Three influential US lawmakers have urged the Trump administration to oppose the proposed multi-billion bailout package being sought by Pakistan from International Monetary Fund (IMF) arguing it could be used to repay the Chinese debt.

In a letter to Treasury Secretary Steven Mnuchin and Secretary of State Mike Pompeo, the bipartisan group of three lawmakers Ted Yoho, Ami Bera and George Holding expressed their "deep concern" over the likely use of IMF's bailout package to repay the massive Chinese debt that Pakistan has accumulated under China Pakistan Economic Corridor (CPEC).

We write to express our deep concern over attempts made by the Government of Pakistan to seek a bailout deal with the International Monetary Fund to retrieve debts incurred from predatory Chinese infrastructure projects," the Congressmen said in a letter dated April 5.

China, they said, is investing $62 billion in Pakistan under CPEC. "Its debt repayment and profit repatriation terms are not transparent and have understandably raised concerns inside Pakistan," they said.

"Illustrative of the dangers of China's debt-trap diplomacy, Sri Lanka became unable to make payments on the Chinese debt it had taken for the Hambantota Port Development Project," the letter said.

Under "heavy pressure" from China, Sri Lanka ultimately handed over 1,500 acres of land around the port for a 99-year lease, they said.
"The impact of Chinese predatory financing in Pakistan, as already seen in the case of the Hambantota port in Sri Lanka, cannot be ruled out," the letter said.

Asserting that there is a "critical need for transparency in projects" including loan terms and contractual details, the Congressmen said "unless the terms are subjected to strict scrutiny" the Islamabad may use the IMF bailout package to repay Pakistan's debt obligations to China.

Noting that Pakistan's history with the IMF gives further cause for concern, the US lawmakers said having spent 22 of the past 30 years in a dozen different IMF bailout programs, Pakistan has failed to carry out necessary structural economic problems.

"Another bailout that fails to provide transparency and address issues of balance of payment, high fiscal deficit, and unsustainable debt will again be doomed to fail, instead of enriching China," the three Congressmen warned.

They said it is critical that the US continues to work to counter China's attempts to hold "hostage countries that are unable to repay unfavourable loans" in an attempt to further their geostrategic goals.

Pakistan's anti-graft body Friday conducted a raid at the residence of opposition leader in the National Assembly Shehbaz Sharif to arrest his son in a corruption case, a media report said.

A National Accountability Bureau (NAB) team conducted the raid on a house, believed to be that of Shehbaz Sharif's residence, allegedly because his son 44-year-old Hamza was "not cooperating" in the assets beyond means case.

The team had gone to arrest Hamza on the basis of evidence against him in the assets beyond means and alleged money laundering case, the report said.

"NAB officials had gone to the residence with an arrest warrant and the Supreme Court had stated that the accountability bureau did not require to inform any accused prior to arresting them," the NAB said in a statement.

In addition to the assets beyond means case, Hamza is facing an inquiry into the Ramzan Sugar Mills case, the Dawn newspaper reported.

According to the NAB, Hamza and his younger brother Salman Shehbaz being directors of the sugar mills got constructed a bridge linking to their mills out of public money in Chiniot district in the Punjab province.

It said an amount of Rs 200 million was approved by their father Shehbaz Sharif who was then the chief minister for the construction of the bridge.

Hamza, while addressing a press conference after the raid, said he had felt like a terrorist because of the way NAB had raided the residence, the report said.

"The sanctity of the home was violated...For the first time, I felt like we are terrorists, the way the raid was conducted," he said.

Hamza, whose name had been placed on the Exit Control List, was permitted by a court to travel abroad in February as his newborn daughter was to undergo a cardiac procedure due to complications at birth.

"Hamza Shahbaz is a Pakistani. Whenever I was given a notice, I would appear before the NAB. I will not tell you the way they spoke to me," he said.

Pakistan Peoples' Party (PPP) Chairman Bilawal Bhutto said it was "highly condemnable" if Sharif's home has been raided by the NAB without a warrant.

"PPP doesn't oppose accountability but we oppose political vendettas in the name of accountability. Yet another authoritarian and undemocratic move by the government," he said.

Following reports of the raid, a number of PML-N workers and supporters gathered outside the house and staged a sit-in, raising slogans against NAB.

Pakistan Prime Minister Imran Khan has taken a swipe at opposition leader Bilawal Bhutto Zardari for addressing Parliament in English, saying this was an insult to the country's "90 per cent population" which cannot speak the western language.

Addressing the inauguration ceremony of the Hyderabad University here on Thursday, Khan said that despite Urdu being the national language, public speakers choose to speak in English.

''Bilawal delivers his speeches in English when addressing the parliament. This is patronising and insulting to the more than 90 per cent of Pakistanis who can't speak English,'' he was quoted as saying by the Express Tribune.

The 30-year-old Oxford educated chairman of the Pakistan Peoples Party (PPP), on Thursday delivered a speech in English while addressing party supporters at an event to commemorate the death anniversary of PPP founder Zulfiqar Ali Bhutto, the paper reported.

We know the majority don't understand the language. Why do we then speak in English on public forums in the country despite knowing Urdu? Imran Khan asked.

