Cyclone Dana made its landfall in the Indian state of Odisha early Friday (Oct 25), according to the India Meteorological Department (IMD). The IMD said that the landfall process is expected to continue till the morning hours of Friday.

Cyclone Dana Makes Landfall; Heavy Rains & Gusty Winds Batter Odisha & West Bengal

Tropical cyclone Dana made landfall on the intervening nights of Thursday (Oct 24) and Friday (Oct 25) between Bhitarkanika and Dhamra coasts in India's Odisha, and the process continued till 7:00 am (local time) on Friday.

Pointing to the reasons behind the high frequency and intensity of cyclones across the world, Pushpendra Johari, senior vice president of sustainability at RMSI, a global geographic information system (GIS) consulting company, told WION that it is all because of climate change, adding that now the oceans are much warmer than it used to be before, which is causing more such events.

Johari recalled the last two Hurricanes, Helene and Milton, that hit the US state of Florida in the past two months.

"This is all happening because of climate change. The oceans are much more warmer than they used to be and that is why more such events are happening. Moreover, it is not just happening in the Indian oceans, but there have been two hurricanes in a very short span of time in the Atlantic, that is hurricanes Helene and Milton. It is happening across the globe, wherever the ocean water is warming, it is causing more events," he said.

Shifting to the cyclone situation in India, Johari said "The Bay of Bengal has had more cyclone events but the frequency has now increased a little bit. There was a time when the average was about two to three events per year, but it is increasing now."

Cyclone Dana

Cyclone Dana made landfall in Odisha early Friday, leading to heavy rainfall and strong winds across coastal regions. Initially, it came with a speed of 110 kmph. However, later, it weakened to a cyclonic storm, according to the India Meteorological Department (IMD).

The IMD reported that Cyclone Dana, after making landfall, is likely to continue moving northwest across north Odisha, weakening into a deep depression over the next six hours.

Cyclone's impact in Odisha

The IMD has further issued a red alert for a few districts including, Bhadrak, Balasore, Keonjhar, and Mayurbhanj districts, expecting continued downpours through Saturday (Oct 26) morning.

So far, over 500,000 people have been evacuated to shelters, according to Odisha Chief Minister Mohan Charan Majhi. The state is making extensive preparations to tackle the cyclone by setting up 5209 cyclone shelters.

Cyclone's impact in Kolkata

One person has died in the Indian city of Kolkata in the aftermath of a cyclone, West Bengal Chief Minister Mamata Banerjee said.

Kolkata has evacuated approximately 200,000 people from low-lying areas.

"Only one person died in this natural disaster. The man died at his residence while conducting some cable-related work. It is quite unfortunate. The postmortem examination will give us a clear picture. If required we (the state government) will help the family," said Banerjee.

'Bulk impact in Odisha'

RMSI Senior VP Johari further highlighted the impact of cyclone Dana in Odisha and West Bengal.

"Bulk impact is going to be there in Odisha. Our estimate is that the impact would be somewhere about 3,000 million of damage, in terms of infra, buildings and everything in Odisha," he said.

Referring to the condition in West Bengal, he said that the least impact of the cyclone would be in West Bengal as it lies on the outer band.

"If we look at WB, its trajectory is still such that, there will be winds in West Bengal. Only the least impact band is going to be there. There is going to be a lot of rain, there could be potential for floods but as far as the impact of wind is considered, it won't have much impact," he said.

Johari continued, "However, the impact could come in form of a flood. Odisha will experience 110 kmph, and West Bengal may experience 80 kmph as it is on the outer band."

Further, there is going to be a decent impact on electricity, according to RMSI estimates, Johari said.

"There is going to be a lot of tree fall as a result of that, many polls can also get uprooted, which could lead to electric power disruption in a lot of ways," he added.

The Indian government has decided to deploy two battalions of the Border Security Force (BSF), comprising over 2,000 personnel, from the eastern state of Odisha to the terror-hit Union Territory of Jammu and Kashmir.

