India has taken Pakistan to global civil aviation body International Civil Aviation Organization (ICAO) for denying the use of airspace for transit for President Ram Nath Kovind and Prime Minister Narendra Modi.

India has taken Pakistan to global civil aviation body International Civil Aviation Organization (ICAO) for denying the use of airspace for transit for President Ram Nath Kovind and Prime Minister Narendra Modi. Islamabad on Sunday announced that it will not be allowing the use of its airspace for PM Modi's plane during his visit to Saudi Arabia. Reacting to the development, a government source said, "We regret the decision of the Government of Pakistan to yet again deny overflight clearance for the VVIP special flight, which is otherwise granted routinely by any normal country." Explaining, "Overflight clearances are sought, and granted by other countries as per prescribed ICAO guidelines and India will continue to seek such overflight clearances. Separately, we have taken up the matter of such denial with the relevant international civil aviation body." Under the charter of ICAO, unless it's war, denying the use of airspace by singling out cannot be done by any country. Pakistan can be slapped with a heavy fine. This is the second time since the abrogation of Article 370, Pakistan has denied the use of its Airspace for PM Modi. Pakistan denied airspace when Modi was travelling to New York for United Nations General Assembly week in September. "Pakistan should reflect upon its decision to deviate from well established international practice, as well as reconsider its old habit of misrepresenting the reasons for taking unilateral action," a government source said. Pakistan has also denied the use of its airspace for President Ram Nath Kovind's plane in early September. Pakistan had closed its airspace on February 27 after India's counter-terror operation in Balakot on February 26 following Pulwama attack that killed more than 40 Indian security personnel. The closure that lasted for more than four months had caused a considerable problem for air travellers across the globe.

Pakistan on Saturday said it denied India's Prime Minister Narendra Modi permission to fly through its airspace, reported news agency AFP. It is the third time in recent weeks that Islamabad has refused to allow Indian leaders to use its airspace. Requests by Indian President Ram Nath Kovind and Modi were turned down last month. The decision came with tensions simmering between the two nuclear-armed arch-rivals over the revocation of Article 370. "Indian Prime Minister wanted to use our airspace but we denied permission in the perspective of black day being observed by Kashmiris today to condemn Indian occupation and ongoing grave human rights violations in Indian-occupied Kashmir," foreign minister Shah Mehmood Qureshi said in a statement. He said the Indian high commissioner (ambassador) was being informed about the decision. Modi had reportedly sought permission to use Pakistan's airspace to travel to Saudi Arabia, where he is due to attend an investment summit. Pakistan had closed its airspace to Indian traffic in February after Pulwama suicide bomb attack that killed dozens of Indian troops in Kashmir, ratcheted up tensions between the two neighbours and prompted aerial dogfights. It reopened its skies for all civilian traffic in July, ending months of restrictions that had affected major international routes. (With inputs from AFP)

The annual meeting of South Asian Association for Regional Cooperation (SAARC) Foreign Ministers on the sideline of United Nations Security Council (UNSC ) saw high-voltage drama on Thursday after Pakistan's Foreign Minister Shah Mahmood Qureshi refused to enter into the meet till Indian foreign minister S Jaishankar's statement is over. The meet none the less started without the Pakistani foreign minister present in the meet. During the meet, Indian Foreign Minister, S Jaishankar raised the issue of terrorism saying, "Ours is really not just a story of missed opportunities but also of deliberate obstacles. Terrorism is among them." He explained, "In our view, elimination of terrorism in all its forms is a precondition not only for fruitful cooperation but also for the very survival of our region itself." Highlighting lack of regionalism in South Asia, Jaishankar said, "If we have lagged behind, it is because South Asia does not have normal trade and connectivity that other regions do." "SAARC hasn't been able to make much headway on connectivity with no progress on motor vehicles, Railways agreement and SAARC Regional Air Services Agreement, initiated by India," he said. Watch: India vs Pakistan face off in New York today × The Pakistani Foreign Minister came inside the room only when Jaishankar left and cited India's decision to remove the special status for Jammu and Kashmir as the reason behind his action. Meanwhile, He also claimed to have the support of SAARC nations to host the next summit in Islamabad. He said, "The good development is, SAARC summit that was to happen in Islamabad in 2016, we are ready to host it. I invited SAARC ministers to Islamabad for the summit. The next summit will happen in Islamabad. No one objected to it". When asked if India has agreed too and will PM Modi travel to Islamabad, Qureshi gave no reply. Sources have told WION that Pakistani FM suggested it can put forward the dates of next summit to which Nepal, the chair of the grouping, said this is an informal meet and not a forum to decide the next summit. Last year also SAARC foreign ministers saw a lot of attention as India's then external affairs minister Sushma Swaraj left the room early leading to an angry Pak's foreign minister coming out and making unwarranted remarks to the standing press. India's focus has been BIMSTEC since the cancellation of SAARC summit in 2016 in the aftermath of the URI terror attack in Jammu and Kashmir. India along with Bhutan, Bangladesh, Sri Lanka, Afghanistan, Maldives had boycotted the summit in Islamabad. India has been keen on SAARC and even launched the South Asian satellite in 2017 and hosts the South Asian University. New Delhi is providing 100% capital cost towards the construction of South Asian University.

