In a bid to help Mozambique, a country in East Africa financially amidst COVID crisis, India has suspended debt repayment on $700 million concessional loans to the country till the end of this year, Indian envoy to the country has told WION.

Speaking to our Principal Diplomatic Correspondent Sidhant Sibal from capital Maputo, Indian envoy Rajeev Kumar said, "We have agreed to provide this relief to all the LCD countries who are going through debt stress due to the economic impact of the virus."

He also talked about how India is providing medicines to the country and also reaching out to stranded Indian nationals for repatriation.&nbsp;

WION: How are India and Mozambique working together to combat the crisis? 
Rajeev Kumar: As far as the bilateral relationships between India and Mozambique are concerned, particularly in this pandemic time, I should tell you, being the pharmacy of the world, our PM Modi has taken a great initiative of providing a healing touch to every country, every continent on the planet by offering medicines all around the world. We always believe in providing solutions to global problems and cure to the disease. This pandemic is no different.

On 3rd June, PM Modi called President of Mozambique to offer our assistance in the fight against COVID. Mozambique will soon be receiving medicines from India in the fight against the virus, some of the medicines are HCQ and azithromycin. The second offer as part of our g20 commitments is debt relief by the suspension to Mozambique. We have agreed to provide this relief to all the LCD countries who are going through debt stress due to the economic impact of the virus. These are two economic steps govt of India has taken to provide assistance to Mozambique.

WION: How have we helped in Medicines and also debt suspension? 
Rajeev Kumar: As far HCQ is concerned, we have agreed and will provide 100,000 tablets to the country. We are providing several medicines by the end of June or early July. As far as the debt situation of the country is concerned, Mozambique has 100% of the debt of GDP which is huge.

The country also had two&nbsp;very bad cyclones in the month of March and April 2019. We were the first responders then by providing relief to the people. IMF, in October 2019, did a study and forecasted a GDP growth of 6 per cent&nbsp;but because of the pandemic, IMF has downgraded the forecast to 2.2 per cent. With this kind of public debt level and lower economic growth, and various other factors like lack of investment from abroad, that will create a situation in which the government here might not have space for the fiscal and monetary area.

This debt suspension by India will give them space to operate and provide cure or solutions to the larger population to meet the needs during a crisis. Example, a month back the government here had promised to increase the budget for the health sector by 0.1 per cent. Earlier it was 0.2per cent of GDP, now they will spend 0.3 per cent of GDP on the health.

They will require funds and relief will help achieve that promise. Loans are not commercial loans by India but concessional loans by EXIM bank of India. The loan has been of the tune of $700 million for infrastructure projects and has been helping in the country's growth path. On account of concessional loans, they have debt service commitments, so on those commitments, we have agreed to give suspension till the end of this year--31st Dec 2020 and they to pay the obligations. This will help them fight COVID crisis.

WION: How have you be helping when it comes to stranded Indians in the country? 
Rajeev Kumar: The first COVID case&nbsp;was reported in capital Maputo on March 23&nbsp;and the total number of cases stands at 662 cases and 4 deaths. The number of deaths is low. The maximum number of cases was on June 6 -- 55 cases total. Out of 662, 175 have recovered so far. We have 487 active cases.

In the month of April, two Indians have also got infected by COVID but have fully recovered. The country has done 22,000 tests so far.

In the ranking of the COVID cases, Mozambique has been placed at 39 positions. The situation is not that bad, with 0.1 death per million but this month it has been increasing. As far as Indians are concerned, we have a large number of the Indian community here, close to 3000 Indians, passport holders.

Ever since the first case was reported, the high commission has reached out. They told us the visas were expiring and we spoke to authorities and they have agreed to extend them. Authorities have extended visa till June 30 and Indians have a legal document to stay in the country. We would like to thank the President and the&nbsp;Financial Minister for taking care of Indians stranded the country.

We created a helpline on March 23 with three officers dedicated. We have received a number of calls. GOI has started a help desk - a WhatsApp number. On March 30, the government of Mozambique imposed a state of emergency for a month; we created an online platform for Indians to register themselves.

Till date, 2,856 and 144 Indians have required for repatriation. As soon as we received a direction from Delhi that flights can go to India, we initiated a proposal to have a charted flight from Maputo to India for 144 stranded Indians. The Indians community is very dynamic, very supportive and with their support like from Indian cultural association, charted flight will take 100 passengers from Maputo to Mumbai. The 100 passengers are not only Indian but one was also Bhutanese. Five Indians coming came from neighbouring countries.&nbsp;

WION: How has the Indian community helping out in efforts? 
Rajeev Kumar: For me, the Indian community is the most important card in my ambassadorial toolbox. My last posting was in Senegal till August 2019, they were the one behind many positive outcomes. Here also in Mozambique, I can proudly tell u, Malayalee association helped 500 Bihari migrant labourers in March with food and provision. When they wanted to leave Kerala for Bihar, one individual who lives here in Maputo, Ms Vidya Vilas, contacted Kerala government to take care of them for more than a month.

