Dozens of Rohingya Muslims in Myanmar and Bangladesh have boarded boats to try to reach Malaysia, officials and aid workers said on Thursday, raising fears of a fresh wave of such dangerous voyages after a 2015 crackdown on people smugglers.

One boat attempted to set sail from the southern coast of Bangladesh on Wednesday, the coast guard said, while several vessels left Rakhine state in western Myanmar, according to Rohingya leaders, aid workers and a monitoring group.&nbsp;

Officials detained 33 Rohingya and six Bangladeshis aboard a fishing boat bound for Malaysia in the southeastern part of the Bay of Bengal, said Foyezul Islam Mondol, the head of the coast guard in southeastern Teknaf upazila.

Six Bangladeshis were also arrested, he said.

A spokeswoman for the UN refugee agency in Myanmar said the organization had heard "similar reports" of boats leaving the country but could not confirm their location.

"With the prospect of boat movements increasing following the end of the monsoon season, it is increasingly urgent for the authorities to take measures to address the root causes of displacement...and create conditions which foster social cohesion and economic opportunities for all communities," the spokeswoman said.

A Myanmar government spokesman could not be reached for comment. Kyaw Swar Tun, deputy director of the Rakhine state government, said he was unaware of any boats leaving.

More than 700,000 Rohingya, members of a persecuted Muslim minority, fled Rakhine following an army-led crackdown in August last year, settling in sprawling Bangladeshi refugee camps, according to UN agency figures, while hundreds of thousands remain inside the country in internal displacement camps and villages.

Refugees say soldiers and local Buddhists carried out mass killings and rape during the violence last year, while the United Nations has accused the military of “genocidal intent”. Myanmar has denied almost all the allegations.

Chris Lewa, director of the Arakan Project, which has a network of sources across Rohingya communities, said the threat of being sent back to Myanmar could be pushing refugees to turn to smugglers.

“The Rohingya are trapped,” she said when contacted by Reuters via phone. “They have nowhere to go. No one wants them, and now they face on top of that the threat of repatriation.”

On the other side of the border in Sittwe, the capital of Rakhine, tens of thousands of Rohingya have been languishing in internal displacement camps since a previous wave of violence in 2012.

Accounts of how many boats had left Myanmar differed. A high level of secrecy surrounds the smuggling operations.

An aid worker in Sittwe said they had received information that at least four boats had departed since the start of October, and some of them had already arrived in Malaysia. Some of those boarding the boats were women and children joining other family members, the aid worker said.

“The living conditions in the camp are very bad and there’s not enough food to survive,” said Kyaw Hla, a Rohingya leader from Thae Chaung camp outside Sittwe, where he said one boat carrying some 80 people left last week.

Facebook Inc on Monday said a human rights report it commissioned on its presence in Myanmar showed it had not done enough to prevent its social network from being used to incite violence.

The report by San Francisco-based nonprofit Business for Social Responsibility (BSR) recommended that Facebook more strictly enforce its content policies, increase engagement with both Myanmar officials and civil society groups and regularly release additional data about its progress in the country.

"The report concludes that, prior to this year, we weren't doing enough to help prevent our platform from being used to foment division and incite offline violence. We agree that we can and should do more," Alex Warofka, a Facebook product policy manager, said in a blog post.

BSR also warned that Facebook must be prepared to handle a likely onslaught of misinformation during Myanmar's 2020 elections, and new problems as use of its WhatsApp grows in Myanmar, according to the report, which Facebook released.

A United Nations fact-finding team has claimed that Myanmar was still continuing with the genocide of Rohingya Muslims.&nbsp;

Calling for a probe by the International Criminal Court, the team presented a report at the Security Council on Wednesday.&nbsp;

The team had first disclosed the 444-page report to the public last month.&nbsp;

The fact-finding team which also proposed for the creation of an ad hoc international criminal tribunal stated that the&nbsp;conflict in Myanmar has resulted in the killing of 10,000 Rohingyas and the destruction of some 390 villages.&nbsp;

The report asked for the investigation of Myanmar's top general including Commander-in-Chief Min Aung Hlaing for the genocide in Rakhine State.

