It further added, "This Presidential Drawdown Authority (PDA) package, which has an estimated value of $425 million, will provide Ukraine additional capabilities to meet its most urgent needs, including air defence interceptors; munitions for rocket systems and artillery; armoured vehicles; and anti-tank weapons."&nbsp;

The announcement of the aid came after the state secretary Antony Blinken said that as many as 10,000 North Korean troops were transferred to Russia, including 8,000 positioned in the Kursk region.&nbsp;

He further revealed&nbsp;Russia has been training the North Korean troops to use them in the frontline operations.&nbsp;

Spain on Monday (May 27) pledged to provide military aid to Ukraine worth 1 billion euros ($1.08 billion) in 2024 under a security deal signed between Ukrainian President Volodymyr Zelensky and Spanish Prime Minister Pedro Sanchez in Madrid.

The deal "includes a commitment for one billion euros in military aid for 2024," Sanchez told a joint press conference.

"It will allow Ukraine to boost its capabilities including its essential air defence systems to protect its civilians, cities and infrastructure which are still suffering indiscriminate attacks as seen this weekend in Kharkiv," he said, referring to a Russian strike on the northeastern city that killed at least 16 people.

Zelensky's visit comes as Ukraine battles Russia's ground offensive in the Kharkiv region which started on May 10.

Sanchez stated that Spain had already vowed to provide Ukraine with Patriot missiles, however, what Zelensky needed from Ukraine's allies was "the systems to launch these missiles".

"That's what he working on with different allies to see exactly how many we can send to guarantee this aerial security."

Spain would also send "another batch of Leopard tanks and above all ammunition," Sanchez said, pledging to keep working with Kyiv "to understand how else -- and with what other alternative systems -- we can help ensure Ukraine's air security."

Sanchez, elucidating on the security deal said that it would cover several issues from "military, humanitarian and financial support, to collaboration between Spanish and Ukrainian defence industries, as well as help with reconstruction and de-mining among other things". &nbsp;&nbsp;

Zelensky has previously signed bilateral security agreements with countries including France, Germany and the UK.&nbsp;

In a video on the messaging app, Synegubov said that two of those killed “were men who worked in the hypermarket”.&nbsp;

"They thought they would checkmate us, but this didn’t happen," Zelensky told NBC in an interview.

He also contradicted the remarks made by Ukraine’s commander-in-chief of armed forces that the war had entered an impasse&nbsp;after 20 months of fierce fighting.&nbsp;

"I don’t think that this is a stalemate," Zelensky said.&nbsp;

Last week, Ukraine’s commander-in-chief of armed forces Valerii Zaluzhnyi told the Economist "there will most likely be no deep and beautiful breakthrough," despite the counteroffensive launched in June.&nbsp;

Slovakia’s newly elected Prime Minister Robert Fico on Thursday announced that they are stopping weapons delivery to Ukraine.

A day after taking charge, Fico told lawmakers that Slovakia would "no longer supply weapons to Ukraine" and would only send humanitarian aid to Kyiv, AFP news agency reported.

"I will support zero military aid to Ukraine ... An immediate halt to military operations is the best solution we have for Ukraine," said Fico.

"The EU should change from an arms supplier to a peacemaker," he added.

Fico further voiced his opposition to sanctions against Russia.

“I will not vote for any sanctions against Russia unless we see analyses of their impact on Slovakia,” he said.

“If there are to be such sanctions that will harm us, like most sanctions have, I can see no reason to support them.”

In the run-up to the elections, Fico had repeatedly pledged to halt military aid for Ukraine, after the previous Slovak governments shipped military hardware including fighter jets, an S-300 air defence system, and fighting and de-mining vehicles to Ukraine.

<h2>Russia's response&nbsp;</h2>

Russia immediately dismissed the impact Slovakia's decision to halt military aid to Ukraine.

"Slovakia did not have such a big share in the supply of weapons, so it will hardly affect the entire process," Kremlin spokesman Dmitry Peskov told reporters, when asked about Bratislava's decision.

Slovakia’s volte-face—from pro-Ukraine to pro-Russia—reflects Fico’s fractious personal relations with Kyiv that goes back at least a decade.

