Indigenous leaders and school survivors on Sunday dismissed Pope Francis' expressions of pain at the discovery of 215 children's remains at a former Catholic residential school in Canada, saying the church needed to do much more. 
 
In his weekly blessing in St&nbsp;Peter's Square on Sunday, Francis said he was pained by the news about the former school for indigenous students and called for respect for the rights and cultures of native peoples. But he stopped short of the direct apology some Canadians had demanded.&nbsp; 
 
"We're all pained and saddened. Who isn't? This is a worldwide travesty," Chief of the Federation of Sovereign Indigenous Nations in Saskatchewan, Bobby Cameron, said. 
 
"How hard is it for the Pope to say: 'I'm very sorry for the way our organisation treated the First Nations people, the First Nations students during those times, we are sorry, we pray.'" 
 
The discovery last month at the Kamloops Indian Residential School in British Columbia, which closed in 1978, reopened old wounds in Canada about the lack of information and accountability around the residential school system, which forcibly separated indigenous children from their families. 
 
On Sunday, demonstrators tore down a statue of Egerton Ryerson, one of the architects of the residential school system, at the Toronto university named for him. 
 
Kamloops survivor Saa Hiil Thut, 72, said people have not been held responsible for the suffering he endured during his years at the school. 
 
"The culprits sort of get off scot-free," he said. 
 
"The Pope won't say, 'You know what? I heard there was (thousands of) cases of physical and sexual abuse in those residential schools run by our church.' He won't say that. He won't say 'There's 215 children in an unmarked grave in Kamloops and probably every residential school in Canada.'" 
 
The system, which operated between 1831 and 1996, forcibly separated about 150,000 indigenous children from their homes, with many subjected to abuse, rape and malnutrition. Most were run by the Catholic Church on behalf of the government. 
 
Canadian Prime Minister Justin Trudeau said on Friday, the church must take responsibility for its role in the schools. A spokesman for Trudeau declined further comment on Sunday. 
 
The Pope's statement "does not go far enough," said a spokesperson for Crown-Indigenous Affairs Minister Carolyn Bennett on Sunday. 
 
"(The) government calls again upon the Pope and Church to apologise for their role."

Chinese Defence Minister General Wei Fenghe on Wednesday called on Sri Lankan President Gotabaya Rajapaksa and Prime Minister Mahinda Rajapaksa and discussed ways to further cement bilateral ties, including defence cooperation and post-pandemic economic recovery.&nbsp;

Assistance in rebuilding investor confidence and attracting investments- I explained is a key priority for #SriLanka and essential in the path to economic growth of the country," Mahinda Rajapaksa said in another tweet.&nbsp;

Earlier, a Sri Lankan delegation led by Defence Secretary General Kamal Gunaratne (Retd) had a fruitful discussion with the visiting Chinese delegation led by General Wei, the Sri Lankan defence ministry said in a press release.&nbsp;

Recalling the long existed bilateral ties between two countries, General Gunaratne said China had been a 'historical ally' of Sri Lanka across a multitude of avenues including Buddhism, trade, infrastructure development and global connectivity.&nbsp;

He also appreciated the recent supportive measure extended by Beijing during the UN Human Rights Council resolution tabled against Sri Lanka, the statement said.&nbsp;

The UN body passed a strong resolution, which establishes a new accountability process to collect, analyse and preserve evidence of international crimes allegedly committed in Sri Lanka for use in future prosecutions. &nbsp;

"We are looking forward to work together with Sri Lanka to enhance practical cooperation and to promote bilateral relations to a greater extent,” said Wei, while highlighting the existing military ties between two countries.&nbsp;

The Chinese defence minister also launched the official website of the Chinese National Defence University Alumni Association of Sri Lanka, the statement said. &nbsp;

The two sides also signed a military assistance protocol, it said. &nbsp;

After this, Mikhail Mishustin, the head of the country's tax service was chosen as the prime minister. More members of the cabinet will be announced shortly.

Putin's recent changes in the Russian polity triggered fears of the president trying to indefinitely extend his power. The constitutional amendment put forth by Putin would create new centres of power outside of the presidency.