Marzuki Darusman, chair of the UN Fact-Finding Mission on Myanmar said that beyond mass killings, the conflict included the ostracization of the targeted population, prevention of births, and widespread displacement in camps.

"It is an ongoing genocide, We consider the genocide intent can be reasonably inferred".

"The conditions are not in place for a safe, dignified and sustainable return of the Rohingyas in Bangladesh,"&nbsp;he warned, adding any attempt would just risk more deaths.&nbsp;

Six Rohingya were killed early Friday after a blaze tore through an overcrowded camp for the persecuted minority in Myanmar's Rakhine state, the local fire service said.

Global attention has focused on the 720,000 Rohingya Muslims forced from the state's north into Bangladesh last year by a brutal military crackdown.

The UN Human Rights Council has accused top Myanmar generals of genocide over the bloody campaign, allegations the country strongly denies.

But less visible are the 129,000 Rohingya confined to squalid camps further south near the capital Sittwe following an earlier bout of violence in 2012.

Hundreds were killed that year in riots between Rakhine Buddhists and the stateless minority, who were corralled into destitute camps away from their former neighbours.

The conflagration in Ohndaw Chay camp, which houses some 4,000 Rohingya and lies 15 miles (24 kilometres) from Sittwe, started just before midnight and lasted several hours, fire department official Han Soe told AFP.

"Six people, one man and five women were killed," he said, adding that 15 communal longhouses were also destroyed in the blaze thought to have been started in a kitchen accident.

"We were able to bring the fire under control about 1:10 am this morning and had put it out completely by around 3 am," he said.&nbsp;

A total of 822 people were left without shelter, local media reported.

Conditions in the camps are dire and Rohingya trapped there have virtually no access to healthcare, education and work, relying on food handouts from aid agencies to survive.

Access into the camps is also tightly controlled, effectively cutting their inhabitants off from the outside world and leaving their plight largely forgotten.

Fires in the camps are common because of "severe" overcrowding, according to the UN's Office for the Coordination of Humanitarian Affairs (OCHA).

"Many camp residents have built makeshift extensions to their shelters to create more space for their families. So when a fire breaks out, it is more likely to spread quickly," said OCHA spokesman Pierre Peron.

Hla Win, a Rohingya man from a nearby camp, told AFP that fire trucks were slow to arrive along the dilapidated roads from Sittwe and the lack of water also hampered efforts to extinguish the blaze.

"We have no ponds near the camps," he said. "That's why the fire destroyed so much."&nbsp;

Myanmar has vowed to close nearly 20 of the camps around Sittwe in the coming months.

Rights groups say the move will achieve little without ending movement restrictions or granting Rohingya a pathway to citizenship.

An ultra-nationalist monk -- dubbed the "Buddhist Bin Laden" -- on Sunday condemned the international community for their calls to bring Myanmar's generals to justice over the Rohingya crisis.

Firebrand monk Wirathu, known as the face of Myanmar's Buddhist nationalist movement, was speaking at a pro-military rally that attracted hundreds of supporters, his first since being barred from giving public sermons last year.

The ban, which ended in March, was issued by a council of senior monks who said Wirathu had "repeatedly delivered hate speech against religions to cause communal strife".

The hate speech he espouses -- which includes calling the Rohingya Muslim minority "Bengali" in an attempt to delegitimize their identity as being from Myanmar -- has also caused Facebook to ban him from their platform.

The hardline abbot on Sunday reverted to his signature rhetoric at the rally to protest calls for the International Criminal Court (ICC) to investigate Myanmar's generals for genocide and crimes against humanity against the Rohingya Muslim minority.

"The day when the ICC comes here...Is the day that Wirathu holds a gun," he said in a speech that often referred to himself in the third person.

He lauded China and Russia in the UN Security Council as "nationalist giants who stand with the truth" in their role of preventing any firm action against Myanmar.

"Don't lie to the world saying that Bengalis are Rohingya because you want to promote Islamisation in Myanmar," Wirathu said.

The military has said their brutal crackdown -- which led to more than 720,000 Rohingya fleeing across the border carrying accounts of rape, arson and murder -- was warranted for combatting terrorism.