Khan said there was an overriding sense of inferiority among such people who believe they won't be considered educated unless they speak in
English.

"The trend dated back to the era of Pervez Musharraf as part of his enlightened moderation' policy. In that period, we picked up certain western values and habits that are an aberration for our society. We need to change this trend, Khan said.

Pakistan will release 360 Indian in its custody in this month with the first batch of 100 Indians being released on Monday. Most of them are fishermen who are from Gujarat and some from UP.

Next batch of 100 will be released on April 15, followed by 100 on April 22 and 60 on April 29.

The development comes in the backdrop of New Delhi sending a note verbale to Pakistan high commission on Tuesday calling for the release of the 385 Indian fishermen who have completed their sentences.

503 Indian fishermen are believed to be in Pakistan’s custody of which Pakistan has acknowledged the custody of 483 fishermen who are Indian or believed-to-be-Indian in their jails.

Since 2014, the Indian Government has been able to secure the release of 1749 Indian prisoners, including 1725 fishermen along with 57 boats.

In December of 2018, Pakistan released Indian Citizen Hamid Nehal Ansari after six years in jail. Hamid Nehal was arrested by Pakistani authorities in 2012 after he was caught with a fake passport. He had gone to Pakistan via Afghanistan on a fake passport to meet a girl he befriended on Facebook.

It was followed by the release of two Pakistani nationals by India--Imran Warsi and Abdullah Shah. Imran Wari had come to India in 2004 on a valid visa but overstayed after marrying an Indian girl. He was caught after trying to make a fake passport in Bhopal and was released in 2018, after spending 10 years in jail. Shah, an autistic from swat, crossed over to India to meet Shah Rukh Khan in 2017.

In October 2017, India had suggested Pakistan that the two sides could work together for the release and repatriation of elderly, women and mentally unsound prisoners on humanitarian grounds and proposed to revive the mechanism of Joint Judicial Committee.

In the past 6 months, the ministry of external affairs via--3 note verbale, one on 1 January, other in December and November-- had called on Islamabad to organise an early visit of Joint Judicial Committee to Pakistan but it has got no response.

A Pakistani police head constable and his brother-in-law, who also works in the police department, have been arrested in Punjab province for their alleged links with the Islamic State, police said on Monday.

Hand grenades, suicide vests and other explosives have also been recovered from the duo, they said.

Punjab police head constable Amjad Firdous Khan and his brother-in-law Shahid Khan, a front desk operator at the Lower Mall police station, were working for the banned outfit for quite some time, they said.

"Amjad's brother Shahzad Khan, who was an active IS member, fled when police raided their house in Gujjar Pura a few days ago," a police officer said, adding that Amjad and Shahid are being interrogated.

"Police and intelligence agencies are determining the exact role of the arrested policemen. It is believed that Shahzad wanted to target officials of the intelligence agencies," he said.

The battered body of 16-year-old servant Uzma Bibi was found dumped in a canal and her wealthy employer charged with murder, the latest case highlighting the dangers domestic workers -- especially children -- face in Pakistan.

Police said Uzma died after blows to the head with a kitchen utensil. She had been working for the family in Lahore for eight months when she was killed in January this year.

Her employer and two other women remain in custody as a police investigation into the murder and allegations of mistreatment drags on.

"I will not give up, I prefer death, I will not let them go, I want to see them pay for what they did," Uzma's distraught father, Muhammad Riaz, told AFP.

The teenager earned just 4,000 rupees ($28) per month.

In Pakistan, 8.5 million domestic workers -- including many children -- labour for wealthier families according to the International Labour Organization (ILO).

"Parents often see their children as a way to lift their families out of poverty," explained Arooma Shahzad, general secretary of the Domestic Workers' Union, the country's first -- and still its only -- such organisation.

But domestic workers often face exploitation, violence, and sexual abuse. Pakistan’s patriarchal culture, with its rigid social class structure, often prevents them from having a voice.

Children are particularly vulnerable, and Uzma's case is the latest in a growing number of incidents involving minors.

In 2016 a Pakistani judge and his wife were imprisoned for torturing their 10-year-old maid, while in 2017 a famous TV presenter was charged for forcefully detaining her teenage maid.

"Minors who become domestic workers often find themselves in a very vulnerable position, the target of abuse and exploitation by their employers," warned Shahzad.

Theoretically, it is illegal to employ anyone under the age of 15 in Pakistan, but it remains a common practice.

Saba, 15, had to leave school to work as a maid in Lahore.

"I do not really have a choice, I have to work in two homes every day (to help) my family," she said.

Her younger sister is expected to follow in her footsteps soon.

'Lack of humanity'

Details of Uzma's murder were sensationally revealed during a popular TV show, during which presenter Mukarram Kaleem made a passionate plea for justice.

The tragic story gave rise to a torrent of outrage on social media with many using the #JusticeforUzma hashtag, and a broader debate on the rights of domestic workers in Pakistan, including children.

For Shahzad, such incidents denote a lack of "humanity".

"We do not even consider our servants as human beings," she lamented.

