Anwaar-ul Haq Kakar, a former Senator from Balochistan, was sworn in as the eighth interim prime minister of Pakistan on Monday (August 14).

This comes days after outgoing PM Shehbaz Sharif and the leader of the opposition Raja Riaz chose Kakar to take the role of caretaker premier ahead of the upcoming general election, the dates of which remain uncertain.&nbsp;

<h2>Oath-taking ceremony</h2>

Kakar was sworn in as the Pakistan caretaker PM in a ceremony that coincided with the country’s Independence Day at the Aiwan-i-Sadr in Islamabad.

President Arif Alvi administered the oath in the presence of outgoing PM Shehbaz and his former cabinet ministers.&nbsp;

According to Pakistan media reports, Chief of Army Staff General Asim Munir, Chairman Joint Chiefs of Staff Committee General Sahir Shamshad Mirza, Senate Chairman Sadiq Sanjrani, and other high-ranking military officials were also present.

The now-former Balochistan Awami Party (BAP) senator will run the country until a new government is elected in Pakistan.

After taking oath, Kakar also reportedly met officials of the armed forces and shook hands with them.

One of the first tasks before the interim premier will be to choose a cabinet as the country heads into an election period.

In a statement, Shehbaz Sharif said he is confident that the newly sworn-in PM will ensure fair elections, adding that Kakar was decided upon under a constitutional process as he was the “most suitable person” to head the interim government.&nbsp;

<h2>Newly-appointed caretaker PM’s life and political career</h2>

Kakar was born in 1971 in Muslim Bagh, an area of the Killa Saifullah district of Balochistan.

While he does not hail from a traditionally political family, some of his relatives have been involved in politics, reported Dawn.&nbsp;

He completed his schooling at St. Francis School, Quetta, and later enrolled in Cadet College Kohat but reportedly returned to Balochistan after his father’s demise. Kakar also finished his Master’s in Political Science and Sociology from the University of Balochistan.

He started his career by teaching in a school in his native town, according to Geo News.

Kakar began his political career, in 2008, on a Pakistan Muslim League-Q (PML-Q) ticket but lost to his rival.&nbsp;

He later joined Sharif’s Pakistan Muslim League (Nawaz) (PML-N) and served as then-CM Sanaullah Zehri’s spokesperson for almost three years.

However in 2018, he reportedly “led” a no-trust vote against Zehri which led PML-N CM to step down.&nbsp;

It was also not until 2018 that he began his journey as an independent senator from Balochistan and his six-year term would have concluded in March 2024.&nbsp;

The Pakistan senator became the parliamentary leader of the Balochistan Awami Party (BAP), which he played a role in forming in 2018, but five months ago was replaced as the party opted for new leadership.

<h2>Kakar resigns from Senate</h2>

Earlier on Monday, Senate Chairman Sadiq Sanjarani accepted the interim PM’s resignation, submitted a day prior, from the Senate as well as the BAP.

As per Pakistan media reports, Kakar stepped down from his post because he wanted to be an impartial caretaker PM.&nbsp;

“Anwaar-ul-Haq Kakar, Member Senate of Pakistan, has resigned his seat, as his Principled stance of neutrality on becoming the caretaker Prime Minister, by writing under his hand in person before the Chairman Senate,” said a notification from the Senate Secretariat.&nbsp;

Kakar was also the chairperson of the Senate Standing Committee on Overseas Pakistanis and Human Resource Development and a member of the Business Advisory Committee, Finance and Revenue, Foreign Affairs and Science and Technology, as per Dawn.

Ahead of stepping down and handing over the charge, Pakistani Prime Minister Shehbaz Sharif-led ruling Pakistan Muslim League-Nawaz (PML-N) party is considering Finance Minister Ishaq Dar's name for taking up the position of caretaker prime minister, according to local media reports.&nbsp;

With elections scheduled to be held in November, Sharif has promised to hand over&nbsp;the charge to the caretaker set-up next month before the completion of the assembly’s tenure.