Given Myanmar's refusal to hold itself accountable, she added, it was up to international courts to seek justice.&nbsp;

"The onus is on the international community to take action," she warned. "Any delay in instituting justice will only result in more violations."

In her conclusions, she recommended the UN should "refer the situation in Myanmar to the International Criminal Court immediately".

The northern part of Rakhine has been on lockdown since the violence broke out last August, with journalists and observers only allowed to visit on short, chaperoned trips.&nbsp;

UN investigators -- who authored the explosive fact-finding report -- were not allowed into the country while Lee has been barred from entering Myanmar since December for her sharp criticisms of the government's treatment of the Rohingya.

Lee said she had asked India for permission to meet Rohingya refugees there but received no response from Delhi.

Myanmar's de facto leader Suu Kyi -- once lionised by the international community as a democracy icon -- has seen a sharp fall from grace following her refusal to speak out against the military.&nbsp;

The UN fact-finding mission has pointed out that her government's attempts to whitewash facts had worsened the situation for the embattled Rohingya.

Lee also raised alarm over declining press freedom in Myanmar after Reuters journalists Wa Lone and Kyaw Soe Oo were jailed for seven years each after reporting on the military's role in the massacre of 10 Rohingya men in Inn Din village in northern Rakhine.

Hours after Indian TV channels flashed that the country was deporting seven Rohingya Muslims to Myanmar, Sahidullah said he received a call from his nephew: "Uncle, please get us out of here. They will send us back too."

About 16,500 of the refugees, including Sahidullah, have been issued identity cards by the United Nations High Commissioner for Refugees (UNHCR) that it says helps them "prevent harassment, arbitrary arrests, detention and deportation".

In recent days, Reuters interviewed dozens of Rohingya in two settlements, one in the northern city of Jammu and a smaller one in the capital, Delhi, and found communities who feel they are being increasingly vilified.

Many now fear Prime Minister Narendra Modi's Hindu nationalist government is about to act on its stated position – that it wants to deport all Rohingya Muslims from the country. With a general election due by next May, they worry that targeting them will be a populist tactic used by Modi and his allies.

Sahidullah – who like many Rohingya goes by only one name - is not just worried about his detained relatives but also his family living in a mainly Hindu region of India's only Muslim-dominated state, Jammu &amp; Kashmir, in the country's northern tip.

The restive Himalayan state that borders Pakistan and is home to Muslim separatists battling Indian rule, has the biggest population of Rohingya in the country with around 7,000 people scattered in various makeshift settlements, largely in the Jammu region.

"We came to India because people told us things were better here, there's more work and one could move freely unlike back home," said Sahidullah, who works as a cleaner at a car showroom in Jammu city to support his aging amnesiac mother, wife and four children.

"All that's true and we are thankful to India for letting us live here. But hatred against us is growing," he told Reuters as he sat on a colourful linen sheet laid on the floor of his self-made wood and plastic-sheet house built on a rented plot of land.

Mohammed Arfaat, a 24-year-old Rohingya youth leader in Jammu, said that locals often accuse them of having links with militants without any proof.

"They want us out of here and that has got our families worried," said Arfaat, switching between English and Hindi as nearly a dozen community elders seated around him on the rough concrete floor of a Rohingya house started leaving for Friday prayers. "Everybody here is aware of the deportation and is afraid."

Indian authorities said that the repatriation of the seven was a routine procedure and that it sends all illegal foreigners back home.

But the UNHCR voiced deep concern on Friday about the safety and security of those expelled, saying they had been denied access to legal counsel and a chance to have their asylum claims assessed.

"Current conditions in Myanmar's Rakhine state are not conducive for safe, dignified and sustainable return of stateless Rohingya refugees," said UNHCR spokesman Andrej Mahecic.

Most Rohingya used to live in Rakhine.

In August last year, attacks by Rohingya fighters on security posts in Rakhine led to a bloody military crackdown that caused around 700,000 Rohingya to flee across the border to Bangladesh.

