Days after 76 Indian defence personnel left the Maldives following the orders of President Mohamed Muizzu, Defense Minister Ghassan Maumoon&nbsp;confessed that the Maldives military still lacked pilots qualified to fly three aircraft given by India.

During a press conference on Saturday (May 11) at the President's Office, Ghassan Maumoon gave a briefing to the media about the withdrawal of Indian soldiers who were stationed in the Maldives to operate two helicopters and a Dornier aircraft.

In response to a question from a reporter, Ghassan Maumoon stated that although certain soldiers had started training to fly the three aircraft donated by the Indian military through agreements made by earlier administrations, there were no Maldivian soldiers in the Maldives National Defense Force (MNDF) who were qualified to fly them.

"As it was a training that required passing various stages, our soldiers had not reached completion due to various reasons. Therefore, there aren't any people in our force at the moment who are licensed or fully operational to fly the two helicopters and Dornier aircraft," Ghassan Maumoon was quoted as saying by Adhadhu.com news portal.

Relations between the two nations deteriorated after Muizzu, a pro-China leader, demanded that all Indian military personnel operating the island nation's three aviation platforms leave by May 10. India has already withdrawn 76 military soldiers.

However, a Maldivian media source stated that the Maldives government had no intention of removing Indian Army doctors from&nbsp;the Senahiya Military Hospital.&nbsp;

According to the Adhadhu.com report, key officials of the present administration, in contrast to Ghassan Maumoon's statements, criticised the former government and asserted that the MNDF had competent pilots during their five years in opposition.

Training Maldivians was the main reason for the arrival of Indian soldiers with the helicopters donated during former presidents Mohamed Nasheed and Abdulla Yameen's governments and the Dornier aircraft brought during former President Ibrahim Mohamed Solih's government, it said.

Despite the failure to complete the training to date, Foreign Minister Zameer said Saturday that the agreement to replace the Indian soldiers with civilians also included provisions for training local pilots.

The Pakistan Peoples Party has not yet decided on whether to go ahead and join the Federal Cabinet or not, party insiders have revealed. They also maintain that there is a lot of pressure from both, within the party leadership and government allies to join the government. Bilawal Bhutto Zardari, who recently met Pakistani Prime Minister Shehbaz Sharif was offered and rather insisted upon to join the federal government formally, at the earliest. Bilawal, who has in the past maintained a position consequent to the decision by his party’s Central Executive Committee(CEC) to not join the federal cabinet, had reportedly avoided an affirmative answer, a party leader on the condition of anonymity said. “Shehbaz Sharif is elder to Bilawal Bhutto, its not in our culture or tradition to misbehave with the elders the reason Mr Bilawal avoided a commitment or a comment when he was offered by the Prime Minister, what else would he had done, he couldn’t go on to fight”. Watch: Saudi Crown Prince likely to visit Pakistan in his third in-person meet between Pak PM & MBS × The meeting was said to be held in a very positive and constructive environment where Bilawal was asked to join as the Foreign Minister. The Prime Minister insisted that PPP join the Federal Cabinet, preferably before the budget is presented, which is due to be laid before the parliament in the first week of June. It is pertinent to mention that in the past, Bilawal Bhutto and his party have declined the offer to be the Prime Minister in the run-up to the government formation, following the February 8 General Elections in Pakistan. Also read: Exclusive: Saudi Crown Prince likely to visit Pakistan in second week of May His party said that they took a principled position on the matter and that it would support the PMLN-led government on issue-to-issue basis. Party leaders insisted that while there is no decision, the PPP chairman remains under immense pressure from the government and his own party leaders to review the party’s stance and rather join the government and that the decision of the party’s CEC should be reviewed by convening another CEC meet given the circumstances. No meeting of the Central Executive Committee of the Pakistan Peoples Party(PPP) has been called as yet.

