"He (Siddaramaiah) didn't listen to the Congress high command when they gave certain directives and that is why the govt didn`t last. After leaving Congress, setting up a regional entity is something that I did, does Siddaramaiah have guts to do anything for regional pride?", he added.

The petition said the July 17 order was passed without even arraying the Congress Legislature Party which has 79 MLAs in the Assembly. It further said under the Tenth Schedule a political party has a constitutional right to issue a whip to its legislators. 
 
The court had ruled that 15 MLAs from the Congress and JD-S cannot be compelled to participate in the House proceedings.

Karnataka crisis: Heated debate on in Assembly as deadline set by Governor ends

Janata Dal Secular-Congress coalition government, led by Chief Minister HD Kumaraswamy, will face its trust vote in the state Assembly on Thursday.

The discussion on the vote of confidence will start at around 11 am in the Assembly.

Kumaraswamy on Wednesday issued whip to all 37 MLAs of JD(S) including three rebel legislators Narayana Gowda, Gopalaiah and H Vishwanath to be present in the Assembly at the time of trust vote.

Kumaraswamy has warned that if MLAs do not attend the House and vote against the party whip even after attending the session on the day of trust voting, action will be initiated under the rule of Anti-Defection Law and that MLA will be disqualified from his post.

Meanwhile, senior Congress MLA Ramalinga Reddy, who was amongst the dissident legislators, on Wednesday confirmed that he will remain in the party and vote in favour of Karnataka coalition government in the state Assembly.

Reddy, who along with nine Congress-JD(S) MLAs resigned on July 6, had said that he tendered his resignation due to party's internal matters.

Kumaraswamy had on sought permission from Speaker KR Ramesh Kumar to face a floor test during the ongoing session of the Assembly.

A bench of Supreme Court comprising of Chief Justice Ranjan Gogoi and Justices Deepak Gupta and Aniruddha Bose had observed that 15 rebel MLAs cannot be forced to take part in the proceedings of the House.

It, however, added that Speaker K R Ramesh Kumar cannot be forced to decide within a time frame on the resignations of the rebel MLAs.

Mukul Rohatgi, the lawyer of rebel MLAs, said: "Because of the trust vote on Thursday, the Supreme Court has said two important things -- 15 MLAs will not be compelled to attend the House tomorrow. All 15 MLAs are given the liberty that may or may not go to the House tomorrow."

The plea was filed by Pratap Gouda Patil, Ramesh Jarkhiholi, Byrati Basavaraj, BC Patil, S T Somashekar, Arbail Sivaram Hebbar and Mahesh Kumathalli from the Congress and K Gopalaiah, H D Vishwanath and Narayan Gowda from the JDS.

Five other rebel MLAs — K Sudhakar, Roshan Baig, MTB Nagaraj, Muniratna and Anand Singh — had approached the court on July 13 contending they had resigned "voluntarily" and that their resignation must be accepted by the Speaker.

The 13-month-old Congress-JDS government had slumped into crisis after these MLAs resigned from the membership of the Assembly earlier this month.

The state Assembly has 225 members, including one nominated MLA. The halfway mark in the 225-member Assembly is 113.

Rebel Congress leader Ramalinga Reddy has skipped his meeting with Karnataka Assembly Speaker K R Ramesh, who had called him to check whether he had resigned voluntarily. Reddy, who was among the dissident Congress MLAs, was called by the Speaker on Monday evening to check whether his resignation was on his own volition and voluntary so that the presiding officer could take a decision on the resignation."I went to see doctor, it got delayed. Meet Karnataka Assembly Speaker at 6pm today: Supreme Court directs rebel Karnataka MLAs

As the political situation gets precarious in the state, Karnataka Assembly Speaker KR Ramesh Kumar on Tuesday said that he has written to the Governor Vajubhai Vala apprising him on the ongoing crisis in the state and asked the rebel MLAs to meet him. 
 
"Have written to Governor that none of the rebel MLAs have met me. He has expressed confidence that I'll uphold constitutional norms. Out of 13 resignations, 8 are not according to law. I've given them time to present themselves before me," he said. 
 
