A 20-year-old Pakistani citizen, residing in Canada and arrested for planning a terror attack in New York, was aiming for it to be the 'largest attack on the US soil' - analysis of his social media footprint has revealed.&nbsp;

Muhammad Shahzeb Khan, also known as Shazeb Jadoon, was arrested in Canada on Wednesday (Sep 4) and charged with&nbsp;attempting to provide material support and resources to a designated foreign terrorist organisation (FTO), the Islamic State (IS).&nbsp;

Khan was planning a terrorist attack in the Big Apple around October 7 - the first anniversary of Hamas' terrorist attack on Israel, according to US Attorney General Merrick B. Garland.

Khan started posting about his support for the IS in or about November last year on social media and other encrypted messaging apps.&nbsp;

"If we succeed with our plan, this would be the largest attack on US soil since 9/11," he said in one of the messages.

<h2>Khan's planning for the attack</h2>

The Pakistani national was only arrested after he started conversing with two undercover law enforcement officers.&nbsp; He confirmed that alongside him, a US-based IS supporter, identified as "Associate-1" in the documents, was also planning to carry out an attack in a US city.&nbsp;

Khan was to travel from Canada to New York where he intended to use "automatic and semi-automatic weapons to carry out a mass shooting in support of IS&nbsp;at a Jewish centre in Brooklyn".&nbsp;

Khan emphasised that “Oct 7 and Oct 11&nbsp;are the best days for targeting the Jews” because “Oct 7 they will surely have some protests and Oct 11 is Yom Kippur".&nbsp;

Khan boasted that NY was the perfect city to target Jews as it has the largest "jewish population in America" and "even&nbsp;if we don't attack an&nbsp;event, we could rack up easily a lot of jews".&nbsp;

“We are going to NYC to slaughter them," he added.&nbsp;

The Federal Bureau of Investigation (FBI) and&nbsp;Los Angeles Field Offices are investigating the case.&nbsp;The Office of International Affairs of the Department of Justice’s Criminal Division is seeking the extradition of Khan from Canada.

If convicted, Khan faces a maximum sentence of 20 years in prison. A federal district court judge will determine any sentence after considering the US Sentencing Guidelines and other statutory factors.

Indian government sources have called China's decision to put a hold on UN listing of &nbsp;Lashkar-e-Taiba's 2nd command Abdul Rehman Makki as "extremely unfortunate" despite 'overwhelming evidence" against the Pakistan-based terrorist.

The sources pointed out that Beijing's action "runs counter to China’s claims of combating terrorism".

On June&nbsp;1, 2022, India and the US jointly proposed to list Makki,&nbsp;the brother-in-law of Lashkar-e-Taiba head and 26/11 mastermind Hafiz Saeed,&nbsp;under the UN Security Council’s Al-Qaeda (Dae’sh) and ISIL Sanctions Committee. Both India and the US had already listed Makki as a terrorist under their domestic laws.

But on&nbsp;Thursday, China placed a “technical hold” on the proposal, effectively blocking the listing of the proposal till the hold is withdrawn,&nbsp;which&nbsp;can last for up to 6 months at a time.&nbsp;&nbsp;

This is not the first time that China has placed hurdles for the listing of known terrorists. In the past, it had repeatedly blocked proposals to designate Maulana Masood Azhar, chief of Pakistan-based and UN-proscribed terrorist entity, Jaish-e-Mohammed (JeM).&nbsp;

Hafiz Abdul Rahman Makki, also known as Abdulrahman Maki. Makki has occupied various leadership roles within Lashkar-e-Tayyiba (LeT), a US-designated Foreign Terrorist Organization (FTO). He has also played a role in raising funds for LeT operations.&nbsp;

Makki has a reward of $2 million on him placed by the US government. Moreover, both Washington and Delhi have listed him as a terrorist under domestic laws.

Makki has been involved in raising funds, recruiting and radicalizing youth to violence and planning attacks in India, particularly in Jammu and Kashmir. While Makki was holding leadership positions in LeT and JuD, LeT has been responsible for and had involvement in prominent attacks in India such as the 26/11 Mumbai terror attack, Red Fort Attack on 22 December 2000, Rampur CRPF Camp attack on 1 January 2008, Karan Nagar (Srinagar) attack on 12-13 February 2018, Khanpora (Baramulla) attack on 30 May 2018, Srinagar attack on 14 June 2018 and Gurez/Bandipora attack on 7 August 2018.&nbsp;

Makki was reportedly arrested by Pakistan Government on May 15, 2019, and was kept under house arrest in Lahore. In 2020, he was convicted of terrorism financing and was sentenced to prison by a Pakistani court.&nbsp;

The United States continues to seek information on&nbsp;Makki because the Pakistani judicial system has released convicted LeT leaders and operatives in the past.&nbsp;

The report, 'Terrorist and Other Militant Groups in Pakistan', released by the bipartisan research wing of US Congress on the eve of the historic Quad summit hosted by US President Joe Biden at the White House last week, said that these groups operating in Pakistan can be broadly categorised into five types -- globally-oriented, Afghanistan-oriented, India- and Kashmir-oriented, domestically oriented, and Sectarian (anti-Shia).

The Lashkar-e-Taiba (LET) was formed in the late 1980s in Pakistan and designated as a foreign terrorist organisation (FTO) in 2001.

“LET was responsible for major 2008 attacks in Mumbai, as well as numerous other high-profile attacks,” the CRS said.

Jaish-e-Mohammed (JEM) was founded in 2000 by Kashmiri militant leader Masood Azhar and was designated as an FTO in 2001. Along with LET, it was responsible for the 2001 attack on the Indian parliament, among other attacks, it said.

JEM also has openly declared war on the United States, it noted.

Harakat-ul Jihad Islami (HUJI) was formed in 1980 in Afghanistan to fight the Soviet army and was designated as an FTO in 2010. After 1989, it redirected its efforts towards India, although it did supply fighters to the Afghan Taliban.

“With an unknown strength, HUJI today operates in Afghanistan, Pakistan, Bangladesh and India, and seeks annexation of Kashmir into Pakistan,” the report said, adding that HUM was designated as an FTO in 1997 and operates mainly from Pak-Occupied Kashmir and from some Pakistani cities.

Finally, Hizb-ul Mujahideen (HM) was formed in 1989—reportedly as the militant wing of Pakistan's largest Islamist political party—and designated as an FTO in 2017. It is one of the largest and oldest militant groups operating in Jammu and Kashmir.

Among other terrorist groups operating from Pakistan are Al Qaeda, CRS said, adding that it has operated primarily from the former Federally Administered Tribal Areas and in the megacity of Karachi, as well as in Afghanistan. It has since 2011 been led by Ayman al-Zawahiri and reportedly maintains supportive ties with many of the groups inside the country.

CRS said according to the US State Department's Country Reports on Terrorism 2019, Pakistan has “continued to serve as a safe haven for certain regionally focused terrorist groups,” and has “allowed groups targeting Afghanistan...as well as groups targeting India...to operate from its territory”.

Pakistan’s neighbours, including Afghanistan and India, and the US have long accused Islamabad of providing safe haven and support to militants.