Pakistan saw its&nbsp;"wettest April since 1961" with rainfall measuring 59.3 millimetres, more than double the usual average of 22.5 millimetres&nbsp;for the month, according to the country's meteorological department. The report also noted at least 144 fatalities from thunderstorms and house collapses caused by the heavy rain, marking it as the "wettest April since 1961."

Pakistan is having more and more trouble with unpredictable weather, especially the heavy rain&nbsp;that usually comes during monsoon season in July.

In 2022, huge monsoon rains flooded a third of Pakistan during the summer. These floods made millions of people leave their homes and caused about $30 billion in damage and losses for the country, according to the World Bank.

"Climate change is a major factor that is influencing the erratic weather patterns in our region," Zaheer Ahmad Babar, spokesperson for the Pakistan Meteorological Department, told AFP while commenting on the report.

While many parts of Asia are experiencing extreme heatwaves, Pakistan's average national temperature for April was recorded at 23.67 degrees Celsius (74 degrees Fahrenheit), which is 0.87 degrees lower than the usual average of 24.54, as highlighted in the report.

Maulana Fazlur Rehman, who is Pakistan's leading right-wing Islamic leader, made a comparison between New Delhi and Islamabad, in a way, thrashing his nation for "begging to avoid bankruptcy". While addressing a session of the National Assembly on Monday (Apr 29), Maulana Fazlur Rehman , the chief of his faction, Jamiat Ulema-e-Islam Fazl (JUI-F), asked fellow lawmakers: "In August 1947, India and Pakistan got Independence together. Today, India is dreaming of becoming a global superpower, while we are begging to avoid bankruptcy. Who is responsible for this?" Cash-strapped Pakistan has been reeling under a severe economic crisis for more than two years, with last year marred with political instability. At one point, inflation in the country was nearly 38 per cent. In February 2023, its foreign currency reserves depleted to $3 billion. On the other side, as highlighted by Rehman, India has been forging ahead with strong economic growth and is aiming to become world's third largest economy in the coming years, with the National Council of Applied Economic Research (NCAER) on Monday highlighting that the Indian economy is expected to achieve "higher" than 7 per cent growth in 2024-25. India and China are locked in a strategic dance in South Asia, vying for influence. With upcoming elections across the subcontinent, the delicate balance between these two players could shift dramatically. This report analyses how election outcomes could tip the scales and impact the future of South Asia.

How domestic politics shape India's South Asia policy

What elections in India mean for the South Asian region. India has a long history of dominance in South Asia with over 5,000 years of civilizational ties it sees itself as the natural leader in the region to solidify this position India has provided over a hundred billion in development assistance to its neighbours however maintaining this influence is not without challenges.

The IMF has reached a staff-level agreement with cash-strapped Pakistan on the final review of a USD 3 billion bailout, paving the way for the release of the last USD 1.1 billion tranche from the lender.

The release of the final tranche is subject to the approval of the IMF's Executive Board, the global lender said.

An International Monetary Fund (IMF) team, led by Nathan Porter, visited Islamabad from March 14-19 to hold discussions on the second review of Pakistan's economic programme supported by an IMF.

The IMF Executive Board approved the USD 3 billion Stand-By Arrangement for Pakistan last year.

The agreement recognises the strong programme implementation by the State Bank of Pakistan and the caretaker government in recent months, as well as the new government's intentions for ongoing policy and reform efforts to move Pakistan from stabilisation to a strong and sustainable recovery," the IMF said in a statement.

Given the timing of the Second Review mission, immediately following the formation of the new cabinet, we expect the review to be considered by the IMF's Board in late April, the Fund said.

IMF reaches staff-level agreement with Pakistan on releasing last tranche of $3 billion bailout

Self-styled global policeman US erupted up in arms as India implemented the Citizenship Amendment Act or CAA, a move that expedites Indian citizenship for persecuted religious minorities from neighbouring Pakistan, Bangladesh and Afghanistan.

US State Department spokesperson Matthew Miller said his nation was “concerned”, adding, “We are closely monitoring this law (and) how it will be implemented."

