'F***ing Chinese': Russian soldiers heard condemning North Korean troops in leaked audio

G7 leaders have finalised details surrounding a $50 billion loan to aid Kyiv, backed by profits from Russian sovereign assets frozen after its invasion of Ukraine, according to a statement released Friday.

Leaders of the Group of Seven wealthy democracies said they "have reached a consensus on how to deliver" the loans of approximately $50 billion, with an aim to start disbursing funds by the end of this year.

"The loan proceeds will be disbursed through multiple channels to support Ukraine's budgetary, military and reconstruction assistance," G7 leaders added.

Their announcement came as world financial leaders gathered in Washington this week for meetings hosted by the International Monetary Fund and World Bank.

Finance ministers have "agreed on a technical solution ensuring consistency, coordination, fair distribution of lending, and solidarity among all G7 partners," the statement said.

"We will not tire in our resolve to give Ukraine the support it needs to prevail," the leaders added.

They called on Moscow to end its war and pay for damage caused to Ukraine.

$20 bn US support

This week, US President Joe Biden said that as part of the G7 package, the United States would provide $20 billion in loans to Ukraine, to be paid back by the interest earned from immobilized Russian sovereign assets.

This is aimed at supporting Ukraine now, "without burdening taxpayers."

"Our efforts make it clear: tyrants will be responsible for the damages they cause," Biden said.

US Treasury Secretary Janet Yellen signed a statement Wednesday with her Ukrainian counterpart Sergii Marchenko marking their intent to enter into the loan.

Economic concerns remain top-of-mind for US voters, with just over a week to go before the country's presidential election on November 5.

Washington aims to provide at least $10 billion of the loans for economic support, with the other half expected to take the form of military aid.

But this will require additional authorization from Congress.

The remaining $30 billion in loans is set to come from a combination of G7 partners, including the European Union, United Kingdom, Canada and Japan, US officials said.

G7 okays $50bn loan to Kyiv, backed by frozen Russian assets

Russian lawmakers on Thursday ratified a pact with North Korea envisioning mutual military assistance, a move that comes as the US confirmed the deployment of 3,000 North Korean troops to Russia.

The lower house of the Russian parliament, the State Duma, voted quickly to endorse the “comprehensive strategic partnership” treaty that Russia's President Vladimir Putin signed with North Korean leader King Jong Un on a visit to Pyongyang in June. The upper house is expected to follow suit soon.

The pact obliges Russia and North Korea to immediately provide military assistance using “all means” if either is attacked. It marked the strongest link between Moscow and Pyongyang since the end of the Cold War.

The US said on Wednesday that 3,000 North Korean troops have been deployed to Russia and are training at several locations, calling the move very serious and warning that those forces will be “fair game” if they go into combat in Ukraine.

Asked at a news conference during the BRICS summit in Kazan, Russia, whether North Korean troops were inside his country, Putin noted the lawmakers' ratification of the “strategic partnership” with Pyongyang.

“We have never doubted that the North Korean leadership takes our agreements seriously. What and how we will do within the framework of this article (of the agreement) is our business,” he said.

Russia and North Korea have previously rejected assertions by the US and its allies that Pyongyang has given Moscow ballistic missiles and millions of artillery shells for use in Ukraine.

Asked in June whether North Korean troops could fight alongside Russian forces in Ukraine under the pact, Putin said there was no need for that but he also announced for the first time that Russia could provide weapons to Pyongyang.

Observers said that in exchange for military support Moscow could share sophisticated weapons technologies with Pyongyang to help improve its ballistic missile and satellite capabilities.

North Korea Has Sent 1,500 Troops To Russia For Ukraine War: Reports

Russian Foreign Minister Sergei Lavrov has labelled the United States' recent statements about its readiness for nuclear talks with Russia, China, and North Korea without any preconditions a "deception".

In remarks published by the news outlet Argumenty I Fakty, Lavrov said, "The call to talk about strategic stability, about control over nuclear weapons without preconditions, is a deception."

What 'without preconditions' means

The Russian foreign minister, as per Reuters, questioned, "What does 'without preconditions' mean?".

"This means that the Americans reserve the right to declare us an enemy in their doctrinal documents," he stated.

His comment comes as the United States in a note to Japanese organisation Nihon Hidankyo said it stood "ready to engage in talks with Russia, China, and North Korea without preconditions to reduce the nuclear threat".

Nihon Hidankyo is a grassroots movement of atomic bomb survivors from Hiroshima and Nagasaki, which won this year's Nobel Peace Prize.

Lavrov alleged that the White House statement is a front for America's broader goal of inflicting a "strategic defeat" on Russia on the battlefield.

Lavrov also mentioned that Russia is closely following the US presidential election campaigns of both candidates, Republican former president Donald Trump and Democrat Vice President Kamala Harris.

"We are ready to work with any administration that the American people ultimately choose, but only if such a conversation is mutually respectful and equal," he said.

Lavrov expressed doubts that such a dialogue would be restored soon.

"We are currently monitoring the election campaign in the US, and at the moment we do not see any signs that we will return to such a conversation."

Russian Foreign Minister Sergei Lavrov has labelled the United States' recent statements about its readiness for nuclear talks with Russia, China, and North Korea without any preconditions a "deception". In remarks published by the news outlet Argumenty I Fakty, Lavrov said, "The call to talk about strategic stability, about control over nuclear weapons without preconditions, is a deception." What 'without preconditions' means The Russian foreign minister, as per Reuters, questioned, "What does 'without preconditions' mean?".