The United Nations has accused Myanmar of acting against the Rohingya with "genocidal intent," a charge Myanmar refutes, saying its military did not use excessive force and was reacting to militant attacks.

Increasingly ugly

The atmosphere facing the Rohingya in India has been getting increasingly ugly.

Jammu's Chamber of Commerce &amp; Industry last year threatened to launch an "identify and kill movement" against the settlers, which it said pushed the government into taking the issue of Rohingya more seriously.

The chamber's president, Rakesh Gupta, told Reuters on Friday that there was nothing new in taking the law into one's hands if "someone becomes a threat to our security, to the nation's security, and the security forces don't tackle them".

In some of the more virulent parts of India’s media, the Rohingya are not only accused of being terrorists but also of trafficking in drugs and humans, and of having the money to elbow out local businesses.

The Pioneer newspaper, which supports Modi’s ruling Bharatiya Janata Party (BJP), said in an editorial on Saturday that "the Rohingya are a problem", declaring that those that are radicalized Islamist extremists need to be dealt with ruthlessly and the rest are economic migrants that India cannot afford to help.

India, which considers itself a victim of Islamist militancy and is trying to boost economic ties with Myanmar to counter China, said late last year that it shared Myanmar's concern about "extremist violence" by Rohingya militants.

India's home ministry has told the Supreme Court that it had reports from security agencies and other authentic sources "indicating linkages of some of the unauthorised Rohingya immigrants with Pakistan-based terror organisations and similar organisations operating in other countries".

"It's definitely an election issue,” said Kavinder Gupta, a BJP legislator in Jammu &amp; Kashmir and former deputy chief minister of the state.

"It's our decision to throw them out keeping in mind the security situation of the state," he told Reuters on the sidelines of a campaign meeting for municipal elections. "We have made the home ministry aware of the need to send them back to their country."

Senior Jammu police officials said on condition of anonymity that they had identified all Rohingya in the area in preparation for their eventual deportation. They added they had not found any link of Rohingya with militants.

Around 600 km (370 miles) south of Jammu, residents of a makeshift refugee camp in Delhi's Shaheen Bagh also said they fear deportation.

Inside a stifling bamboo shanty, eight-year-old Saleema Khanam throws a bright yellow shawl over her head and steps out into the enormous Bangladesh refugee camp tightly clutching her treasured Koran.

She is the only girl in her local madrassa -- or Islamic seminary -- catering to Rohingya children driven from Buddhist-majority Myanmar by a wave of genocidal violence.

Since formal schooling -- which suggests a permanent presence -- is not allowed in the camps, for many children the madrassas are the only places to learn.

It is just a short distance from Saleema's family's shack to the school, one of thousands to spring up in the world's largest refugee camp since a massive influx of Rohingya Muslims last year.

She steps carefully through the crowded alleyways in Kutupalong with her blue-bound Koran held tight to her chest, removes her shoes and enters the dimly-lit classroom.

Inside, more than a dozen young boys with white prayer caps rock back and forth, reciting passages from the Islamic holy book.

She takes her position in the front, flanked by two brothers, and opens the book.

"I come here to learn the Koran. My mother wants me and my brothers to learn, to become a better person," the young student told AFP.

The Rohingya are a deeply conservative Muslim minority from western Myanmar, where decades of state-sanctioned oppression and violent persecution has forced them out in droves.

An army purge that began in August 2017 has forced more than 700,000 Rohingya over the border into Bangladesh -- most of them children.

Islamic schools and houses of worship were torched in the crackdown by Myanmar troops and Buddhist gangs that UN fact-finders said amounted to crimes against humanity and genocide against the Rohingya.

"By targeting our madrassas and mosques, they tried erase our culture and religion from Rakhine," said Rohingya activist Rafique bin Habib, referring to Myanmar's westernmost state where the minority dwelled.

"But many of our top madrassa teachers survived and fled to Bangladesh, where they have set up schools in the camps so that our new generation can be deeply rooted in our culture and religion."

Bangladesh, which hosts one million of the displaced Muslims in camps near the border, is determined the Rohingya will be returned to Myanmar.&nbsp;

Some of the madrassas are attached to prominent mosques and large enough for 400 students.