In response, New Delhi pulled no punches and declared it was in no mood to entertain "lectures by those who have a limited understanding of India's pluralistic traditions.”

<h2>Reality check</h2>

USA’s criticism of CAA couldn’t be summed up in a better way than how the official spokesperson of the Indian foreign ministry did: “Misplaced, misinformed, and unwarranted.”

As explained by India’s Home Minister Amit Shah, the law provides for offering citizenship to minorities in the three Muslim nations that face religious persecution. CAA doesn’t impact the nationality of any Indian citizen at all.

Hindus, Sikhs, Christians, Parsis, Buddhists, or Jains who fled the three nations due to religious persecution and entered India on or before December 31, 2014, will be given Indian citizenship.

The law only reduces the waiting period for application of citizenship - to qualifying individuals - from 11 years to five. This doesn’t prevent any Muslim, irrespective of their nationality, from applying for Indian citizenship under existing laws. In fact, India’s Home Ministry had said in 2019 that hundreds of Muslims hailing from the three Islamic nations were granted Indian nationality in the period between 2014 and 2019.

<h2>India’s liberal immigration policy</h2>

Historically, India has welcomed immigrants from its neighbouring nations with open arms. As of 2015, about 5.2 million immigrants live in India, originating from Bangladesh (3.2 million), Pakistan (1.1 million), Nepal (540,000) and Sri Lanka (160,000). Ironically, the top two sources of immigrants in India are Muslim-majority nations.

Tibetans make up another longstanding population, with a strong community of over 85,000 people.

India has signed friendship and cooperation treaties with nations like Bhutan (1949), Nepal (1950) and Myanmar (1951), allowing greater economic integration and people-to-people interaction.

In 2022, when Sri Lankan economy collapsed amid the effects of Covid-19, spiralling debt, foreign exchange limits and food shortages; a spike was seen in the number of Sri Lankans showing up on India’s southern coast in Tamil Nadu state, located approximately 25km away from Sri Lankan shores.

In 2023, it was revealed that above 54,000 people had taken shelter in India following the military coup in Myanmar, taking the total number of immigrants from Myanmar to 74,600.

These developments show India remains a top destination for those escaping persecution or economic miseries at home, allaying concerns that New Delhi is pursuing discriminatory immigration policies.

<h2>USA’s own track record</h2>

While the US preaches India on CAA, its own immigration policy has been a complete mess. The country’s immigration system is broken. In 2022, around 2.2 million people entered the nation crossing the US-Mexico border. Since March 2020, migrants trying to cross the border have been expelled nearly 2.8 million times using Title 42, a pandemic-inspired measure.

There is largely no consensus within the nation on how to deal with the massive influx of migrants. Several border cities in Texas, including El Paso and Laredo, facing a surge of migrants for processing, have already declared a state of emergency. In 2022, the state began busing migrants to Democrat-led cities around the country to challenge the Biden administration’s border policies. Arizona has also bused migrants out of state.

Rubbing salt to their wounds, migrants are forced to live in tents on sideways, streets amid the crippled housing sector. They are not provided with shelter because federal dollars are used to foot the bill.

Parents are often seen clutching their children tight in cold nights, desperately trying to keep them warm. Immigrants often flock to churches and NGO-sponsored sites for shelter but only women and men with children are given priority, if space is available. Even pregnant women are denied access in extreme conditions.

Speaking of migrants, the condition of those who entered the US legally isn’t good either. A report in February revealed that only about 3 per cent of applicants are expected to get permanent status/green card in fiscal year (FY) 2024.

The number of pending applications has surged to a whopping 34.7 million, a drastic rise from 10 million in 1996.

The Green card lottery system is also marred with challenges, as the cap remains stagnant at about 55,000 despite the increasing demand.

Hurdles are huge in obtaining employment-based green cards as well, with only 8 per cent of the 1.8 million pending applications anticipated to receive approval in the fiscal year 2024. This reveals a persistently growing backlog, which stood at approximately 1.2 million in 2018, and has since surged to 1.8 million as of March 2023.

