Karnataka, the southern state whose capital Bengaluru is called India's Silicon Valley, is in the middle of a controversy over a government bill to mandate reservation for locals in private jobs. The latest in the row was over a post by Karnataka Chief Minister&nbsp;Siddaramaiah, on '100 per cent job reservation' for Kannadigas, which he subsequently deleted and amended.

The labour minister of the state said that reservations are capped at 70 per cent for non-management roles and 50 per cent for management-level positions.

After major backlash, Karnataka government late on July 17 evening put the&nbsp;bill for Kannadiga quota in private sector jobs on hold. Chief Minister Siddaramaiah govt said it will 'relook' at the bill.

<h2>What is Kannadigas reservation bill?</h2>

The legislation aims to bring in more than 50 per cent&nbsp;reservations for Kannadigas in some specific categories of private jobs.&nbsp;

Formally called 'Karnataka State Employment of Local Candidates in the Industries, Factories and Other Establishments Bill, 2024', it was cleared by the state cabinet on Monday (July 15). It is expected to be tabled in local legislature on Thursday.

As per the text of the bill, any industry, factory or other establishments shall appoint "50 per cent of local candidates in management categories and 70 per cent in non-management categories."

<h2>What did the chief minister say about Kannadiga job reservation?</h2>

In the now-deleted post, Siddaramaiah had said there would be "100 per cent reservation" for Kannadigas in all Group C and Group D jobs in private companies.

"The Cabinet meeting held yesterday &nbsp;approved a bill to make recruitment of 100 per cent Kannadigas mandatory for 'C and D' grade posts in all private industries in the state," Siddaramaiah said in the earlier post.&nbsp;

It was soon deleted and replaced by a new post after state labour minister Santhosh S Lad made a clarification.

Lad told the news agency ANI: "At management [level] it has been decided to provide reservation to 50% of the people. At the non-management level, it has been decided to provide work to 70 per cent...If such skills are not available, people can be outsourced and they can be given work here. But the government is trying to bring in a law to give preference to locally available skills - if it is available here."

Later in the amended post, the chief minister said: "The cabinet meeting held on Monday approved the bill to fix 50% reservation for administrative posts and 75% for non-administrative posts for Kannadigas in private industries and other organizations of the state.

It is our government's wish that the Kannadigas should avoid being deprived of jobs in the land of Kannada and should be given an opportunity to build a comfortable life in the motherland. We are a pro-Kannada government. Our priority is to look after the welfare of the Kannadigas."

<h2>'Fascist and regressive’: Why is Kannadiga reservation job reservation bill a contentious issue?</h2>

Karnataka&nbsp;attracts millions of workers from other states as well as from around the world, working mainly in software engineering firms and startups.

While private job reservations may be a boon for Kannadigas and political capital for the Congress party government of Siddaramaiah, it will not go down well with either the companies which bring in massive tax revenues for the state, or job seekers from other states and countries.

Some of the reactions were harsh, with critics calling the bill fascist and regressive.

TV Mohandas Pai wrote on X: “This bill should be junked. It is discriminatory, regressive and against the constitution."

Karnataka Kannadiga reservation: Bill put on hold after CM Siddaramaiah's '100 pc reservation' post row

The Karnataka Legislative Assembly recently approved a bill mandating the prominent use of Kannada on signboards across the state. This measure, introduced during the ongoing budget session, received overwhelming support and is poised to transform language usage in various sectors.

Under the new legislation, named the Kannada Language Comprehensive Development (Amendment) Bill, 2024, businesses failing to comply face license cancellations. Kannada and culture minister Shivaraj Tangadagi emphasised the government's commitment to enforcing compliance through stringent rules.

<h2>What are the key provisions of the bill?</h2>

According to the bill&nbsp;stipulations, Kannada must occupy 60 per cent&nbsp;of the space on name boards, particularly in commercial, industrial, and healthcare establishments.

