Referring to the call, Scholz as per Reuters said "I have spoken to him (Putin) repeatedly since then because I am firmly convinced that it is a grave mistake if, despite all the differences, and this is, after all, a small word for huge differences, we no longer talk to each other at all."

He added that "it is also important that the French president and I, as representatives of the G7 countries, as two NATO countries, keep seeking dialogue again. However, we do so without any illusions because they are always long conversations and because all the public statements we hear to justify this war are repeated there."

In a statement released after the one-hour call, Scholz's spokesperson Steffen Hebestreit said that the chancellor condemned Russian airstrikes on civilian infrastructure "and stressed Germany's determination to support Ukraine in ensuring the defence capability against Russian aggression".

However, as per AFP Putin accused the West of pursuing "destructive policies" and also warned that the attacks on Ukrainian infrastructure are "inevitable", adding that thanks to the "political and financial support" from its western allies, " Kyiv completely rejects the idea of any negotiations".

And one thing is already absolutely clear: this war will not end with a victory for the great Russian expansionism. Putin's great Russian mission will fail. It has already failed dramatically."

This Marion Doenhoff Prize has been awarded to Irina Scherbakowa, a founding member of the Russian human rights organisation Memorial.

According to a report in The Guardian, the plan calls for a one-time full reimbursement in December, to be followed the next spring by a more customised subsidy programme aimed at capping costs while still encouraging energy conservation.&nbsp;The proposed two-step scheme will cost around €90 billion or $87.25 billion, said German Industries President Seigfried Russwurm.

In September, German Chancellor Olaf Scholz had also announced an "economic defence shield" of up to €200 billion, which will be set up to help shoulder soaring energy prices, by taking on new loans, reported Reuters.

Scholz called the measure a "double bang" and stated that it was necessary "to get us through this difficult time."

Private houses would pay €0.12 (a little less than $0.12) per kilowatt hour from March 2023 to the end of April 2024 for the first 80 per cent of their gas usage in the previous year.&nbsp;

Speaking at an engineering conference on Tuesday, Scholz stated that if individuals, businesses, and officials continue to adjust to the country's altered energy situation, Germany will survive the winter. He also noted that Germany is almost at its goal of having its gas storage facilities 95 per cent full.

"I am happy to say to you today: If we all continue to adapt to the changed situation - the citizens, the companies and the politicians - then we will get safely through this winter."

Vladimir Putin will not win Ukraine war, says German Chancellor Olaf Scholz

After Poland proposed to provide MiGs to Ukraine, German Chancellor Olaf Scholz said Berlin will continue financial support to Ukraine but it won't send any military aircraft to the country.

"Apart from that, we have to think very carefully about what we are doing, and this certainly does not include fighter jets," Olaf Scholz said.

The Kremlin had said earlier that the Polish offer to deliver MiG-29 fighter jets to Ukraine was "highly undesirable and a potentially dangerous scenario".
