Heavy rainfall to lash Mumbai for next three days: India Meteorological Department

After a delay of several days, the first spell of heavy rains lashed the metropolis and its outskirts Friday morning, slowing down road and rail traffic.

The Met office has predicted moderate rainfall with a few spells of heavy showers in the financial capital in the next 24 hours.

The Brihanmumbai Municipal Corporation (BMC) said in the last five hours, its weather station has recorded an average rainfall of 43.23 mm in the island city, 64.14 mm in eastern suburbs and 78.21 mm in western suburbs.

The civic body said the flow of road traffic has been reported to be slow, while suburban services of the Central and Western Railways were running behind schedule.

"The city has recorded moderate rainfall in the last few hours. So far, no untoward incident or major water-logging has been reported at the Disaster Management Cell," a senior civic official said.

Meanwhile, heavy showers brought cheers to civic officials who said they will help in improving stock in reservoirs supplying water to the metropolis.

Since monsoon has been playing truant, the civic administration has been forced to use reserve stock of water from its lakes to fulfil the needs of Mumbaikars.

Suburban train services, considered Mumbai's lifeline, were running late by 10 to 15 minutes, said the officer.

According to a BMC spokesperson, due to the ongoing metro rail work and water-logging at some places, a few buses of civic transport undertaking BEST were diverted from their regular routes.

Heavy traffic jam affected the movement of vehicles on the Mulund-Sion stretch of the Eastern Express Highway, he said, adding the BMC had to close a busy subway in suburban Andheri due to water-logging.

The Thane railway station witnessed water-logging on tracks and the local civic administration has been alerted about it by the Central Railway (CR).

"Water entered on tracks from the city area. The TMC (Thane Municipal Corporation) has been informed. The TMC is sending officials to check and do the needful. Our officers are there to help," CR chief spokesperson Sunil Udasi said.

The Western Railway, in a statement, said, several teams of officials along with RPF jawans have been deployed at different locations to ensure the smooth operation of trains.

"Tracks and signals are working well without any failure. Train operation is normal. Today we received a few mail express trains late at Surat from Vadodara due to heavy rains in Vadodara division," said the statement.

Opposition Tuesday staged a walk-out in both Houses of Maharashtra legislature, alleging that the state's budget for 2019-20 was "leaked" on the Twitter handle of Finance Minister Sudhir Mungantiwar before he presented it in the Assembly.

This was an "insult" of legislators, the opposition members said and demanded an apology from Mungantiwar and Chief Minister Devendra Fadnavis over it.

"We were in power for 15 years, but the budget never got leaked. Now the budget provisions were being put out on the finance minister's Twitter account along with advertisement even before he read out those to us," NCP MLA Ajit Pawar told reporters.

"That means the team handling the minister's Twitter account had the details. This means the budget got leaked to them first. This is an insult of the members. Both Mungantiwar and Fadnavis should apologise," the former state finance minister said.

Congress MLA and former chief minister Prithviraj Chavan seconded Pawar. "In other countries, the finance minister would have resigned had the budget got leaked," he said.

Leader of Opposition in the Council Dhananjay Munde (NCP) said both Mungantiwar and Minister of State for Finance Deepak Kesarkar should resign.

Opposition legislators from both Houses staged a protest against the "leak" on the premises of the legislature complex.

The budget was presented simultaneously by Mungantiwar and Kesarkar in the Assembly and Council, respectively.

When Kesarkar rose to present the budget in the Upper House, Munde waved his mobile phone and read out from it some budget details which he claimed were posted on Mungantiwar's Twitter account.

Following a ruckus over the issue, Council Chairman Ramraje Naik Nimbalkar adjourned the House for 10 minutes.

When the proceedings resumed, revenue minister Chandrakant Patil of the BJP, who is the leader of the House, said he would move a no-confidence motion against Nimbalkar, saying "we have come to the conclusion that the House chairman cannot protect our rights".

Speaking to reporters outside, Ajit Pawar said the opposition expected the government to shower promises in the budget as the state Assembly polls are around the corner.

"But when it comes to implementing the promises, they will cite the election code of conduct," he said.

A gay-and-lesbian themed film festival in Mumbai, said to be the biggest of its kind in India, concluded on Sunday (June 16), manifesting celebrations of colours, art, and artists.

The 10th edition of the Kashish Mumbai International Queer Film Festival that began on Wednesday (June 12) had 'over the rainbow' as its theme. The festival is seen as an attempt to improve the image of gays in a nation where homosexuality still carries a heavy social stigma.