The legislation also outlines the formation of a State Level Committee to oversee implementation, with the director of the Directorate of Kannada and Culture and the secretary of the Kannada Development Authority playing pivotal roles.

To ensure adherence, the government plans to introduce fines for violations and establish task forces and enforcement wings in each district. Additionally, committees in Bengaluru's municipal zones will address complaints, supported by a dedicated app called 'Kangavalu'.

The decision to introduce this bill stemmed from widespread protests by pro-Kannada groups, following incidents of non-compliance by businesses, particularly in Bengaluru. Governor Thaawarchand Gehlot's advice to present the ordinance as a bill underscored the legislative route for its approval.

Karnataka: Siddaramaiah government to take ordinance route to enforce 60% Kannada on hoardings

The southwestern state of Karnataka in India has been embroiled in a language row after pro-Kannada activists went on a rampage, holding violent protests and demanding that ‘60 per cent&nbsp;Kannada’ be used on all signboards across shops and other establishments,&nbsp;

In the state capital of Bengaluru, activists of Karnataka Rakshana Vedike (KRV) stormed into businesses and tore down English signage on Wednesday (Dec 27). The protesters, wearing yellow and red scarves (the colours of the Kannada flag)&nbsp;destroyed multiple properties&nbsp;and only stopped after police intervened and arrested a few of the miscreants.&nbsp;

"People from various states are doing business in Bengaluru. But they don't put Kannada nameplates on their shops. They are only putting up the nameplates of their shops in English,"&nbsp;said KRV President TN Narayan Gowda.

"If they want to stay back in Bengaluru&nbsp;then they have to put nameplates on their shops in Kannada or else they have to move from Karnataka to other states," he added.&nbsp;&nbsp;

The protest came a day after the Bengaluru municipality (Bruhat Bengaluru Mahanagara Palike) passed an order saying it would suspend licenses for shops, hotels and malls if they do not comply with the&nbsp;60 per cent Kannada rule on signboards by February 28. The guideline states that more than half of a signboard should read in Kannada.&nbsp;

India: What is 60% Kannada rule that led to vandalism in Bengaluru?

South-India has a rich theatrical legacy. Among Karnataka's many stalwarts was Girish Karnad who wrote his first play Yayati&nbsp;in Kannada in 1961. B. V. Karanth, the iconic director of the National School of Drama, set up Benaka, one of Bengaluru's oldest theatre groups. Be it folk stories, social plays, experimental narratives or street performances, Telugu theatre too has always been diverse, responsive to the times it is created in and also rooted in tradition.

In cognisance of Karnataka, Andhra Pradesh and Telangana's deep interest in literature, performing arts, and social issues, Zee Theatre now brings its rich repertoire of socially relevant themes to the Kannada and Telugu-speaking audience. Be it stories rich with emotion, historic narratives, suspense thrillers, legal dramas or socially relevant themes, audiences will be now able to see these teleplays (plays recorded for television) in Kannada and Telugu.

These teleplays address issues like gender violence, class struggle, patriarchy, and colourism and depict the stark contrast between the privileged and the marginalised.

Gunehgaar&nbsp;is about the fault lines in the justice system while Gudiya Ki Shaadi, Maa Retire Hoti Hai,&nbsp;Purush, and Ok Tata Bye Bye&nbsp;reveal different shades of patriarchy.

Agnipankh&nbsp;explores feudalism while Sir Sir Sarla&nbsp;is about the social restrictions placed upon love. Rishton Ka Live Telecast&nbsp;and Shyam Ki Mummy are relatable family dramas. Internal Affairs&nbsp;is about contemporary relationships while Wrong Turn&nbsp;portrays the cycle of cause and effect in human lives. Court Martial addresses casteism and Sach Kahoon Toh&nbsp;is an intriguing legal thriller.

In these thoughtfully curated and archived plays, audiences in Karnataka, Telangana &amp; Andhra Pradesh will also meet a wide range of relatable characters grappling with universal issues and conflicts.