Indian community provides us with help and when we saw first COVID cases here, I created a WhatsApp group to seek advice. The general manager of the best hotel here is an Indian offered Indians to stay here for free. Another Indian offered his hospital here. This gives you confidence, particularly during a crisis.&nbsp;I might be HC, but they are the real HC. All Indians have come together. Community is providing money and organising everything. I thank them for the help and support. They are the real envoys of India.

India gives debt relief to Mozambique amidst COVID, says Indian envoy

India will be giving debt suspension to Mozambique till the end of this year amidst COVID. Speaking exclusively to our Principal Diplomatic Correspondent, Sidhant Sibal from Maputo, India's High Commissioner to Mozambique, Rajeev Kumar talked about how New Delhi is reaching out to the African country during the COVID crisis and repatriation of Indian nationals.

The route on which the vehicle was found is notoriously famous for trafficking people down into South Africa.

According to Tete provincial director of health, Carla Mosse, the immigration service had halted the lorry in the African town of Moatize, the BBC reported.

Even though a thorough investigation will be conducted to understand what happened to the victims, suffocation is the most likely scenario.

As reported by many media outlets, the driver was hesitant to stop the vehicle. This sentiment was echoed by Amelia Direito, a spokesperson for the National Migration Service in Tete.

Direito had heard noises coming from inside of the lorry, which raised suspicion. After this, the lorry was stopped and inspected.

According to the information received by a Portuguese newspaper called Observador, the survivors were banging the container and screaming for help when they were found by authorities.

In October 2019, 39 bodies were discovered in a lorry in the United Kingdom. Police in the UK had claimed that the bodies found in a <a href="https://www.wionews.com/world/united-kingdom-police-step-up-appeals-over-migrant-lorry-deaths-259320">refrigerated truck</a> in Essex were from Vietnam.

The Essex police worked with Vietnamese police officials to verify the identity of&nbsp; 39 people discovered at Grays in Essex on October 23. The lorry trailer was travelling from Zeebrugge in Belgium to Grays, Essex.

The victims included eight women and 31 men.

Mozambique opposition calls for vote to be annulled

Mozambique began voting in a general election on Tuesday that some fear could test the country's fragile peace, after a heated campaign marred by violence and allegations of electoral fraud.

The Frelimo party, which has ruled the impoverished southern African nation since independence from Portugal in 1975, is widely expected to again beat its arch-rival Renamo, a former rebel group turned main opposition party.

President Filipe Nyusi, who cast his ballot as polls opened at 7:00 am, called on voters to show "the world we stand for democracy and tolerance".

"Mozambique has chosen to move forward peacefully," he said, adding that more than 4,000 observers had been deployed in the most-watched election in the country's history.

"Let's continue this process in a serene way. Peace means that everything must be done according to the rules."

Nyusi, 60, is forecast to win a second five-year term despite his popularity taking a hit from chronic unrest and a financial crisis linked to alleged state corruption.

While the election is expected to see regional wins for Renamo, few think Frelimo will be unseated from government after 44 years at the helm.

"Frelimo is a machine," said Castro Davis, a 42-year-old public servant in the capital Maputo, predicting a "straight-forward victory."&nbsp;

Elena Jorge, 50, told AFP she wants Renamo to win "but people know that these elections will not be free, fair or transparent -- but we have hope."

Around 13 million of Mozambique's 30 million citizens are registered to vote at more than 20,000 polling booths, which close at 6:00 pm.

'Test for democracy'

Renamo is predicted to take control of three to five of Mozambique's 10 provinces for the first time following a change of law allowing voters to elect provincial governors.

"This election will be a test for democracy," said Ericino de Salema of the Electoral Institute for Sustainable Democracy in Africa.

"For the first time, the political geography of the country may change substantially, it may even lead to confrontation."

Renamo's candidate Ossufo Momade, 58, heads a party of former anti-communist rebels who fought a brutal civil war with Frelimo from 1975-1992, devastating the economy and leaving almost one million people dead.&nbsp;

Renamo picked up arms again in 2013 to 2016, but tension continued until Nyusi and Momade signed a peace deal in August.&nbsp;

But an armed breakaway faction of Renamo has rejected Momade's candidacy and threatened to attack campaign events, raising fears the presidential, parliamentary and provincial polls could be marred by bloodshed.

The six-week campaign was one of the most violent in the country's turbulent history, with candidates threatened, election material destroyed, and deadly clashes breaking out between supporters.

The opposition has already accused Frelimo of tampering with the vote.

Enrolment has more than doubled in the southeastern Gaza province, a Frelimo bastion, and civil society groups have expressed concern about the size of the increase.

They also estimate that there are around 300,000 "ghost voters" on electoral rolls -- names on the electoral roll not aligned with real, potential voters.