Gravitas: US green card backlog hits 1.8 million

At this rate, it might take over a century for the applicants in the employment-based category to get their green cards.

Considering its own track record, the US should ideally be the last nation on the planet to preach a fellow democracy on how to deal with migrants. In fact, the US should learn from India how to handle immigration, a country that sits in a troubling neighbourhood, with Pakistan on its West and Myanmar on its East. While India is providing shelter, citizenship to thousands of persecuted immigrants using the CAA, the US has been invoking draconian laws like Title 42 to throw them out in the most inhumane manner.

Dozens of militants attacked a police station in northern Pakistan early Monday, killing at least 10 officers, a senior commander said. The assault comes just days before Pakistan votes in a general election that has already seen dozens of attacks on candidates and party supporters.

"More than 30 terrorists launched an attack from three directions. There was an exchange of fire for over two-and-a-half hours," Khyber Pakhtunkhwa provincial police chief Akhtar Hayat Gandapur told AFP.

He said 10 officers were killed and four wounded in the attack on Chaudhwan police station in Dera Ismail Khan district.

The border regions of Khyber Pakhtunkhwa have for years seen Pakistan Taliban, Islamic State and other groups attacking government and security targets, as well as targeting civilians.

Gandapur told AFP the attackers briefly seized control of the police station during the assault in the early hours of Monday.

Pakistan: 10 cops killed after militants attack police station

Pakistan on Thursday (Jan 18) launched airstrikes in Iran against alleged militant hideouts, killing at least nine people. In the&nbsp;retaliatory action called&nbsp;operation "Marg Bar Sarmachar"&nbsp;several missiles hit a village in the Sistan-Baluchestan province that borders Pakistan, said&nbsp;Iranian state media.

The attack comes after Iran on Tuesday violated Pakistan's airspace and carried out strikes against "terrorist" targets in Pakistan which left at least two children dead. Iran said that the Jaish al-Adl group, which is an Iranian terrorist group, was targeted.

Jaish al-Adl was formed in 2012. It is blacklisted by Iran as a terrorist group and has carried out several attacks on Iranian soil in recent years.&nbsp;

Pakistan denounced the strikes, calling it "illegal" and recalled its ambassador from Iran. Islamabad also blocked Tehran's envoy from returning to the South Asian nation.

Meanwhile, the Pakistan foreign ministry after the airstrikes on Thursday (Jan 18) said that "a series of highly coordinated and specifically targeted precision military strikes" on targets that were reportedly over 80 kilometres inside Iranian territory.&nbsp;

In a statement, it added: "This morning's action was taken in light of credible intelligence of impending large-scale terrorist activities. This action is a manifestation of Pakistan's unflinching resolve to protect and defend its national security against all threats."&nbsp;

Pakistan's military said that the main objective of the act was in pursuit of Pakistan's own "security and national interest".&nbsp;

Tehran strongly condemned the strikes. It summoned Pakistan's charge d'affaires, its most senior diplomat in Iran and asked for an explanation.

"The information received indicates that four children, three women and two men, who were foreign nationals, have been killed in the explosion that occurred in a village," Iran's Interior Minister Ahmad Vahidi told state TV.

<h2>How exactly did the Pakistan army carry out airstrikes?&nbsp;</h2>

A Pakistani military statement said: "The precision strikes were carried out using killer drones, rockets, loitering munitions and stand-off weapons" and the targets were bases used by the Baloch Liberation Front (BLF) and the associated Baloch Liberation Army.&nbsp;

Pakistan claims that the BLF has been waging an armed insurgency against the Pakistani state, including attacks against Chinese citizens and investments in Balochistan.&nbsp;

-Killer drones are small, palm-sized autonomous drones which use facial recognition and shaped explosives that can be programmed to seek out and eliminate known targets.&nbsp;

-Expert-based reports have noted that loitering munitions are typically smaller in size compared to traditional UAVs, which enables them to navigate through complex terrain and confined spaces easily. The munition can be optimised in terms of characteristics, such as keeping the life of the engine short, silence in the strike phase, speed of strike dive, and more.&nbsp;