"We need to vet every single government person, every ministry, especially, education…we do not want our children to suffer like we have suffered and I think we have a lot of work to do," said India's famed fashion designer Wendell Rodricks

Bollywood has generally shied away from openly gay themes, preferring to occasionally use homosexuality as a comic tool, and even then at the risk of inviting the wrath of right-wing fundamentalists.

Kashish film festival was the first and only Indian LGBT festival to be allowed by the Indian government. The festival featured 160 films from 43countries, both from India and abroad, most of them short films.

In the first conviction under the amended anti-hijacking law, a special NIA court Tuesday awarded life term to a Mumbai-based businessman and also imposed a hefty Rs 5 crore fine for triggering a hijack scare on a Jet Airways plane in 2017.

After the incident on October 30, 2017, Birju Salla became the first person to be put under the "national no fly list" and was also the first to be booked under the stringent Anti Hijacking Act, which had replaced a vintage law of 1982. The new anti-hijack rules came into force in July 2017.

Holding Salla guilty of creating a hijack scare, the court of special National Investigating Agency(NIA) judge K M Dave ordered that the fine amount to be given by Salla be distributed among the crew members and passengers on board the plane.

Salla was accused of creating a hijack scare by planting a threat note written in English and Urdu in the tissue paper box of the aircraft's toilet.

The pilot and co-pilot of the flight will be given Rs 1 lakh each, the flight attendants will be given Rs 50,000 each, and 116 passengers on the flight will be given Rs 25,000 each from the fine collected from Salla, the court said.

The NIA had in January last year filed a charge sheet against him under sections 3(1), 3(2)(a) and 4(b) of the Anti-Hijacking Act, 2016.

The NIA had said Salla prepared a "threat note" in both English and Urdu language and placed it "intentionally" in the tissue paper box of the toilet near the business class of the Mumbai-Delhi Jet Airways flight 9W339 on October 30, thereby jeopardising the safety of passengers and crew on board.

Salla was arrested after the plane made an emergency landing at the Ahmedabad airport after a female flight attendant found the note in the washroom which read, "there are hijackers on board and explosives on the plane".

The case was first probed by the Ahmedabad Crime Branch before the NIA took over and re-registered the case under sections 3(1), 3(2)(a) and 4(b) of the Anti Hijacking Act on November 7, 2017.

Salla, who was held on suspicion, confessed and told investigators that he had done it in the hope that it would force Jet Airways to shut down its Delhi operations and that his girlfriend, who worked in the airline's Delhi office, would come back to Mumbai, according to the NIA.

The note said the plane should be flown to Pakistan-occupied Kashmir(PoK). The note ended with the words, 'Allah is Great'.

In a press statement released Tuesday, the NIA said, "During the investigation, clinching evidence regarding preparation of the threat note and its placement on the plane was collected. It was further established that accused Birju Kishor Salla intentionally committed the act to disrupt the operation of aircraft while on board."

"He also jeopardised the safety of the passengers and crew members on board by an intentional act of putting printed threat letter inside the toilet of the aircraft," the NIA added.

A 26-year-old female doctor allegedly committed suicide on May 22 in the premises of a government-run hospital in India’s Western State of Maharashtra.

Payal Tadvi’s body was found hanging in the doctor’s hostel where she stayed as a trainee resident doctor. It is being alleged by the girl’s family that Payal was constantly being harassed with casteist slurs by her senior colleagues.

Following the death of the tribal doctor, the family and the tribal welfare societies have decided to protest near the Nair hospital in Mumbai Central, against the hospital administration and slow pace of investigation by police in this case. However, police has booked three of Payal’s colleagues who allegedly harassed her for being a tribal woman.

Mother of the victim, Abeda Tadvi claims that her daughter’s complaints were ignored by the hospital administration and the lecturers of the Topiwala national medical college.

Payal was pursuing her post-graduation course in gynaecology at the Topiwala National Medical College, which is attached to the BYL Nair hospital. Her family informs that in December 2018, she informed them about the relentless harassment by her seniors. Payal’s husband Dr Salman also complained to the department head about the harassment, however, no strict action was taken. Payal who ended her life on May 22 was the first from her family to pursue a course in medicine.

After the family’s allegations, the Maharashtra police has booked Dr Hema Ahuja, Dr Bhakti Mehar, and Dr Ankita Khandelwal for abetment to suicide and under sections of the Maharashtra Prohibition of Ragging Act and the Prevention of Atrocities Act. Tadvi had time and again spoken about the harassment to her parents and husband.

In December 2018, her mother gave a written complaint about the three doctors to the head of the department, but the Dean of the college refuses to receive such a letter from the mother or the deceased.