Others, like Saleema's, cannot fit many more than a dozen children.

Classes are taught not just in the Rohingya language but also in Bengali, Arabic, Urdu and English.

"These madrassas play an essential role in the survival of the Rohingya language," said bin Habib.

As the call to prayer sounds across the camps, the boys in Saleema's class file out to the local mosque to perform their ablutions before the Friday sermon.

Calling the issue as an "internal Indian discussion", he said that the Bangladeshi's share a closest and the fondest of relationship with the current government.

He also asked the Indian government to prove that the 'illegal immigrants' of Northeast India are Bangladeshis.

Rizvi said he did not find it surprising that New Delhi never broached the illegal migrant issue with Dhaka, but contested Union Minister of State for Home Kiren Rijiju's statement that over 20 million illegal Bangladeshi migrants were now staying in India.

He also added that if there were Bangladeshis illegally staying in India, Bangladesh will obviously want to take its citizens back.&nbsp;

The European Union warned Mynamar on Friday it could lose trade privileges over its "blatant violation of human rights", as the international backlash over the Rohingya crisis grows.

EU Trade Commissioner Cecilia Malmstrom said a fact-finding mission would arrive in Myanmar soon to assess whether the highly preferential tariff arrangement Myanmar enjoys, known as "everything but arms" (EBA), should be withdrawn.

"We can not exclude this outcome and of course the reason is the blatant violation of human rights in Myanmar," Malmstrom told reporters at a meeting of EU trade ministers in Innsbruck, Austria.

"Our trade policy is values-based. These are not just words. We have to act when there are severe violations."

The EBA deal, giving duty-free and tariff-free access to the EU market for all products except weapons and ammunition, was reinstated for Myanmar in 2013 to support political reforms as it moved towards democracy after decades of military rule.

But Western powers and the UN have accused Myanmar's military of waging a campaign of ethnic cleansing against Rohingya Muslims, who are denied citizenship rights.

More than 700,000 members of the minority group took refuge in Bangladesh, fearful of returning to mainly Buddhist majority Myanmar despite a repatriation deal between the two countries.

Malmstrom also announced the EU was taking steps to end "everything but arms" for Cambodia, where July's elections, which returned strongman Hun Sen to power, were widely criticised internationally as undemocratic.

"On Cambodia we are even one step further because we had a high level mission there this summer and there were the elections marked by harassment and intimidation and everything but fair elections," she said.

"So I have notified Cambodia today that we will launch the procedure for withdrawal of EBA."

EU Trade Commissioner Cecilia Malmstrom said a fact-finding mission would arrive in Myanmar soon to assess whether the highly preferential tariff arrangement Myanmar enjoys, known as "everything but arms" (EBA), should be withdrawn. "We can not exclude this outcome and of course the reason is the blatant violation of human rights in Myanmar," Malmstrom told reporters at a meeting of EU trade ministers in Innsbruck, Austria. "Our trade policy is values-based. These are not just words. We have to act when there are severe violations." The EBA deal, giving duty-free and tariff-free access to the EU market for all products except weapons and ammunition, was reinstated for Myanmar in 2013 to support political reforms as it moved towards democracy after decades of military rule. But Western powers and the UN have accused Myanmar's military of waging a campaign of ethnic cleansing against Rohingya Muslims, who are denied citizenship rights. More than 700,000 members of the minority group took refuge in Bangladesh, fearful of returning to mainly Buddhist majority Myanmar despite a repatriation deal between the two countries. Malmstrom also announced the EU was taking steps to end "everything but arms" for Cambodia, where July's elections, which returned strongman Hun Sen to power, were widely criticised internationally as undemocratic. "On Cambodia we are even one step further because we had a high level mission there this summer and there were the elections marked by harassment and intimidation and everything but fair elections," she said. "So I have notified Cambodia today that we will launch the procedure for withdrawal of EBA."

"UNHCR continues to seek clarifications from the authorities on the circumstances under which these individuals were returned to Myanmar," he said.

