Pakistan on Wednesday announced a nearly 15 per cent hike in its defence spending and allocated Rs 2,122 billion in the 2024-25 budget, marking a significant increase from last year amidst strenuous efforts to secure a fresh loan from the IMF to meet the cash-strapped nation's external liabilities.

Finance Minister Muhammad Aurangzeb presented the budget in the National Assembly, the lower house of parliament, the first budget of the Pakistan Muslim League (Nawaz) (PML-N) and Pakistan Peoples Party (PPP) coalition government which came to power after the February 8 general elections.

Last year, the government allocated Rs 1,804 billion for defence, which was higher than the Rs 1,523 billion allocated the previous year.

Aurangzeb said the government set a 3.6 per cent GDP growth target for the next year -- higher than the 3.5 per cent set for the outgoing year. The country however missed that target and could only achieve 2.38 per cent growth.

He said the inflation target for the next fiscal year would be 12 per cent while the budget deficit would be 6.9 per cent of the GDP.

The opposition Pakistan Tehreek-e-Insaf (PTI) lawmakers protested during the budget speech by raising slogans against the government. They alleged that the government was not legitimate as it came to power through fraud in the elections.

After the budget speech, the session was adjourned.

As per the government’s tentative plan, a general debate on the budget would start on June 20 and would continue till June 24.

The members will take part in the debate and vote on cut motions on June 26 and 27 whereas the budget will be passed on June 28.

The new budget presentation comes as the government is trying to get another loan from the International Monetary Fund (IMF) and several of its pre-conditions, including the revenue targets, have been already accepted and included in the budget estimates.

There is growing consensus among experts that without a fresh bailout package from the IMF, Pakistan would find it almost impossible to meet its external obligations.

Earlier, according to an Associated Press of Pakistan report, the budget was prepared while considering the existing challenges being faced by the economy on domestic and international fronts.

Hence, mitigating people’s sufferings, transforming the agriculture sector, promoting Information Technology (IT), boosting exports, promoting industrial growth and bolstering businesses, would be the main focus of the document, it reported quoting sources.

The APP also said the government is firmly committed to presenting a pro-people, business-friendly and progressive Federal Budget FY 2024-25 and would pursue policies aimed at fiscal consolidation to contain the budget deficit.

In addition to fiscal management, revenue mobilisation, measures for economic stabilisation and growth, reduction in non-development expenditures, job creation and people-friendly policies for the socioeconomic prosperity of the country would feature in the budget.

It would also focus on social sector development besides introducing reforms for improving governance and boosting the private sector for investment.

On the revenue side, the government would introduce measures for bringing improvements in the system of tax collection, broadening the tax base, and facilitating tax-payers.

Keeping in view the robust growth of revenues during the current fiscal year (2023-24), the government is likely to set the revenue collection target at over Rs 12 billion for the fiscal year 2024-25.

Pakistan: PM Sharif's tough reforms under pressure

The Central Bank of Pakistan cut the benchmark interest rate to 20.50 per cent.

This cut, the first in four years, is above expectations, with most economists predicting a 100-point decline.

Pakistan’s decision comes as consumer prices fell for the fifth consecutive month, driven by improved food supply in the country and lower fuel costs.

The central bank had maintained an all-time high rate of 22 per cent since last June to contain inflation.

With inflation now lower than expected in May, the bank sees it as a matter of time to scale back the policy and support the economic recovery.

Pakistan is targeting an expansion of 3.6 per cent in the next fiscal year, up from 2.4 per cent in the current year.

The discount is expected to ease pressure on the Bank’s yields and enable it to meet debt obligations more effectively.

Economists forecast that the move begins a fiscal clean-up, predicting that the key rate could fall to 17.25 per cent by the end of the year.

The National Bank of Pakistan reveals that, despite the cut in real interest rates, real interest rates are still largely positive, guiding inflation towards a medium-term target of 5 to 7 per cent.

Pakistan is simultaneously negotiating a new loan facility with the International Monetary Fund.

Support from the IMF will be crucial to support foreign investment and meet the $24 billion debt repayment next fiscal year.

Prime Minister Shehbaz Sharif’s upcoming budget is expected to include a tighter monetary and fiscal policy, like raising taxes and energy tariffs, in order to raise more money for the IMF.

The central bank cautions that the upcoming budget could present near-term inflation risks and create uncertainty around energy prices.

The USA became the latest associate nation to beat Pakistan in the Cricket World Cup, this time in their home in Dallas, Texas.

Pakistan’s mighty fall at T20 World Cup

USA stunned Pakistan in a thrilling Super Over win in match 11 of the 2024 T20 World Cup, which is being held in the West Indies and USA. Babar Azam-led Pakistan, who kickstarted their campaign at the mega event on Thursday (June 6) at the Grand Prairie Stadium, Dallas, were sloppy with the ball and on the field as USA took the 160-run chase to the Super Over. The co-hosts made 18/1 and conceded only 13, taking a wicket, to cause a huge upset.

Talking about the contest, USA captain Monank Patel won the toss and elected to bowl first. On a tricky pitch, Pakistan lost Mohammad Rizwan, Usman Khan and Fakhar Zaman inside the powerplays. Left-arm spinner Nosthush Kenjige and pacer Saurabh Netravalkar made early inroads as Pakistan were struggling at 26-3. Shadab Khan, at No. 5, tried to accelerate and made a useful 25-ball 40 whereas captain Babar played the anchor's role. Their partnership took Pakistan out of trouble but Kenjige removed Shadab and Azam Khan soon, with the latter falling for a golden duck.

