UK: Rishi Sunak faces heat over Rwanda policy

According to recent news articles, Rishi Sunak, the current UK Prime Minister, is facing challenges in trying to keep Tory voters happy. Conservative ministers and advisers fear a post-Brexit "realignment" of voters in England could come back to bite them.

Can Rishi Sunak keep Tory voters happy?

United Kingdom's former prime minister David Cameron's shocking comeback to the country's frontline politics as foreign secretary has refreshed the memories of the Greensill lobbying scandal which still continues to overshadow his political career.

Seven years earlier, Cameron had lost the Brexit referendum and stepped down as the country's prime minister immediately. The leader, who had also resigned as a Tory MP in September 2016, was in a sudden turn of events given life peerage on Monday (Nov 13) because of which he has taken up the role in Prime Minister Rishi Sunak’s Cabinet.

After remaining out of the spotlight for seven years, the dramatic cabinet reshuffle saw Cameron at the centre of media gaze making more headlines than at any point since the Greensill lobbying scandal came into light in 2021.

This surprise comeback of Cameron as the foreign secretary happened just two years after he was found to have a “significant lack of judgment” in a parliamentary inquiry over a bank's lobbying campaign in which his personal economic interests were vested.

<h2>How did Cameron lobby for Greensill Capital?</h2>

Greensill Capital, which was established by Australian financier Lex Greensill and specialised in supply chain finance, started seeking government work at a time when Cameron was prime minister.

In 2016, after Cameron left office, he became an adviser to Greensill Capital and received share options which were worth tens of millions of pounds, as reported.

After joining the firm, the former prime minister started sending intensive rounds of text messages to high-ranking civil servants and ministers on behalf of Greensill Capital at a time when the pandemic was at its height. The following year saw the collapse of Greensill Capital.

In July 2021, the Treasury select committee stated that it was inappropriate of Cameron, who had once held the position of prime minister, to send 62 messages to ministers and high-ranking officials pleasing them to extend their help to the controversial bank.

In the text messages sent to ministers, Cameron allegedly appealed to them to provide Greensill access to the coronavirus loan support scheme of the government.

The former minister sent nine WhatsApp messages to the then chancellor Rishi Sunak, 12 texts to Sir Tom Scholar, the then permanent secretary to the Treasury, two WhatsApp messages to Richard Sharp, then adviser to Sunak and multiple texts, emails, phone calls to the ministers Michael Gove, Matt Hancock, Nadhim Zahawi, John Glen and Jesse Norman.

In the messages, Cameron often signed off as “Love Dc” or typed a simple thumbs-up emoji. In a text message sent on 6 March 2020 to Scholar, Cameron said: “I am riding to the rescue with supply chain finance with my new friend Lex Greensill.” At this time, the financial markets were in freefall because of the start of the pandemic.

He further questioned the response of the Bank of England to the mounting crisis and said that he “never quite understood how [interest] rate cuts help a pandemic”. He stated that he hoped to “see you with Rishi’s for an elbow bump or foot tap. Love Dc.”

<h2>What is Greensill Capital?</h2>

Greensill Capital was founded by an Australian banker from farming stock Lex Greensill. It specialises in supply chain finance in which money is borrowed by the businesses to pay their suppliers.

The efforts made by Cameron were wasted as the firm failed to receive any money from the coronavirus scheme and hence, collapsed in March 2021. It was estimated that the bank's failure in 2021 is likely to have cost UK taxpayers up to £5 billion ($6.21 billion).

The company got involved in controversy because of its links to the steel and commodities trader Sanjeev Gupta, for giving huge sums to his steel and energy empire. Since 2021, the Gupta Family Group Alliance, which is a collection of companies led by Gupta, has remained under investigation being carried out by the Serious Fraud Office.

In the investigation of the Treasury committee, it was found that Cameron used a private jet of Greensill for various flights to Newquay airport in Cornwall. While working with Greensill, Cameron lobbied for the chancellor and went camping in the desert with Saudi Crown Prince Mohammed bin Salman.