"We definitely have some irregularities that put stains on the whole process," said Hermenegildo Mulhovo of election monitoring group Sala da Paz.

The situation escalated last week, when the head of a local election observation mission was shot dead by members of a special police unit in Gaza's capital Xai-Xai.

Lutero Simango, an MP of the country's third-biggest party MDM, accused Frelimo of "using all state means, including police and secret services, to intimidate people".

Scandals and setbacks

Frelimo suffered its worst result at the ballot box -- 51.8 per cent -- in local elections last year and has been severely weakened in recent years.

In 2016 it was revealed the government secretly borrowed $2 billion, sparking the worst financial crisis in the country's history and uncovering a vast corruption network with links to the regime.

The government is also battling to recover from two devastating cyclones in March which displaced nearly two million people.&nbsp;

And a shadowy jihadist insurgency that has killed hundreds in the far north has delayed development of one of the government's biggest selling points -- the discovery of vast gas reserves that is hoped to put billions in state coffers and lift millions out of poverty.

The instability has already forced the National Election Commission to close 10 polling booths.

Roads have been washed away, fields submerged and many buildings wrecked by the storm, which came weeks after Cyclone Idai hit the Mozambican city of Beira, 1,000 kilometres (620 miles) to the south.

Cyclone Kenneth made landfall late on Thursday in Cabo Delgado province, packing wind gusts of up to 220 kilometres per hour.

The UN Office for the Coordination of Humanitarian Affairs (OCHA) described it as the strongest cyclone to ever lash the continent, and predicted further heavy rain over the coming days.

"Cyclone Kenneth made landfall at the end of the rainy season, when river levels were already high, increasing the risk of river flooding," the UN agency said in its latest update.

"Humanitarian needs in Mozambique have sky-rocketed, and the humanitarian response will need to rapidly scale-up."

According to figures provided by the Mozambique authorities to NGOs, around 200,000 people in Pemba city, the capital of Cabo Delgado, are in danger.

According to a preliminary toll from the National Institute of Disaster Management (INGC), 38 people have died, 39 have been injured, more than 23,000 people are without shelter and nearly 35,000 homes have been either partly or completely destroyed.

'We don't know what we'll do'

"The water came inside the house and all the way to the backyard," said Sumala Cabila, 23, standing in his family home in Pemba's working-class Piquite suburb which flooded on Sunday morning.

As rain poured down and roads in the district became unpassable except for 4-wheel-drive vehicles, Cabila's sister struggled to look after her one-month-old child.

"If it continues to rain. we don't know what we'll do," he said as water streamed of his slanted roof.

In Pemba, a tourist destination, staff mopped up pools of water at a hotel and cleared tree branches out of the lobby fountain, while labourers struggled to clear out the city's drainage system blocked by flood debris.

"(We) planned to mobilise as much aid as possible to Ibo and also from there to Quissanga via Roa," said UN OCHA official Saviano Abreu, naming two areas outside Pemba worst hit by storm damage and flooding.

"It was the priority for government and humanitarian organisations, as these two areas are in urgent need.

"We managed to send one flight with World Food Programme (WFP) supplies of rice and biscuits, and some non-food items. But unfortunately the weather conditions are changing too fast and threatening the operation. It's raining again and the second flight couldn't go."

To the north of Pemba, the town of Macomia was also badly hit, with homes and businesses destroyed, roofs torn off, trees and electric pylons uprooted.

"We have grave fears for the thousands of families currently taking shelter under the wreckage of their homes. They urgently need food, water and shelter to survive the coming days," said Nicholas Finney, head of Save the Children's response team in Mozambique.

The northern region hit by Cyclone Kenneth is more sparsely populated than Beira, which was hit by Cyclone Idai in mid-March.

But the area has also been hard hit by deadly raids by a jihadist group over the past 18 months that the army has been unable to control.&nbsp;

"The compulsory evacuation process will continue until we have all people in secure ground," INGC spokesman Paulo Tomas said. The INGC said it had food supplies ready to assist 140,000 people for 15 days.

Mozambican officials said on Wednesday more than 680,000 people were at risk from the latest storm. There were concerns that five rivers and coastal waterways could burst their banks, leading to severe flooding.

Government and humanitarian officials did not anticipate the extent of the flooding in the wake of Cyclone Idai last month, and an early warning system implemented did not reach everyone.

Antonie Beleza, deputy national director of Mozambique's Centre for Emergency Operations, told Reuters that this time around the centre had been telling people for days to move out of 17 at-risk districts.

Cholera is endemic to Mozambique, which has had regular outbreaks over the past five years. About 2,000 people were infected in the last outbreak, which ended in February 2018, according to the WHO. But the scale of the damage to Beira`s water and sanitation infrastructure, coupled with its dense population, have raised fears that another epidemic would be difficult to put down.