<h2>Slovakia’s volte-face</h2>

In January 2009, when Fico was the prime minister, Slovakia bore the brunt of a long-running spat between Russia and Ukraine over natural gas, and the Russian gas flows across Ukraine to EU countries stopped, a crisis that Slovakia couldn’t afford to ignore in the middle of winter.

The row over gas cost the Slovak economy around €100 million a day, reports Politico, as factories were forced to shut down.

A desperate Fico then called both Vladimir Putin, who was the Russian prime minister at that time, and Ukrainian PM Yulia Tymoshenko to get the gas restarted.

Later on January 14, a Slovak delegation led by Fico landed in Kyiv to meet with the Ukrainian government. However, he was made to wait for hours.

Three hours later, the delegation was taken to a meeting which was filled with the members of the press.

During the press briefing, Tymoshenko spent 20 minutes lambasting Fico for taking Moscow's side in the gas dispute.

"It was an absolutely unpleasant situation. Fico was red with anger. It was a disaster," an unnamed senior Slovak official with knowledge of the 2009 developments told Politico outlet.

"He was humiliated," the official added.

"It does not only help to promise, and then you cannot deliver, or deliver things which do not work ... Some of our systems were really old-fashioned," Baerbock said in an interview with US media, according to Sputnik news agency.

“So, because we know and we said that in the beginning, some are not really functioning, when we deliver, it does have to work in the field,” she was quoted as saying.

<h2>Germany second-largest supplier of arms aid to Ukraine</h2>

Recently, Ukraine had refused to accept a batch of 10 archaic Leopard-1A5 from Germany on the grounds that these tanks required extensive repair work, the German publication Spiegel&nbsp;reported.

The Ukrainian Defence Ministry said that the repair and maintenance work would require spare parts and technical expertise that Kyiv does not have.

Though initially late in responding to Ukraine’s demand for military aid, Germany has slowly become the second-largest contributor of arms aid to Ukraine.

According to the Kiel Institute for the World Economy report, till July 2023, Germany has sent military aid worth $18.9 billion, second only to the United States which has sent $ 46.6 billion worth of arms and military equipment.

In May this year, Berlin pledged to send a military aid package worth 2.7bn euros ($2.95bn), to show “that Germany is serious in its support” for Ukraine.

<h2>Poland’s tiff with Ukraine</h2>

The development comes after Poland, one of the most steadfast allies of Ukraine, refused to provide additional weaponry to Kyiv as a row over Ukrainian grain intensified.

Poland, along with Bulgaria, Hungary, Romania and Slovakia, had banned the imports of Ukrainian wheat, maize, rapeseed and sunflower seeds in a bid to protect their domestic market.

The move angered Ukraine which threatened to sue these countries if they didn’t revoke their decision.

Prime Minister Mateusz Morawiecki said that his country had decided to prioritise its own defence in the future.

“We are no longer transferring weapons to Ukraine because we are now arming Poland with more modern weapons,” he said. &nbsp;

In terms of exporting arms to Ukraine for the war, Poland has offered not more than 320 Soviet-era tanks and 14 MiG-29 fighter jets.

The United States announced Tuesday a $250 million military aid package for war-torn Ukraine to strengthen the former Soviet republic's naval and land capabilities.&nbsp;

The amount is part of a series of Pentagon payments now totalling $1.5 billion to the country since 2014 when Russia annexed the Crimean peninsula and a conflict erupted in eastern Ukraine.

"The United States remains committed to helping Ukraine ... to strengthen democratic civilian control of the military, promote command and control reforms, enhance transparency and accountability in acquisition and budgeting, and advance defence industry reforms," a Pentagon spokesman said.&nbsp;

"These reforms will bolster Ukraine's ability to defend its territorial integrity in support of a secure, prosperous, democratic, and free Ukraine."

Almost 13,000 people have been killed since the Moscow-backed insurgency broke out in April 2014 following Russia's annexation of Crimea.

Ukraine and its Western allies accuse Russia of funnelling troops and arms to the pro-Moscow rebels across the border. Moscow denies the allegations.
