Spanish soccer star&nbsp;Jenni&nbsp;Hermoso&nbsp;has lodged a criminal complaint over the unsolicited kiss by football federation boss Luis Rubiales after Spain's victory in the Women's World Cup, the national prosecutor's office said on Wednesday. Hermoso&nbsp;gave her testimony on Tuesday and the complaint will be processed "as soon as possible", the prosecutor added.

With the complaint, Rubiales could face criminal charges in addition to the ongoing inquiry by Spain's top sport court for "serious misconduct" and an investigation by world soccer governing body FIFA, which has provisionally suspended Rubiales from office. Neither&nbsp;Hermoso's representatives nor Rubiales were immediately available for comment. Rubiales grabbed&nbsp;Hermoso's head and kissed her on the lips during the medal-giving ceremony that followed Spain's 1-0 victory over England in the Women's World Cup final on Aug. 20.

Hermoso&nbsp;said she did not want to be kissed, and that she felt "vulnerable and a victim of an aggression". Rubiales, who has so far refused to resign despite heavy pressure, said the kiss was "spontaneous, mutual, euphoric and consensual". Rubiales' behaviour has sparked outrage in Spain and abroad. He also grabbed his crotch while standing close to Spain's Queen Letizia and her 16-year-old daughter during the final match.

Spain's Jenni Hermoso files criminal complaint over Luis Rubiales' kiss

Spain's football federation on Tuesday apologised for the "totally unacceptable behaviour" of Luis Rubiales over his World Cup kiss and fired the team's controversial coach, appointing a woman in his sted as part of an overhaul.

The apology came more than two weeks after the 46-year-old RFEF boss sparked worldwide outrage when he forcibly kissed Spain midfielder Jenni Hermoso during the medal ceremony after Spain defeated England in the final on August 20.

In a letter signed by its interim president Pedro Rocha, the RFEF offered its "most sincere apologies... for the totally unacceptable behaviour of its highest institutional representative during the final of the FIFA Women's World Cup 2023 and in the moments that followed".

Although the kiss drew condemnation from across the footballing world and beyond, prompting FIFA to suspend him, it was another eight days before the RFEF called for Rubiales to stand down as its president.

But he has refused to resign, defending the kiss as "just a peck" which he claimed was consensual -- which Hermoso completely denies.

"The damage caused to Spanish football, Spanish sport, Spanish society and to the values of football and sport as a whole has been enormous," the RFEF said, extending the apology to FIFA, UEFA "and especially the players of the Spanish national women's team".

Shortly afterwards, the federation announced it was firing Jorge Vilda, 42, who had served as coach to the national team since 2015, and naming its first-ever woman to coach the World Cup-winning squad.

<h2>Writing on the wall</h2>

"The RFEF... has decided to dispense with the services of Jorge Vilda as sports director and women's national team coach," the RFEF said in a statement, later naming Montse Tome as his replacement.

"She will be the first woman to hold the position in Spain," it said of Tome, a former player who has served as the team's assistant coach since 2018.

Vilda's dismissal had been widely expected after he was seen applauding Rubiales after a belligerent speech in which he refused to resign and railed against "false feminism".

The pair were known to be close.

The RFEF said his dismissal was "the first of a string of restructuring measures" aimed at improving the governance in the wake of the scandal, which has exposed what critics say is a deep-rooted misogyny within Spanish football.

Vilda came under fire a year ago after 15 national players said they would not wear the La Roja shirt while he remained as coach, pointing to incidents under his leadership that were affecting their performance on the pitch.

RFEF offered no criticism of Vilda, saying only he had been "key to the remarkable growth of women's football that had left Spain as world champions and second in the FIFA rankings".

<h2>Not the RFEF's position</h2>

On the day of the final, the RFEF had initially put out a statement quoting Hermoso as saying the kiss was "a natural gesture of affection and gratitude".

Rubiales offered a cursory apology but later toughened his stance in his defiant speech to the RFEF on August 25, prompting Hermoso to issue her own statement saying the kiss was not consensual and had left her feeling "vulnerable" and like "the victim of an assault".

A day later, the federation accused her of "lies" over the incident, threatening legal action against her.

Both RFEF statements were subsequently removed from the federation's website.