In December 2018, the increasing number of cases of ill-treatment led the parliament of Punjab province to set regulations for the employment of domestic workers, which theoretically grants them rights such as sick leave and holidays.

Lawyer Sheraz Zaka admitted it was only a "first step", but hopes it will pave the way for more controls and a "better balance" of power.

The law is still in its infancy and does not cover the other provinces of Pakistan. Because servants are often illiterate, many are unaware of such changes to their rights, or unable to insist employers adopt the new rules.

For Kaleem, it is urgent for Pakistan to re-examine how it treats domestic workers.

He said: "People are starting to realise and talk about it. There is more awareness among people that it is not the way to treat servants, and that they have to change their ways."

During a lull in Afghanistan's never-ending war, before the fighting season resumes once again in the spring, Taliban fighters recall laying down their Kalashnikovs and, for a brief moment, enjoying a game of cricket.

The sport is the only one most of the fighters enjoy, commanders say, with matches attracting hundreds of spectators from Taliban-controlled villages when there is no fighting. They are also fans of the increasingly successful national team.

"I love cricket," said Mullah Badruddin, a Taliban commander in Khogyani district of Nangarhar, on the border with Pakistan, where a tournament organised by the militants at the start of last winter drew large crowds.

"When Afghanistan play against another team, we listen to the radio with great interest and we also check for scores in social media and follow those in Facebook who give live updates," he told Reuters by telephone.

First played in Afghanistan by British troops in the 19th Century, the game was adopted by Afghans in the refugee camps of cricket-loving Pakistan, where more than 3 million fled a Soviet invasion and civil war in the 1980s and 1990s, and has since made huge strides in the country, particularly among ethnic Pashtuns in the eastern border provinces.

Taj Malook Khan, who helped set up the Afghan Cricket Club in Kacha Gari refugee camp outside the Pakistani city of Peshawar in the 1980s, and a small group of players used to cross into Afghanistan during the 1990s Taliban era to play and promote cricket.

The Taliban had banned games such as cricket and football in the early years of their austere rule because they believed they kept men away from prayers, according to former national cricketer Hasti Gul, but later became more tolerant of cricket.

From there, despite at least two attacks in the past couple of years on cricket matches claimed by the ultra-radical Islamic State group, the game now rivals football for popularity in a country that has long been cut off from international sport.

STAR NAMES

Admitted as a full member of the International Cricket Council in 2017, Afghanistan won its first five-day Test match against Ireland last month after making steady progress in the lower levels of the international game.

However, it is in the dynamic, shorter form of the sport that Afghans have had most impact.

Players such as spin bowler Rashid Khan or big hitting batsman Mohammad Nabi Esakhil have become undisputed stars of the Indian Premier League (IPL), the razzle-dazzle showcase of so-called T20 cricket, the 12th season of which has just got underway.

Despite the Taliban's former suspicion of organised sports and their opposition to much of the transformation in Afghanistan since their hardline Islamic regime was toppled in 2001, many of the mainly Pashtun movement's fighters are fans.

Unlike football, which offends the sensibilities of some very conservative Muslims because it is normally played in shorts, cricket is played in long sleeves and trousers, in line with traditional dress codes. It also bears some resemblance to traditional Afghan children's games involving throwing and using sticks to hit smaller sticks or balls.

Karim Sadiq, a former batsman in the national team and an early pioneer of the sport who visited some Taliban-controlled areas in eastern Afghanistan this year, said he was mobbed by fighters asking about the game and their favourite players.

A video clip he shot on his mobile phone shows dozens of Taliban, many with Kalashnikov automatic rifles slung across their shoulders, dissecting the quality of the team.

"I like all the players but my favourite is Rashid Khan Arman," says one fighter, referring to the young spin bowler who stars for the Afghan national side and IPL's Sunrisers Hyderabad. "His bowling is amazing."

WORLD CUP DREAM

With the approach of the cricket World Cup in England and Wales from May to July, Afghanistan's hopes of making a dent in the tournament are higher than they have ever been, even if few give them a chance against giants of the game such as India, Australia or England.

"We have a very strong team and my dream is Afghanistan bring the World Cup home," said Hazrat Gul, a young cricketer in the eastern city of Jalalabad, as he prepared to play a friendly match against a team from neighbouring Kunar province.

As peace talks between the US government and Taliban officials continue and Afghanistan looks for a way out of 40 years of conflict, excitement is building and officials and government ministers lavish praise on the players, whom President Ashraf Ghani has called national heroes.

From the other side of the war, the feeling is similar. Sadiq who has just returned to practice after a long injury, aiming to take part in the upcoming World Cup, said the Taliban usually send them congratulatory messages through social media and on his cellphone when Afghanistan win.

Such broad appeal has seen the sport widely hailed as a unifying force in Afghanistan, a patchwork of different languages and cultures, sometimes at peace with each other but increasingly in recent years in conflict.

ETHNIC DIVIDES

Not everyone is on board the cricket bandwagon, however.

Look deeper, and the state of the game has much to say about a country where sport has repeatedly attracted violence, including suicide attacks on cricket and wrestling matches, and where politics is increasingly divided along ethnic lines that shade into all aspects of life.