In another setback for Pakistan, visiting UAE Foreign Minister Sheikh Abdullah bin Zayed bin Sultan Al Nahyan has said that Kashmir is not an issue concerning Muslim Ummah (community) but rather a dispute between Islamabad and New Delhi.

Foreign Ministers of the United Arab Emirates (UAE) and Saudi Arabia, Adel bin Ahmed Al-Jubeir, respectively, arrived here on Wednesday to discuss the Kashmir issue that has been persistently internalised by Pakistan since India changed the constitutional status of the region. According to The News International, some Pakistani officials sought UAE minister`s solidarity but instead he averred that Islamabad should not make the Kashmir issue a matter regarding Muslim community. He also urged that Pakistan and India should resolve the matter through talks between. Al Nahyan and Al-Jubeir held meetings with Foreign Minister Shah Mehmood Qureshi and Chief of Army Staff (COAS) General Qamar Javed Bajwa, reported The Express Tribune. The visit of UAE minister holds significance as the Islamic nation conferred Prime Minister Narendra Modi with its highest civilian award--Order of Zayad despite the protest by Pakistan. Uninfluenced by Pakistan`s attacks against India on multiple platforms, the UAE became the first country from among the Organisation of Islamic Cooperation (OIC) member states to support India over its decision. Just a day after India scrapped the Article, Abu Dhabi termed New Delhi`s action its internal matter, saying it aimed at "reducing regional disparity and improving efficiency". The Saudi Foreign Minister had earlier visited Pakistan in March as part of Riyadh`s efforts to de-escalate tensions between New Delhi and Islamabad that had emerged in the aftermath of the airstrike conducted by Indian Air Force at Balakot. Showing the so-called solidarity with the Kashmiris on its part, Pakistan has reached out to numerous countries, including the Middle East, and China, ever since the Indian Parliament last month revoked Article 370 and Article 35 (A) of the Indian Constitution that accorded special status to the region. However, the cash-strapped country has been repeatedly snubbed by the international community over its efforts after New Delhi time and again denied any third party interference in the issue, calling it to be a "strictly internal" matter of the country. Instead of addressing pressing issues like struggling economy, rising inflation, and poverty, Pakistanis have been concentrating more on Kashmir, with the Foreign Minister himself apprising the United Nations over the matter more than thrice in a month.

Pakistan ready for 'conditional dialogue' with India: Shah Mahmood Qureshi

India's External Affairs Minister S Jaishankar and Pakistan's Foreign Minister Shah Mahmood Qureshi have confirmed their participation at the annual SAARC meet of foreign ministers on the sidelines of the United Nations General Assembly starting from September 17.

The meeting will take place on September 26 in New York and a confirmation has been given to SAARC's chair, Nepal.

This will be for the first time both Indian and Pak foreign ministers will be under the same roof this year. This comes in the backdrop of New Delhi removing the special status for Jammu and Kashmir.

Last year, India had snubbed Pakistan at the informal SAARC meet of foreign ministers and strongly raised the issue of terror. India's then foreign minister, Sushma Swaraj and her Pak counterpart Qureshi were present during the meet.

The meeting happened at The Westin Grand Central Hotel in New York and was attended by all SAARC members. The meeting, that was to go on for two hours, concluded in just over an hour with Swaraj making her statement and leaving.

Highlighting the number of threats and incidents that endanger South Asia, India's then external affairs minister Sushma had Swaraj said, terrorism remains the single largest threat to peace and stability in our region and it is "necessary that we eliminate the scourge of terrorism in all its forms, without any discrimination and end the ecosystem of its support."

India's External Affairs Minister S Jaishankar and Pakistan's Foreign Minister Shah Mahmood Qureshi have confirmed their participation at the annual SAARC meet of foreign ministers on the sidelines of the United Nations General Assembly starting from September 17.

