The city's legislature unanimously approved an ordinance suspending the sale in shops or online of e-cigarette products that lack approval by federal health authorities. No such approvals currently exist. &nbsp;

Backers said the ban was necessary due to the "significant public health consequences" of a "dramatic surge" in e-cigarette use among teenagers.

But the move triggered a swift backlash from critics who say it could drive former smokers back to conventional cigarettes.

US health authorities are alarmed by the rise in popularity of e-cigarettes, battery-powered devices that enable users to inhale addictive nicotine liquids that are often fruit flavoured.&nbsp;

The potential health consequences of vaping, including fears it could stunt adolescent development, remain largely unknown, in part because the practice is so new.

The number of young Americans using e-cigarettes grew by 1.5 million in 2018, with about 3.6 million middle and high school students using vaping products.&nbsp;

San Francisco is home to market-leading e-cigarette maker Juul.

City Attorney Dennis Herrera, who co-sponsored the ban, said it closed a loophole that the federal US Food and Drug Administration should have tackled long ago.

"E-cigarettes are a product that, by law, are not allowed on the market without FDA review," he said in a statement after the second and final vote to implement the ban.

"For some reason, the FDA has so far refused to follow the law. If the federal government is not going to act, San Francisco will."

Deadly cigarettes

The city's mayor London Breed has 10 days to sign the legislation which she has said she will do with the ban due to take effect seven months later.

"We need to take action to protect the health of San Francisco's youth and prevent the next generation of San Franciscans from becoming addicted to these products," Breed said in a statement Tuesday ahead of the vote.

She added that e-cigarette companies were "targeting our kids in their advertising and getting them hooked on addictive nicotine products."

But critics say the legislation will make it harder for people seeking alternatives to regular cigarettes.

E-cigarettes do not contain the cancer-causing products found in tobacco.&nbsp;

An editorial in the Los Angeles Times noted that regular cigarettes were still for sale in San Francisco, arguing that "it's bad public health policy to come down harder on the lesser of two tobacco evils."

Juul said in a statement following the vote that the ban would "drive former adult smokers who successfully switched to vapour products back to deadly cigarettes, deny the opportunity to switch for current adult smokers, and create a thriving black market."

The manufacturer called instead for stricter regulation and enforcement including proof-of-age identification.

Traditional "Big Tobacco" companies have increasingly marketed "smoke-free" products like e-cigarettes as far less harmful alternatives to the deadly habit they have long been peddling.

Trump cited an overwhelmed immigration system for his recent proclamation that officials will only process asylum claims for migrants who present themselves at an official entry point. Civil rights groups argue that Trump's November 9 order violated administrative and immigration law.

At hearing in San Francisco federal court, US District Judge Jon Tigar repeatedly asked a Justice Department attorney whether Trump's order was justified and supported by actual evidence.

"To say something is true does not make it true," Tigar said.

The judge did not issue a ruling during the hearing. Any decision would likely be procedural and would restore prior asylum rules while the rights groups made their case for a preliminary injunction at a future hearing.

Tigar was nominated to the court by President Barack Obama.

The hearing came as thousands of Central Americans, including a large number of children, are travelling in caravans towards the US border to escape violence and poverty at home. Some have already arrived at Tijuana, a Mexican city on the border with California.

Rights groups have said immigrants are being forced to wait days or weeks at the border before they can present themselves for asylum, and the administration has been sued for deliberately slowing processing times at official ports.

At the hearing, American Civil Liberties Union attorney Lee Gelernt said the order clearly conflicted with the Immigration and Nationality Act, which allows any person present in the United States to seek asylum, regardless of how they entered the country.

Gelernt said the ACLU has recently learned Mexican authorities have begun barring unaccompanied minors from applying at US ports of entry.

"These kids are in desperate danger," he said.

Caravan participants began to arrive last week in Tijuana on the Mexican side of the US border, which has put a strain on humanitarian shelters where many will wait to seek asylum. Their presence has also strained Tijuana's reputation as a welcoming city, with some residents screaming at the migrants, "Get out!"