For many Persian-speaking Tajiks and Hazaras, cricket is a sport for Pashtuns, the dominant ethnic group from the south and east of the country that has provided almost all kings and presidents throughout Afghan history.

"I have no interest and don't know anything about cricket," said Ahmad Jawad, a shopkeeper in Parwan, a mainly Tajik province north of Kabul. "It's a Pashtun game with Pashtun players, so let them enjoy their game."

After the Taliban fell following the U.S.-led campaign of 2001, Sadiq and Gul - brothers who, like many teammates, learned their cricket in Pakistan - and other players struggled to convince Tajik commanders from the victorious Northern Alliance that swept into Kabul to allow them to continue playing the game.

"Palace officials told us to join Afghan guard units and forget about cricket," said Gul, who recalled having to cancel a provincial tournament in Kabul in 2005 after losing a fistfight with soccer players who wanted to use the pitch.

Now, with the IPL beamed into homes all over the country and the looming World Cup, he feels change is coming and the sport can give Afghanistan a platform no other can equal, one that offers hope for a more normal future after so many years of war.

"We literally had no support from the government for so many years before they have realized we could bring glory to our country," he said. "Now everyone loves cricket and we are so proud to raise our national flag on the world stage."

STAR NAMES Admitted as a full member of the International Cricket Council in 2017, Afghanistan won its first five-day Test match against Ireland last month after making steady progress in the lower levels of the international game. "His bowling is amazing." WORLD CUP DREAM With the approach of the cricket World Cup in England and Wales from May to July, Afghanistan's hopes of making a dent in the tournament are higher than they have ever been, even if few give them a chance against giants of the game such as India, Australia or England. News brief: Big stories of the day

Pakistan's interior ministry ordered investigations into six journalists who had posted pictures online of murdered Saudi columnist Jamal Khashoggi, global media watchdog Reporters Without Borders (RSF) said Monday.

RSF said it was "appalled" to learn of the investigations, adding that it "condemns this latest case of intimidation, especially given the Pakistani police's past behaviour towards dissident journalists".

The investigations had been ordered in a letter dated March 13 from the cyber crime wing of the Federal Investigation Agency, part of the interior ministry, the group said in a statement.

AFP has been unable to independently verify the letter, which has been widely circulated on social media, and Pakistani officials have not responded to requests for comment.

According to RSF, the FIA letter named the journalists as part of what it called "a targeted social media campaign" against Saudi Crown Prince Mohammad Bin Salman during his visit to Pakistan in February.

The campaign consisted of "repeatedly posting photos of Jamal Khashoggi... Throughout the crown prince's visit", the watchdog said.

The visit came five months after the crown prince came under intense pressure following the murder of Khashoggi at the Saudi consulate in Istanbul.

Khashoggi had been a fierce critic of the prince, and his killing ignited a diplomatic crisis.

Pakistan, long allied with Saudi Arabia, was seeking much-needed investment during the visit.

The letter said posting Khashoggi's pictures online "conveyed a very disrespectful message" towards the visiting crown prince.

Daniel Bastard, the head of RSF's Asia-Pacific desk, said: "This kind of harassment of journalists, whose only crime is posting content online that displeases the authorities, is symptomatic of the treatment that the Pakistani political establishment reserves for dissidents."

"The six journalists targeted by these investigations by the FIA are known for being outspoken on social networks, which are now the only place where they can express themselves freely," he added.

Pakistan routinely ranks among the world's most dangerous countries for media workers.

Coverage critical of the country's powerful military is considered a red flag, with reporters at times detained, beaten and even killed for running afoul of the security establishment.

Pakistan Finance Minister Asad Umar said negotiations with International Monetary Fund (IMF) has reached its final stage with settlement of almost all issues related to a bailout package.

"We are very close to each other and there is no fundamental difference," the minister was quoted as saying by Geo News while addressing the media on Monday after the launch of the State Bank of Pakistan's Electronic Money Institutions (EMIs) Regulations."

Similarly, the main issue of how to reduce current account deficit had also been sorted out. Now there was no issue with unbridgeable differences," Umar said.

The Finance Minister noted that the talks were held to resolve issues related to the timing and sequence of the signing of an agreement with the IMF.

The Minister said that the IMF programme usually lasted for three years and it would disburse loan to Pakistan in three tranches."If the IMF sanctioned $6 billion package, Pakistan would get $2 billion during the current year and in case $9 billion, it would receive $3 billion as first tranche," he added.

After the agreement is signed with IMF, Pakistan would be able to get more funds from the international bond market, Umar said.

The Minister recalled that previously, Saudi Arabia had disbursed a total amount of $3 billion, China had transferred a commercial loan of $2 billion, while the United Arab Emirates (UAE) remitted $2 billion, as an aid to the debt-ridden country.IMF mission Chief Ernesto Ramirez Rigo arrived on a maiden visit to Islamabad on March 26.

Quoting sources, ARY News reported that Pakistan intended to seek for a loan worth $6 to $8 billion from IMF. However, a final agreement between the two is expected to finalise when the IMF and the World Bank holds a session in April in Washington.

