<p>The Ukrainian government has banned the use of Telegram on&nbsp;official devices used by government officials, military personnel and critical workers because it believes its enemy Russia can spy on both messages and users, Ukraine's&nbsp;National Security and Defence Council said on Friday (Sept 20).</p>

<p>In a statement, the&nbsp;National Security and Defence Council said that it announced the&nbsp;restrictions after Kyrylo Budanov, head of Ukraine's GUR military intelligence agency, presented the council with evidence of Russian special services' ability to snoop on Telegram.</p>

<p>According to the Telemetrio database, about 33,000 Telegram channels are active in Ukraine.&nbsp;</p>

<h2><strong>'Restrictions apply only to official devices'</strong></h2>

<p>Andriy Kovalenko, head of the Security Council's Centre on Countering Disinformation, posted on Telegram that the restrictions applied to only official devices and not personal phones.</p>

<p>Durov was placed under formal investigation in France for the alleged fraud&nbsp;and crimes on Telegram. Earlier, he was questioned by the authorities for four days before being released on bail. His arrest had raised concerns about the future of free speech online and whether the bosses of the messaging apps can be held responsible for the actions of the users.</p>

<p>Telegram also removed a feature called People Nearby which "had issues with bots and scammers" and would instead showcase legitimate, verified businesses in the vicinity of users.</p>

<p>However, in&nbsp;his message to almost one billion users of the app, the Telegram founder didn’t lay out how he would achieve the goal.</p>

<p>He was detained on Saturday (Aug&nbsp;24)&nbsp;as part of a probe into organised crime on the social media and messaging app.</p>

<p>Earlier, the Paris prosecutor’s office said Wednesday (Aug 28) that "an investigating judge has ended Pavel Durov’s police custody and will have him brought to court for a first appearance and a possible indictment".</p>

<p>The probe was launched by the French child welfare office recently and revolves around&nbsp;Durov's son born in 2017, who is now living in Switzerland after leaving France.</p>