Highlighting the number of threats and incidents that endanger South Asia, India's then external affairs minister Sushma had Swaraj said, terrorism remains the single largest threat to peace and stability in our region and it is "necessary that we eliminate the scourge of terrorism in all its forms, without any discrimination and end the ecosystem of its support." Pak FM Qureshi was at his usual undiplomatic best who stated, "The EAM left midway, maybe she wasn't feeling well. I listened to her statement. She talked of regional cooperation. On Thursday, Qureshi also held a telephonic conversation with Sri Lankan Foreign Minister Tilak Janak Marapana to discuss the same.

The foreign minister briefed his Sri Lankan counterpart on what he called "the illegal and unilateral actions of India to alter the disputed status of Jammu and Kashmir, which was in contravention of the international law and UNSC resolutions."

He further underlined that the steps taken by India in Jammu and Kashmir entailed a "grave risk for peace and security in the region."

Qureshi had written letters on 1, 6 and 13th of this month to the United Nations to apprise the world body of the situation in Jammu and Kashmir, referring to the diplomatic efforts to internationalise the Kashmir situation.

He also said that the recently held discussion on Kashmir at the UN Security Council was a great achievement of Pakistan, which was held despite India`s hectic efforts to stop it.

The foreign minister stressed that the services of the world`s best lawyers are being sought to devise a course of action that could strengthen Pakistan`s case on Kashmir in the Hague-based International Court of Justice.

Shah Mahmood Qureshi now dials up South Korean counterpart, briefs on Kashmir

As Pakistan is trying to rake up Kashmir globally, the country found itself sparring with the Maldives over statements made by the foreign ministers of both countries after a telephonic conversation.

On Friday, Pakistan's Shah Mahmood Qureshi spoke to his Maldivian counterpart Abdullah Shahid during which Male made it clear that abrogation of article 370 was India's internal matter.

A statement from Maldives foreign ministry stated Shahid saying that the "Maldives viewed the decision taken by India regarding Article 370 of the Indian Constitution as an internal matter."

However, this was denied by Pakistan's foreign minister Qureshi during a press conference in Islamabad on Saturday.

In reply to WION's query, Pakistani foreign minister said, "during my conversation with Maldives foreign minister, there was no mention or talk about this."

Following Qureshi's statement, Maldives foreign ministry immediately reacted and said, "Ministry of Foreign Affairs' statement following the telephone conversation is very clear on our position."

The development comes as Sri Lankan President's office came out with a statement after Pakistan High Commission had wrongly attributed a statement on President Maithripala Sirisena and the Pakistani High Commissioner's meet.

The Pak High Commissioner to Sri Lanka on Tuesday met President Sirisena at the request of the former to brief him on India's internal decision on revoking Article 370.

A statement issued by Pakistan High Commission in Colombo said President Sirisena "offered Sri Lanka's mediation and facilitation of dialogue between Pakistan and India to re-activate the SAARC forum."

This was contradicted by Sri Lankan presidential office, which said, "President stated that both India and Pakistan have excellent friendly relations with Sri Lanka and its interest is to see the growth of regional cooperation and friendship", adding, "the president did not make any other comment on the issues pertaining to India and Pakistan."

India's neighbours in the region have backed New Delhi on its August 5 decision to repeal special status for erstwhile state of Jammu and Kashmir.

While Bangladesh, Bhutan, Sri Lanka and the Maldives have called it an internal decision, Nepal and Afghanistan have called Kashmir a bilateral issue between New Delhi and Islamabad.

'No such talks took place,' says Qureshi as Pakistan, Maldives spar over Kashmir remarks

Echoing India's stance that Kashmir is a bilateral issue between New Delhi and Islamabad, Sweden has urged both the South Asian nations to engage in a dialogue through diplomatic channels to resolve the matter.

Sweden's Foreign Minister Margot Wallstrom made the remarks during a telephonic conversation with her Pakistani counterpart Shah Mahmood Qureshi on Wednesday.

"Worrying situation in Jammu and Kashmir. In a telephone call today with Pakistan's FM H.E. Shah Mahmood Qureshi I stressed that the EU, including Sweden, supports a bilateral political solution between India and Pakistan over Kashmir, dialogue through diplomatic channels is crucial," tweeted Wallstrom.

Since India announced its decision to change the constitutional status of Jammu and Kashmir, a rattled Pakistan ramped up its rhetorics and has made several attempts to involve the international community in the matter.

However, India has categorically told the international community that the scrapping of Article 370 of the Constitution, which gave the special status of Jammu and Kashmir, was an internal matter.

On Tuesday, Qureshi telephoned his French counterpart Jean-Yves Le Drian, who also asked him to engage in the dialogue with New Delhi on Kashmir.