In its apology, the federation said Rubiales' statements after the incident were "inappropriate and meaningless" and "not (the position) of the RFEF" which was "saddened and embarrassed" by the distress they had caused.

"The actions of Mr. Rubiales do not represent the values defended by the Spanish federation... and must be attributed solely and exclusively to him, since he is the only one responsible for his actions before society, before the sporting bodies and, if applicable, before the courts."

The RFEF said it had opened an investigation into his actions in order "to ensure that such behaviour is not repeated".

It had also committed to conducting "a thorough review of all policies and procedures of the organisation".

And it pledged to present "in the coming days a whole set of actions to improve the governance of the Spanish football federation and to repair, as far as possible, the damage caused" -- the first of which was the firing of Vilda.&nbsp;

IN PICS | A look at timeline of events in Luis Rubiales' kiss controversy with Jenni Hermoso

The regional leaders of the Spanish Football Federation appealed for the immediate resignation of their President Luis Rubiales after he kissed player Jenni Hermoso. The call for resignation was published in a statement published on Tuesday (August 29) after an emergency meeting.

The world's governing soccer body FIFA suspended Rubiales on Saturday for forcibly kissing a female player during the victory celebrations of the women’s team’s World Cup.

“After the recent events and the unacceptable behaviours that have seriously damaged the image of Spanish football, the presidents request that, immediately, Mr. Luis Rubiales submits his resignation as president of the RFEF [Royal Spanish Football Federation]," stated the RFEF, on behalf of the committee of regional presidents.

All the 19 regional presidents also expressed their unanimous support to the interim RFEF president Pedro Rocha, “to lead a new stage of dialogue and reconciliation with all of the football institutions,” read the statement. Rubiales, after getting suspended by FIFA, was replaced by Rocha.

"We will urge the relevant authorities to carry out a profound and imminent organisational restructuring in strategic positions of the federation in order to make way for a new stage in the management of Spanish football," added the statement.

Rubiales, who is facing increasing pressure to resign, will now have to go through an investigation that can end with sexual aggression charges against him from Spanish prosecutors.

Earlier, Rubiales's mother&nbsp;locked herself in a church and sat on a hunger strike in protest against the “inhumane, bloodthirsty hunt” of her 46-year-old son, reported Spanish media.

As per reports, Angeles Bejar on Monday said that she will stay in the church in Motril, near Granada in southern Spain, “indefinitely, day and night” until justice is done with Rubiales.

The RFEF and soccer chief are involved in a controversy since he kissed 33-year-old attacker Hermoso after Spain clinched the first Women’s World Cup title against England.

Rubiales accepted that he made a mistake, however, he claimed that the kiss was consensual. Meanwhile, Hermoso stated that she had not permitted the kiss and felt violated.

“I felt vulnerable and a victim of an impulse-driven, sexist, out-of-place act without any consent on my part. Simply put I was not respected,” she stated on social media.

Acting Labour Minister Yolanda Diaz said on Monday that Rubiales' defiance and the support from some federation members showed that macho behaviour was systematic in Spanish society. "What footballer Jenni Hermoso experienced should never have happened," Diaz said in a video statement prior to a meeting with the women players' union.

Big blow to Luis Rubiales! Spain prosecutors open preliminary sex abuse probe over kiss controversy

The mother of Spanish soccer chief Luis Rubiales started a hunger strike inside a church on Monday to protest against what she called her son's "inhumane treatment" over his grabbing and kissing player Jenni Hermoso, his cousin said.

Rubiales, who is president of the Royal Spanish Football Federation (RFEF), was suspended on Saturday by FIFA amid a furore after he kissed Hermoso on the mouth during the awards ceremony following Spain's World Cup victory in Sydney on Aug. 20. Hermoso says she did not want to be kissed.

He has refused to resign even as the matter has spiralled into a national row over macho behaviour, women's rights and sexual abuse.

The RFEF, which has defended Rubiales, has called an urgent meeting on Monday to evaluate the situation.

Labour Minister Yolanda Diaz was also meeting on Monday with representatives of the women players' union FUTPRO, which represents Hermoso, and the Association of Spanish Footballers.

"What footballer Jenni Hermoso has experienced should never have happened," Diaz said in a video statement prior to the meeting.

