The RSS chief was also quoted as saying that the Sangh Parivar does not believe in discrimination.

Mohan Bhagwat told diplomats that the RSS runs 1.70 lakh service projects in various fields&nbsp;including health, education, rural development, and invited them to visit these projects.

RSS chief Mohan Bhagwat today unfurled the national flag at a school here defying a district administration order that only elected representatives, school authorities or government officials could hoist the tricolour at the government-aided institution. 
 
Palakaad District Collector P Marykutty issued an order late last night stating that since Karnagi Amman school is government-aided, only elected representatives or school authorities could hoist the flag as per protocol, police said. 
 
However, the RSS chief arrived at the school and unfurled the tricolour, they said. 
 
The DC said the administration will take action in the matter. &quot;We will give instruction to the police to register a case,&quot; she said. 
 
Bhagwat is in the state to take part in a two-day meeting of the RSS which began here yesterday. The state has witnessed political violence involving activists from the ruling CPI(M) and the RSS. 
 
Addressing the students, Bhagwat said, &quot;It is our duty to remember the sacrifices and hard efforts of those who laid down their lives during the struggle for Independence. We have to bring that dedication to our lives.&quot;

The RSS chief suggested that the enactment of such a law everywhere will take time due to the complexities of politics.

If there is a law, it will be for promoting non-violence not violence, he said.

However, the court said that only 4,000 invitees will be allowed to enter the Brigade Parade Grounds, entry will be restricted for non-invitees.

On the other hand, the court issued a show cause to the Kolkata police commissioner, Rajeev Kumar for not informing the RSS of their decision. The court asked Kumar to file a reply within two weeks and mention what led the Joint Commissioner of Kolkata Police (Headquarters) send a reply to the RSS instead of the commissioner himself.

A day before, a letter from Kolkata Police, signed by the joint commissioner of Kolkata Police (Headquarters), Supratim Sarkar, addressed to the Pracharak of the Kolkata, RSS, stated that the rally cannot be held at any of the proposed venues &ndash; Bhukailash temple grounds and Khidderpore.

The letter further stated that the Brigade Parade Grounds, one of the proposed venues of the rally is being used as a transit camps for the Gangasagar Mela pilgrims and vehicles, and will be used till January 18.&nbsp;&nbsp;Another proposed venue &ndash; Bhukailash temple grounds can accommodate only 500 people, which could result in a stampede.

However, the Calcutta High Court granted permission to RSS to hold the rally at Brigade Parade Grounds and asked Kolkata Police to make all the arrangements to maintain law and order.