The Speaker also said he has received a petition from Congress Legislature Party leader Siddaramiah seekig disqualification of the dissident MLAs. 
 
Earlier today, Congress leader Siddaramaiah had said that his party would seek the disqualification of the rebel legislators for their alleged anti-party activities.&nbsp;

After the Congress Legislative Party (CLP) meeting, the party also urged Speaker KR Ramesh Kumar to ban these MLAs, who have "colluded" with the BJP, from contesting elections for at least six years.

"The CLP has decided to submit a petition to the Speaker seeking disqualification of the members who are trying to resign from their membership. Not only to disqualify them, but they shall not be allowed to contest the election for the next six years," Siddaramaiah told reporters after the meeting.

Congress leaders have repeatedly accused the BJP and the Central government of orchestrating the current crisis in the state, a charge the BJP has denied. 
 
"The BJP doesn't want the Congress to be in power anywhere, be it in Madhya Pradesh, Rajasthan or Karnataka. They are conspiring to topple the government in Karnataka," alleged Congress leader in the Lok Sabha Adhir Ranjan Chowdhury on Monday.

However, BJP leaders have asserted that the Saffron Party has nothing to do with the ongoing crisis in Karnataka.

Responding to Congress leader Adhir Ranjan Chowdhury who accused the BJP of engineering defections to destabilise the ruling Congress-JD(S) coalition, Defence Minister Rajnath Singh said that his party does not believe in politics of horse-trading and is committed to parliamentary democracy.

Former chief minister and BJP's state unit president BS Yeddyurappa on Monday demanded the resignation of chief minister HD Kumaraswamy, saying the Congress-JD(S) government in the state has lost the majority.

The BJP has made it clear that if a new government is formed in the state, Yeddyurappa will become the chief minister.

Meanwhile, chief minister HD Kumaraswamy on Monday claimed that the current crisis in the state will be resolved and the government will run smoothly. The Chief Minister's statement came after 21 state minister of the Congress stepped down from their positions. As the political situation gets precarious in the state, Karnataka Assembly Speaker KR Ramesh Kumar on Tuesday said that he has written to the Governor Vajubhai Vala apprising him on the ongoing crisis in the state and asked the rebel MLAs to meet him. "Have written to Governor that none of the rebel MLAs have met me. He has expressed confidence that I'll uphold constitutional norms. Out of 13 resignations, 8 are not according to law. I've given them time to present themselves before me," he said. The Speaker also said he has received a petition from Congress Legislature Party leader Siddaramiah seekig disqualification of the dissident MLAs. Earlier today, Congress leader Siddaramaiah had said that his party would seek the disqualification of the rebel legislators for their alleged anti-party activities. After the Congress Legislative Party (CLP) meeting, the party also urged Speaker KR Ramesh Kumar to ban these MLAs, who have "colluded" with the BJP, from contesting elections for at least six years. "The CLP has decided to submit a petition to the Speaker seeking disqualification of the members who are trying to resign from their membership. Not only to disqualify them, but they shall not be allowed to contest the election for the next six years," Siddaramaiah told reporters after the meeting. Congress leaders have repeatedly accused the BJP and the Central government of orchestrating the current crisis in the state, a charge the BJP has denied. "The BJP doesn't want the Congress to be in power anywhere, be it in Madhya Pradesh, Rajasthan or Karnataka. Responding to Congress leader Adhir Ranjan Chowdhury who accused the BJP of engineering defections to destabilise the ruling Congress-JD(S) coalition, Rajnath Singh said that his party does not believe in politics of horse-trading and is committed to parliamentary democracy.

Singh suggested that senior leaders of the Congress are resigning from their posts as a result of Gandhi`s decision and statement. "The process of resignations continues. BJP has nothing to do with it," he said.&nbsp;

Twenty-one ministers of the Congress in Karnataka have resigned voluntarily from the cabinet, while an Independent MLA, who was inducted as minister last month, withdrew support from the government. All JD(S) ministers have resigned too.

Meanwhile, chief minister Kumaraswamy, who had to cut short his US visit and return to Bengaluru on Sunday, said that the current political crisis in the state will be resolved and the government will run smoothly.