Shailja Kejriwal, Chief Creative Officer - Special Projects, ZEE, says, "Theatre cannot be restricted to just one language. It is rooted in universal concerns and speaks to and for all human beings. This is one of the reasons why we have strategized to make our offerings accessible to culturally vibrant states like Karnataka, Telangana &amp; Andhra Pradesh. We are trying to ensure that no linguistic barrier can restrict the reach of powerful teleplays like Court Martial and Purush&nbsp;or even a social comedy like Gudiya’ Ki Shaadi&nbsp;which is an incisive comment on sexism and patriarchy.” &nbsp;&nbsp;

Even though the content will play in the original language, the subscribers have the power to switch from Hindi to the language (Kannada &amp; Telugu) through their remote (Dish TV &amp; D2h – Yellow Button; Airtel Digital TV &amp; Tata Play – Blue Button).

These plays will be aired every Sunday at 2 pm and 8 pm starting from July 2023 in a segment titled, 'South Special Theatre.' The plays will be available on Tata Play Theatre in Kannada and on Airtel Theatre &amp; Dish TV &amp; D2H Rangmanch Active in Kannada as well as Telugu.

The Dravidian language family, consisting of 80 varieties spoken by nearly 220 million people across southern and central India, originated about 4,500 years ago, a study has found.

This estimate is based on new linguistic analyses by an international team, including researchers from the Max Planck Institute for the Science of Human History in Germany, and the Wildlife Institute of India in Dehradun.

The researchers used data collected first-hand from native speakers representing all previously reported Dravidian subgroups. The findings, published in the journal Royal Society Open Science, match with earlier linguistic and archaeological studies.

South Asia, reaching from Afghanistan in the west and Bangladesh in the east, is home to at least six hundred languages belonging to six large language families, including Dravidian, Indo-European and Sino-Tibetan.

&nbsp;The Dravidian language family, consisting of about 80 language varieties (both languages and dialects) is today spoken by about 220 million people, mostly in southern and central India, and surrounding countries.

The Dravidian language family&rsquo;s four largest languages &mdash; Kannada, Malayalam, Tamil and Telugu &mdash; have literary traditions spanning centuries, of which Tamil reaches back the furthest, researchers said.

Along with Sanskrit, Tamil is one of the world&rsquo;s classical languages, but unlike Sanskrit, there is continuity between its classical and modern forms documented in inscriptions, poems, and secular and religious texts and songs, they said.

&nbsp;&ldquo;The study of the Dravidian languages is crucial for understanding prehistory in Eurasia, as they played a significant role in influencing other language groups,&rdquo; said Annemarie Verkerk of the Max Planck Institute for the Science of Human History.

Neither the geographical origin of the Dravidian language nor its exact dispersal through time is known with certainty.

The consensus of the research community is that the Dravidians are natives of the Indian subcontinent and were present prior to the arrival of the Indo-Aryans (Indo-European speakers) in India around 3,500 years ago.

Researchers said that it is likely that the Dravidian languages were much more widespread to the west in the past than they are today.

In order to examine questions about when and where the Dravidian languages developed, they made a detailed investigation of the historical relationships of 20 Dravidian varieties.

Study author Vishnupriya Kolipakam of the Wildlife Institute of India collected contemporary first-hand data from native speakers of a diverse sample of Dravidian languages, representing all the previously reported subgroups of Dravidian.

The researchers used advanced statistical methods to infer the age and sub-grouping of the Dravidian language family at about 4,000-4,500 years old.

This estimate, while in line with suggestions from previous linguistic studies, is a more robust result because it was found consistently in the majority of the different statistical models of evolution tested in this study.

This age also matches well with inferences from archaeology, which have previously placed the diversification of Dravidian into North, Central, and South branches at exactly this age, coinciding with the beginnings of cultural developments evident in the archaeological record.&nbsp;
