UK Prime Minister Rishi Sunak Tuesday announced additional funding for Ukraine and pledged to increase Britain's own&nbsp;defence&nbsp;budget, during a visit to the Polish capital Warsaw.

Sunak said Britain was giving £500 million ($617 million) in additional military funding for Kyiv as he held talks with Polish premier Donald Tusk and NATO chief Jens Stoltenberg.

Sunak said London would gradually boost&nbsp;defence&nbsp;spending to 2.5 percent of GDP by 2030.

"In a world that is the most dangerous it has been since the end of the Cold War, we cannot be complacent," Sunak told reporters in Warsaw.

The increase in spending from 2.3 percent will see the UK become one of the top spenders on&nbsp;defence&nbsp;in the 32-member NATO&nbsp;defence&nbsp;alliance after the United States, the British government said.&nbsp;

NATO countries are facing pressure to raise&nbsp;defence&nbsp;expenditure in the face of global threats, particularly from Russia and the possibility of an escalation in the Middle East.

Announcing the move, Sunak spoke of "an axis of authoritarian states", singling out Russia, Iran, North Korea and China.&nbsp;

"I believe we must do more to defend our country, our interests, and our values," Sunak said, adding the increase in spending would be "the biggest strengthening of national&nbsp;defence&nbsp;for a generation".

It means the UK is expected to spend £87 billion on&nbsp;defence&nbsp;in 2030-31, an increase of £23 billion over current levels.&nbsp;

On Tuesday, Sunak also announced £500 million additional funding for Ukraine's war effort against Russia.

Ukraine has for months faced a growing shortage of ammunition, with Europe struggling to provide weaponry as Ukrainian forces get pushed back along the front line.

US lawmakers eased the pressure last weekend by unblocking a $61-billion military aid package for Kyiv following six months of political wrangling.

EU&nbsp;defence&nbsp;and foreign ministers insist that Europe must speed up its deliveries of arms to Ukraine.

Germany has answered Kyiv's call in recent days by saying it would send an extra Patriot air&nbsp;defence&nbsp;system to Ukraine.

Stoltenberg said last week that he expected more NATO countries to make announcements on fresh air defences for Kyiv "soon".

During his trip, Sunak announced the UK's "largest-ever single package of equipment" for Ukraine's war effort, including more than 1,600 strike and air&nbsp;defence&nbsp;missiles and additional Storm Shadow long-range precision-guided missiles.

He also pledged more than 400 vehicles, including armoured ones, and nearly four million rounds of small arms ammunition.

Ukraine has asked especially for seven more advanced Patriot systems capable of shooting down Russia's hypersonic missiles -- but is keen to get any help it can.

United Kingdom Prime Minister Rishi Sunak's proposal to place a ban on smoking cleared its first parliamentary hurdle even though it faced opposition from within his cabinet, while Labour backed the bill.

Sunak proposed to increase the legal age for buying cigarettes annually so that the habit could be eventually phased out, along with imposing restrictions on the sale&nbsp;of vaping products.

If the proposals are passed, it will make selling tobacco products illegal to anyone&nbsp;born after January 1, 2009, as the prime minister dreams of creating a "smoke-free" generation.

During the voting, 165 Conservatives either abstained or voted against the proposal and 180 Tories gave votes in its support.&nbsp;

<h2>What does Sunak's proposed smoking ban involve?</h2>

As per the government's plans, the legal age for the purchase of cigarettes will annually increase from the age of 18 and will go beyond the pension age so as to make smoking obsolete.

However, the government doesn't aim to criminalise smoking which means that anybody who can legally purchase cigarettes won't be stopped from buying it in the future.

Till 2043, only those who are aged 35 or above will be able to purchase cigarettes legally and shopkeepers will be able to seek the ID of those seeking to purchase tobacco.

The legislation also includes new restrictions on flavours and a ban on disposable vapes, with only four flavours of vape set to be allowed.

Sunak announced the plans at the Conservative Party Conference in October, and informed the delegates that it would mean that “a 14-year-old today will never legally be sold a cigarette and that they, and their generation, can grow up smoke-free”.

“We have a chance to cut cancer deaths by a quarter, significantly ease those pressures and protect our children, and we should take it. This is not a values judgment on people who smoke," the UK prime minister said.

Tory's Kemi Badenoch voted against the bill stating that the government should not treat legally competent adults differently.&nbsp;

United Kingdom's former prime minister Liz Truss also voted against the bill. “I think the whole idea that we can protect adults from themselves is hugely problematic and it effectively infantilises people,” Truss said.

“People want to make their own decisions about what they eat and what they drink and how they enjoy themselves," she added.&nbsp;

Robert Jenrick and Suella Braverman also voted against the bill, while Priti Patel and Penny Mordaunt abstained.

The first planned deportation flight in June 2022 was blocked by the European Court of Human Rights (ECHR), before the UK Supreme Court last year declared the scheme unlawful.

Sunak's new law, which disapplies some existing human rights statutes, is designed to override the Supreme Court's ruling by stating Rwanda must be treated by British judges as a safe destination, as well as also limiting individuals' options for an appeal to only exceptional cases.

For critics, ranging from senior figures in his own party to the Archbishop of Canterbury, the policy is immoral, unworkable and probably breaches international law. But, some right-wing Conservative lawmakers say it will not work because it is still not tough enough.

After months of parliamentary battles, the government won backing from the House of Commons on Monday and is expected to win votes in the House of Lords later this week.

The prime minister's spokesperson urged the Lords to pass the law, saying it will save "the lives of those being exploited by people-smuggling gangs".

WHEN WILL FLIGHTS GO?

How long until deportation flights then leave is unclear, and one government official said it would probably take at least a month from the moment when the legislation is passed.

Charities and human rights groups say they are gearing up to bring challenges on behalf of individuals, although as yet none have been specifically told they would be sent to Rwanda.

O'Connell said his union, which represents border force staff who would help carry out the deportations, would submit a legal challenge arguing the new legislation was unlawful "within days" of the first asylum seekers being informed they will be deported.

The PCS and other unions are also exploring action on the grounds that implementing the policy would put civil servants in breach of international law, especially if the ECHR were to again issue a temporary injunction - known as Rule 39 interim measures - on removals.

The court has amended its rules since the 2022 decision so injunctions will only be issued in "exceptional circumstances" where there was an "imminent risk of irreparable harm".

Sarah Gogan, a partner at law firm Harbottle &amp; Lewis, said the wording of&nbsp;Sunak's bill was designed to all but eliminate legal challenges, although an intervention by European judges would be the hardest to overcome.

With his party trailing the opposition Labour Party by about 20 points in polls, and his own position in question,&nbsp;Sunak&nbsp;has been determined to have flights leave as soon as possible.

He has already warned he would not allow "foreign courts" to block his plans and was prepared for Britain to leave the ECHR if necessary.

Only two countries have left or been removed from the ECHR previously, Greece when the military took power in 1969 and Russia after the invasion of Ukraine in 2022.

Even if the legal problems do not block the flights, there are also suggestions the government might struggle to find airlines willing to provide planes, with the charity Freedom from Torture running a campaign to persuade carriers not to participate.

Asked if the government had a contract with a carrier,&nbsp;Sunak&nbsp;said earlier this month: "We've got all the plans in place.&nbsp;I am highly confident ... I can operationalise the policy."

Even if the legal problems do not block the flights, there are also suggestions the government might struggle to find airlines willing to provide planes, with the charity Freedom from Torture running a campaign to persuade carriers not to participate. Asked if the government had a contract with a carrier, Sunak said earlier this month: "We've got all the plans in place. I am highly confident ... I can operationalise the policy."
