during previous rounds of voting.&nbsp;

However, Dems have said that they are open to a compromise candidate if it allows the chamber to function.&nbsp;

<h2>What now?</h2>

The Republicans have now regrouped and said that they plan on holding an evening forum to hear from more hopefuls.&nbsp;

Representative Kevin Hern is one of about six representatives who have expressed interest again after he dropped his bid late Tuesday to back Mike Johnson, both of whom lost to Emmer in the closed-door party vote.&nbsp;

Representatives Byron Donalds, Chuck Fleischmann, Mark Green and Roger Williams have also put their names forward.&nbsp;

“We’ve got to go back and get another slate of nominees and let them work through the process and see who our next nominee will be, just like we did last night and today,” said Representative Blaine Luetkemeyer.

At least 100 votes were cast against him, while one lawmaker abstained. Just 138 votes were required for a win in the 275-strong Lower House.

“I declare the proposal to elect Ghimire as Speaker has been endorsed through a majority,” said the oldest parliamentarian Pashupati Shumsher Rana, who chaired the meeting as a Speaker.

Ghimire’s candidacy was proposed by UML vice-chair Subas Nembang and seconded by CPN (Maoist Centre) lawmaker Hitraj Pandey, Rastriya Swatantra Party President Rabi Lamichhane and Rastriya Prajatantra Party Chairman Rajendra Lingden, as per The Kathmandu Post.

Neupane’s candidacy was proposed by Congress lawmaker Bishwa Prakash Sharma and was endorsed by Prakash Jwala of the CPN (Unified Socialist).

This comes as the two candidates are in the fray.

The Congress and the Unified Socialist, who had voted for Prime Minister Pushpa Kamal Dahal during a floor test in Parliament on January 10, had earlier decided to field their own candidate against the ruling alliance’s candidate for Speaker.

President Bidya Devi Bhandari on December 25 appointed Maoist Centre chair Pushpa Kamal Dahal as prime minister after he showed support of&nbsp;169 lawmakers including those from the JSP.

The constitution makes it mandatory to elect the Speaker and the Deputy Speaker of the House of Representatives within 15 days of the House’s first meeting. The first meeting of the lower house, elected through the November 20 elections, was held on January 9.

As per Article 91 (2) of the Constitution, either the Speaker or the Deputy Speaker must be a woman and the occupants of the two posts should be from different parties. The secretariat on Thursday will publish the schedule for the election of the Deputy Speaker which is likely on Saturday.

Meanwhile, the election for the Deputy Speaker of the House is expected to take place on January 21.

But there is another Republican candidate Kevin Hern who is now seen to be a contender for the crucial seat with the ability to shape legislation.

<h2>Who is Kevin Hern, an anti-McCarthy?&nbsp;</h2>

Kevin Hern, 61, is a Republican from Oklahoma. One of the 147 Republicans who voted to reject the results of the 2020 presidential election is Hern. He is the recently elected chairman of the Republican Study Committee, the largest conservative caucus in the House.

Hern, a businessman and former aerospace engineer who was first elected to Congress in 2018, will serve his third term in office. In the aerospace industry, when the Space Shuttle Challenger disaster took place in 1986, Kevin was out of work. Later, he started his own business and worked as an aerospace engineer for Rockwell International, according to his congressional biography.

<h2>Who all voted for Kevin Hern?&nbsp;</h2>

He was nominated by Colorado Representative Lauren Boebert. Representative Boebert is one of the far-rights anti-McCarthy, from the start. What was interesting to see in the eighth ballot was that Boebert flipped and voted in favour of Hern instead of Florida Representative Byron Donalds. She nominated Hern for the ninth and 10th ballots.

On the eighth vote, Hern received a vote from second District Congressman-elect Josh Brecheen of Oklahoma and Lauren, a total of two votes. Moreover, he received seven votes on the 10th and 11th ballots. At least 20 Republicans are in rebel mode and are holding a firm stance against Kevin McCarthy. In this situation, it is difficult to predict which way the tide would turn.&nbsp;

The European Parliament’s speaker Roberta Metsola on Thursday promised "a wide-ranging reform package" for cleaning up the legislature which has been rocked by the graft scandal linked to Qatar, the 2022 World Cup host.

Metsola said that the plan "will include a strengthening of the parliament's whistle-blower protection systems, a ban on all unofficial friendship groups, a review of the policing of our code of conduct rules, and a complete and in-depth look at how we interact with third countries". She further stated that the changes would be led by her, and the reform package will be finalised "in the new year".

The scandal was triggered by the Belgian authorities after they detained six people last week. Amongst the six, four detained, which include MEP and former European Parliament vice president Eva Kaili, were charged with "criminal organisation, corruption and money laundering". &nbsp;The other two detained were later released.&nbsp;

Greece’s former TV newsreader Kaili as well as Qatari officials have refuted any wrongdoing. Around €1.5 million ($1.6 million) in cash was discovered by officials after a series of raids were conducted at the offices and homes of politicians, parliamentary assistants and lobbyists.

According to a judicial source from Belgium, around €600,000 were discovered at MEP-turned-lobbyist Pier Panzeri’s home and €150,000&nbsp;found in the flat of Kaili and €750,000 in the hotel room of her father.

While Macron’s ruling party still has the highest number of seats, the leftist Nupes coalition established themselves as a formidable opposition in this year’s elections.

Braun-Pivet’s appointment comes as good news for the women lawmakers in the French parliament who remain a minority and this will be her biggest role after heading the Assembly’s Law Committee for the past five years.