-Standoff weapons are missiles fired from aircraft at a distance — likely meaning Pakistan’s fighter jets didn’t enter Iranian airspace.&nbsp;

A report by the EurAsian Times stated that Iran used Chinese-built fighter jets JF-17 'Thunder' and J-10C 'Vigorous Dragon'. Pakistan also deployed the Chinese Unmanned Aerial Vehicle Wing Loong II in its operation.&nbsp;

The report added that the Pakistan Air Force (PAF) fighters engaged the targets inside Iran with precision-guided air-to-ground munitions.&nbsp;

Pakistan said that seven locations were targeted after aerial reconnaissance carried out by UAVs confirmed the "presence of high-value terrorist targets". The primary precision-guided munition (PGM) used in airstrikes was the GIDS B-REK (Boosted Range Extension Kit), which is a rocket-boosted glide bomb and a precision-guided weapon with a range of 170 kilometres.&nbsp;

There have been attacks inside Iran in recent months by the Sunni militant separatist group Jaish al-Adl, which is blacklisted by Iran — also by its arch-foe the United States — as a terrorist organisation. Pakistan on Thursday (Jan 18) launched airstrikes in Iran against alleged militant hideouts, killing at least nine people. In the retaliatory action called operation "Marg Bar Sarmachar" several missiles hit a village in the Sistan-Baluchestan province that borders Pakistan, said Iranian state media. The attack comes after Iran on Tuesday violated Pakistan's airspace and carried out strikes against "terrorist" targets in Pakistan which left at least two children dead. Iran said that the Jaish al-Adl group, which is an Iranian terrorist group, was targeted. Jaish al-Adl was formed in 2012. It is blacklisted by Iran as a terrorist group and has carried out several attacks on Iranian soil in recent years. Pakistan denounced the strikes, calling it "illegal" and recalled its ambassador from Iran. Islamabad also blocked Tehran's envoy from returning to the South Asian nation. Meanwhile, the Pakistan foreign ministry after the airstrikes on Thursday (Jan 18) said that "a series of highly coordinated and specifically targeted precision military strikes" on targets that were reportedly over 80 kilometres inside Iranian territory. Also read: Why did Iran attack Pakistan? What is Jaish al-Adl group targeted by Tehran? In a statement, it added: "This morning's action was taken in light of credible intelligence of impending large-scale terrorist activities. This action is a manifestation of Pakistan's unflinching resolve to protect and defend its national security against all threats." Pakistan's military said that the main objective of the act was in pursuit of Pakistan's own "security and national interest". How exactly did the Pakistan army carry out airstrikes? A Pakistani military statement said: "The precision strikes were carried out using killer drones, rockets, loitering munitions and stand-off weapons" and the targets were bases used by the Baloch Liberation Front (BLF) and the associated Baloch Liberation Army. Pakistan claims that the BLF has been waging an armed insurgency against the Pakistani state, including attacks against Chinese citizens and investments in Balochistan. -Killer drones are small, palm-sized autonomous drones which use facial recognition and shaped explosives that can be programmed to seek out and eliminate known targets. -Expert-based reports have noted that loitering munitions are typically smaller in size compared to traditional UAVs, which enables them to navigate through complex terrain and confined spaces easily. The munition can be optimised in terms of characteristics, such as keeping the life of the engine short, silence in the strike phase, speed of strike dive, and more. -Standoff weapons are missiles fired from aircraft at a distance — likely meaning Pakistan’s fighter jets didn’t enter Iranian airspace. A report by the EurAsian Times stated that Iran used Chinese-built fighter jets JF-17 'Thunder' and J-10C 'Vigorous Dragon'. Pakistan also deployed the Chinese Unmanned Aerial Vehicle Wing Loong II in its operation. The report added that the Pakistan Air Force (PAF) fighters engaged the targets inside Iran with precision-guided air-to-ground munitions. Pakistan said that seven locations were targeted after aerial reconnaissance carried out by UAVs confirmed the "presence of high-value terrorist targets". The primary precision-guided munition (PGM) used in airstrikes was the GIDS B-REK (Boosted Range Extension Kit), which is a rocket-boosted glide bomb and a precision-guided weapon with a range of 170 kilometres. Explained: Which weapons were used, how exactly did Pakistan carry out airstrikes in Iran?