Uber Technologies Inc said on Wednesday that growth in bookings for its ride-hailing and delivery services rose 6 per cent in the latest quarter, the third quarter in a row that growth has remained in the single digits after double-digit growth for all of last year.

The San Francisco-based firm lost $1.07 billion for the three months ending September 30, a 20 per cent increase from the previous quarter but down 27 per cent from a year ago, when the company posted its biggest publicly reported quarterly loss on the heels of the departure of Uber co-founder and former Chief Executive Travis Kalanick.

Uber is seeking to expand in freight hauling, food delivery and electric bikes and scooters as growth in its now decade-old ride-hailing business dwindle.

The company, valued at $76 billion, faces pressure to show it can still grow enough to become profitable and satisfy investors in an initial public offering planned for some time next year.

Its adjusted loss before interest, taxes, depreciation and amortisation was $592 million, down from $614 million last quarter and $1.02 billion a year ago.

"We had another strong quarter for a business of our size and global scope," said Nelson Chai, Uber's chief financial officer, who joined in September after the job had been vacant for three years. He emphasised the "high-potential markets in India and the Middle East where we continue to solidify our leadership position."

But broader economic conditions and sustained losses could push Uber to merge with rivals in India and the Middle East, particularly as Uber and India-based Ola share an investor in SoftBank Group Corp.

Uber's gross bookings were $12.7 billion, up 6 per cent from the previous quarter and up 41 per cent from a year ago. In late 2016, Uber's quarterly bookings growth approached 30 per cent, and in early 2017 it still sustained double-digit growth quarter-over-quarter. At the start of this year, however, bookings growth slid into the single digits.

Revenue for the quarter was $2.95 billion, a 5 per cent boost from the previous quarter and up 38 per cent from a year ago. That trailed the second-quarter year-over-year revenue increase of 63 per cent.

As a private company, Uber is not required to publicly disclose financials, but last year started releasing selected figures.

Since CEO Dara Khosrowshahi took the helm more than a year ago, Uber has retreated from foreign markets where it had suffered heavy losses and shuttered certain pricey ventures including self-driving trucks. But Khosrowshahi has ploughed the savings back into its freight-hauling, food-delivery, electric scooter and bikes businesses.

An investment by SoftBank that closed in January, which gave the Japanese investor a 15 per cent stake in Uber, included a provision that requires Uber to file for an IPO by September 30 of next year, or the company risks allowing restrictions on shareholder stock transfers to expire. That could create a mess for Uber's ownership structure and equity value, and pose regulatory problems.

Uber is considering moving its public debut up from the second half of 2019 to the first half, given concerns about a market downturn and an expected IPO from its chief US rival, Lyft Inc, according to sources familiar with the matter.

Anti-H1B posters have come up in local metro stations and commuter trains in San Francisco and California, ahead of the work visa, which is popular among Indian IT professionals, filing season beginning in April.

The Progressives for Immigration Reform which has bought advertisements worth $80,000 for the San Francisco&#39;s Bay Area Rapid Transit (BART) stations and trains, argues that their purpose is to create awareness about the misuse and abuse of the H-1B visa.

&quot;This is to get exposure to the H-1B programme. And with that attention, with that visibility, begin conversations on the abuses of the programmes what it was intended to be and what it has become,&quot; Kevin Lynn, director of the Washington Dc-based Progressive for Information Reform told.

The campaign started on March 15, and would last till April 1, he said, adding that he has been receiving &quot;amazingly positive&quot; response from the users of BART.

&quot;Your companies think you are expensive, undeserving &amp; expendable,&quot; the advertisement said.

&quot;Congress, fix H-1B law so companies must seek &amp; hire US workers!&quot; it said.

These advertisements have been placed primarily at San Francisco&#39;s Civic Center Station and Oakland&#39;s 19th Street Stations with smaller numbers in other stations and in trains, BART said.

Lynn insisted that this is not about against H-1B visa, but to create awareness about the abuses of the programme and then fix those.

&quot;The responses receiving are amazingly positive,&quot; he said, adding that there was some negative responses, wherein people mistakenly thought that this was anti-immigrant.

&quot;That all pretty much ended by Friday as news started to come out and people began to realise that this is a programme that is bringing attention to the abuses of the programme,&quot; he said.

