Initial lab tests have found that there was no "apparent human-to-human transmission" and that no medical staff were infected, the statement said.&nbsp;

"Investigation of the cause of infection is ongoing," it added.

All patients have been quarantined and their close contacts are under medical observation, according to the commission.&nbsp;

Most of the patients worked at a seafood market in the city, it said.

Pneumonia killed more than 800,000 babies and young children last year - or one child every 39 seconds - despite being curable and mostly preventable, global health agencies said on Tuesday.

In a report on what they described as a "forgotten epidemic", the United Nations children's fund UNICEF, the international charity Save The Children and four other health agencies urged governments to step up investment in vaccines to prevent the disease and in health services and medicines to treat it.

"The fact that this preventable, treatable and easily diagnosed disease is still the world's biggest killer of young children is frankly shocking," said Seth Berkley, chief executive of the GAVI vaccines alliance.

Pneumonia is a lung disease that can be caused by bacteria, viruses or fungi. Its victims have to fight for breath as their lungs fill with pus and fluid.

It can be prevented with vaccines, and treated with antibiotics and - in severe cases - with oxygen, but in poorer countries, access to these is often limited.

Nigeria, India, Pakistan, the Democratic Republic of Congo and Ethiopia accounted for more than half the children who died of pneumonia last year - most of them babies who had not reached their second birthday.

"Millions of children are dying for want of vaccines, affordable antibiotics and routine oxygen treatment," said Kevin Watkins, chief executive of Save the Children. "This is a forgotten global epidemic that demands an urgent international response."

The report said pneumonia causes 15 per cent&nbsp;of deaths in under-5s, but accounts for only 3 per cent&nbsp;of spending on research into infectious diseases, lagging far behind other diseases such as malaria.

Call for mercy

Urging Javid to reverse his decision, Begum's mother "requests this reconsideration, as an act of mercy", following Jarrah's death, said the letter from law firm Farooq Bajwa and Co.

"It is extremely unlikely that Shamima will be in a fit state to make any rational decisions."

The letter said the family have not been able to contact Begum directly and their request for help from the British government to contact her was refused in writing by the Home Office on March 5.

"There are immediate fears for Shamima's health and safety, and the matter is urgent," the letter said, asking for a response within 24 hours.

The letter was posted on Twitter by lawyer Tasnime Akunjee.

In the wake of the baby's death, Foreign Secretary Jeremy Hunt said officials were working on how to rescue British children born to IS runaways.

Hunt said the death of Begum's third child was "an incredibly distressing and sad situation" but that it was too dangerous to dispatch officials to the war zone.

"Shamima knew when she made the decision to join Daesh (IS) she was going to a country where there's no embassy, where there's no consular assistance," he told BBC television on Sunday.

The study, published on World Pneumonia Day, found that scaling up existing vaccination coverage, coupled with cheap antibiotics and ensuring good nutrition for children could save a total of 4.1 million lives.&nbsp;

Pneumonia, an inflammatory infection of the lungs that may be contracted via viral or bacteria infection, is treatable if caught early enough and the patient's immune system isn't compromised.&nbsp;

But worldwide it hits young children who are often weak through malnutrition, killing more infants each year than malaria, diarrhoea and measles combined.

"It beggars belief that close to a million children are dying every year from a disease that we have the knowledge and resources to defeat," said Save the Children CEO Kevin Watkins.

"There are no pink ribbons, global summits or marches for pneumonia. But anyone who cares about justice for children and their access to essential healthcare, this forgotten killer should be the defining cause of our age."

The couple who had taken Florida school shooter Nikolas Cruz into their family said in an interview published Sunday they had no inkling of violent tendencies from the young man whom they described as quirky and naive.

Cruz, 19, moved in with James and Kimberly Snead of Parkland, Florida in late November after the death of his mother earlier that month from complications of pneumonia, the South Florida Sun-Sentinel reported. He was a friend of their son.

Cruz killed 17 people at his former high school last Wednesday using an AR-15 rifle that he had legally purchased. It was the country`s worst school massacre since the horror at Sandy Hook six years ago that left 26 dead.

A profile has emerged of a troubled young man who was expelled from the school last year for &quot;disciplinary reasons.&quot;

The FBI admitted it received a detailed warning last month about Cruz`s gun ownership, erratic behavior, and disturbing social media posts, as well as the potential of him conducting a school shooting. The agency took no action, despite the tip-off.

The Sneads described a 19-year-old who had grown up apparently without ever having to perform common chores -- he couldn`t cook, do laundry, pick up after himself or even use a microwave.

&quot;He was very naive. He wasn`t dumb, just naive,&quot; James Snead told the Sun Sentinel.

Cruz had odd habits, like putting a chocolate chip cookie on a sneak and cheese sandwich, and going to bed at 8 pm.

He seemed lonely and badly wanted a girlfriend, and also was depressed about the death of his mother, the couple said. Kimberly Snead had taken Cruz to the office of a therapist just five days before the shooting, and he had said he was open to therapy and took a business card.

Cruz told the Sneads he would inherit at least $800,000 from his parents, with most of the funds becoming available when he turned 22.

The couple last saw Cruz, who has been charged with 17 counts of premeditated murder, at the Broward County Sheriff`s office. Dressed in a hospital gown, he was handcuffed and surrounded by deputies.