Geo News confirmed that Pakistan`s consumer price inflation rose to 9.41 per cent year-on-year, up from 8.21 per cent in February, after citing a data released by the Bureau of Statistics on Monday.

Last week, Pakistan`s Central Bank lifted its key policy rate by 50 basis points to 10.75 per cent, citing continuing inflationary pressures as well as high fiscal and current account deficits.

Consumer price inflation has jumped sharply over the past year, climbing from under four per cent at the start of 2018, lifted by sharp rises in food, fuel and transport costs that have squeezed household budgets.

Pakistan, IMF close to reaching deal on bailout

Pakistan inflation hits 9.41 percent

Pakistan has put out an interestingly-worded statement about whether or not it used F-16s in its air battle with Indian fighter jets on February 27.

The statement — Reference repeated Indian claims about shooting down of Pakistani F-16 by India and use of F16 in air battle on 27 February — was put out by the Inter-Services Public Relations (ISPR), the media wing of the Pakistani armed forces.

"The event of 27 Feb is part of history now," the statement says.

The Indian Air Force had on February 26 conducted an air strike on a Jaish-e-Mohammed (JeM) training camp in Balakote in Pakistan's Khyber Pakhtunwa province. The terror group JeM has claimed responsibility for the February 14 suicide attack on a security convoy in Pulwama that left over 40 CRPF personnel dead.

On February 27, Indian and Pakistani jets engaged in a dogfight after Pakistan dropped bombs on Indian territory in Jammu and Kashmir from its side of the Line of Control. India says the bombs were aimed at Indian military installations but that they missed their targets.

It was the first time in over 40 years that the air forces of the two countries had engaged in combat. Both sides lost a plane each — India a MiG-21 and the Pakistanis an F-16.

The ISPR statement however says "no Pakistani F-16s was hit by Indian airforce" and that two Indian jets "were shot down by PAF".

"As regard PAF action for strikes across LOC it was done by JF17 from within Pakistan airspace. Later when 2 Indian jets crossed LOC they were shot down by PAF," the statement said.

And that is also when it began to get interesting.

"Whether it was F16 or JF17 which shot down 2 Indian aircrafts is immaterial. Even if F-16 have been used as at that point in time complete PAF was airborne including F16s, the fact remains that Pakistan Airforce shot down two Indian jets in self defence," the statement said.

"India can assume any type of their choice even F-16. Pakistan retains the right to use anything and everything in its legitimate self defence," the statement added.

Apart from the ambiguously-worded statement — "Whether it was F16 or JF17 which shot down 2 Indian aircrafts is immaterial" — it is thought that Pakistan's possible use of F-16s may violate the country's end-user agreement on the planes with the US.

Indian radar catches four Pakistani F-16s flying close to the border in Punjab

India and United States on Friday underlined the need for Pakistan to take meaningful, irreversible and verifiable action against terrorists and terror groups operating from its soil.

India, US seek meaningful and irreversible action from Pakistan on terror

Cash-strapped Pakistan is likely to secure a bailout package between $6 billion and $12 billion from the IMF by the middle of May after the two sides significantly bridged the "gap" on the terms of the deal, Finance Minister Asad Umar has said.

The Pakistan Tehreek-i-Insaf (PTI) government led by Prime Minister Imran Khan has been grappling with a severe balance of payments crisis. Islamabad has sought help from close allies like China, Saudi Arabia and the UAE to bail itself out from a severe balance-of-payments crisis that threatens to cripple the country's economy.

"We're approaching the landing zone," said Umar.

"The gap between our position and the IMF's is significantly less than what it was a few months back," he told the Financial Times.

His comments came after a meeting with IMF mission chief for Pakistan Ernesto Ramirez-Rigo this week.

Rigo visited Islamabad and Karachi for introductory meetings with Pakistani authorities. He assumed Pakistan mission chief responsibilities earlier this month. This was his first visit to the country, Geo News reported.

Umar said he hoped an agreement would be reached with the International Monetary Fund by "late April, first half of May". The package would be of between $6 billion and $12 billion, Dawn newspaper reported, quoting Umar as telling the British daily.

A sticking point in the negotiations between the two sides seems to be the exchange rate management of the rupee, which has lost 33 per cent of its value since 2017 when compared to that of the dollar.

"There is no conceptual difference between us and the IMF, the exchange rate needs to be reflective of the market," said Umar.

"How you implement it and the sequence in which those steps have to be taken have been a part of the discussion and continue to be," he said.

According to analysts, the IMF has been suggesting measures such as a free-floating rupee, which would result in a further devaluation of the currency, and structural changes such as widening of the tax base.

In October, IMF Managing Director Christine Lagarde said that any IMF loan, whether to Pakistan or other countries, requires "a complete understanding and absolute transparency about the nature, size and terms of the debt that is bearing on a particular country."

The US has made it clear that it would make all efforts to ensure that any IMF loan to Pakistan is not used to repay its Chinese debt.

"We are working and making clear within the IMF that if it were going to supply any funding to Pakistan that it would not be used to repay Chinese loans," David Malpass, Under Secretary of Treasury for International Affairs, told lawmakers during a Congressional hearing in December.