So thanks, but I think it would be better not to return to that situation", he added.

China's ruling Communist Party will hold a long-delayed leadership meeting next week, state media said Thursday, as Beijing battles unrest in Hong Kong, a lingering trade war, and a slowing economy.

The Fourth Plenum of the party's Central Committee is a closed-door meeting of high-ranking officials where the country's roadmap and future direction is discussed.

Next week's meet will run from October 28 to 31 in Beijing and will be the first since February 2018.

State news agency Xinhua said the dates were confirmed at a meeting Thursday of the Central Committee Political Bureau, chaired by President Xi Jinping.

The state-run Global Times said on Twitter that the Politburo would update on "upholding and improvement of the socialist system with Chinese characteristics, including modernising the country's governance system and capacity."

Many of the country's most significant policies have been announced after plenum meetings, with the last one in February 2018 focused on a reform plan for state institutions, giving even more power to the party.

The one before that approved the scrapping of presidential term limits, allowing Xi to stay in office for life.

'National interests'

While the CCP's constitution says there must be a plenum at least once per year, next week's long-awaited conclave will end a significant delay between sessions.

Experts at the Center for Strategic and International Studies (CSIS) said holding the plenum in October would represent the longest hiatus since 1977.

Their analysis in August concluded that most plenums occur every 300 to 400 days, but this one would mark a delay of at least 580 days.

While the long wait has sparked speculation that Xi is facing power struggles or opposition within the party leadership, the CSIS said a simpler explanation is possible,&nbsp;that the delay marks a balancing out after the last two plenums were held very close together, in January and February 2018.

"Since the Third Plenum, Xi has convened two extraordinary meetings of all the top Party, State and Military leaders," wrote China-watcher Bill Bishop on Monday on his Sinocism blog.

The ability to call such high-profile meetings reflects Xi's power and authority, he added.

Eleanor Olcott, the China policy analyst at research firm TS Lombard, said the plenum was likely to focus on governance and strengthening party control, as well as six new free trade zones and greater autonomy for the southern city of Shenzhen, just over the border from Hong Kong.

"Xi has been keenly stressing all of the hazards to the party, outlining what are the greatest threats to the party," she said.

"Any moves to alter the CCP governance format will be framed as based on China's own national interests rather than a result of external pressure. The context of the trade war makes this all the more important.

"This plenum will be part of Beijing's propaganda campaign against foreign 'black hands' seeking to subvert the PRC."

Beijing marked the 70th year of Communist rule in China earlier this month with an enormous military parade that showed off the country's military strength.

Three days after proclaiming himself Venezuela's head of state, Juan Guaido wrote to the United Nations Secretary-General Antonio Guterres asking for help in tackling the country's urgent humanitarian crisis.

But Venezuela's seat at the 193-member world body is held by <a href="http://www.wionews.com/world/maduro-vs-guaido-who-is-backing-whom-193331">President Nicolas Maduro</a>'s government and Guterres is unable to ramp up a humanitarian response in Venezuela without Maduro's approval or UN Security Council authorization.

"The United Nations are ready to increase their activities in Venezuela in the areas of humanitarian assistance and development," Guterres told Guaido in a letter dated January 29 and seen by Reuters on Wednesday. "For that, the United Nations need, however, the consent and cooperation of the Government."

The exchange illustrates how a US-led campaign for international recognition of Guaido over Maduro has left the UN and other international organizations caught in the middle of global division over the issue.

Most Latin American countries, Canada and European nations have recognised Guaido or are on the verge of doing so. But these rapid endorsements have triggered angry responses from Russia, China and a few left-leaning Latin American states, and wariness from some African and Caribbean nations.

Guterres noted that in his relations with UN member states he respects "the decisions of the intergovernmental bodies, particularly the General Assembly and the Security Council."

The General Assembly allows each UN nation one vote, while the five permanent members of the Security Council, charged with maintaining international peace, include Russia and China.

The international split is also hampering swift decisions at other multilateral groups like the Washington-headquartered International Monetary Fund and the World Bank, whose recognition of the Guaido government could eventually help get sorely-needed loans to Venezuela.