He said the UN agency was "concerned that they did not have access to legal counsel, were not given the chance to access asylum processing and have their claims assessed in India."&nbsp;

The illegal immigrants were detained in 2012 and since then they had been lodged in Cachar Central Jail in Assam's Silchar.

"Seven Myanmarese nationals have been deported today. They were handed over to the authorities of Myanmar at Moreh border post in Manipur," Assam Additional Director General of Police (Border) Bhaskar J Mahanta said.

Consular access had been given to Myanmar diplomats, who confirmed the identity of the immigrants, Mahanta said.

The confirmation of the Myanmarese citizenship of the illegal immigrants came after the government of the neighbouring country verified their addresses in Rakhine State and all of them were given travel documents by Myanmar.

This is for the first time Rohingya immigrants were sent back to Myanmar from India.

Earlier in the day, the Supreme Court rejected the plea made by one of the Rohingya refugees seeking to restrain the Centre from deporting them to Myanmar.

Allowing the deportation of the seven Rohingya Muslims, the Supreme Court said they were found by the competent court as illegal immigrants and have been accepted by their country of origin as citizens.

"Having considered the prayer, we would not like to interfere with the decision taken. The petition is dismissed," a bench comprising Chief Justice Ranjan Gogoi and Justices S K Kaul and K M Joseph said.

"Even the country of their origin has accepted them as its citizens," it said.

The Centre told the apex court that the seven Rohingya illegally migrated to India in 2012 and were convicted under the Foreigners Act.

The Centre also informed the court that Myanmar has issued a certificate of identity to the seven immigrants along with one-month visa to facilitate their deportation.

The seven immigrants were apprehended on July 29, 2012, for violating the Foreigners Act.

Those who were deported include Md Jamal, Mohbul Khan, Jamal Hussain, Md Yonus, Sabir Ahmed, Rahim Uddin and Md Salam and are in the age bracket of 26-32 years.

Another official said all the Rohingya immigrants were "keen" to go back to their country and thanked the Assam government for the treatment meted out to them during their incarceration.

The Indian government had informed Parliament last year that over 14,000 Rohingya people, registered with the UN refugee agency UNHCR, stay in India.

However, aid agencies estimate there are about 40,000 Rohingya people in the country.

Hundreds of thousands of Rohingya Muslims, described by the UN as the most persecuted minority in the world, fled their homes last year to escape an alleged crackdown by the Myanmarese military.

Government deports 7 Rohingya immigrants to Myanmar

Aung San Suu Kyi, Myanmar’s civilian leader and de facto president, is under fire from all sides. Domestically, she is facing growing criticism for stalled economic and political reforms, glacial progress on policy and service improvements, and the suppression of freedom of expression and press freedom.

But it is her international reputation that is most in tatters.

The Nobel Peace Prize laureate, imprisoned for 15 years over a 21-year period in her struggle for human rights and democracy, has suffered a swift and dramatic fall from grace as a global icon. She is now widely seen as an enabler of ethnic cleansing and genocide.

In just the last few days, Canada stripped Suu Kyi of her honorary citizenship and the Malaysian prime minister stated publicly that she has lost his support.

Failures of Suu Kyi’s government

Suu Kyi has been the subject of much criticism since taking power 2.5 years ago, but the most recent and vociferous condemnation has centred on two events: the jailing of two Reuters journalists who exposed a massacre of Rohingya civilians by the military, and her government’s failure to respond to international investigations into allegations of ethnic cleansing and genocide.

In September, the two Reuters journalists were convicted of possessing official secrets, despite testimony by a policeman that they had been entrapped.

The journalists had reported on a 2017 massacre of Rohingya Muslims by security forces, which resulted in the eventual conviction of seven soldiers for murder

It is notable that it was Suu Kyi’s civilian government that prosecuted the journalists, not the military. Suu Kyi could have ordered the charges dropped, as she did for student protesters during her early days in office. Instead, before the trial was over, she commented that the reporters were guilty of violating the Official Secrets Act, and once even allegedly referred to them as “traitors”.

The second great disappointment has been the government’s response to the UN Human Rights Council’s report into the violence that drove almost 700,000 Rohingya Muslims to flee to Bangladesh last year.

