‘Suraksha, Vikas, Pragati’ key areas of focus for Polish Presidency of EU on India ties

Poland's Prime Minister Donald Tusk said Wednesday that he wanted to create a Baltic Sea policing mission to protect infrastructure after two Baltic Sea telecom cables were cut last week.

Sections of two telecom cables were cut on November 17 and 18 in Swedish territorial waters of the Baltic Sea.

Swedish and Finnish police have opened investigations and European officials have said they suspect sabotage linked to Russia's invasion of Ukraine.

The Kremlin has rejected the comments as "absurd" and "laughable".

"We share the assessment of the security situation, including concern for critical infrastructure and strategic resources along the Baltic Sea," Tusk said at a press conference alongside his counterparts from Denmark, Estonia, Finland, Latvia, Norway and Sweden.

"We need new tools and ambitious means to counter threats. This is why I propose today to create a Baltic Sea policing mission," he said.

Tusk added that he was "really happy that my colleagues found it interesting, and we will continue our work on some details".

Suspicions have been directed at a Chinese ship -- the Yi Peng 3 -- which according to ship tracking sites sailed over the cables around the time they were severed, though there is nothing to indicate that it was involved in the incidents.

The Yi Peng 3 has remained anchored in the Kattegat strait between Sweden and Denmark since November 19.
China's foreign ministry has denied any responsibility in the matter.

Denmark's navy said last week it was shadowing the vessel, which is in international waters. Sweden's coast guard joined it over the weekend.

The Wall Street Journal reported Wednesday that sources said investigators suspected the vessel had dragged its anchor along the seabed for over 100 miles to deliberately cut the cables.

Lithuania on Wednesday announced it would set up a joint investigation team with Sweden and Finland and coordinated by Eurojust -- the EU's judicial cooperation agency -- to probe the damage to the cables.

In a statement, the Lithuanian prosecutor general's office said investigators would try to establish "whether the cables were damaged by deliberate acts for subversive or terrorist purposes".

US media reported Monday (Nov 4) that Western intelligence officials have linked Russia to a covert flight sabotage operation, involving a plot to start fires on planes using incendiary devices. Wall Street Journal reported, citing the officials, that the operation specifically targets passenger and cargo flights to the US and Canada.

The development comes after device explosions were reported at two logistics hubs of DHL, the world's leading logistics company. A probe was launched following explosions in Leipzig, Germany and Birmingham, UK.

Results of the probe

According to the officials, the explosive shipment at the DHL UK centre came from Lithuania. The shipment had electric massagers implanted with a magnesium-based flammable substance.

The WSJ reported that the devices “appear to have been a test run to figure out how to get such incendiary devices aboard planes bound for North America.”

Russia rubbishes allegations

Russia has vehemently rejected these allegations as “unsubstantiated insinuations from the media.” Kremlin spokesperson Dmitry Peskov said, “We have never heard any official accusations.”

Poland has welcomed India joining the joint statement condemning the attacks on UN peacekeeping forces in southern Lebanon. UNIFIL or United Nations Interim Force in Lebanon has come under attack under Israeli forces, leading to injuries to the peacekeepers.

Poland has welcomed India joining the joint statement condemning the attacks on UN peacekeeping forces in southern Lebanon. UNIFIL or United Nations Interim Force in Lebanon has come under attack under Israeli forces, leading to injuries to the peacekeepers. Speaking to WION's Sidhant Sibal, Poland's top diplomat in India, Chargé d'affaires Sebastian Domżalski said: "We are very glad and happy that India decided to align with this joint statement. We recognise the importance of Indian contribution." India is the third largest contributor to UNIFIL with 903 of its military personnel present in it. Around 40 countries, including India and Germany, are part of the joint statement. Full interview: Sidhant Sibal: Key focus of the Polish initiative on the UNIFIL or UN Peacekeepers coming under attack? Sebastian Domżalski: As far as the Polish initiative is concerned, you're very right, we have initiated in New York, a joint statement. A statement that was joined by 34 countries, initially. A statement to comment on the safety and security of the peacekeepers, and peacekeeping force UNIFIL in southern Lebanon. Over the last couple of days, we've been witnessing a worsening security situation in southern Lebanon. We witnessed attacks on UN peacekeepers. This is something that must be stopped and has to be condemned, and in fact, safeguarding, safety and security of UN peacekeepers is of paramount importance. This is what this joint statement is about. Watch | International Anger Mounts Over IDF Firing At UN Peacekeepers Sidhant Sibal: Essentially, the joint statement, what does it say, what's the message by Poland, and what is the Polish stance on the situation? You've already talked about it, but if you can give more details Sebastian Domżalski: The main message that is there, as I've already said, is safeguarding, safety and security of UN peacekeepers in southern Lebanon. The UNIFIL mission has been playing an important role in stabilizing the situation in southern Lebanon. And of course, its main goal is ensuring lasting peace. And this is a mandate that was given by the United Nations. And this mission should continue. As Poland, we've been contributing to this mission for a long time, as India also has contributed. So there is an important factor and important contribution of countries. Sidhant Sibal: India, which contributes the third largest number of troops to UNIFIL, the UN peacekeepers in Lebanon, has also joined this Polish initiative. How do you see it? Sebastian Domżalski: We are very glad and happy that India decided to align with this joint statement. We recognise the importance of Indian contribution. In fact, the Polish mission, the Polish contingent, has around 200 people. India's contribution is around 900, so India has even bigger stakes there. Also read | Israel vs UN: Netanyahu tells Guterres to withdraw peacekeepers from south Lebanon Sidhant Sibal: When it comes to the UN peacekeepers, how do you see their role? Sebastian Domżalski: UN peacekeepers, United Nations, as a matter of fact, play a very important role, and multilateral cooperation plays a very important role in preserving security and stability around the world, and our contribution to the UN peacekeepers is also proof of our commitment to the multilateral system, as it is also proof of India's contribution to the UN peacekeeping forces is also a proof of of India's contribution to the multilateral system.

With Germany seeking to toughen its stance on immigration following a surge in arrivals, Berlin on Monday announced plans to impose tighter controls at all of the country's land borders, which would normally be part of the Schengen free-movement zone, for six months starting on Sept. 16.