Maduro's government has denied that there is a humanitarian crisis in the country, blaming economic problems on sanctions. Venezuela is struggling with hunger, preventable diseases and hyperinflation forecast at 10 million per cent in 2019.

UN VOTE?

The quickest way for a country or countries to try and deprive Maduro's government of Venezuela's UN seat would be to present a draft resolution to the General Assembly for a vote. However, diplomats said that such a move could not currently garner the majority support needed to be successful.

"We do think there will be appropriate resolutions when the time is right and we'll certainly support those. They won't come just from us, they'll come from other nations who care deeply about the Venezuelan people as well," US Secretary of State Mike Pompeo told reporters at the UN on Saturday.

Maduro was sworn in on January 10 for a second term in office after elections last year that was widely dubbed illegitimate, while Guaido took the helm of the elected National Assembly earlier this month and on January 23 proclaimed himself the country's rightful leader.

A heated Security Council meeting on Saturday revealed the bitter divide over the crisis.

When asked about the possibility of a showdown over Venezuela's UN seat, Russian UN Ambassador Vassily Nebenzia said Maduro's government was legitimate and there was no need to challenge its credentials.

The UN has previously had to address competing claims for representation at the world body.

In September 2011, the General Assembly approved a Libyan request to accredit envoys of the country's interim government as Tripoli's sole representatives at the world body, effectively recognising the National Transitional Council. The move came after the United States, Russia, China and European nations had all recognised that council.

So far, Guaido has named envoys to Washington and the Organization of the American States regional bloc. The Bharatiya Janata Party on Monday claimed that several Delhi Congress leaders were seen eating at a restaurant before sitting on the protest and observing the fast at Rajghat.

To back its claim, BJP leader Harish Khurana shared an image on Twitter in which the Congress leaders are seen eating 'chhole bhature'.

He claimed in his tweet that while the Congress party has called others for holding fast at Rajghat, leaders of the party are enjoying Chhole Bhature sitting in a restaurant.

The Congress, meanwhile, said that the photo was taken before 8am.

"Photograph is of before 8 am, this is symbolic fast from 10.30 am to 4.30pm, it is not an indefinite hunger strike. This is what is wrong with these (BJP) people, instead of properly running the country, they concentrate on what we eat," Congress leader Arvinder Singh Lovely said.

Congress leaders seen feasting before their 5-hour Rajghat fast

Mumbai terror attack mastermind Hafiz Saeed and other leaders of the JuD and the FIF are still freely using the banned groups&#39; offices despite Pakistan&#39;s claims that all the assets of the two outfits have been seized and their bank accounts frozen, an official said on Tuesday.

The government last month had taken over the Jamaat-ud-Dawa&#39;s famous Muridke Markaz and Lahore&#39;s headquarters of Masjid Al Qadsia in Chauburji. But on ground neither Saeed and his supporters left the JuD&#39;s Chauburji headquarters nor that of Muridke and other offices of JuD and the Falah-i-Insaniyat Foundation (FIF) in the country.

&quot;Since the government has taken over the control of JuD headquarters in Lahore in mid last month, Saeed delivered three Friday sermons in three successive weeks there in the presence of a large number of his supporters. The government could only deploy its administrator at Al Qadsia while the JuD men are operating from there the way they used to,&quot; an official of the Punjab government said on Tuesday.

A similar arrangement was made at JuD&#39;s Muridke headquarters, he added.

&quot;The government has not barred Saeed and activists of his charities from using the JuD headquarters in Lahore and Muridke, and other offices of the two organisations,&quot; he said.

The government had initiated action against Saeed&#39;s organisations in pursuance of an ordinance issued by President Mamnoon Hussain in February amending the Anti-Terrorism Act of 1997, and allowing the state to proscribe UNSC-listed organisations, some of which had been exempt from prosecution.&nbsp;

The move had also come in the backdrop of a meeting of the Financial Action Task Force (FATF), an intergovernmental money-laundering watchdog, that put Pakistan on a grey list.

At the FATF meeting in Paris last month, Saeed and his &quot;charities&quot; were top on the list of the groups that the FATF wanted Pakistan to act against.

