The Narcotics Control Bureau (NCB) has reportedly joined the ongoing investigations around Bollywood actor Sushant Singh Rajput's death. Reacting to the news, actress Kangana Ranaut has stated that several "A-listers will be behind bars" if NCB "enters Bollywood".

On Tuesday, there were reports of the NCB joining the probe after ED reported that drugs were supplied to Rhea and Sushant. NCB director Rakesh Asthana said in a statement, “We received a letter from ED on Tuesday evening, stating that during their probe into the financial aspects, they found that drug was supplied to Rhea and Sushant. An NCB team will now conduct an inquiry and people involved will be questioned.” 
 
The Supreme Court last week ordered for a CBI probe in the actor's death case. The order was made after Bihar government appealed for CBI investigation. Sushant's father had in July filed an FIR against Rhea Chakraborty and five others acussing of abetment of suicide. 
 
Sushant Singh Rajput was found hanging at his Mumbai flat on June 14.

On a tip off, a team of Narcotics Control Bureau (NCB) and SSB checked a vehicle entering India and seized 31.37 kg charas from the Nepalese citizens late Wednesday night, Deputy Commandant, 42nd battalion SSB Shailesh Kumar said.

As one of those arrested was living in Panchkula, it was likely that the contraband was being taken to Haryana, Kumar said, adding that estimated cost of the charas was around Rs 9.5 crore in international market.

India and Myanmar on Tuesday began Director General-level talks to take coordinated and concerted actions against drug trafficking between the two countries.

"The fourth Director-General Level Talks between India's Narcotics Control Bureau (NCB) and Myanmar's Central Committee for Drug Abuse Control (CCDAC) on drug trafficking and related matters were held here on Tuesday," a release by the Ministry of Home Affairs read.

The Indian delegation was led by NCB Director General Abhay, while the Myanmar delegation was headed by CCDAC Joint Secretary Win Naing.

"The two- day bilateral meeting from 9th to 10th July 2019 is being organised to take coordinated and concerted actions against drug trafficking between the two countries," the statement added.

During the first day of the meeting, the two sides shared mutual concerns regarding the menace of drugs and resolved to exchange crucial information relating to the trafficking of drugs and precursors.

"The issues such as trend of illicit poppy cultivation and heroin production in Myanmar, including precursor trafficking, cross border trafficking of Heroin from Myanmar to India, cross border trafficking of Ephedrine/Pseudo-ephedrine on Indo-Myanmar Border and trafficking of Methamphetamine from Myanmar to India, information on Drug trafficking routes, Controlled Delivery Operations, and sharing of best practices and training needs were discussed," the statement read.

The two sides also exchanged operational level contacts for the sharing of real-time information or intelligence.

"The meeting was held in a cordial and constructive atmosphere. The effectiveness of cooperation on drug matters largely depends on the frequency of interaction and was agreed to hold the next DG level talks in Myanmar on a mutually convenient date," it concluded.&nbsp;

The Centre on Friday authorised select security and intelligence agencies for purposes of interception, monitoring and decryption of any information generated, transmitted, received or stored in any computer resource.

The agencies empowered by the government in accordance with the Information Technology Act, 2000, include the Intelligence Bureau (IB), Narcotics Control Bureau (NIB), Enforcement Directorate (ED), Central Board of Direct Taxes (CBDT), Directorate of Revenue Intelligence (DRI), Central Bureau of Investigation (CBI), National Investigation Agency (NIA), Cabinet Secretariat (RAW) and the Commissioner of Police, Delhi.

"In exercise of the powers conferred by sub-section (1) of section 69 of the Information Technology Act, 2000 (21 of 2000) read with rule 4 of the Information Technology ( Procedure and Safeguards for Interception, Monitoring and Decryption of Information) Rules, 2009, the Competent Authority hereby authorises Security and Intelligence Agencies for the purposes of interception, monitoring and decryption of any information generated, transmitted, received or stored in any computer resource under the said Act," read the notice issued by Home Secretary Rajiv Gauba.

Furthermore, the Directorate of Signal Intelligence has been given authority for service areas of Jammu and Kashmir, North-East and Assam.

The direction from the Ministry of Home Affairs comes as a follow up to a 2009 notification, wherein the then UPA government had stated that no person shall carry out the interception, monitoring, or decryption of any information generated, transmitted, received or stored in any computer resource under sub-section (2) of section 69 of the Information Technology Act, 2000, except by an order issued by the competent authority.

"Such order may be issued by an officer, not below the rank of the Joint Secretary to the Government of India, who has been duly authorised by the competent authority," the 2009 notice read.

As per this earlier notification, in case of remote areas where obtaining prior directions for interception is not feasible, the guidelines provided for monitoring of information generated, transmitted or received in any computer resource to be done with prior approval of the head or second senior-most officer of the security and law enforcement agency at the central level and the officer authorised on this behalf, not below the rank of the Inspector General of Police or an officer of equivalent rank at the state or union territory level.

However, the authority supervising surveillance in such cases was required to inform in writing to the competent authority about the emergency deception of data within three working days and obtain approval within seven working days.

"If the approval of the competent authority is not obtained within the said period of seven working days, such interception or monitoring shall cease and information shall not be intercepted thereafter without prior approval," the document had stated.&nbsp;