DV Sadananda Gowda of BJP said the MLAs thought it's high time to come out of that party as they felt that continuing as MLAs was not good in the larger interest of their constituency and the state.

When asked whether BJP will form the government, he said Governor is the supreme authority. ''As per the constitutional mandate if he (Governor) calls us, certainly we are ready to form the government. We are the single largest party, we have got 105 people with us,'' he said.

Meanwhile, according to the latest report, three Karnataka Congress MLAs ST Somashekar, Byrathi Basavaraj and Munirathna, who had resigned, want former Karnataka CM Siddaramaiah to be made the Chief Minister.

The BJP and Yeddyurappa had earlier predicted the collapse of the coalition after the Lok Sabha poll results, claiming that 20 odd Congress MLAs were unhappy and may take "a decision" anytime.

This government is tolerant, but it is not incapable and knows how to deal with situations, said the 59-year-old chief minister.

He will spend the night at a government higher primary school in Karegudda under Manvi Taluk of the district as part of his 'Grama Vastavya' programme. This is the chief minister's second such stay, the first was in Chandaraki village in Yadgiri district.

Meanwhile, the Karnataka BJP condemned the chief minister's outburst and threatened to stage state-wide agitations if Kumaraswamy did not apologise to the masses.

BJP MLC and spokesperson N Ravi Kumar said Kumaraswamy seemed to have forgotten that he is the chief minister of 6.5 crore people of the state and not only of some Janata Dal (Secular) workers and legislators.

Kumar said the chief minister's act was against democracy.

"This is against democracy. The chief minister should immediately seek an apology from the people. He should call them and hear them. If this continues, the BJP will agitate against him across the state," Kumar told PTI.

He reminded the chief minister that the purpose of the "Grama Vastavya" programme was to address the grievances of farmers, workers, women, children and people at large.

Karnataka BJP chief B S Yeddyurappa on Monday dismissed chief minister H D Kumaraswamy's 'Grama Vastavya' (overnight stay in villages) programme as a "drama" and said people need relief from the "daily street fight" between Congress and JD(S) leaders.

The chief minister is wasting crores of rupees in the name of 'Grama Vastavya', he alleged and claimed that the government spent Rs 1 crore on Kumaraswamy's stay at Chandaraki village in Yadgir district last week as part of the programme.

'Grama Vastavya' is aimed at taking the administration to the people.

Internal squabble in the ruling Congress-JD(S) coalition has created an atmosphere that the government may collapse any time, Yeddyurappa claimed, asking Kumaraswamy as to when people would get relief from his administration that has lost direction. 
 
"During his stay at Chandaraki village in Yadgir district last week- just imagine- he (CM) claims to be a simple man and boasted that state's exchequer will be burdened if he travels by helicopter, Rs 1.22 crore was spent for luxury, food and other things- you (CM) should be ashamed," the BJP leader said

"Preparations are on for the chief minister's Grama Vastavya at Karegudda in Raichur on June 26, here also he will be spending a minimum of Rs 1 crore," Yeddyurappa told reporters, as he hit out at Kumaraswamy for boasting about his simplicity, while "running the administration from a five star hotel."

Kumaraswamy did the first 'Grama Vastavya' at Chandaraki village on Friday, while his stay at Herurvillage in Kalaburagi rural taluk on Saturday was postponed due to heavy rain.

The state BJP on Monday released a book "Grama Vastavya - Zero Performance" that lists out the current status of about 42 villages that Kumaraswamy had visited during his first stint as chief minister in 2006-07.

The leader of the opposition also alleged that 'Grama Vastavya' showed that the chief minister is unable to implement the decisions that are taken in the state capital at the local level.&nbsp;

He has lost control over the bureaucracy and does not have faith in his district in-charge ministers, Yeddyurappa said.

"At the time when science and technology in the country have progressed, why are you playing the 'Grama-Drama' of solving the issues through Grama Vastavya? Isn't this a publicity gimmick? Will you come out with a white paper about your achievements in previous Grama Vastavya," he asked.

Yeddyurappa hit out at Kumaraswamy for allegedly running the administration from a five-star hotel.