Rubiales' cousin, Vanessa Ruiz, told reporters that the family was suffering and facing harassment over what she described as "unfair" premature judgements.

"We want to be left alone and justice to prevail...Jenni, we want you to tell the truth." Ruiz said.

She said his mother Angeles Bejar had gone on hunger strike and did not wish to leave the parish church of Divina Pastora in Rubiales' hometown in Motril, southern Spain.

Bejar told state news agency EFE her strike would last "until a solution is found to the inhumane and bloody hunt they are carrying out against my son with something he does not deserve".

"There is no sexual abuse since there is consent on both sides, as the images prove," Bejar told EFE. "My son is incapable of hurting anyone."

Rubiales, 46, has been defiant over the kiss - which has been condemned as unwanted by Hermoso, her team mates, several male players, and the Spanish government.

At a federation meeting on Friday where he had been widely expected to step down, Rubiales instead refused to quit, seeking to defend his behaviour and calling the kiss "spontaneous, mutual, euphoric and consensual".

RFEF has said Rubiales will defend himself legally to prove "his complete innocence".

Hermoso said she did not consent to the kiss and felt "vulnerable and the victim of an aggression".

Gender issues have become a prominent topic in Spain in recent years. Tens of thousands of women have taken part in street marches protesting against sexual abuse and violence, and the Socialist-led coalition government has presided over legal reforms including around equal pay or abortion rights.

Feminist groups have called a demonstration on Monday in Madrid entitled "With You Jenni". Hundreds of people staged a demonstration on Sunday in Salamanca against Rubiales.

The Spanish government cannot fire Rubiales but has strongly denounced his actions and said on Friday it was seeking to get him suspended using a legal procedure before a sports tribunal.

All 23 of Spain's cup-winning squad including Hermoso, as well as dozens of other squad members, said on Friday they would not play internationals while Rubiales remained head of the federation. Their next match is away to Sweden in the Nations League on Sept. 22.

Their next match is away to Sweden in the Nations League on Sept. 22. WATCH WION LIVE HERE:

Kiss row: Luis Rubiales' mother goes on hunger strike, says son 'incapable' of hurting anyone

Spanish football legend Andres Iniesta on Sunday added to mounting criticism of the country's suspended federation president Luis Rubiales, saying his forced kiss with Jenni Hermoso after the women's World Cup final was "damaging the image" of Spanish football.

"After what has happened this week, I would like to convey my sadness as a person, as a father of three daughters, as a husband and as a footballer" at what has happened around "our football and around the Spanish women's national team", Iniesta wrote on his social networks.

"I believe that we cannot tolerate actions like the ones we have seen, which have tarnished such a great milestone as winning a World Cup," added the scorer of the goal against the Netherlands in the 2010 men's final, which gave Spain their first World Cup.

Hermoso said "at no time" did she consent to the kiss on the lips following the 1-0 win in the final against England in Sydney, which Rubiales described as "mutual, euphoric and consensual".

Hermoso and 80 other Spain players, including the entire World Cup squad, said they will not play for the national team until the Spanish football federation (RFEF) "leadership" changes.

The majority of the women's team's coaching staff have also offered their resignations.

On Sunday, the RFEF's Sexual Violence Protection delegate clarified an "investigation process" was underway and that a federation press release on Saturday, responding to Hermoso's union Futpro, was not from her committee.

World football governing body FIFA suspended Rubiales from his post on Saturday for 90 days, while the Spanish government are working on their own suspension, which could happen Monday.

"I can't imagine the feeling that all the national team players must be feeling right now seeing how they are not talking about the great tournament they had and the fantastic football they taught us all," continued Iniesta. "Instead, we have had to put up with a president who has clung on to his position, who has not admitted that his behaviour has been unacceptable and is damaging the image of our country and our football around the world.

"It's a shame that a beautiful story that so many players have built over so many years has been soiled."

I am sad as a person, father, husband and footballer: Iniesta on kiss row involving suspended Luis Rubiales

World football governing body FIFA has provisionally suspended Spanish FA chief Luis Rubiales from all football-related activities in the Jenni Hermoso kiss controversy on Saturday, August 26. The decision from FIFA comes a day after Rubiales had refused to step down from his office at the Spanish FA. The 46-year-old had kissed Spanish World Cup-winning star Hermoso during the presentation ceremony after the FIFA Women’s World Cup final in Sydney last Sunday that sparked the controversy.