Islamabad has not been able to convince even the Muslim world to back it in raising the issue of Kashmir.

Four of the Organisation of Islamic Cooperation (OIC) member states - the Maldives, Afghanistan, Bangladesh and the UAE - have said Kashmir is an internal matter of India.

Efforts by Pakistan's ally China too failed at the United Nations Security Council during a closed-door consultation on Kashmir last week.

Meanwhile, Pakistan has said it will knock the doors of the International Court of Justice (ICJ).

"We have decided to take Kashmir case to the International Court of Justice," Pakistan-based newspaper Dawn quoted Qureshi as saying.

Pakistani PM congratulated him on his victory and of course, he has come with a heavy mandate by defeating a major political family" ''PM Imran Khan and PM Narendra Modi had chitchat for a few minutes and shook hands during forum gathering. They talked about recent Indian elections,'' a Pakistan journalist also tweeted quoting Pakistan Foreign Minister Shah Mahmood Qureshi. × There were seven occasions when both the leaders came across each other starting with informal dinner hosted by Kyrgyz President Sooronbay Jeenbekov and Gala Concert on Thursday to five occasions on Friday. These were photo opp in the morning, followed by restricted format meetings, extended format meeting, final photo opp and lunch. Pakistan foreign minister to discuss bilateral ties, visa issues with Kuwaiti leaders

Pakistan's Prime Minister Imran Khan arrived in Iran on Sunday to discuss security and regional issues, Iranian state TV reported, a day after Islamabad urged Tehran to act against militants behind killings in Pakistan's Baluchistan province.

A new umbrella group representing various insurgent groups operating in Baluchistan claimed responsibility for an attack on Thursday when 14 passengers were killed after being kidnapped from buses in the province, which borders Iran.

Pakistani Foreign Minister Shah Mahmood Qureshi said on Saturday the training and logistical camps of the new alliance that carried out the attack were inside Iran and called for Iran to take action against the insurgents.

Iranian TV said that Khan began his two-day visit to Iran, the first since he took office last August, with a stop in the northeastern holy Shi'ite city of Mashhad.

Khan will meet Iran's Supreme Leader Ayatollah Ali Khamenei and President Hassan Rouhani, as well as other officials, in Tehran on Monday.

"During the meetings, improving bilateral ties, border security, countering terrorism and regional issues will be discussed," state TV said.

Relations between Iran and Pakistan have been strained in recent months, with both sides accusing each other of not doing enough to stamp out militants allegedly sheltering across the border.

Shi'ite Muslim Iran says militant groups operate from safe havens in Pakistan and has repeatedly called on Islamabad to crack down on them.

Tehran has stepped up security along its long border with Pakistan after a suicide bomber killed 27 members of Iran’s elite Revolutionary Guards in mid-February in southeastern Iran, with Iranian officials saying the attackers were based inside Pakistan.

The Sunni group Jaish al Adl (Army of Justice), which says it seeks greater rights and better living conditions for the ethnic Baloch minority, claimed responsibility for that attack.

General Bajwa will "brief the parliamentarians on hostile situation at the Line of Control", it said.

The paper said that it will be the second briefing by the army chief to the parliamentarians over one month.

Earlier, parliamentarians were briefed in an in-camera session held at Parliament House on February 27, the day the Pakistan Air Force carried out a raid in India. However, Prime Minister Imran Khan did not attend the briefing.

This week's briefing would be attended by a number of prominent leaders from the opposition parties, including former ministers, as they are members of the two committees.

According to a notification issued by the National Assembly Secretariat, chairman of the NA committee Amjad Ali Khan would lead the delegation of members of the National Assembly, the lower house.

Defence Minister Pervez Khattak has also been invited as he is an ex-officio member of both standing committees.

Pakistan Army chief to brief parliamentarians on 'hostile situation' at LoC

Pakistan's Foreign Minister Shah Mahmood Qureshi on Tuesday hailed China's support to his country in the challenging times and said Islamabad was committed to the expeditious implementation of the China-Pakistan Economic Corridor (CPEC).

Qureshi also appreciated the Chinese stand that there should be no double standards in combating terrorism as he thanked Beijing for its support to Pakistan in international fora on the issue of tackling the menace.

He made the remarks during the first-ever China-Pakistan Foreign Minister-level strategic dialogue, which was attended by his Chinese counterpart Wang Yi.

In his opening remarks, Qureshi acknowledged that China has been "helpful in these challenging times for Pakistan", in an apparent reference to the multi-billion dollar Chinese financial assistance to Pakistan, which is going through a "low point", to minimise its dependence on an IMF bailout package.