<h2>What did Treasury Committee’s report find?</h2>

In the report prepared by the Treasury committee it was found that no lobbying rules were broken by Cameron, but said “that reflects on the insufficient strength of the rules”. It stated that the behaviour of Cameron in the saga highlighted a “strong case for strengthening [the rules]” for preventing the country's former prime ministers from lobbying serving ministers for any kind of personal economic gain.

“Cameron’s use of less formal means to lobby government showed a significant lack of judgment, especially given that his ability to use an informal approach was aided by his previous position of prime minister,” the report stated. “Cameron appears to accept that, at least to some degree, his judgment was lacking,” it added.

Reacting to the committee's report, Cameron stated, “While I am pleased that the report confirms I broke no rules, I very much take on board its wider points. I always acted in good faith, and had no idea until the end of last year that Greensill Capital was in danger of failure.”

Now, as Lex Greensill is being banned as a director of UK companies, Foreign Secretary David Cameron has once again come under scrutiny.

UK's former PM David Cameron has returned as the country's new foreign secretary. The appointment has triggered criticism due to Cameron's scandal.

UK | David Cameron return: Greensill lobbying scandal overshadows Cameron's return

The appointment of former British prime minister David Cameron as the foreign secretary has not only shocked the political experts, but also raised concerns over his supposedly friendly relations with China—which is at odds with the present Rishi Sunak dispensation.

Cameron is widely regarded for heralding&nbsp;the “golden era” in relations with China when he was the prime minister in 2015.

A photo of Cameron and Chinese President Xi Jinping enjoying pints of beer became the symbol of his government’s attempts to court Beijing.

That visit to London by Xi was hailed on both sides as the start of a “golden era” of relations, with the UK government at that time hoping to make China Britain’s second-biggest trading partner within a decade.

<h2>Cameron involved in various China-related activities&nbsp;</h2>

Despite stepping down in 2016 after losing the Brexit referendum, Cameron has been involved in various China-related initiatives.

According to a report by Politico, Cameron has been working to set up a $1 billion UK-China investment fund aimed at supporting Xi’s flagship Belt and Road Initiative.

He also reportedly lobbied for foreign investment for the Colombo Port City project in Sri Lanka, which is backed by China.

Cut to 2023, the China-UK relations have undergone ebbs and flows.

From suppression of civil liberties in the former British territory of Hong Kong to allegations of human rights abuses in Xinjiang province, to China emerging as a security threat, the Rishi Sunak government has often found itself at odds with Xi over such issues.

<h2>Unease among Tories over Cameron's appointment&nbsp;</h2>

UK’s distrust of China was publicly expressed by Sunak in a speech last year when he said Beijing poses a “systemic challenge to our values and interests.”

Some of the Tory members feel that Cameron’s soft position towards China may cause embarrassment to Rishi Sunak’s government.

“David Cameron will find Parliament has changed a lot when it comes to China,” Alicia Kearns, Tory chair of the Foreign Affairs Committee, said in an interview, reports Bloomberg.

The stakes couldn’t be higher for Rishi Sunak on Wednesday as the Supreme Court rules on whether the British government’s controversial plan to deport asylum seekers to Rwanda can go ahead.

Judgment day for Rishi Sunak as Supreme Court rules on Rwanda deportation plan

Former British interior minister Suella Braverman, who was recently sacked, slammed Prime Minister Rishi Sunak and his leadership on Tuesday (Nov 14) in letter that she shared publicly, which also urged the prime minister to change course to avoid election defeat. In a sign of yet another rebellion brewing in ruling Conservative Party against Sunak, she also criticised his record on immigration and antisemitism.&nbsp;

Several controversies hampered Braverman's tenure, but her recent article published in the British daily The Times, in which she accused the police of pro-Palestine partiality during protest rallies in the wake of Israel-Hamas war, was the final nail in the coffin.&nbsp;

In a three-page letter addressed to Sunak which she posted on X, Braverman said: "Someone needs to be honest: your plan is not working, we have endured record election defeats, your resets have failed and we are running out of time. You need to change course urgently."&nbsp;

She accused Sunak of "equivocation, disregard and a lack of interest" over several policies, including cutting immigration and the teaching of gender in schools.&nbsp;

"You have manifestly and repeatedly failed to deliver on every single one of these key policies," she wrote.&nbsp;