The two most crucial areas of Indian foreign policy are the nation’s relations with major powers and its ties with its immediate neighbours. Experts agree that India's policy towards great powers and immediate neighbours has been deeply interconnected and neither can be assessed in isolation from the other.&nbsp;

<h2>South Asia today</h2>

South Asia, stretching from Afghanistan to Myanmar and from the Himalayas to the Indian Ocean, is known for its complex geopolitics, development deficit, and low regional integration.

History, power asymmetry, and psychological factors influence changing dynamics. The involvement of external powers has been a reality. In the past decade, China has been the non-resident power that matters most.&nbsp;

While visiting Russia last week, External Affairs Minister S. Jaishankar <a href="https://www.wionews.com/world/putin-invites-pm-modi-to-russia-during-his-meeting-with-eam-jaishankar-674148">portrayed</a> India as "a major power".
To many eyes, it is so; to others, it is getting there.

The more India enjoys cooperative relations with its neighbours, the more influence it can exert in the world.

Likewise, neighbours looking at India with a reasonable mindset may internalise that cooperating with the world’s fifth largest economy is clearly in their interest.

Against this backdrop, an objective review of the present and future is offered below.&nbsp;

<h2>Neighbours in the North and West&nbsp;</h2>

Of the eight neighbours, Pakistan – given its size and history – presents the most formidable challenge. It is a nation consumed in dealing with a debt-ridden economy, serious internal security situation including rising tensions with Afghanistan, and continuing political uncertainty where the only constant is the Army’s hold on power. The National Assembly elections on 8 February will throw up indicators for the new year. Will they result in a ‘hung’ house or lead to the emergence of &nbsp;Nawaz Sharif as the next prime minister?

Some Pakistan watchers believe that his premiership is "not a done deal" but most experts interpret his return from exile, dropping of cases against him, and his growing proximity to the Army leadership as evidence that he will wear the crown of thorns once again.&nbsp;

Assuming this scenario comes through, the likely equation between Pakistan and India through 2024 will be of wider interest. Perceptions differ.

A former Indian high commissioner believes that Sharif’s return to power and Narendra Modi’s expected victory in elections in India may open the doors for a limited rapprochement. Others are sceptical, citing divergences on the Kashmir issue, the hawkish attitude of the Army Chief, and New Delhi’s firm policy against&nbsp;Pakistan’s continued adherence to cross-border terrorism as an instrument of policy.&nbsp;

Afghanistan, having defied predictions by many international affairs pandits, has fallen off the radar. The expectation that international solidarity may compel the Taliban government to accept some inclusiveness in governance and give assurances about eschewing terrorism has not been fulfilled.

Hence, the neighbours' preference for minimum transactional relations with the regime may continue in 2024.&nbsp;

Nepal, known for its fractured polity and frequent change of governments, will continue to engage in a balancing game between India and China. It cannot ignore the compulsions of geographical proximity and logic of cultural and historical ties with India. Yet, it is committed to profiting from China's largesse and remains prone to Beijing’s strategy to sow seeds of dissension in Nepal-India ties.

Bhutan, enjoying unique and close relations with India, has triggered new concerns, of late. These emanate from reports about progress in border delimitation discussions between Bhutan and China, and China's keen interest in establishing diplomatic relations with Bhutan.