"Mr chief minister, when will people get relief from your administration that has lost direction and from the daily street fight of your coalition parties?" he asked.

"Watching and reading about street fighting between Congress-JD(S) leaders, people are cursing. There is loot taking place every day at government departments, still CM is making speeches about developing the state- when is the relief from such illusion?" he said.

To a question, Yeddyurappa said, "Very soon there will be relief (from this government), we will have to wait a bit. Elected representatives have to get that relief. Elected representatives have to respond to concerns of the people, they have to give, who else can give?"

Yeddyurappa after releasing the book, posed questions to the chief minister on a host of issues including farmer suicides, IMA Jewels fraud, government's decision to sell 3,667 acres of land to JSW Steel in Ballari, among others.

"Do you have any answer for 1,500 farmer suicides, when you are running a luxury administration from 5-star hotel? You had promised to waive farmers loan worth Rs 48,000 crore within 24 hours after coming to power, but despite 13 months no loan waiver, also new loans are not available... Do people have to believe in you?" he asked.

Yeddyurappa said while there was a situation of drought in the state and scarcity of water and fodder for animals, the chief minister was indulging in the "drama" of Grama Vastavya.

Claiming that the chief minister ate biriyani with Mohammed Mansoor Khan who was behind the alleged IMA Jewels scam in which thousands of people belonging to the minority community were duped, he questioned Kumaraswamy's silence over the demand by those affected and the opposition for a CBI inquiry.

Yeddyurappa also asked Kumaraswamy as to how much "kick-back" he has received, as he pointed at the state cabinet's decision to sell 3,667 acres of land in Ballari to JSW Steel at the "low price" of Rs 1.22 lakh per acre.&nbsp;

Earlier during the day, Gowda had hinted on a possible rift between the Congress-JD(S) alliance in Karnataka.

Deve Gowda said, "The leaders of the party(Congress) are worried that they will perish if they continue to go forward with us. They are observing extreme caution in maintaining the coalition government. To ensure this they have even taken a cabinet berth that was allotted to the JD(S). We are just enduring everything and moving forward."

When questioned over the possibility of mid-term polls, the JD(S) supremo said 'There is no doubt that it will be held. They had promised to support this government for five years. But their behaviour is out in the open for everyone to see. People are aware of this'.

He also slammed the Congress saying the behaviour of the party " has not been appropriate".

Gowda's statements came just a day after reports indicated&nbsp;that former CM Siddaramaiah had suggested to Rahul Gandhi to break away from the coalition as it was doing more harm than good to the Congress party. Though Siddaramaiah denied making such suggestions, his previous clashes with chief minister Kumaraswamy and HD Deve Gowda did not let it slide away.

While speaking at an event on Tuesday HD Kumaraswamy said that he was in immense pain while managing the government in the state.&nbsp;'I can't tell you the pain. From outside I may be the CM. But every day I'm going through pain, but if I tell you who'll solve the problems of the people?’ said Kumaraswamy on June 18.&nbsp;

However, reacting to his father's statement on mid-term polls the Chief Minister said that Deve Gowda was talking about urban local body elections and that he is confident that the government will run for another &nbsp;4 years.

"There is no doubt that there will be mid-term polls. They said they will support us for 5 years but look at their behaviour now. Our people are smart," the JD(S) chief said.

Earlier on Tuesday, Karnataka chief minister Kumaraswamy had hinted at the growing differences within the ruling coalition.

"I promise I will fulfil your expectations. I can't express the pain I am going through every day. I want to express it with you, but cannot. But I need to solve the pain of people of the state. I have the responsibility of running the government smoothly," he said at an event in Channapatna in Karnataka.&nbsp; 
 
However, senior Congress leader and former Karnataka chief minister Siddaramaiah refuted the reports of any rift between JD(S) and Congress. "There is absolutely no threat to the government in Karnataka, there is no problem. They (BJP) are trying desperately but they will not succeed," he said.&nbsp; 
 
In the 225-member state Assembly, Congress has 79 MLAs while JD(S) has 37. The BJP is the single largest party with 105 members.