&quot;In fact, I would say the positive responses are half and half between people who are who are foreign and people who are US citizens. Because there are two groups being abused here and exploited. One are foreign nationals who are working for companies that they have no protection, no labour laws in America are protecting the H1B worker. If company decides to fire them, they go back to whatever country they came from,&quot; Lynn said.

&quot;At the same time, companies are using H-1B workers to displace or not even think of seeking to hire an American worker who&#39;s qualified to do the job,&quot; he asserted.

He said the solution is that, a company should be made to seek and hire American workers first.

&quot;Two, when we work through a programme like this, should not be for people with ordinary skills, but only the exceptionally talented. That was the intention in 1990s. It was called the genius visa,&quot; Lynn said.

Most of the H-1B visa holders hold a bachelor&#39;s degree from a foreign university and 26 per cent of those have only an associate&#39;s degree, he said.

&quot;So, we&#39;re not seeing the very talented people coming to the country, but we&#39;re seeing people brought over to displace American workers,&quot; he alleged.

The intention of the programme initially was to bring the best and the brightest, he said.

Lynn said this publicity is &quot;already expanding&quot; into other cities.

The nature of campaign differs from city to city.

&quot;There are reasons that a campaign like this will work well in San Francisco and maybe not well in Boston. We would use other (campaign). The purpose of this campaign is to bring attention and then to organise tech workers to create a movement that will generate a political solution to this,&quot; Lynn said.

However, despite Lynn&#39;s insistence that this is not an anti-H-1B campaign, Indian-American groups have slammed Progressives for Immigration Reform and described these posters on BART stations in San Francisco as deeply problematic.

&quot;The anti-H-1B ads currently running on BART trains throughout the San Francisco Bay Area are deeply problematic and oversimplify the H-1B issue,&quot; Samir Kalra, San Francisco Bay Area based managing director of the Hindu American Foundation said.

&quot;While there have certainly been instances of abuse of the H-1B visa programme by large staffing companies that should be addressed, H-1B workers and immigrants have been a great benefit to our country. They&#39;ve helped spur innovation and have made tremendous contributions to our economy and broader society,&quot; he said.

&quot;More importantly, these ads further contribute to the growing anti-immigrant sentiment and unnecessarily demonize H-1B workers, many of whom face obstacles in obtaining visas and are forced to wait decades to receive green cards and build a secure life in this country,&quot; Kalra said.

BART has insisted that the display of these ads does not mean its endorsement.

Sullivan&#39;s testimony and the Reuters interviews put into question Uber&#39;s decision to pay Jacobs a $7.5 million settlement and offer him a consulting contract in connection with his threats to expose Uber&#39;s alleged wrongdoing.

An Uber spokesman did not comment on the implication of Sullivan&#39;s testimony, but said that Uber had already substantiated some of Jacobs&#39; claims, although nothing related to Waymo. President Donald Trump campaigned on promises to restore lost US&nbsp;jobs and to penalise companies that move factories overseas.&nbsp;

This was the University of California&#39;s first outsourcing, said a spokeswoman who added that the layoffs were necessary due to rising costs of technology.

In addition to the 49 staff layoffs, another 48 positions that were vacant or filled by contractors were eliminated.

California senator Dianne Feinstein last year said the university had a responsibility to keep jobs in the United States and pledged to seek reforms to stop domestic jobs being outsourced.

Kurt Ho, 58, a laid off systems administrator, carried a box of his personal items with an American flag draped over it, and said the university&#39;s decision will hurt service for a medical staff that relies on a smoothly running and secure computer network.&nbsp;

&quot;It&#39;s a downgrading of services and a slap in the face for the customers,&quot; said Ho, who has worked in IT in the Bay Area for 25 years.

He said he plans to look for a job but worries that outsourcing of IT services is a growing trend.&nbsp;

The carbon-fiber plane, with a wingspan exceeding that of a Boeing 747 and the weight of a family car, is unlikely to set speed or altitude records. It can climb to 28,000 feet (8,500 m), and cruise at 34 to 62 mph (55 to 100 kph).
