The Senate in USA passed the annual National Defense Authorization Act (NDAA) - a $740 billion bill which cuts out the policy for the country’s Department of Defense.

This is specifically important due to President Donald Trump’s recent wishes to veto the act. With the overwhelming majority, the Senate has bypassed the scope of Trump’s interference.

The vote recorded in the Republican-controlled Senate was 84-13, which is more than the two-thirds majority in the house, necessary to override a veto.

Earlier this week, the House of Representatives, under Democratic control supported the NDAA by 335 to 78 votes.&nbsp;

The bill has become a law for the last 59 years, and critics think that bipartisan support for the bill could inspire Trump to rethink his position the matter.

A Republican chairman explained what the bill does.

"It's simple, what this&nbsp;bill&nbsp;does," said Senator Jim Inhofe, the Republican chairman of the Senate Armed Services Committee.&nbsp;"It makes our country more secure, and it supports our troops who defend it”, he added.

But the White House claims that Trump’s position remains unchanged. Starting now, Trump has ten days to either veto or sign it. He can also allow it to become law without his signature.

Trump objects to the NDAA because of the protections enshrined in it for big tech companies.

Section 230 of the Communications Decency Act protects companies like Google, Twitter, and Facebook from liability for what is shown on their platforms.

Many feel that tech measures have nothing to do with defence. Additionally, they feel that Trump’s concerns should not kill legislation which is a result of a year-long work.

US lawmakers are set to vote on the bill on Tuesday. However, Trump has voiced his unhappiness over Section 230 which shields social media companies Facebook and Twitter from liability over what users post on their platforms.

The committee's Democratic chairman Adam Smith had said earlier that if Trump vetoed the NDAA, lawmakers would "come back to vote to override it." Both Houses are expected to pass the defence bill this week.

Trump had also demanded that lawmakers should remove language on renaming military bases that honour Civil War Confederate commanders.

Thornberry, the top Republican on the House Armed Services Committee said: "The stronger the vote, the less chance of having to deal with a veto later, adding, "Section 230 needs to be addressed, but in a different place and a different way."

"Airdropping it at the last minute is not the right thing," Thornberry added. The bill appears to have bipartisan support with several Republicans ready to sign-up.&nbsp;

"For 59 straight years, the NDAA has passed because Members of Congress and presidents of both parties have set aside their own policy objectives and partisan preferences and put the needs of our military personnel and America’s security first. The amendment moved by Congressman Steve Chabot along with lawmaker Ami Bera asserted that India and China should work towards de-escalating the situation along the Line of Actual Control(LAC).

Indian and Chinese soldiers had clashed at Galwan Valley on June 15 leading to the death of 20 Indian soldiers, although the Chinese army had suffered casualties as well as reported by China's state-run Global Times but the country's foreign ministry denied the reports.

The amendment was passed unanimously by the US House. It said that China's aggression and expansion around disputed territories, such as the Line of Actual Control, the South China Sea, the Senkaku Islands, is of significant concern.

The amendment said: "The bipartisan amendment states Congress' opposition to Chinese aggression against India in the Galwan Valley on the India-China border, and expresses its concern toward the growing territorial assertiveness of China. China has used the distraction of the coronavirus to attempt to seize territory belonging to India, as well as to press its territorial claims in the South China Sea."

The latest move by the US House comes as India and US navies have been conducted exercises in the Andaman and Nicobar islands amid tensions in the South China Sea between the United States and China.

Meanwhile,&nbsp;US Defense secretary Mark Esper reiterating the importance of India-US relationship said that it is "one of the all-important defense relationships of the 21st century", while informing that US authorities are keeping a close eye on LAC.

"Our shared commitment to stronger naval cooperation and a free and open Indo-Pacific," the US defense secretary said while adding that "We will back sovereignty of our friends and partners."
