Over 30 countries have expressed a desire to join the BRICS, Russian President Vladimir Putin said on Wednesday addressing a meeting of the grouping.

Addressing world leaders at the Plenary Session of the 16th BRICS Summit, Putin said the group would discuss its expansion at the meeting but that it was important to strike a balance in any expansion, Reuters news agency reported.

During the session held at the Kazan Expo Center in the Russian city of&nbsp;Kazan, Putin said, "Over 30 countries have expressed the desire to join BRICS."

"It would be wrong to ignore the unprecedented interest of the countries of the Global South and East in strengthening contacts with BRICS," Putin said.

"At the same time, it is necessary to maintain a balance and prevent a decrease in the effectiveness of the BRICS," he said, adding that the grouping would also discuss "acute regional conflicts," the Russian President was cited as saying by Reuters.

He further said that the group would discuss its expansion at the meeting, while keeping in mind the need to maintain efficiency, according to Reuters.

Later in the day, PM Modi is set to have a bilateral meeting with Xi Jinping on the sidelines of the summit.

The meeting in the capital of Tatarstan marks the first formal interaction between the two leaders in five years and follows the two countries reaching an agreement on resuming regular patrolling along the Line of Actual Control (LAC) in eastern Ladakh.

Meanwhile, Randhir Jaiswal, the official spokesperson of the Ministry of External Affairs, shared a joint photo of the leaders of the grouping, including Prime Minister Narendra Modi that was taken ahead of the Summit.

A day before, Foreign Secretary Vikram Misri highlighted that a focus area for the BRICS summit is establishing modalities and guidelines for implementing a partner country model. He further reiterated that the discussions between PM Modi and President Putin included a partner country model.

The remarks by Misri came while addressing a media briefing. He said, "I think one of the focus areas is, I wouldn't say the expansion of BRICS, but what we are discussing right now which is the modalities and guidelines for implementing a partner country model with BRICS. Prime Minister Narendra Modi discussed the issue of early discharge of the remaining Indian nationals in the Russian Army during his bilateral meeting on Tuesday with Russian President Vladimir Putin on the sidelines of the 16th BRICS Summit in Kazan.

Addressing a media briefing, Foreign Secretary Vikram Misri said the two leaders also shared perspectives on the ongoing conflict in Ukraine. The Prime Minister reiterated that dialogue and diplomacy were the way forward to achieve resolution of the conflict. He briefed President Putin about his engagements with the Ukrainian leadership and noted that India stood ready to contribute in bringing peace to the region.

"An important issue that came up was the issue of early discharge of the remaining Indian nationals in the Russian army. This figured from both sides in the discussion and with the support of the Russian side, a number of Indian nationals have, in recent months, been able to return to India. We understand that currently the embassy is pursuing around 20 cases with the Russian side and we very much hope that all of these individuals can be released at an early date and be repatriated to India very soon," he said.

Misri said the two sides also expressed satisfaction at the ongoing defence cooperation and agreed to hold the next meeting of the India-Russia Intergovernmental Cooperation Group on Defence Cooperation in Moscow at an early date.

On energy cooperation, in which there is engagement between India and Russia on building nuclear power plants in India, it was agreed that the Department of Atomic Energy and the Russian agency Rosatom would continue to remain in touch to adhere to the mutually agreed schedule for the installation of the remaining units, that is units 3 to 6 of the Kudankulam Nuclear Power Project.

Economic cooperation figured quite prominently in the talks and the two sides discussed the possibility of further cooperation in the financial sector, Misri said. Sustaining supply chains for the steady and regular sourcing of fertilisers and coal from Russia was also discussed and President Putin promised assistance in this regard as well, he added.

The Foreign Secretary said India will host the 25th session of the India-Russia Intergovernmental Commission on trade, technical, economic and cultural cooperation in New Delhi on November 12, 2024, for which the Russian delegation will be led by Deputy Prime Minister Denis Manturov.&nbsp;

"As I had pointed out just a couple of days ago as well, India is at this time working with the Russian side to open a new consulate right here in Kazan in the not too distant future. Another new consulate that was announced sometime back will be opened in Yekaterinburg," he said.

Misri said the two leaders discussed the progress made in bilateral relations since the 22nd annual Summit between them, which was held in July this year in Moscow.