"The Chinese government was very generous in supporting Pakistan. We had good discussions...We are committed to expeditious implementation of CPEC," Qureshi said.

The CPEC, which connects Gwadar Port in Balochistan with China's Xinjiang province, is the flagship project of Chinese President Xi Jinping's ambitious Belt and Road Initiative (BRI).

"There is a national consensus that this project is not simply beneficial to Pakistan and China but also the entire region and has a far-reaching impact," he said.

"Obviously, our leaders have set huge agenda for us and they have entrusted us to implement their vision and that we intend to do," Qureshi said as he informed his Chinese counterpart about Prime Minister Imran Khan's desire to attend the 2nd Belt and Road Forum in Beijing next month.

China will host a second global meeting on its ambitious Belt and Road Initiative in Beijing in April.

The BRI includes USD 60-billion China-Pakistan Economic Corridor which India opposes as it traverses through the Pakistan-occupied Kashmir.

The US, India and several other countries have raised concerns over the BRI as China doled out huge loans to smaller countries for infrastructure projects without taking into consideration their ability to pay back the money.

New Zealand mosque attack: Foreign ministry calls Qureshi to condole deaths of 9 Pak citizens

Pakistan Foreign Minister Shah Mahmood Qureshi is visiting China to participate in strategic dialogue and hold talks with the top Chinese leadership on a range of issues, including the multi-billion CPEC project, to strengthen the bilateral ties, the Foreign Office said Sunday.

The announcement of the four-day visit comes days after China for the fourth time blocked a bid in the United Nations (UN) Security Council on Wednesday to designate chief of Jaish-e-Mohammed terror group Masood Azhar as a "global terrorist" by putting a technical hold on the proposal, a move India termed as disappointing.

The proposal to designate Azhar under the 1267 al Qaeda Sanctions Committee of the UN Security Council was moved by France, the UK and the US on February 27, days after the Pulwama terror attack which killed forty Indian soldiers.

The Foreign Office (FO) said in a statement that "Qureshi is visiting China from March 17 to 20 for the first Pakistan-China Foreign Ministers' Strategic Dialogue".

Apart from the talks on other issues, "both sides shall also discuss the regional situation and cooperation at multilateral fora," the Foreign Office said.

They will specifically hold comprehensive discussions on the entire range of bilateral relations including the $60 billion China-Pakistan Economic Corridor (CPEC), it said.

The Foreign Minister will also address Political Parties Forum on the CPEC and participate in the ruling parties' dialogue between his Pakistan Tehreek-i-Insaf (PTI) and Communist Party of China (CPC) during the visit.

The Foreign Office said that Qureshi will also call on the Chinese leadership.

The Foreign Minister's visit will add momentum to close and broad-based bilateral ties and will reinforce efforts to deepen economic engagement under the CPEC, it said.

Pakistan's Qureshi visits China to boost bilateral ties: Foreign Office

Two days after China put a technical hold on the listing of JeM chief Masood Azhar as a UN-listed terrorist, diplomatic sources say that Pakistan's foreign minister Shah Mehmood Qureshi is all set to disembark on a three-day bilateral trip to China starting March 17.

Qureshi, who will also hold deliberations over the ongoing India-Pak tensions, will meet his Chinese counterpart Wang Xi as part of the set of meetings he will be holding during his China trip.

Pakistan will be conducting “strategic consultations” with China, sources privy to the development told WION. Pak foreign minister Qureshi will be holding consultative rounds of “strategic consultations” on Monday and Tuesday after which he will be wrapping up his China tour and returning to Pakistan.

Qureshi is visiting China on the invitation of his Chinese counterpart Wang Xi. Both the countries will conduct bilateral talks and discuss the Afghan peace process among other issues.

Sources say that Qureshi will also apprise the Chinese side “on the ongoing crackdown against terror-linked elements that are currently ongoing in Pakistan”, as claimed by the Pak government.

It is likely that the matter Masood Azhar's listing would also come under the series of consultations and deliberations between China and Pakistan. China on Wednesday had put a technical hold on Masood Azhar's listing under the list of globally designated terrorists.

Azhar was named in the 53-pager Pulwama attack dossier sent by New Delhi to Islamabad, the dossier was handed over to the Pak Deputy High Commissioner on the February 27, a day after India conducted airstrikes in Pakistan’s Balakot which was aimed at eliminating a Jaish-e-Mohammed terror camp.

India carried out an airstrike in Pakistan in the early hours of February 26 to what it says was based on credible intelligence of a possibility to launch more attacks by JeM into India.