<h2>FIFA takes action</h2>

"The chairman of the FIFA Disciplinary Committee, Jorge Ivan Palacio (Colombia), in use of the powers granted by article 51 of the FIFA Disciplinary Code (FDC), has decided today to provisionally suspend Mr. Luis Rubiales from all football-related activities at national and international level," FIFA confirmed in a statement.

"This suspension, which will be effective as of today, is for an initial period of 90 days, pending the disciplinary proceedings opened against Mr. Luis Rubiales on Thursday, August 24."

FIFA opened an initial investigation into the matter on Thursday, August 24 when rumours of Rubiales’ resignation were surfacing in the Spanish media. However, in contrasting events on Friday, 46-year-old Rubiales refused to resign from his post as he continued to hold control of his office. There were expectations that he could resign from his office after heavy criticism from the media and political front. Spain Prime Minister Pedro Sánchez had called for Rubiales to step down from his office after attracting the attention of the world.

<h2>Rubiales’ contrasting speech</h2>

In a fiery speech, he said the kiss was "mutual, euphoric and consensual" and Hermoso had said "OK" when he asked her if he could give her "a peck".

He also asserted that "she was the one who lifted me in her arms and brought me close to her body".

On Friday, Hermoso and other players threatened not to participate in the national team duties as they wanted action against Rubiales’ behaviour. If no appropriate action was taken, the players would go on strike and not represent the nation in the future.

FIFA provisionally suspends Spain FA chief Luis Rubiales from football-related activities over kiss row

The Spanish football federation has accused FIFA Women’s World Cup winner Jenni Hermoso of lies as they defended the actions of President Luis Rubiales. Hermoso and Rubiales have been in hot water since the conclusion of the World Cup final in Sydney last Sunday, August 26 as the latte kissed the midfielder during the presentation ceremony. The federation has also threatened legal actions against Hermoso who on Friday along with other players have threatened not to play for the national side.

<h2>Federation defends Rubiales</h2>

"Demonstrate each of the lies that have been spread, whether in the name of the player, if that is the case, or by the player herself,” the federation (RFEF) and Rubiales said.

“It would take "as many legal actions as necessary to defend the honour of the President of the RFEF."

The player had earlier stated she did not consent to being kissed on the lips by Rubiales after Spain won the World Cup beating England 1-0 in the final. She claimed that she had no idea about the lip kiss and later dimmed the action as inappropriate.

Spanish federation accuses Jenni Hermoso of 'lying', defends Luis Rubiales' actions after Spain's WC triumph

Spanish soccer boss Luis Rubiales on Friday refused to resign for grabbing star player Jenni Hermoso's head and kissing her on the lips after Spain's Women's World Cup victory, leading the national team to mutiny and the government to denounce his "macho actions".

In a joint statement sent via their FUTPRO union, all 23 of the cup-winning squad including Hermoso, as well as 32 other squad members, said they would not play internationals while Rubiales remains head of the Royal Spanish Football Federation (RFEF).

In the same statement, Hermoso denied Rubiales' contention that his kiss at the medal ceremony after Spain beat England 1-0 in the final in Sydney, Australia, was consensual.

"I do not tolerate it when my word is put into doubt and less so when words that I have not said are invented," she wrote.

Later, in a statement on social media on Friday, Hermoso added: "I felt vulnerable and a victim of aggression. I was simply not respected."

She said she had been put under "continuous pressure to justify Mr Rubiales' actions" by the RFEF. She added that the incident was "the final straw" in a long list of situations that players had been denouncing for years.

The federation, which has not responded to her latest comments, called an emergency meeting on Friday at which Rubiales had been widely expected to stand down. But instead he said repeatedly that he would not quit and complained that "false feminists" were "trying to kill me".

He called the kiss a "little peck" that was "spontaneous, mutual, euphoric and consensual". He also claimed that he asked Hermoso if he could kiss her and that she said "OK".

"Is a consensual peck going to take me out of here? I won't resign. I will fight until the end," said Rubiales, 46, drawing applause from the predominantly male audience.

The comments and reaction from the audience were widely scorned on social media.