Doklam situated at the trijunction boundary of India, Bhutan, and China remains a big question mark, given the absence of dialogue among the three concerned parties. However, a major positive development was the visit of King Jigme Khesar Namgyel Wangchuck to India in November 2023. New Delhi conveyed “full support to the socio-economic development in Bhutan,” including the plan for a smart city at Gelephu and its road connectivity with Kokrajhar (Assam). Further developments will be worth watching.&nbsp;

<h2>In the South and East&nbsp;</h2>

Sri Lanka showed signs of a slow but steady recovery from the economic crisis it has faced since May 2022. The nearly $4 billion assistance from India made a significant difference.

"If we are stable today," President Ranil Wickremesinghe told the visiting Indian finance minister last November, "it is because of the assistance." New Delhi’s collaboration with Colombo on debt management continues unabated. So do its endeavours to enhance cooperation in connectivity, infrastructure development, energy, trade, and investment.

Yet, Sri Lanka also needs considerable assistance from China. India understands this reality, although discontent continues over Colombo’s inability to show adequate consideration for the former’s security interests. If implemented, Sri Lanka’s latest decision to place a year-long moratorium on visits of Chinese research vessels to its ports will be considered a positive development.&nbsp;

Maldives hogged much attention following the election of Mohamed Muizzu as the president in September 2023. His election showed a swing from his predecessor’s pro-India policy orientation to the ‘India Out’ campaign. Three measures taken by the new government – request to India to withdraw its military personnel, refusal to renew the MoU on the joint hydrographic survey, and Maldives’ absence from the latest Colombo Security Conclave meeting in Mauritius – caused much disquiet in New Delhi. But the meeting between PM Modi and President Muizzu on the sidelines of COP28 seemed a good beginning. The early months of 2024 will witness a calibrated Indian response. A series of high-level discussions may be on the cards.

Bangladesh facing parliamentary elections on 7 January presents a potentially promising picture as most experts agree about the near-certain victory of the incumbent Awami League. The other two parties – the BNP and JEI – are not in the running. The presence of many independent candidates gives the electorate a semblance of choice. The likely return of Prime Minister Sheikh Hasina will demonstrate the success of Dhaka's India policy. The past 15 years bear a testimony to an all-round enhancement in bilateral cooperation.&nbsp;

Myanmar today demonstrates the abject failure of its leaders and elites. The country is riven by violent conflict, sharp polarisation, widespread chaos, and a shrinking economy. Neither the military regime nor the resistance has the capability to prevail over the other. Nor will they agree to take the path of dialogue and reconciliation. Given the possibility of further deterioration of the domestic political situation and China's rising influence, India needs to consider some adjustments to its dual-track policy of maintaining normal relations with the government and supporting the cause of democracy.

<h2>The path ahead&nbsp;</h2>

Among the region’s multilateral institutions, SAARC has clearly been on the ventilator. Its last summit was held in 2014. BIMSTEC showed promise as some success has been achieved since 2018, but it is not enough. Many hopes ride on the next summit likely to be held in the second half of 2024. How the new (Indian) Secretary General and member governments prepare for it will merit a close watch.&nbsp;

India's experts often advance their individual ideas to improve the South Asia policy and address 'the China factor' in the region. These are unlikely to work in isolation. Perhaps the nation’s top think tanks and leading scholars, together with experts from the ruling and opposition parties, should hold a closed-door Conclave and formulate a practical action plan for the government’s consideration. This can work well and should be encouraged.&nbsp;

India and South Asia: What to expect in 2024

As the global vehicle moves into 2024, the rearview mirror&nbsp;shows the trail of the year 2023. There was a '<a href="https://www.wionews.com/south-asia/to-coup-or-not-coup-pakistan-armys-options-after-imran-khans-mini-intifada-592986">mini intifada</a>' near the Pakistani capital; Putin's grip of power was shaken aback by Yevgeny Prigozhin's insurrection; the Israel-Hamas war shook the semblance of stability&nbsp;in West Asia that came after <a href="https://www.wionews.com/world/iran-saudi-arabia-restore-ties-as-china-brokered-deal-outfoxes-west-570766">Tehran-Riyadh's resumed ties</a>; war in Ukraine, which continued to rage; Azerbaijan’s lightning offensive against Armenia over the disputed Nagorno-Karabakh territory.