While China has pumped-in $4.1 billion, Pakistan has got US $3 billion from Saudi Arabia and $2 billion from the United Arab Emirates.

That is why some analysts have voiced concerns about whether it will be able to pay back loans it has taken and if it will be able to repay China for the USD 62 billion it is receiving as part of the China-Pakistan Economic Corridor initiative.

But Umar dismissed the suggestion that the country's debt to China posed a problem. "I have a debt problem, a serious debt problem, but not a China debt problem."

A cornerstone of those reforms will be complying with conditions of the Financial Action Task Force (FATF), which has been scrutinising Pakistan's performance vis-a-vis combating money laundering and funding of terrorism.

"We believe that sufficient steps are being taken" in this regard, Umar said.

Experts say a green light from FATF would be essential to unlocking IMF money, the report said.

"I think it's naive to assume that there is no relationship between FATF and the next IMF programme," said a former finance official.

"The IMF will probably demand some major changes in the banking structure, which are also the kinds of changes that are being sought by FATF," the official was quoted as saying by the report.

Prime Minister Imran Khan on Friday reiterated his support for "inclusive development" in Balochistan.Dawn quoted the Prime Minister while addressing the groundbreaking ceremony of Balochistan Medical Complex, as saying, "When you empower people on a village level, it will help development."

"We have to make sure that development is inclusive. The more we focus on Balochistan, the more it will develop and Pakistan along with it."

"The people of Balochistan fear that they will become a minority and lose their jobs. We were discussing this earlier. We need institutes for technical education and skill development. I will discuss this further with the chief minister," he said.

Prime Minister Khan said that the medical complex would become a part of the medical city planned in Quetta.

"We are also going to build a cancer hospital here," Khan said.

The Prime Minister further noted that Railways Minister Sheikh Rashid is working on a plan for a rail network from Quetta to Taftan in Iran, apart from creating a master plan for Quetta.

"Major cities in Pakistan do not have master plans, and cities are expanding. Unless you have master plans in place, you cannot provide basic facilities in urban areas," Khan said.

Balochistan is famous for its port city of Gwadar, which features the multi-billion dollar China Pakistan Economic Corridor (CPEC), a major investment project as well as a geostrategic asset for China to strengthen its military prowess in the South Asian region.

Prime Minister Khan regretted that Balochistan was neglected in the past and was only remembered at the time of elections in the country.

"Our focus is to develop Balochistan," ARY News quoted Khan as saying.

Dubbing the western route of CPEC as a "game changer", the Prime Minister said, "China was working on the eastern route. We should have worked on the western route."

"This 305-kilometre route will bring a lot of change and development."

The Prime Minister laid the foundation stone for a new international airport at Gwadar, which he promised, will have the latest equipment and facilities and is expected to be one of the country`s largest airports.Lastly, the Prime Minister further announced that Gwadar will be connected to Pakistan`s national grid.

India's move comes against the backdrop of New Delhi asking Pakistan to clarify its stand on the proposal it had put forward in the last meet on March 14 in Attari, India.

India has already expressed its concern on security front to Pakistan deputy high commissioner Syed Haider Shah.

A release from the Ministry of External Affairs said India has "shared concerns and sought clarifications on reports that controversial elements have been appointed by Pakistan to a committee to be associated with the Kartarpur Corridor."

Adding, "It has been conveyed that the next meeting on the modalities can be scheduled at an appropriate time after receiving Pakistan’s response."

A well known Khalistani and close aide of Gopal Singh Chawla has been recently appointed to Pakistan Sikh Gurdwara Prabandhak Committee.

Sources told WION, "It is already been conveyed to Pakistan that Kartarpur facility should not be misused for anti-India activities and we want substantive outcomes from the meet and not just for the sake of optics."

India has also stated that it remains committed to "realise the long-pending demand of the Indian pilgrims to visit the Holy Gurudwara Kartarpur Sahib using the Corridor in a safe, secure, smooth and easy manner."

The project is being monitored at the secretary-level with 14 crores being transferred to land acquisition authorities and India is hopeful that the September 2019 deadline will be met.

Afghanistan will return its ambassador to Islamabad after Pakistan clarified Prime Minister Imran Khan`s remarks that Kabul had deemed to be political interference, the Afghan foreign ministry said on Thursday.

Khan told Pakistani journalists on Monday that forming an interim Afghan government would smooth peace talks between US and Taliban officials, according to published comments.

The Afghan government recalled ambassador Atif Mashal from Islamabad the next day and demanded an explanation for remarks that it called "irresponsible."

The US ambassador to Afghanistan, John Bass, also rebuked Pakistan. In a tweet on Wednesday addressed to Khan, Bass told the reknowned former cricketer not to "ball-tamper" with Afghan affairs.

But after clarifications from Khan and Pakistan`s foreign ministry, Mashal will return to Islamabad, Afghan foreign ministry spokesman Sibghatullah Ahmadi said in a tweet.

The Pakistani foreign ministry said on Wednesday Khan`s comments, reported by Pakistani media outlets and picked up in Afghanistan, had been taken out of context.