Criticism of Rubiales' behaviour after Spain's win has built throughout the week, and acting Labour Minister Yolanda Diaz called his speech on Friday "unacceptable".

She wrote on social media: "The government must act and take urgent measures: impunity for macho actions is over. Rubiales cannot continue in office."

Acting Equality Minister Irene Montero said the state prosecutor and the state-run sports council CSD should act to protect Hermoso.

FIFA opened disciplinary procedures against Rubiales on Thursday after Hermoso said in a statement her union was working to defend her interests and that such acts should "never go unpunished".

Spain's World Cup-winning women's team refuses to play international games till Luis Rubiales holds office

Controversy broke out on Sunday, August 20 when Spanish football chief Luis Rubiales made headlines for all the wrong reasons despite the nation’s first FIFA Women’s World Cup victory. Present at the post-match ceremony, Rubiales sparked controversy by kissing Spanish midfielder Jenni Hermoso during the medal distribution, an act that was deemed inappropriate by the player and Spanish media. However, this was not the first time Hermoso has been in the news as he continues to be surrounded by controversies. So who is Luis Rubiales and what is his role in Spanish football?

<h2>Rubiales' early days</h2>

Coming from a playing background, the 46-year-old had a forgettable football career but yet reached the heights due to his off-field influence. Rubiales played in just 53 La Liga games, the top tier of Spanish football. He spent the majority of his career in the Spanish Segunda division (second tier) before making his debut in the top flight in August 2004 for Levante.

It was in the same city where he had started his footballing education where he graduated from Levante’s arch-rivals Valencia’s academy. He represented Guadix CF, RCD Mallorca B, UE Lleida, Xerez CD and Alicante CF. He briefly represented Hamilton Academical in the Scottish Premier League before calling time on his playing career.

<h2>Post playing career</h2>

Having stepped away from the playing ground, Rubiales did not detach from the game and was elected as the president of the Association of Spanish Footballers (ASF) in 2010. The period was filled with glory for Spanish football when they were the European champions and the World champions. He quickly became a big name in Spanish football before stamping his authority off the field in the game.

In 2018 he would run for the post of Royal Spanish Football Federation office having resigned from the earlier post in 2017. He was elected to the office and came into the limelight for a big controversial decision. On the eve of the start of the FIFA 2018 World Cup, he sacked then-Spain manager Julen Lopetegui after he announced his intention to join Real Madrid. The decision came as a surprise to many as Spain’s preparations were thrown out of the window just a day before the World Cup began.

He would later get embroiled in controversies surrounding audio documents where he was speaking on commission for hosting certain Spanish Super Cup matches. Then Barcelona player Gerard Pique was the other player in conversation as he intended to bring big teams to Saudi Arabia for the Spanish Super Cup.

Currently, under scrutiny, Rubiales has denied resigning from his office despite the controversy surrounding the kiss, calling it 'consensual'.

Who is controversial Spanish football official Luis Rubiales?

Spanish football federation (RFEF) president Luis Rubiales said on Friday he would not step down in the face of pressure from politicians, players, unions and FIFA for kissing football player Jenni Hermoso on the lips following Spain's World Cup victory.

Speaking at an RFEF emergency assembly on Friday, Rubiales complained that "false feminists" were "trying to kill me". He described the kiss as a peck that was "free, mutual and consensual".

"Is a consensual peck going to take me out of here? I won't resign. I will fight until the end," Rubiales said, drawing applause from the predominantly male audience.

Condemnation has built throughout the week of the incident which occurred while the players were being handed their medals after they beat England 1-0 in the World Cup final on Sunday. As players filed past, Rubiales grabbed Hermoso by the head and planted a kiss on her mouth.

It culminated with FIFA opening disciplinary procedures against him on Thursday after Hermoso said in a statement on Wednesday that her union was working to defend her interests and that such acts should "never go unpunished".

Rubiales initially reacted defiantly to the backlash, describing his critics as "idiots". But he swiftly backtracked, posting an apology video recorded while flying back from Sydney.

As it became apparent that his apology had not gained traction — with Prime Minister Pedro Sanchez describing it as "not enough" — regional leaders of the RFEF held a crisis meeting in Madrid on Thursday to discuss Rubiales's future and options for a potential successor, a source told Reuters.