Babar, too, was trapped lbw for a 43-ball 44 (striking at only 102.33) with medium-pacer Jasdeep Singh dismissing him. Iftikhar Ahmed (14-ball 18) and Shaheen Afridi (16-ball 24) took Men in Green to a competitive 159/7. However, a poor start and disciplined bowling from USA prevented the last edition's runners-up from posting anything over 175.

In reply, USA looked determined to make a statement. Openers Steven Taylor and Monank added 36 for the first wicket before Naseem Shah removed the former. Skipper Monank (50) added a fine 68 for the second-wicket with Andries Gous (35) as Pakistani bowlers were erratic whereas their fielding was below-par.

While the two departed before the death overs, Aaron Jones -- who was USA's hero versus Canada with an unbeaten 94 -- remained not out on 36 and Nitish Kumar contributed with a run-a-ball 14 to tie the game; at 159 for 3.

In the Super Over, the co-hosts rode on Mohammad Amir's poor bowling (who was economical during the run-chase, with figures of 1 for 25) to post 18 for 1. In reply, Netravalkar held his nerves and conceded only 13, also removing Iftikhar, to restrict Pakistan for 13/1 and take his side to a famous win.

USA now have two wins on the trot in the 20-nation tournament. Meanwhile, Pakistan will like to forget this game soon as they take on India in their next outing, in New York, on Sunday (June 9).

In Pakistan's Mianwali, the decomposing body of a mentally challenged elderly person was found in a locked store in District Headquarter Hospital on Thursday (May 30).

According to reports in the Pakistani media, in the month of February, the emergency responders brought an injured elderly man with a fractured leg to District Headquarters Hospital following an accident in Isakhel tehsil, about 240 km from Islamabad.

The person, identified as Mohammad Ali, son of Mohammad Asif, was admitted to the general ward.

According to a report in the Pakistani daily Dawn, during Mohammad Ali's stay, no relatives visited him. The patient was reportedly mentally challenged and could not speak up to the point of comprehensibility. As other patients and their kin complained, he was moved to a side room.

A few days ago, as the Punjab health secretary visited the hospital, the management feared an unspecified 'objectionable' behaviour from the patient due to which the staff moved him to a vacant store and locked him, reported Dawn.

Pakistan: Mentally ill man killed as hospital staff 'forgets' after locking him in store room

Pakistan's government has acknowledged before the Islamabad High Court that Pakistan Occupied Kashmir (PoK) is a foreign territory. The rare admission was made on Friday (May 31) during the hearing of the abduction case of local Kashmiri poet and journalist Ahmed Farhad Shah.

The Pakistan government's lawyer told the Islamabad HC that Farhad is under the custody of police in PoK and cannot be presented because he is on "foreign land". The lawyers said that PoK does not come under the country's jurisdiction.

Farhad was kidnapped from his home in Rawalpindi reportedly by Pakistan's intelligence agencies on May 15. Since then, he has been missing and his wife filed a case in the Islamabad HC.

However, recently it came to light that two cases were lodged against him by the police in PoK. The Additional Attorney General appeared before IHC judge Mohsin Akhter Kiani on Friday, telling the court that Farhad had at least two legal cases registered against him in Muzaffarabad and Dhirkot in PoK, local reports mentioned.

After the petition by the poet's wife, IHC judge Kiani asked Farhad Shah to be produced in court.

Advocate Imaan Mazaari, who has been representing the poet, said later that the Additional Attorney General admitted in the court that Farhad was currently present on a "foreign land" and thus could not be produced in the court.

A report by Pakistan Today mentioned that the Additional Attorney General said Kashmir is a foreign territory with its own constitution and its own courts. He further added that the judgements of Pakistani courts in PoK are considered judgements of foreign courts.

Officials in Pakistan said on Sunday (May 26) that authorities have arrested 11 Islamist militants who were involved in the suicide bombing that killed Chinese engineers in March.

The attack in northwestern Khyber Pakhtunkhwa province forced Power China and the China Gezhouba Company to halt work on two dam projects after a bomb killed five workers and a Pakistani driver, plunging their van down a deep ravine.

Hundreds of Chinese workers are employed at the Dasu and Diamer Bhasha dam construction sites, which are around 100 kilometres away in the hilly terrain.

Pakistan's counter-terrorism chief Rai Tahir along with Interior Minister Mohsin Naqvi made the announcement at a news conference.

As per the authorities, the arrested men belong to the local Taliban, also known as Tehreek-e-Taliban Pakistan (TTP), which is an umbrella group of dozens of Sunni Islamists and sectarian militant groups.

According to Tahir, the arrest of the suspects was made possible by the suicide bomber's use of a mobile to communicate with his local handlers.

He said that the investigation and evidence revealed that the militants were following orders from TTP officials in Afghanistan.

Pakistan blames Afghanistan

The Pakistani military had earlier claimed the attack was plotted in Afghanistan and that the suicide bomber was also an Afghan national. Kabul denies the claims.

"We have forensic evidence to prove that the TTP militants who were operating from Afghanistan are involved in it," claimed Minister Naqvi.

Beijing is Islamabad's closest partner as China routinely provides financial aid to its neighbour and invests millions in infrastructure projects.

However, Pakistanis have complained that they do not receive a fair share of the jobs or cash created by the enterprises.