Kabul has demanded an explanation from Islamabad three times in just over a month for comments related to peace talks aimed at ending 17 years of war in Afghanistan.

US and Taliban officials have held several rounds of talks but the Taliban have refused to talk directly to the Afghan government, which they consider an illegitimate "puppet" regime.

Afghan President Ashraf Ghani`s mandate officially expires in May and he faces a re-election battle. But the date for the vote has been postponed twice and is now set for September 28.

Ghani has been shut out from the peace talks and is under pressure from rivals to step aside and allow a caretaker government to take over, a suggestion he has rejected.

Afghan ambassador to return to Pakistan after PM Imran Khan clarifies remark

A special court hearing a treason case against Pakistan's former military ruler Pervez Musharraf on Thursday ordered him to appear before it on May 2 and asked him to reply to a questionnaire.

The previous Pakistan Muslim League-Nawaz (PML-N) government had filed the treason case against the ex-Army chief in 2013 over the imposition of extra-constitutional emergency in November 2007, which led to the confinement of a number of superior court judges in their houses and sacking of over 100 judges.

The trial has not seen much progress since Musharraf, 75, left for Dubai in March 2016 after his name was removed from the Exit Control List.

He has not returned since and is said to be suffering from Amyloidosis, a rare condition for which he has been admitted to a hospital.

The special court has declared him a proclaimed offender and ordered the confiscation of his property owing to his no-show.

The case has not progressed as Musharraf is required to record a statement under law for which his presence is necessary.

Musharraf's lawyer Salman Safdar informed the court that the former Pakistan president wished to appear before it on May 13, the Dawn reported.

Upon hearing this, the three-member bench, headed by Justice Tahira Safdar, directed Musharraf to appear in the court before Ramzan.

"If he can come to court on May 13, Musharraf can also appear before the court on May 2. If he doesn't, the court will pass an appropriate order regarding recording his statement," Justice Tahira was quoted as saying by the report.

The defence lawyer was also handed a questionnaire that Musharraf is expected to answer. The court, while hearing the case on March 19, had ordered to prepare the questionnaire for the former military ruler.

Musharraf's lawyer also submitted an application to the court seeking dismissal of the case and argued that it should be treated like any other case.
"You cannot record a statement (under Section 342) in Musharraf's absence. If the suspect is to be punished, his presence in the court is necessary," he said.

A conviction for high treason carries the death penalty or life imprisonment.

The FO said soon after receiving the dossier, Pakistan constituted an investigation team, detained a number of people for investigation and initiated work on the technical aspects of social media content, a main basis of the Indian documents.

The Indian dossier contains 91 pages and six parts, out of which only part two and three pertain to the Pulwama attack, it said.

"Other parts are generalised allegations. Pakistan is focusing on those parts which relate to Pulwama incident," it said.

The FO claimed that during the course of investigations, all aspects of the information provided by India have been thoroughly examined including the "confessional" video of Adil Dar, "claim" of responsibility for the attack, Whatsapp and Telegram numbers used to share videos and messages in support of the Pulwama attack, list of 90 individuals suspected of belonging to a proscribed organisation and 22 pin locations of alleged training camps.

Service Providers have been requested for data including relevant details of activities and contacts of the GSM (Global System for Mobile communications) number provided by India, it said.

A request for assistance from Whatsapp has also been made to the US government, it said, adding that the said additional information and documents from India would be essential to continue the process of investigations.

"Pakistan remains committed to taking this process to its logical conclusion," the FO added.

Tensions between India and Pakistan escalated after the suicide bomber of JeM killed 40 CRPF personnel in Jammu and Kashmir's Pulwama district on February 14.

India launched a counter-terror operation against a JeM training camp in Balakot. The next day, Pakistan Air Force retaliated and downed a MiG-21 in an aerial combat and captured its pilot, who was handed over to India on March 1.

Pakistan on Thursday said it has examined 22 "pin locations" shared by India but found no terror camps and claimed that there are no links to nail 54 people detained in connection with the Pulwama terror attack as it shared the "preliminary findings" with New Delhi.

Pakistan on Thursday said it has examined 22 "pin locations" shared by India but found no terror camps and claimed that there are no links to nail 54 people detained in connection with the Pulwama terror attack as it shared the "preliminary findings" with New Delhi. Pakistan is willing to allow visits, on request, to these locations, the Foreign Office (FO) said in a statement. "While 54 detained individuals are being investigated, no details linking them to Pulwama have been found so far," it said. "Similarly, the 22 pin locations shared by India have been examined. No such camps exist. Pakistan is willing to allow visits, on request, to these locations," the FO said. It said that in consistent with its commitment to cooperate, Pakistan on Wednesday shared "preliminary findings" of its investigations with India along with a set of questions. "Subsequently, the diplomatic corps in Islamabad was briefed as well," the FO said. × India handed over the dossier to the Acting High Commissioner of Pakistan in New Delhi on February 27 with specific details of Pakistan-based terror group Jaish-e-Mohammed (JeM)'s complicity in the Pulwama attack that killed 40 CRPF personnel on February 14 and the presence of JeM terror camps and its leadership in Pakistan. No terror camps exist on 22 locations shared by India: Pak on Pulwama attack

Balochistan should be oozing with optimism as Chinese and Saudi investment pours into the troubled Pakistani province. It is not. Instead, Balochistan, a key node in China’s Belt and Road initiative that borders Iran, is gripped by anger, fear and uncertainty.