Pakistan last week vowed to take further actions to address certain &quot;deficiencies&quot; highlighted by the FATF in its anti-money laundering and counter-terror financing framework.&nbsp;

The JuD is believed to be the front organisation for the LeT which is responsible for carrying out the Mumbai attack that killed 166 people. It has been declared as a foreign terrorist organisation by the US in June 2014.

Mumbai terror attack mastermind Hafiz Saeed and other leaders of the JuD and the FIF are still freely using the banned groups' offices despite Pakistan's claims that all the assets of the two outfits have been seized and their bank accounts frozen, an official said on Tuesday. The government last month had taken over the Jamaat-ud-Dawa's famous Muridke Markaz and Lahore's headquarters of Masjid Al Qadsia in Chauburji. But on ground neither Saeed and his supporters left the JuD's Chauburji headquarters nor that of Muridke and other offices of JuD and the Falah-i-Insaniyat Foundation (FIF) in the country. "Since the government has taken over the control of JuD headquarters in Lahore in mid last month, Saeed delivered three Friday sermons in three successive weeks there in the presence of a large number of his supporters. The government could only deploy its administrator at Al Qadsia while the JuD men are operating from there the way they used to," an official of the Punjab government said on Tuesday. A similar arrangement was made at JuD's Muridke headquarters, he added. "The government has not barred Saeed and activists of his charities from using the JuD headquarters in Lahore and Muridke, and other offices of the two organisations," he said. The government had initiated action against Saeed's organisations in pursuance of an ordinance issued by President Mamnoon Hussain in February amending the Anti-Terrorism Act of 1997, and allowing the state to proscribe UNSC-listed organisations, some of which had been exempt from prosecution. The move had also come in the backdrop of a meeting of the Financial Action Task Force (FATF), an intergovernmental money-laundering watchdog, that put Pakistan on a grey list. At the FATF meeting in Paris last month, Saeed and his "charities" were top on the list of the groups that the FATF wanted Pakistan to act against. Pakistan last week vowed to take further actions to address certain "deficiencies" highlighted by the FATF in its anti-money laundering and counter-terror financing framework. The JuD is believed to be the front organisation for the LeT which is responsible for carrying out the Mumbai attack that killed 166 people. It has been declared as a foreign terrorist organisation by the US in June 2014. Punjab law minister Rana Sanaullah Khan said the officials from various government departments had been appointed as administrators of JuD's offices to oversee the working of welfare-oriented facilities like dispensaries and schools. To a question about as why the JuD leadership including Saeed had not been stopped using the JuD headquarters in Lahore and Muridke, the minister said: "We have taken over all JuD and FIF facilities including schools, dispensaries, offices and seminaries. These are now in the government's control." &nbsp;US Secretary of State Rex Tillerson meets his EU and NATO counterparts in Brussels today to shore up ties, with allies insisting he still plays a &quot;key role&quot; despite doubts over his future.

Tillerson will hold talks over lunch with European Union foreign ministers and the bloc&#39;s diplomatic chief Federica Mogherini, before a two-day NATO meeting set to focus on North Korea&#39;s missile programme and concerns over perceived hostility from Russia.

But his visit comes against a difficult backdrop - a rift with President Donald Trump has led to reports he could be replaced within weeks, calling into question his authority to speak for Washington.

And there are major differences between Washington and Europe on a number of key policy areas, notably the Iran nuclear deal which Trump has vehemently condemned but which Brussels is desperate to preserve.

NATO chief Jens Stoltenberg said yesterday it was vital international powers worked together to tackle the North Korean crisis, after Pyongyang tested a long-range missile it said could hit anywhere in the continental United States.

&quot;Last week&#39;s launch of an intercontinental ballistic missile showed that all allied nations could be within range,&quot; Stoltenberg said yesterday.

&quot;The whole world needs to apply maximum pressure on North Korea in order to achieve a peacefully negotiated solution.&quot;

He said the 29-member alliance had been &quot;clear and consistent&quot; in its condemnation of Pyongyang&#39;s weapons programme, which has seen the reclusive state carry out a series of ballistic missile and nuclear tests in defiance of international sanctions.