“Next month our government will complete its tenure, [but] we will leave before the completion of our tenure and an interim government will come in,” the prime minister said.

Reports state that Sharif is mulling changes to the Elections Act 2017 to provide additional powers to the caretaker PM so that it can take&nbsp;decisions beyond its constitutional mandate. The decision will help ensure the continuity of economic policies&nbsp;and expedite the process aimed at receiving foreign investment in state-owned entities.

<h2>Why the changes?</h2>

The final decision regarding the same will be taken next week in&nbsp;consultation with the Pakistan People's Party (PPP) - the other coalition partner.&nbsp;

The present law bars the caretaker government from taking major policy decisions. Experts argue that the Sharif government may look to amend Section 230 of the Elections Act 2017. The particular section states that a caretaker (interim) government shall only perform its functions to attend to day-to-day matters.&nbsp;

A senior cabinet, quoted as saying by The Express Tribune said that Pakistan's economy is currently passing through a phase where matters cannot be left for three months on just day-to-day decision making.

<h2>Pakistan still in deep waters&nbsp;</h2>

Notably, earlier this week, International Monetary Fund (IMF) cautioned that the&nbsp;$3 billion bailout programme for Pakistan alone was not going to be enough for economic revival. The global lender said Pakistan needs&nbsp;another programme and support from other&nbsp;multilateral lenders.&nbsp;

“Resolving Pakistan’s structural challenges, including long-term BOP [balance of payments] pressures, will require continued adjustment and creditor support beyond the current programme period,” said IMF, adding that a successor arrangement was needed to restore the country's medium-term viability and capacity to repay.&nbsp;

Khan further counted off his government's achievements, mentioning the 'Billion Tree Tsunami', Pakistan's handling of the coronavirus pandemic, etc. Making mention of "three long marches" that took place during his regime, Khan said that no FIRs happened back then and that "whatever has happened since 25th March is planned".

Comparing the current scenario to General Pervez Musharraf's reign after the military coup of 1999, Khan said that even then, the situation wasn't this bad.

"What's happening now is a negation of our Jamhuriat (democracy)," said Imran Khan, adding that "fundamental rights, Supreme court orders are being ignored."

He also reiterated that the constitutional direction "to hold elections within 90 days was ignored by the government."

Khan also said that the media is being blackmailed into silence with threats of harm to their families.

"Democracy is dead," said Khan, adding that he is appealing "to 15 judges of our Supreme Court on behalf of our people."&nbsp;

He said that "so far it seems that you are losing your power, freedom in front of the powerful" and urged them to "take a stand."

"History will remember your role," he implored.

"It is the right of every citizen to protest peacefully those who cause chaos and vandalism should be dealt with, but to destroy the entire party under the guise of it is the negation of democracy and the law of the jungle."

Khan further urged the "Judiciary to issue a suo motu notice that the women who only protested peacefully should be released and a full judicial inquiry should be conducted into the" chaos that happened during the recent protests in Pakistan.&nbsp;"We will fully cooperate in this," added Imran Khan.&nbsp;

Amjad Pervaiz, the counsel of the Pakistan PM argued in front of the court that the Federal Investigation Agency (FIA) had removed $40 million from the initial chargesheet after failing to gather any proof. The court, however, adjourned the hearing till October 11. As reported extensively by WION, 70-year-old Shehbaz, and his sons Hamza, 47, and Suleman, 40, were booked in November 2020 by the FIA under various sections of the Prevention of Corruption Act and Anti Money Laundering Act. According to the FIA report submitted in the court, the probe team had "detected 28 benami accounts of the Shehbaz family through which money laundering of Rs 16.3bn was committed during 2008-18. The FIA examined the money trail of 17,000 credit transactions." The amount was kept in hidden accounts and given to Shehbaz in a personal capacity. Last month, 13 bank accounts of companies related to Sharif and Suleman were frozen by the special court. Besides, the special court also issued show-cause notices to the officials of different banks for not adhering to an earlier order over the attachment of the accounts owned by two other proclaimed offenders.