Local residents are waiting with bated breath Pakistani prime minister Imran Khan’s visit this week for the Gwadar Expo 2019 and groundbreaking of several infrastructure and development projects, including an international airport, a power plant, a vocational training institute and a hospital.

Against the backdrop of a history of neglect and underdevelopment, resource-rich Balochistan struggles with a failing health and education system, drought, and lack of basic infrastructure.

“The historical lack of investment in basic economic and social infrastructure in the province – except for extraction of natural gas for use in other provinces – has resulted in a low level of economic activity, implying a narrow tax base and limited fiscal resources to invest in development,” said economist Kaiser Bengali in a recently published study.

Beyond looking at Balochistan as a source of resource wealth, successive governments in Islamabad alongside the powerful military have viewed the province predominantly through the lens of security and law enforcement driven by domestic and geopolitical concerns.

Kech, Balochistan’s second most populous region known to be the province’s intellectual heartland from which many of its most prominent politicians, scholars, bureaucrats, poets, and writers hail, is a case in point. Access to the internet and 3G and 4G mobile services was cut off in Kech two years ago for security reasons. It is yet to be re-established.

Theoretically, all of that could change with massive Chinese and Saudi investment as well as Balochistan’s increased geopolitical significance given that it borders on Iran’s equally troubled Sistan and Baluchistan province.

Balochistan’s Chinese-supported port of Gwadar takes on added importance as Iran looks to its Indian-backed port of Chabahar, a mere 70 kilometres up the coast of the Arabian Sea, as a way to blunt the impact of crippling US sanctions.

The sanctions were imposed last year after the Trump administration withdrew from the 2015 international agreement that curbed Iran’s nuclear program. Chabahar is the only Iranian port exempted from the sanctions in a nod to India.

China has invested in recent years an estimated $19 billion in Gwadar as well as roads and other infrastructure in Balochistan as part of the China Pakistan Economic Corridor (CPEC). China and Pakistan envision CPEC as a crown jewel of Beijing’s infrastructure- and energy driven Belt and Road initiative.

For its part, Saudi Arabia is looking to pump more than $10 billion into the building of a refinery in Gwadar and the development of a gold and copper mine on the Iranian border.

The problem is that the lack of a trickle-down effect has so far served to fuel anger rather than spark a sense of optimism among local Baloch. The Baloch have seen jobs being handed out to workers from other parts of Pakistan as well as China, parts of Gwadar being developed into a no-go zone for locals, and fishermen being banned from their traditional fishing ponds.

In addition, predictions that Balochistan’s indigenous population of 70,000 will be dwarfed by an estimated two million immigrants from other parts of Pakistan, as well as China, have reinforced a prevailing sense of uncertainty.

Some of that anger and uncertainty has been channelled into anti-Chinese and anti-Pakistani nationalist sentiment with intermittent attacks on Chinese targets as well as militant religious assaults on the Pakistani military, law enforcement and judicial outposts.

Similarly, Balochistan’s strategic geopolitical position is as much an asset as it is a problem. The Saudi investment coupled with the US and Saudi determination to force Iran to change its regional policies, if not its regime, have made the province alongside its equally underdeveloped neighbouring Iranian counterpart potential battlefields.

Cross border attacks and suicide bombings have added to uncertainty fuelled by statements coming out of Washington and Riyadh as well as reports of funds from Saudi Arabia flowing into militant anti-Shiite, anti-Iranian madrassas or religious seminaries that dot the Pakistani-Iranian border.

The attacks together with the Saudi investment and evolving US and Saudi strategy has put strains on Pakistani-Iranian relations with each side pointing a finger to the other. In the media and among policy wonks, the finger pointing often amounts to the kettle calling the pot black.

“Fact (is) that there is a problem in Sistan-o-Balochistan where people are struggling for their political rights in their own province. It is a common grudge amongst the Baloch population in the Iranian Balochistan that they are under-represented in the government, bureaucracy and armed forces… Sectarian divide is another major source of friction in the province where overwhelming majority of Baloch are Sunnis… Poverty amongst the Baloch is the highest if compared to rest of the country,” said former Pakistani ambassador Assif Durrani who was last posted in Tehran.

Durrani’s comments were equally applicable to the Baloch province of his own country.

Returning from a recent visit to Balochistan, Pakistani policy analyst Muhammad Amir Rana described “an environment of fear; the local journalists cannot report much about residents’ issues, not even water supply problems.”

Rana expressed hope that Khan, the prime minister, would “help locals retreat from the jaws of uncertainty and fear.”

To do that, Khan will have to do more than talk the walk and inaugurate projects.

He will have to ensure equitable economic and social policies and address indeed both immediate concerns and existential fears.

He will also have to manage an explosive geopolitical environment despite increasing economic and financial dependence on key external players. That could prove to be a tall order.