I could go on but let me not.

Looking ahead to the 366-day-long road of 2024, the year will keep journalists up and running and national security nerds up at night. There are elections in India, Pakistan, Bangladesh, the European Union, Mexico, South Africa, Indonesia, and&nbsp;yeah, I almost forgot, the United States as well. (Trump! Trump!)

But it's an election year for almost the entire Indian subcontinent.

In the last edition of The Capitals of 2023, here's a look at that upcoming sequence of events that hold significance for corridors of power across the length and breadth of South Asia.&nbsp;

<h2>Dhaka, Bangladesh</h2>

Bangladesh's largest opposition party has boycotted the January 7 elections, expressing concerns about alleged vote rigging. This has&nbsp;potentially paved the way for Prime Minister Sheikh Hasina's ruling&nbsp;Awami League party's fourth consecutive term.

<h2>Thimpu, Bhutan</h2>

In a surprising turn of events, Bhutan's ruling party faced defeat in the November first-round vote, setting the stage for a runoff on January 9. Unlike its South Asian counterparts.

<h2>Islamabad, Pakistan</h2>

The unprecedented crackdown on imprisoned former Prime Minister Imran Khan's Pakistan-Tehreek-e-Insaf (PTI) has pushed the scale in the favour of the Pakistan Muslim League-Nawaz party as elections approach on February 8.

<h2>New Delhi, India</h2>

India's ruling Bharatiya Janata Party is expected to win a third straight term in the April elections, leveraging Prime Minister Narendra Modi's popularity and a fragmented opposition. Unlike Islamabad and Dhaka, Modi's potential third term is expected to keep a semblance of stability in&nbsp;Delhi's significant <a href="https://www.wionews.com/world/the-capitals-in-2023-the-year-when-new-delhi-proved-sceptics-wrong-673185">foreign policy postures</a>&nbsp;in 2024 as well.

Other postures of consequence in the year ahead:

<h2>South Asia's connectivity projects</h2>

Despite being known as one of the world's least connected regions, South Asia is set to make strides in connectivity in 2024. Bhutan reveals plans for a cross-border rail project with India, while Bangladesh, India, and Nepal collaborate on an electricity-sharing initiative. A transnational transport project, the India-Middle East-Europe Economic Corridor, gains traction, signaling a potential turning point for the region.

The success of these connectivity initiatives depends on factors such as security concerns, financing, and bureaucratic delays. Terrorism risks in Afghanistan and Pakistan raise caution, and continued conflict in the Gaza Strip could impact India's plans in West Asia. The ambitious India-Bhutan railroad plan faces the challenge of securing necessary financing and overcoming bureaucratic obstacles.

<h2>Delhi's competitive test against Beijing&nbsp;to ace Global South exam&nbsp;</h2>

As India concludes its G20 presidency, it faces a new chapter in global outreach without the leadership platform. Diplomatic challenges with Western countries, arising from allegations of extrajudicial killings in 2023, may shape India's interactions with Global South countries. Beijing's influence looms large, challenging Delhi's claim to be a bridge to the global south.

<h2>The Moscow factor</h2>

Russia has emerged as a significant player in South Asia in 2024, by simultaneously deepening ties with India, Pakistan, and Bangladesh. As Moscow seeks to counter Washington's increased&nbsp;engagement in the region, its influence in Nepal and potential attention to Afghanistan could reshape the regional power balance.

That's all for The Capitals next year. See you in 2024.&nbsp;

As the global vehicle moves into 2024, the rearview mirror shows the trail of the year 2023. There was a 'mini intifada' near the Pakistani capital; Putin's grip of power was shaken aback by Yevgeny Prigozhin's insurrection; the Israel-Hamas war shook the semblance of stability in West Asia that came after Tehran-Riyadh's resumed ties; war in Ukraine, which continued to rage; Azerbaijan’s lightning offensive against Armenia over the disputed Nagorno-Karabakh territory.