The decision has been taken in the wake of increased terror attacks in the region. The two units will be 'immediately' moved from the anti-Naxal operations grid to Jammu, according to news agency PTI.

"Two recent meetings, one in Delhi and one in Jammu, of the top security brass, necessitated bolstering BSF deployment in Jammu," a senior officer was quoted as saying on the condition of anonymity.

"There was a proposal to move two BSF battalions from Odisha to Chhattisgarh to intensify anti-Naxal operations there but these units are now being sent to Jammu, given the current situation," the officer added.

Currently, BSF guards 2,289 kilometres of the international boundary in Jammu, Punjab, Rajasthan and Gujarat. Jammu accounts for 485 kilometres of this border which is replete with dense forests and treacherous terrain, making counter-terrorist operations difficult.

The fresh deployment comes in the backdrop of 500 Indian Army Special Forces para-commandos being stationed in Jammu, earlier this month. The deployment is part of the army's tactical and strategic readjustment to counter terrorists.

“The plan is to alter and tweak the counter-terror security grid in the region. Thickening of troop presence has a two-fold purpose - to increase and improve intelligence gathering and to deny local support to the terrorists,” a senior security official said at the time.

Doctors remove 77 needles from woman’s head in Odisha; sorcerer arrested

In what could be seen as a lesson in politics for the rival INDIA opposition bloc in Lok Sabha, the Biju Janata Dal (BJD) party in the eastern state of Odisha formed a shadow cabinet to scrutinise work done by the inaugural Bharatiya Janata Party (BJP) government. The opposition BJD assigned 50 of its 51 Members of the Legislative Assembly (MLAs) to various departments of the government to form a shadow government, a move akin to Britain’s Westminster system.

The move by BJD president and former Chief Minister Naveen Patnaik came ahead of the budget session of the state assembly, slated to begin on July 22. The BJD chief aims to kill two birds with a single stone here: Keeping the party united after being booted out of power for the first time in 24 years and keeping a check on the BJP government of Mohan Majhi.

“The Opposition works as a watchdog of public interests in a democracy. By keeping a close watch on the performance of various departments of the state government and actively participating in the discussions related to them in the Assembly, it can help protect the rights of the people of the state as well as voice their concerns. Accordingly, Leader of Opposition (LoP) Naveen Patnaik has given responsibility to 50 elected members of the BJD to monitor various programmes of the departments,” BJD said in a statement.

The shadow cabinet ministers are expected to carefully monitor the work done by comparatively inexperienced new BJP ministers in the state.

What is a shadow cabinet?

When opposition lawmakers come together to individually assign themselves government departments to monitor developments and highlight issues of importance, it's called a shadow cabinet.

It is a relatively new concept in India. BJP has tried forming shadow cabinets in states like Maharashtra, Goa, Punjab and Delhi in the past. Congress also formed a shadow cabinet in Madhya Pradesh in 2014.

The unique Jagannath Rath Yatra, also known as the Chariot festival, kicked off in the eastern Indian state of Odisha on Sunday (Jul 7). The festival believed to be as old as the Jagannath Temple in Puri, has seen the authorities deploy AI technology this year to better manage the crowd as millions of devotees gather to catch a glimpse of the deities and partake in the rituals.

Preparations for the security apparatus of the festival start months in advance as it is one of the biggest events of the year in India.

"This is the first time, as a pilot project, we are trying to use AI-based CCTV coverage where all those CCTV points which we have around 40 points where we have placed CCTV cameras. We would be using AI amalgamated with the CCTV system," Additional DGP, Odisha, Dayal Gangwar was quoted as saying by news agency ANI.

"We would also be using a drone system to identify the blind spots, identify the jam areas. We are also using drones along with the PA (Public address) system so that there are 4-5 identified spots every year where we normally face huge traffic jams and to help assist the police officers," he added.

According to Puri Superintendent of Police (SP) Pinak Mishra, as many as 180 platoons (one platoon comprises 30 personnel) of security forces from both the state and central governments have been pressed into service to manage law and order.
