BS Yediyurappa-led Karnataka government has issued notification regarding the revised fines on select traffic offences.

The state government has slashed rates on several traffic offences under, The Motor Vehicles (Amendment) Act, 2019, but has kept penalties for drunken driving unchanged.

As per the latest order issued on Saturday, the fine for not wearing a helmet and seat belt while driving has been reduced to Rs 500 as against the prescribed amount of Rs 1000 in the new Motor Vehicle Act.

For allowing an unauthorised person to drive vehicles, the fines for two-wheelers and three-wheelers will be Rs 1000, Rs 2000 for LMV and Rs 5000 for other vehicles.

The rates have been slashed "In exercise of the powers conferred by Section 200 of the Motor Vehicles Act, 1988 (Central Act 59 of 1988) read with Section 21 of the General Clauses Act, 1897," read the notification by the state government.

Karnataka Deputy Chief Minister and Transport Minister, Laxman Sangappa Savadi had earlier said the fine rates under the new Act will be revised.

Before that, Yediyurappa had directed the state transport department to slash fines under the amended Motor Vehicles Act 2019.

"Chief Minister BS Yediyurappa today instructed officials to study the Gujarat model of revised traffic fines to implement something similar in Karnataka," the Chief Minister's office said in a statement.

Gujarat has already reduced the fine for not wearing a helmet and set belt to Rs 500 as against the prescribed amount of Rs 1000 in the new Motor Vehicle Act. Driving without a valid license will cost Rs 2,000 to bikers and Rs 3,000 to four-wheelers as against Rs 5,000 mentioned in the act.

States like Madhya Pradesh, West Bengal and Punjab have put the new rules on hold.

Speaking about the importance of awareness campaign, the Union Minister said that the idea is to reduce accidents and save as many lives by having more awareness campaigns. "It is time that people must take all cautions while travelling on the road as we face the highest road accidents/deaths," he asserted.

He also flagged off a specially-designed truck which will move around the country to spread awareness about road safety.

Union Road Transport and Highways Minister Nitin Gadkari on Tuesday said the amended Motor Vehicle Act (MVA) has the support of almost all states even as Gujarat and Uttarakhand tweaked rules to lower hefty fines.

Speaking to media at an event here, Gadkari said that only "one-two states" has raised objections on some provision that provides for heavy fines.

"Only one-two states have objections on just one-two clauses related to fines. There is no objection to other provisions. Most of the states have supported the Act. I have talked to chief ministers. We will get everyone's support and succeed in our mission," he said here.

The minister said the government did not aim at increasing its revenue by the fines but is intended to make people respect the law.

He further said: "The Centre does not get any share in revue collected by the fines and the states have the right to change the rate of penalties."

"I am getting feedback that people now do not cross the white traffic line. There is four to fivefold surge of people lining up to get a fitness certificate. Now they understand that it is their interests," he said.

Karnataka to announce revised fine rates under new Motor Vehicles Act today

In a bid to provide relief to people from paying hefty fines for traffic violations under the new Motor Vehicle (Amendment) Act, the Jharkhand government has asked state residents to complete all their documents within three months while putting the provisions of the Act on hold for the said period.

Speaking to ANI, Jharkhand Transport Minister, CP Singh said, "Taking cognisance of people`s safety some amendments were made in the Motor Vehicle Act by Centre. However, taking note of the issues people are facing, we have decided to give three-month relief to people so that they can get their documents in order."

He also requested people to abide by all traffic rules and regulations.

"Meanwhile, the public should also make sure that they abide by all the traffic rules and regulations", Singh added.

The new Motor Vehicles Act has enhanced the penalties for traffic violations and erring drivers. The Ministry of Road Transport and Highways had notified the provisions of the Motor Vehicles Amendment Act 2019 last month and it was implemented in many states across the nation from September 1.