"The two leaders had an extensive agenda to go over the whole range of bilateral issues including trade, economy, energy, defence, connectivity, education and people-to-people ties were discussed between the two of them. Regional and global issues of mutual concern also came up for discussion. The two leaders also exchanged views on several matters concerning BRICS and President Putin expressed his appreciation for India's constructive attitude and contributions in concluding the documents related to the Kazan BRICS Summit."

The Foreign Secretary said India has old historical links with Kazan, a city which lay on an ancient trade route.

"I have been in constant touch with you on the subject of the ongoing conflict between Russia and Ukraine. As I have said earlier, we believe that the problems should be resolved in a peaceful manner. We fully support the early establishment of peace and stability. All our efforts give priority to humanity. India is ready to provide all possible cooperation in the times to come," he said.

The Prime Minister said the opening of India's new consulate in Kazan will further strengthen ties between India and the Russian city.

"I express my heartfelt gratitude for your friendship, warm welcome and hospitality. It is a matter of great pleasure for me to have the opportunity to visit a beautiful city like Kazan for the BRICS Summit. India has deep and historical ties with this city. Moldova's pro-Brussels President Maia Sandu on Monday said her camp "won justly in an unjust struggle" in an EU referendum and first-round presidential elections marked by claims of Russian interference.

The referendum on joining the EU passed with a razor-thin majority, while Sandu managed to come first in a key electoral test for her leadership of the former Soviet republic bordering war-torn Ukraine.

Sandu said "dirty interference" cost her camp support, after blaming "criminal groups, working together with foreign forces hostile to our national interests" for "an unprecedented assault" on Moldova's democracy.

The Kremlin called on Sandu to "prove" allegations that it had interfered in the elections and alleged "anomalies" in Moldova's vote count.

Sandu, 52, a former World Bank economist and Moldova's first woman president, is expected to face a tough second round presidential vote on November 3 against Alexandr Stoianoglo, a former prosecutor backed by the pro-Russian Socialists.

A European Union spokesman said voting was marred by Russia's "unprecedented interference and intimidation".

European Commission chief Ursula von der Leyen said Moldova chose "a European future" despite "Russia's hybrid tactics".

<h2>'Difficult fight'</h2>

Sandu, who beat a Moscow-backed incumbent in 2020, applied for Moldova to join the European Union following Russia's invasion of Ukraine in 2022, and accession talks began this June.

With all the votes counted, the "yes" vote won with 50.46 percent in the referendum, according to results published by the electoral commission.

In the presidential election, Sandu gained more than 42 percent of the vote, while Stoianoglo picked up a higher-than-expected almost 26 percent.

"We have won the first battle in a difficult fight that will determine the future of our country," Sandu told reporters, calling on Moldovans to vote in the second round.

"We heard you: we know we must do more to fight corruption," she added.

Stoianoglo called the vote result a "resounding and shameful failure" for the government.

"We have a huge chance to win on November 3 and we will win," he told journalists at his party's headquarters.

Sunday's twin votes revealed "profound divisions", according to Crisis Group's senior EU analyst Marta Mucznik, who added that the impact of pro-Russian disinformation campaigns was "evident".

"Both Brussels and Chisinau must brace for rising tensions and reconsider their strategies if they are to effectively promote the prospect of EU membership," she said.

Sandu's critics say she has not done enough to fight inflation in one of Europe's poorest countries -- population 2.6 million -- or to reform the judiciary.

In his campaign, Stoianoglo -- who was fired as prosecutor by Sandu -- called for the "restoration of justice" and vowed to wage a "balanced foreign policy".

The 57-year-old abstained from voting in the referendum.

Fears of Russian interference have loomed large.

Police made hundreds of arrests in recent weeks after discovering an "unprecedented" vote-buying scheme that they say could taint up to a quarter of the ballots cast.

Police said millions of dollars from Russia aiming to corrupt voters were funnelled into the country.

In addition to the suspected vote buying, hundreds of young people were found to have been trained in Russia and the Balkans to create "mass disorder" in Moldova, including by using tactics to provoke law enforcement, according to police.

Moscow, in turn, said Moldovan authorities used "anti-democratic, totalitarian methods" in the election campaign, with Russian foreign ministry spokeswoman Maria Zakharova on Monday accusing the West of "blatant interference in the electoral process".

Voter Eugeniu Panfi, a labourer, told AFP in Chisinau on Monday that Moldova "passed this (electoral) test... with difficulty but with gusto," adding that "the hybrid war" with Russia continued.