The report, released in full in September, found conclusive evidence that security forces had indeed engaged in mass killings and gang rapes of Rohingya, with genocidal intent. It went on to accuse Suu Kyi and her government of contributing to the atrocities through “acts and omissions”.

The HRC recommended the UN Security Council refer the Myanmar commander-in-chief and five generals to the International Criminal Court (ICC). The UN Human Rights Council also set up a body to prepare evidence for trials.

Rather than pledge to cooperate with the investigation, however, Suu Kyi has consistently defended the military action against the Rohingya and repeatedly pointed to a lack of understanding of the complexities of the situation.

Her only concession to the increasing international condemnation of her government has been this muted statement - "There are, of course, ways in which, with hindsight, we might think that the situation could have been handled better."

Limitations on Suu Kyi’s power

The military remains a very powerful force in Myanmar. It has the power to appoint its own personnel to a quarter of the seats in parliament and oversees the three powerful ministries of Home Affairs, Defence and Border Affairs.

The government has no power to hold the military accountable for actions against the Rohingya. Suu Kyi is therefore in a very weak position.

She has nonetheless gone out of her way to not just defend the military, but praise it. In Singapore last month, she made headlines when she declared that the three generals in her cabinet were “rather sweet”.

Suu Kyi has stressed that her government’s aim of removing the military from politics would eventually be achieved through negotiation, keeping in mind the need for national reconciliation. However, her dream of constitutional reform depends entirely on military approval.

This would appear to inhibit any ability for her to censure the military. She also has no means to compel the military to cooperate with international investigators.

A path to redemption

Suu Kyi still has considerable moral authority within Myanmar, and the military is still widely unpopular. Thus, despite the severe limitations on her power, she does have other options to lead effectively on issues like human rights, the Rohingya and press freedom.

Suu Kyi and her government should start by recommitting themselves to a belief in universal human rights. She should also express empathy with the victims of the atrocities in Rakhine state, which may begin to shift popular opinion against the actions of the military and engender more public sympathy for the Rohingya.

Further, Suu Kyi needs to pledge full cooperation with the ICC investigation into the serious allegations of ethnic cleansing and genocide, and call for a genuinely independent domestic inquiry to pave the way towards true reconciliation.

Suu Kyi may not be able to compel military cooperation with the ICC investigation, or even unfettered access to the country for investigators. But drawing on her moral authority could go a long way to help. She could pave the way for visas and travel approval, for instance, both of which were denied to investigators by her government.

Finally, the government must develop robust, urgent repatriation plans for the Rohingya – in cooperation with Bangladesh and the UN – that guarantee their security, human rights, a pathway to full citizenship and an end to segregation in Rakhine. They need a plan for inclusive development policies in the state, and to restore both media freedoms and humanitarian access to the region.

The opportunity for such moral leadership is quickly evaporating.

Suu Kyi and her government were elected by a landslide in 2015, winning about 80 per cent of seats up for election. Polling released last week showed that only about half those surveyed believe the rights of people have improved in the 2.5 years that she has been in power and less than half the population feel there has been any political or economic improvement.

There have also been increasing complaints about the performance of the government.

With her support eroding both home and abroad, Suu Kyi appears to have a limited window to adequately address the Rohingya crisis and regain her moral authority. Otherwise, Myanmar risks slipping back into isolation and again becoming a pariah state.

Aung San Suu Kyi’s extraordinary fall from grace

A five-member Rohingya family has been identified and taken into custody by Kerala police here on Tuesday. As per the preliminary probe, the family arrived from Hyderabad to Thiruvananthapuram last night.&nbsp;

"States have been told to identify them (Rohingyas). They have to take their biometrics also. After that, they'll send a report to the Centre. Then the Central government will initiate action through diplomatic channels with Myanmar and we will get it resolved," the Home Minister stated.&nbsp;

In June, the Home Ministry wrote a letter to the Jammu and Kashmir government, saying, "Such illegal migrations poses serious challenges and has security implications since some of the migrants have been found to have indulged in illegal activities and are vulnerable to radicalisation."&nbsp;