"Either your distinctive style of government means you are incapable of doing so. Or, as I must surely conclude now, you never had any intention of keeping your promises," she added.&nbsp;

"You opted instead for wishful thinking as a comfort blanket to avoid having to make hard choices. This irresponsibility has wasted time and left the country in an impossible position," she wrote. In her broadside, Braverman also said Sunak had failed to rise to the challenge of "vicious antisemitism and extremism" in London following Hamas' October 7 terror attack on Israel. She said his response to pro-Palestinian marches, including not banning them, had been "uncertain, weak and lacking in the qualities of leadership this country needs". (With inputs from agencies)

Sacked UK interior minister Braverman launches scathing attack on Sunak: 'Someone needs to be honest'

UK court rejects Rwanda migration, Braverman writes scathing letter

In a major blow to Rishi Sunak, the Supreme Court on Wednesday (Nov 15) ruled as unlawful the British prime minister’s controversial plan to deport asylum seekers to Rwanda.

The apex court’s unanimous rule sided with the lower court’s judgment in June that found deficiencies in the Rwandan asylum system.

The lower court had found that sending anyone to Rwanda would be in breach of the European Court of Human Rights (ECHR) laws as there was a “real risk” they could be returned to their home countries to face “persecution or other inhumane treatment”.

President of the court Lord Reed, during the ruling, said there was a "real risk" asylum seekers could be sent from Rwanda to the places they fled from.

He pointed to crucial evidence from the United Nations’ refugee agency, the UNHCR, which highlighted the failure of a similar deportation agreement between Israel and Rwanda.

<h2>Serious blow to Sunak's 'stop the boats' plan</h2>

The judgement throws a spanner in the works of the prime who had repeatedly pledged to “stop the boats”—a reference to the proposed Illegal Immigration Bill that promises to end illegal entry as a route to asylum in the UK.

The plan was first announced in April 2022, but has been stuck in legal limbo and the UK government failed to deport a single person.

The Rwanda plan was introduced by former home secretary Priti Patel and backed by her successor, Suella Braverman, who was sacked on Monday after a string of controversies.

The government had been claiming that a growing number of immigrants exploit the Rwandan asylum scheme to reach the UK illegally through small boats travelling across the English Channel – a claim that has been vehemently rejected by refugee charities.

The number of crossings has risen significantly in recent years, a trend Sunak has vowed to reverse.

However, it has been a costly and public failure for three successive prime ministers. According to BBC, the UK has paid the Rwandan government £140 million ($177 million) for the proposal.

<h2>Rishi Sunak reacts</h2>

Rishi Sunak in a statement said that the government would prepare for the next steps to be taken following the ruling.

He noted the ruling said the "principle" of sending migrants to a third country is "lawful".

"We have seen today’s judgment and will now consider next steps," the statement read.

"This was not the outcome we wanted, but we have spent the last few months planning for all eventualities and we remain completely committed to stopping the boats."

<h2>Rwanda govt says 'we take issue with this ruling'</h2>

Minutes after Wednesday's&nbsp;ruling, the Rwanda government issued a statement, saying it has taken exception to the ruling which defined the territory as "not a safe third country”.

UK Supreme Court strikes down Rishi Sunak’s plan to deport asylum seekers to Rwanda

UK government's plan to transfer asylum seekers to Rwanda is illegal, according to the British Supreme Court, because they wouldn't be safe there. <h2>Pro-Palestinian rally in London&nbsp;</h2>

On Saturday, protesters gathered in central London ahead of a pro-Palestinian march expected to attract hundreds of thousands of people. The police have launched a major operation due to fears of clashes on the day of remembrance for war veterans.

The "National March for Palestine" was the latest in a series of rallies in the British capital to show support for the Palestinians since Israel launched an air and ground offensive on the Gaza Strip following the Hamas Oct 7 attack on southern Israel.

The march was called off by government leaders because it fell on Armistice Day, which honours the conclusion of World War One and those who died in military action.&nbsp;

The prime minister even said that the timing of the rally was "provocative and disrespectful".&nbsp;

In a statement, he said: "It is because of those who fought for this country and for the freedom we cherish that those who wish to protest can do so, but they must do so respectfully and peacefully."&nbsp;
